Commons ChamberI respect the hon. Lady’s experience on this issue. She will have heard the response that I gave to the hon. Member for Blaenau Gwent (Nick Smith). There cannot be universality in this; responses have to be based on the facts of individual cases. Successful challenges would be highly likely if suspension decisions were not based on the individual circumstances of each case. However, we have made it clear that the threshold has historically been far too high. We have reviewed that threshold and made it quicker and easier for officers to be suspended. That goes hand in hand with the changes we are making, through the Criminal Justice Bill, to ensure that the disciplinary procedure operates more quickly so that officers who are found to have behaved appropriately are returned to duty quickly, and those who are found to have behaved inappropriately are sanctioned quickly. That is incredibly important.
The policing of the vigil for Sarah Everard was awful —it was awful. It took what was already an incredibly painful set of circumstances and made them worse. I have spoken to police officers who recognise that. I will continue to speak about leadership, because that is not a process point; it is a leadership point. It is about driving attitudinal change and a willingness to accept criticism from people who have felt victimised for far too long and are demanding a change in the attitude of police around the country. The response to those incredibly legitimate concerns, at a point of incredible sadness and tragedy, amplified what were already tragic circumstances. I will do everything I can to ensure that situations like that are never—never—repeated.
I, too, pay tribute to the family of Sarah Everard. In Newcastle and across the country, her vile murder led to an outpouring of grief and horror, but it did not, as the Home Secretary said, start a conversation about violence against women—[Interruption.] That is what he said. Rather, it showed that the voices, the pain and the fears of women were being ignored. He says that he takes violence against women seriously; his language and his actions need to reflect that. Will he speak specifically about recommendation 11 on information sharing between forces so that predators like Couzens cannot move from force to force? This is not an issue for the Met alone.
As I said in response to the hon. Member for North East Fife (Wendy Chamberlain), my point about starting a national conversation is that there are people who should have been thinking about this matter but were not. The terrible circumstances of the murder of Sarah Everard triggered a conversation within the Home Office and in policing. My own experience long predated those terrible events.
We must recognise, as a number of Members from across the House have said, that something changed when Sarah was murdered. We must absolutely ensure that those terrible circumstances, which the inquiry demands that we see, are utilised to drive fundamental change. I commit to the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) that I will continue to drive that change and prioritise violence against women and girls. It is a key priority, as I have communicated over and over again since the day I was appointed Home Secretary.

Commons ChamberI shall quote a very wise woman, Giorgia Meloni—who was herself quoting an even wiser woman, Margaret Thatcher—by saying: this is a constant battle. In that battle, both domestically and internationally, one of our real strengths, as I saw as Foreign Secretary on the international stage, is that when we speak and demand that other countries abide by the rule of law, we are taken seriously because of our posture on this issue. We will continue to ensure that we abide by the rule of law while simultaneously—we have proven that we can do both—delivering on the commitments that we have made to driving down illegal migration and stopping the boats.
I welcome the Home Secretary to his new position. One fifth of my constituency casework relates to his Department, and it is a catalogue of human misery. In just one example from the hundreds that I could give, the claimant’s asylum application was made in December 2020, their interview was in November 2022, and they are still waiting for a decision. The claimant has two young children and has twice attempted suicide. That all comes at huge cost to them, the NHS and the police. Will the Home Secretary get a grip, stop the “magical thinking” and just fix his Department and the asylum process?
I completely sympathise with the frustration that the hon. Lady’s constituent must feel, which is reflected in the frustration that I detect in the question. I remind her and the House that we never claimed that the Rwanda deal was the totality of our response to this issue. We made a commitment to increase the speed of decision making and to drive down the backlog, and we have demonstrably done that.

Commons ChamberAs I say, my heart goes out to Mr Beheshti. I urge him to bring his hunger strike to an end. We know very well the threats the IRGC poses to the people in Iran and the region and here in the UK. We work very closely with the Home Office on how best to protect ourselves and our friends in the region against that activity. I assure my hon. Friend that remains a top priority for us. I am glad my ministerial colleagues have had meetings with Mr Beheshti on this issue. As I say, any decisions about designation will be taken conscious of our absolute commitment to protect British people and British interests both overseas and in the UK.
The conflict in Sudan is a humanitarian disaster not only for the 46 million Sudanese but for the east African region and the continent, with the expectation of hundreds of thousands, perhaps millions, of refugees. What discussions has the Minister had with the African Union to promote African leadership, involvement and mediation and a successful resolution?

