Commons ChamberI said exactly that to the fire chiefs today. Through austerity, they have made changes, and they should be commended on their leadership during that period. Their spending power will grow by 2.2% next year, and they sit on reserves worth 42% of their spending power. I repeat to my right hon. Friend what I said to them today: I am determined to ensure that, in the CSR, our fire service is properly resourced.
The Government have concentrated on bringing law enforcement together alongside regulators to focus ruthlessly on tackling dirty money and economic crime. In the next 18 months, we will invest over £48 million to bolster capabilities, including in the establishment of the National Economic Crime Centre.
Does my right hon. Friend agree with me that, by bringing together specialists across both the public sector and the private sector to tackle this, we can use the best of our experience to maintain our status as a global financial centre?
Yes, I agree with my hon. Friend. It is in all our interests to ensure that our financial sector and country tackle financial crime. The global scale of it demands that all of us play our part to burden-share, which is why the serious and organised crime strategy last year specifically committed to ensuring the widest response from both Government and the private sector.

Commons ChamberI thank my hon. Friend for giving way and thank the Minister for seeing common sense and considering a consultation. I have a shooting range in my constituency. Does my hon. Friend agree that the majority of the totally law-abiding people using my range and others are primarily ex-servicemen and women or ex-policemen and women, and that it is important that they can continue doing what they do?
I am not sure whether those people are primarily ex-servicemen and women, but I am sure that a lot of them shoot. A lot of children learn to shoot on the range in my constituency, which is an important part of the community that provides an important sporting outlet for disabled people, who cannot do other sports and hugely enjoy their shooting.

The hon. Lady will, of course, be aware of the integration Green Paper, which is being led by the Ministry of Housing, Communities and Local Government. In the past few weeks, I have had a number of meetings and conversations with leading charities working in the refugee sector. I am very conscious of the need for us to make sure that refugee communities are given the support—the English language teaching—that they need to be able to integrate. I have a particular focus on the measures we must take to help those with status into work.
I thank the Minister for the statement. Will she update the House on the work of the independently overseen review?
Wendy Williams has been appointed to the lessons learned review, and I am optimistic that the terms of reference will be forthcoming very shortly indeed. It is an important review and its findings will be published. I am absolutely confident that Wendy Williams will bring integrity to the review and give it the external scrutiny that it requires.

Commons ChamberThat is precisely the point I am making. This whole thing would set a precedent: .5 weapons today, then .60—where do we go next? Just because people think they might get into the wrong hands and be used by the wrong people. That is the wrong way to govern. We should not prohibit things unless there is really good evidence for doing so.
I have been having discussions with Ministers. I have said that instead of banning these weapons, as there are so few of them and they are able to be fired legally at so few ranges by so few people, why not toughen up the rules on storage to make it absolutely impossible for them ever to be stolen? If they had to be stored in an armoury, at a gun club by arrangement with the police or in a military storage by arrangement with the military, storage would have to be approved by the police. There could be alarms and CCTV in the storage and weapons would not be licensed unless the police approved places of secure storage. That would be a much more effective and useful way of going forward if we want to stop weapons falling into the wrong hands, and would make it much safer for us all.
I agree with my hon. Friend 100% on the point he is making. One of the ranges used is in my constituency. In a bizarre way, I would say that when the club is shooting there it is one of the safest places to be, because people are trained and know what they are doing. We should be looking at the security and storage element, not banning these weapons.
My hon. Friend is exactly right. I urge my hon. Friend the Minister to look at this again. The proposals in the Bill are disproportionate. They are unworkable, because they are very easy to get around. They target some of the most law-abiding people in the country and they will not make this country any safer, because the criminal will use a different weapon of choice.
I thank the hon. Gentleman for his intervention. I have indeed received many representations from responsible sportsmen, and from target shooters in particular, who are very open to looking again at the conditions connected to the licensing arrangements, particularly with regard to the storage of firearms. It would be both proportionate and reasonable to pursue the matter further in Committee.
I thank my hon. Friend and neighbour for giving way. As well as being neighbours, we also share a police force. Does he agree that if the extra restrictions were put in, our police force, and indeed all the police forces around the country, would easily manage to ensure that they were enforced?
I concur wholeheartedly with my hon. Friend. I am aware that Dyfed-Powys police already enforce the licensing arrangements thoroughly. It would be a reasonable and logical step to add some additional requirements with regard to the security of storage, and I am sure that the police will be fully able to ensure that the law is complied with. It is incumbent on us to ensure that any changes to the regulations are effective in reducing gun crime while not punishing responsible firearms certificate holders unnecessarily. The aim must be to enhance public safety by reducing gun crime, so it is important that any assessments suggesting that such changes will realise that aim should be published in full detail for scrutiny.
I would like to conclude by referring to the horrific incidents we have seen all too often in recent years that have made the corrosive substances aspect of the Bill so vital. The rise in the number of instances in which acids or corrosive products have been weaponised is frankly frightening. The availability of those products has made them a weapon of choice for those of wicked intent, with devastating consequences. It saddens me that, in the 21st century, we find ourselves having to discuss ways to prevent such acts of barbarity and of stopping individuals using otherwise legitimate products to inflict devastating harm on others, but we are where we are. It is entirely appropriate—and indeed, incumbent on the Government—to legislate to try to prevent such hideous crimes from taking place.
I have asked for assurances from the Government on the proportionality of the proposed measures on knives and firearms, but let me be clear that I welcome their efforts to control the number of knives, firearms and corrosive substances on our streets. There is absolutely no reason for an individual to have a zombie knife, a flick-knife or a knuckleduster, or for them to carry acid on our streets. Those items have no purpose other than to inflict as much damage as possible, and I therefore welcome the Bill’s move to tighten the law in relation to their possession.
More must be done to tackle the root causes of such crimes, with greater support being given to those who feel the need to carry a weapon in the first place, and to tackle the decline in police numbers. Those matters are perhaps beyond the scope of the Bill, but we as legislators have a duty to consider them, and I hope that the Government give the House that opportunity in the near future.

