I begin by thanking the Secretary of State and the Under-Secretary for their great courtesy and the huge attention they have given to several of us to try to find a resolution, because unfortunately some of us find the Government’s position incomprehensible. They had a good narrative: they could have said, “We have inherited a very bad position from preceding Conservative and Labour Governments. We would like to reduce the current position, where we have a high-risk vendor implanted in our 4G and other networks, to zero over a period of time.” That would be a perfectly logical plan, and we are tantalisingly close to the Government saying that. They have acknowledged that Huawei is high risk. Having a limit of 35% is a bit of a nonsense: it is like saying prisoners are allowed to build 35% of a prison wall. If 35% is a risk, and we cannot go above 35%, the obvious, ineluctable conclusion is that we should go to zero over a period of time.
We know that the talk of lack of alternatives is a nonsense—we have been through this. We know Samsung is supplying Korea; we know France has gone for others; the United States has gone for Ericsson; and Australia, with a huge dependence on Chinese exports, has gone for other vendors. We know there are other vendors, so that is all a nonsense.
We know there is a real risk. It is worth looking at the National Cyber Security Centre report. My right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) quoted two lines from paragraph 5.5.2. I just want to quote one sentence:
“Any national dependence on a high risk vendor would present a significant national security risk.”
Having had the honour of serving on the National Security Council as Secretary of State for Northern Ireland, I know that we must take that as the absolute first priority. I take the House back to the words of the Under-Secretary last week. He made it very clear:
“I conclude by saying simply that national security will always be at the top of our priorities and we will work to move towards no involvement of high-risk vendors.”—[Official Report, 4 March 2020; Vol. 672, c. 299WH.]
That was the Government’s position last week, and I am happy to support that position. What we need to have today is confirmation of how we get there.
The Secretary of State has moved a long way since the National Security Council. We will have a telecoms Bill in early summer. We will have a process with our Five Eyes partners, as proposed by the senators’ letter, which we all received last week. That is all thoroughly good stuff. All we need now is a commitment to say there will be an end date. We have to have from this debate a statement from the Government that there will be a point, in the reasonably near future, where there will be zero involvement of high-risk vendors. The briefing we had sent round to us this afternoon said that
“our intention is to further reduce the market share of high risk vendors so that we get to a position where we do not have to use a high risk vendor in our telecoms network.”
The Secretary of State said that we wanted to be a in a position where we do not have to use them at all, but that is where we are this afternoon. Nobody has to use this equipment: they are just driven to do so by commercial pressures, and it is only by doing what the United States, Australia, Japan and South Korea have done, which is to block and stop high-risk vendors, that we will allow other vendors to grow, to prosper and to supply.
I am delighted to see the Under-Secretary back in his seat and talking to the Secretary of State. They have time still to intervene on me and give a clear commitment that when the telecoms Bill comes through in the summer, it will contain a definitive commitment to a firm date by which all high-risk vendors will have been removed from our system.
I am afraid that the Secretary of State’s so-called assurances have sown more confusion, rather than rectifying the situation. He says the Bill should include tenants, but he also said in the same speech that it would be disproportionate to extend the Bill to do so. I will therefore press amendment 2.

Commons ChamberI thank the Secretary of State for so generously giving way. Does he recall comparing the search by scientists for a TB vaccine to Sisyphus—or Tantalus, as he later clarified it—because it was always out of reach? Does he understand how insulting many scientists found that comparison and how it undermines his scientific credibility? If he does not understand how science works, how we can trust his analysis of the evidence?
I think the hon. Lady is being a little hard. We have given credit to the previous Government, whom she supported, for their significant investment in vaccines. We will continue that investment, we had Commissioner Borg over and we had an incredibly constructive discussion. Sisyphus is trying to shove the rock uphill and Tantalus is reaching in the pool—it is incredibly frustrating for us all that a result is still 10 years away.
Let me get back to the badger vaccine and the important point raised by my right hon. Friend the Member for Hazel Grove (Andrew Stunell). Early small trials on calves in Ethiopia show that it is only 56% to 68% effective. There is a lot of work to be done to get a vaccine that really works and then a vaccine that can be identified. To pick up on the point made by the hon. Member for East Antrim (Sammy Wilson), one cannot have international trade under OIE rules if one cannot identify a diseased animal and a vaccinated animal. The last thing I would do is cast aspersions on any scientists working on this question, as we all have a massive interest in arriving at a solution, but every time we look, it is at least 10 years away. According to the timetable Commissioner Borg has set us, we will do well if we stick to that 10 years.

Commons ChamberI am grateful to my right hon. Friend for her comments. She is right to raise the issue of equine databases. We have absolute confidence that we have access to all the information contained in the various ones around the country, and we are also very clear that the significant statement today by the noble Lord Rooker—that every single horse carcase will be held until it is proved clear—will be of great reassurance to the British consumer.
Highly processed foods of this kind are more likely to form a larger part of the diets of low-income families—of which there are far too many in Newcastle thanks to this Government’s actions. Is the Secretary of State seriously saying that when someone in Blakelaw buys a burger, they need to research the entire supply chain, rather than relying on the Government and the Secretary of State?
This is a serious misunderstanding. The hon. Lady must understand that under this system it is the retailers who are responsible. It is for the retailers to get out there and show their customers that their processed beef products are sound, that they have increased random testing and that these products are completely clear. It is for the retailers to prove that they can reassure their customers.

Commons ChamberI entirely sympathise with my hon. Friend’s comments about the problems in rural areas—I have already touched on the problems in my constituency. It is an absolute priority for us to get functioning broadband that works right across the country by 2015.
This week I met representatives of the Federation of Small Businesses, who were almost as eloquent as the Secretary of State in expressing the desire of small businesses in rural areas to play their part in reviving the rural economy. However, they cannot do so because of a lack of rural broadband. Will the Secretary of State admit that abolishing Labour’s universal broadband pledge—a pledge to bring broadband to everybody by the end of this year—was a huge mistake?
I am grateful to my hon. Friend for raising this issue. There were reports on the radio this morning about the horrific danger to our 80 million ash trees. We have already launched a consultation on the ground, involving a detailed investigation into whether the disease has taken root in the country. The results of that consultation will be reported to me tomorrow, and I shall discuss it over the weekend with the head of the Forestry Commission. However, on the basis of the evidence that we have seen so far, I intend to introduce a ban on imports and tight restrictions on ash movements in Great Britain on Monday.
T7. We were told that the Government would help local authorities with the costs of the floods. Now we have been told that those in Newcastle do not count, and that the city council will have to find £10 million from a budget that is being halved by the Government. Why is it that in Newcastle we have the wrong sort of water?

Commons ChamberEmphatically, yes. I found my trip to Michigan very inspiring, and I saw the real determination of not only the state Government but the involvement of the Federal Government. They are absolutely determined to bear down on disease, and at the time they were withering in their criticism of the then Labour Government.
Does the Secretary of State believe in evidence-based policy, or policy-based evidence? If it is the former, does he really think that he has more scientific credibility than the former chief scientist, Lord May? May I add that calling the vaccine Sisyphus has not helped the Minister in that?
Sorry, perhaps it was Tantalus. I meant that the goal is always rolling away. The Government are completely clear. If the hon. Lady wishes to quote a respected and real expert in this field, let me refer her to Professor Christl Donnelly who surveyed all the evidence in 2010. He said:
“In the time period from one year after the last proactive cull to 28 August 2011, the incidence of confirmed breakdowns in the proactive culling trial areas was 28 per cent lower than in ‘survey only’ areas and on lands up to 2km outside proactive trial areas”.
The Government are going on the evidence and the analysis of respected experts in the field.