Commons ChamberThe eligibility criteria have been part of our travel advice throughout this situation. I completely understand the point that the hon. Gentleman is making, but, as I said earlier, we cannot expand the criteria just for those mentioned by Members. To do so could substantially and unsustainably increase the number of people to whom we have given the implication that we could evacuate them. As I have said, the window is limited, the ability to evacuate beyond that is completely unpredictable, and we have a duty to ensure that we do everything we can to evacuate British nationals and dependants as per the criteria already published.
We have all watched Sudan’s descent into civil war with horror, but for the Sudanese diaspora in Britain and British nationals in Sudan this is a time of immense trauma and suffering, recalling the trauma and suffering involved in the evacuation of Kabul. The situation is different, but the casework that I am seeing and what we are hearing today are very familiar. The Secretary of State says that visas are not his responsibility. Will he confirm that he is working with the Home Office, as a matter of urgency, to establish a consistent and humane approach to those who do not have the requisite travel documents? That includes babies born recently, spouses in the process of applying for visas, and, as we have heard, people who live here and are on holiday in Sudan.
It is inevitable that comparisons will be made between this operation and the evacuation from Kabul, but they are fundamentally different. The operation we have conducted—both the initial military operation to evacuate our diplomatic staff and those of other nations, and then the ongoing airlift of British nationals and their dependants from Wadi Saeedna—is fundamentally different from the situation in Kabul. As I have said, I am very proud of the fact that we are one of the three framework nations who have facilitated the operation from Wadi Saeedna, which has allowed the French, German, British and others to airlift people out. We will of course always make sure we protect the vulnerable where we can; I have said that in my statement and it is reflected in the travel advice. Ultimately our duty is towards British nationals and their dependants, and we have of course facilitated the evacuation of Sudanese nationals who are dependants of British nationals.

Commons ChamberMy hon. Friend makes an incredibly important point about the multiple things that are at stake in this conflict. We have seen military lives lost, civilian lives lost and, sadly, in ground that has been ceded by the Russian military, what appears to be evidence of widespread and systematic human rights abuses. Those are the things that we are defending against, but in addition, we are defending the UN charter and the concept of adherence to international law. As he rightly said, we in the UK have been the recipients of cyber-attacks and attacks on our homeland that we have attributed to Vladimir Putin and the Russian regime. All those things are at stake all at once. We have to defend ourselves against the full range of threats, and he is absolutely right to highlight that.
Russia must bear the responsibility for all the consequences of its illegal war. It is clear that Putin’s strategy is to use energy as a weapon by attacking energy infrastructure in Ukraine and seeking to hold Europe to ransom with spiralling energy costs. I am glad to hear that we are supporting Ukraine in rebuilding its infrastructure. Does the Foreign Secretary agree that we must never again be subject to the whims of fossil-fuel autocrats, and that we instead need clean, secure and homegrown energy?
The hon. Lady makes an important point. Her words echo those of the Prime Minister and mine on the international stage. What we have seen, through Vladimir Putin’s attempt to use energy supply to blackmail countries that are supporting Ukraine in its self-defence, is a warning that we have to wean ourselves off hydrocarbons—particularly those through which we are reliant on autocratic states such as Russia.
That incentivises us to work at renewable energy generation and storage here in the UK, and to work with our international friends and partners to wean the world off hydrocarbons, which is exactly what my right hon. Friend the Prime Minister and I did when we went to Sharm El Sheikh for COP27. It is one of the points that he is discussing with the membership of the G20 in Indonesia at the moment. We have been at the forefront of many of the green energy generation technologies. We are absolutely committed to making sure that we help the Ukrainians to defend themselves in the here and now, and that we all defend each other through a greener and more sustainable energy mix in future.

Our presence in Afghanistan was a coalition one; this was done in close co-ordination with our international allies. When the decision was made by the US to withdraw, it was inevitable that we would also have to withdraw. The pace of advance of the Taliban took everybody by surprise, and it forced the pace of evacuation, which we had not anticipated; we had made some preparations, but we had not anticipated it fully.
My constituent queued for 20 hours to get into the Baron hotel; she was trying to protect her baby daughter from the Taliban, who were firing shots and using tear gas. She was evacuated, but her nightmare did not end there; her daughter’s emergency passport has expired, and her brother languishes in a Greek camp, seriously ill. He was a supreme court judge and he faces certain death if he goes back to Afghanistan. When I raise these issues with the Home Office, I get no response whatsoever. Can we not do better?
The hon. Lady highlights her constituent’s situation; it is reflective of the difficult situation that many Afghans face. We were presented with a uniquely difficult set of circumstances, and we are working to ensure that we are able to provide support and homes for as many people as possible. We continue to work across Departments to facilitate that.

My hon. Friend is absolutely right. I recently returned from a trip to Washington where, across the political divide, the UK’s actions in dissuading Russian aggression have been recognised, and gratitude was expressed to me. He is right that freedom, democracy and the rule of law are foundation stone principles that we will defend. We have already given support to Ukraine, including defensive weapon systems, to help it protect itself against further Russian aggression. The expanded sanctions package is part of that message of deterrence so that Russia understands there will be repercussions if it were to pursue further aggressive actions towards Ukraine.
Despite the Russia report, despite the Opposition’s calls and despite the Government’s promises, the UK remains a destination for Russian dirty money and influence. The Minister says that the promised sanctions legislation will be in place this afternoon, although it has not been published, we are rising for recess and there is no time for a debate. Will he explain to me how we will be able to demonstrate that, as he says, sanctions will be put in place should there be any incursion or action by Russia? That is of the utmost importance to our national security and our standing.
We have worked to ensure that this extension of the scope of potential sanctions is effective and that it displays a meaningful deterrent message to Russia. We are working to bring the measures into force this afternoon, so that they are in place as soon as practically possible. The message that I get back from the international community is that it massively values the UK’s very firm response on this issue. That is the message I received on my recent trip to Washington. It is the message I receive on calls with international partners, and we will continue to be very robust in our actions to dissuade Russian aggressio‘n.