Commons ChamberThat is very interesting. I am looking at the Solicitor General. If I remember correctly, the Criminal Justice and Public Order Act 1994 introduced measures to deal with organisers of illegal raves. Perhaps the hon. Gentleman could write to me and I will provide an accurate response.
On cross-border matters, does the Minister agree that sometimes the issue is not the money going to police forces, but the co-operation between them in seeing matters through? That causes great problems for constituencies such as mine, which is on the border of three or four different police forces.
My hon. Friend makes a very important point, which I will move on to in due course. The shadow Minister mentioned the impact of county line criminality on rural areas, and I am pleased she did so, because we are both determined to tackle it. That is precisely why the Government have announced, through the serious violence strategy, £3.5 million of funding to bring about a national co-ordination centre to share intelligence and expertise among police forces, particularly in those areas whose experience of gangs is perhaps not to the same extent as that in urban areas, so that they learn not from scratch but from colleagues elsewhere in the country.
The theft of farm equipment can have a devastating impact on farmers. I had the pleasure recently of driving a tractor worth £350,000 in my constituency. I was slightly surprised when the farmer allowed me to reverse it, but it remains intact. What if that equipment is stolen? That small business person has made an enormous investment and may well have taken out loans to pay it off. That theft would be a crime committed against them, their family, their business and their local community. Rural constabularies are aware of such issues.
The hon. Member for Sheffield, Heeley raised the issue of police funding. We understand the wish that rural communities are not disadvantaged in the delivery or quality of public services to tackle crime. The Government are committed to providing police forces in England and Wales with the resources they need to do their crucial work. I must, however, set the issue in context. The hon. Lady knows that I only do this when she talks at length about funding. The reason the Government had to make such tough spending decisions after the 2010 election was the economic legacy of the previous Labour Government and the global financial crisis. If we are going to have a good, productive debate, we must remember the historical context in which we were operating.
We have absolutely recognised the resources the police need. That is precisely why in 2015 the then Home Secretary insisted in the spending review that the Government protected overall police funding in real terms, and we have done so since. We have also increased our investment to support police transformation and technology, so that our police can respond to the changing nature of crime.

Commons ChamberFirst, I welcome the hon. Lady to her new position. I also take this opportunity to express my sympathy to all those affected by the recent devastating fires in Exeter, Birmingham, Doncaster and Cheshire, and to thank the firefighters for their efforts. They do save lives every day, as she outlined.
The hon. Lady should bear in mind that authorities still have more that they can do to reduce costs, as they say themselves. Over the past few weeks I have been talking at many conferences at which people have recognised the need to improve procurement and work collaboratively. She should also bear in mind that, since 2010, fire authorities’ non-ring-fenced reserves have managed to rise by 150%. There is still money so that we can ensure that authorities find future efficiencies.
I am grateful to my hon. Friend for raising this really important subject. It is absolutely crucial that we support our farmers to ensure that the UK maintains a thriving farming industry. I welcome the Dyfed-Powys rural policing strategy, which sets out the force’s commitment to work with the wider rural community and other agencies to prevent crime and enforce the law. The modern crime prevention strategy published by the Government in March supports this approach.

Commons ChamberOur immigration policy is formed on the basis of the whole of the UK and of the needs of the UK in attracting skilled and talented people to contribute to our continued economic growth, which is what I have underlined to other hon. Members in the answers that I have given. On the shortage of skills, we do recognise and reflect on the fact that there is a separate shortage occupation list on which we prioritise the visas that are given to people coming to work in the United Kingdom. The reason we took the step that we did in relation to post-study work is that we saw abuse of it. Some have referred to the fresh talent scheme. Well, the information from the Scottish Government’s social research in 2008 indicated that only 44% of applicants had remained in Scotland at the end of their two years’ leave under the scheme and that many people had come to London and the south-east rather than staying in Scotland.
We have heard a great deal about the fresh talent scheme. Does my right hon. Friend agree that the fresh talent scheme that was run under the previous Labour Government was indeed flawed and did not lead to skilled migrants settling in Scotland?
Order. That is all very well, but it has nothing to do with Government policy now, or the particular case with which we are dealing. We must deal with things in an orderly way.

Commons ChamberI thank my hon. Friend for his points about the recommendations. Of course, as I indicated in response to my right hon. Friend the Member for Cities of London and Westminster (Mark Field), we have already increased Parliament’s power to look at those issues through the enhanced capabilities we have given to the Intelligence and Security Committee. I think that it is important that the Committee retains a clear focus so that we can be confident that it is able to bring the correct oversight to these matters, which is important and has been enhanced.
Does the Home Secretary agree with the Prime Minister that there should be no safe spaces on the internet for terrorists and paedophiles to communicate?
My hon. Friend raises an important point that my right hon. Friend the Prime Minister made. We should ensure that our law enforcement agencies have the powers they need to ensure that there is no safe space for terrorists, paedophiles and other serious criminals to operate.