I am disappointed that my hon. Friend echoes the rather flat joke made by the hon. Member for Stirling (Alyn Smith). [Interruption.] I am glad the hon. Member for Rhondda (Chris Bryant) is laughing, but I regard this as quite an important issue.
The sanctions we imposed on the human rights abusers in Xinjiang are not homeopathic. The fact that we have granted visas to British national Hong Kong Chinese is not homeopathic. We are taking action, not all of which I can discuss at this Dispatch Box. As I say, we will continue to work with our international partners to make sure that, collectively and collaboratively, we send a very clear message that there are patterns of behaviour that are unacceptable, and we strongly urge China to change its position and to come into line with international norms, values and standards.
In Thursday’s urgent question on Newport Wafer Fab, the Government emphasised their desire for a
“positive relationship with China, based on mutual respect and trust.”—[Official Report, 15 July 2021; Vol. 699, c. 537.]
I hope the Minister recognises how naive that sounds, and that it reflects the chilling effect of China’s power and influence on criticism. Fortunately, politicians in all parts of this House, academics and businesses do continue to speak out. What assessment has he made of the likelihood of those who oppose the Chinese state being the target of cyber-attacks, and what is he doing to better protect them and us all?
The hon. Lady raises a point that my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) has already raised, and I have already touched on it. As I have said, we will continue to work with our international partners to persuade China to come into accordance with the international standards and norms that we see other countries around the world subscribing to. We want China to be a better-behaved international player. We cannot pretend China away; we cannot prevent China trading and investing around the world, and neither should we, but we should ensure that its behaviour comes into line with the international values, norms and standards that the rest of us subscribe to.

Commons ChamberColombia is an FCDO human rights priority country, and we take the growing reports of violence against social leaders and human rights defenders extremely seriously. We consistently raise our concerns with the Colombian Government and in multilateral forums. The point that the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), has just made is still very much the case. When we export our products and services, we also export our values and buy the right to have serious conversations with partners around the world.
Will the Minister confirm here and now that it is our foreign policy to defend human rights and the rule of law across the world? Does he agree that, as well as putting UK businesses with high human rights and labour rights at a disadvantage, signing trade agreements with some of the world’s worst human rights abusers without any human rights clauses undermines that policy and our global reputation?
The UK is proud to be incredibly vocal on the international stage about our commitment to human rights. As I have said, having an open and expansive trade policy is not any kind of contradiction to our passion for promoting human rights. If the hon. Member has particular concerns about forthcoming trade agreements and the human rights elements thereof, please feel free to write to the Department.

I pay tribute to my right hon. Friend and the work of his Committee. He and I have discussed the integrated review, and the unpredictability and potential dangers that the future might have in store for us. That is why the integrated review is such an important document to assess our development expenditure. I absolutely hear the point that he makes about how such expenditure has an influence on our soft power standing, but he will also recognise that integrating our defence, security and diplomatic efforts is incredibly important. We enjoy a huge amount of soft power, notwithstanding this temporary reduction in our ODA expenditure. I have no doubt that once we can get back up to 0.7%, we will be able to reinforce further still the important work that we do on the international stage.
As chair of the all-party parliamentary group for Africa, I am deeply disturbed that 60 African researchers on the Royal Society’s future leaders programme have been left without funding without warning because of these cuts. As MP for Newcastle University, I am deeply disturbed that funding for its global challenges hub has been cut by 70% without warning, making researchers redundant unless the university steps in. Will the Minister at least agree to remove the cap on carrying over previous years’ underspends on UK Research and Innovation ODA-funded research to help save research and jobs in Africa and the UK?

Commons ChamberI thank my hon. Friend for her question. We have liaised directly with the Houthis on this issue. The ecological disaster that would inevitably happen were the oil from the Safer tanker to be released into the sea is unimaginable, and we must do everything we can to prevent that from happening. Ultimately, it is up to the Houthis to ensure the safety of the people who would seek to secure that tanker. We have encouraged and we will encourage them to deliver on that promise so that we can avert what would be the worst ecological disaster probably in our lifetime—it is significantly larger than the Exxon Valdez spilling—costing an estimated £20 billion to repair.
Yemen is the world’s gravest humanitarian emergency, with 80% of the Yemeni population reliant on humanitarian assistance and protection. If President Biden’s decision to end support for Saudi Arabia’s offensive operations in Yemen was part of his pledge to restore US moral leadership, how would the Minister characterise the UK’s continuing support for and arming of Saudi Arabia —moral indifference, perhaps?
The UK has played a leading role in pursuing peace in Yemen. I have spoken to the representatives of the Government of Yemen and representatives of the Houthis, as well as to Martin Griffiths, in pursuit of that. The UK absolutely stands by its leading position in attempting to bring about a meaningful and sustainable peace in Yemen.
