Commons ChamberI know that the Secretary of State and my ministerial colleague, my hon. Friend the Member for Pendle (Andrew Stephenson), are working tirelessly to support the steel industry across the country and I know that they will continue to look at how they can support Grimsby steel.
In the north, European structural funds helped to create 70,000 jobs and 16,000 new businesses between 2007 and 2013. The Minister’s complacent and lackadaisical refusal to divulge any details of the shared prosperity fund raises real doubts that this will be a true replacement for those vital funds enabling significant regional decision making. So will he put the north above party infighting, help power up the north and commit to giving details of that fund before the end of the Tory leadership election?

Commons ChamberThe most recent local government finance settlement confirmed that core spending power in Newcastle is set to increase by £3.4 million in 2019-20. The North of Tyne devolution deal, for which there will be an election this May, will see £600 million invested in the area and, as part of the 2017 Budget, we announced our support for the £0.5 billion investment programme for the Tyne and Wear metro system.
Since 2010, successive Conservative Governments have cut funding for children’s social care in Newcastle by 40% and, at the same time, the number of looked-after children has risen by 40%, which is obviously untenable. Instead of talking about strengthening local authority funding when he has halved the amount available to Newcastle City Council, will the Minister instead say whether he agrees with the national charity Action for Children, which has called these cuts “devastating and dangerous”? Will he give us the money to look after our children?
We have just announced an additional £400 million to tackle exactly that. The hon. Lady and I have met in her city on occasion and talked about the northern powerhouse. I am sure she has heard me say that Charles Parsons, that great Newcastle inventor, is my inspiration for the northern powerhouse. A great danger for continuing growth in the north-east of England is the unfortunate selection of the Momentum, hard-left candidate for the Newcastle and North of Tyne election. I am inspired by the engineers of the north-east; he is inspired by Ken Livingstone and Derek Hatton. My hon. Friend the Housing Minister and I are from Liverpool, and we know where that leads.

Commons ChamberOn the subject of those who can afford it building up savings, I might point out to the hon. Gentleman that his local authority—I remind him, as I am sure he knows, that every seat except one is held by the Labour party—has increased its reserves by £7 million since 2010, so perhaps he should be addressing his questions on redundancies and closures to the local Labour party.
The Minister knows that the slashing of funding for Newcastle City Council can be seen in the increased litter on our streets, increased crime rates as youth services are cut and reduced public services generally. What will he say to my constituents who want to know why central Government care so little for their wellbeing?
On whether central Government care for people in Newcastle, I would say that surely they, like the hon. Lady, should welcome the £600 million of new money provided for the devolution deal; the Great Exhibition of the North, opening this Friday, which is set to boost her local economy by £184 million; the Budget announcement of £337 million for the Tyne and Wear Metro; north-east local enterprise partnerships having £379 million invested in them directly; and the north-east investment fund just announced, with £120 million. This is a golden era of Government investment in the north-east, but it takes the Conservative party to deliver it.
Well, it has been a long time. Before entering Parliament in 2010 I spent 20 years as an electrical engineer building telecoms networks around the world. I confess to having had a geeky worry that my technical knowledge would suffer as part of the privilege of being elected to the House. The Government have been so ineffectual, however, that my technical understanding remains as relevant as ever. Ministers should be ashamed of that, because it is their failure.
The UK has the sixth largest economy in the world, and is a developed nation with aspirations to lead the digital world. It is a country where Government services are “digital by default”, yet we have heard from many speakers in all parts of the House about the dire state of our digital infrastructure. I am not going to repeat all the terrible tales that we have heard: 1.8 million homes that cannot get broadband; dial-up speeds; businesses unable to do business. The economic benefits of better digital infrastructure—or, in some cases, of any kind of digital infrastructure—have been emphasised. The UK’s productivity problem was mentioned, and it is one of the biggest challenges that our economy faces. We have the second worst productivity in the G7. Ministers contribute to the problem, with a lack of productivity when it comes to providing the digital infrastructure that this country needs. The Government’s own broadband impact study states:
“It is now widely accepted that the availability and adoption of affordable broadband plays an important role in increasing productivity”.
The Minister laughs, but this is serious for many of his MPs. Better infrastructure increases productivity by
“supporting the development of new, more efficient, business models, enabling business process re-engineering to improve the efficiency and management of labour intensive jobs, and enabling increased international trade and collaborative innovation”.
Many Members on both sides of the House have given examples of that. As the new Leader of the Opposition and the new shadow Chancellor told conference this year, at the heart of our forward-looking narrative will be plans for investing in the future, including “investment in fast broadband to support new high technology jobs”.
Does the hon. Lady accept, with the thought of the new Leader of the Opposition in her mind, that the natural step after the renationalisation of the railways is the renationalisation of BT?
It is possible, as the last Labour Government demonstrated, to have a telecoms network that includes competition if there is a strong regulator and a Government who are committed to ensuring that competition delivers services for consumers. Unfortunately, that is no longer the case.
The internet provides social benefits, as we have heard. Online shopping is often cheaper, and the internet opens up access to public and private services. It is not right that some people cannot access Government services for which they pay or, even worse, that they are penalised for not being able to access them online, whether they are farmers or people on benefits trying to sign on and do their job hunting online. The internet opens up a world of free education and is a window on the globe. It is absolutely ludicrous that the Government have not been able to provide what has become the fourth utility.
The Government attack the right to strike for working people, but they have effectively withdrawn their labour when it comes to superfast broadband. Underneath the polite tone of the motion, Members in all parts of the House know that anger is growing among their constituents, especially in rural areas. The truth is that it will take more than a summit to reverse a failure by the Government to deliver on their promises, which lacked ambition to begin with. When the Labour Government left office they left fully funded plans for basic broadband—[Interruption]; I am sorry, it is the truth—to be delivered in two years and superfast broadband to be delivered to 90% by 2017. The remaining 10% would be covered by mobile broadband.
Now we are falling further and further behind our competitors. Australia is aiming for 100 megabits for 93% of premises by 2021, and South Korea will have 1 gigabit by 2017, yet we do not have a target this decade for getting everyone online.
Instead, we have had five years of ad hoc funding announcements and vanity projects whenever the Chancellor has wanted to sweeten the latest round of punishing austerity—a series of disconnected policy initiatives that were never very ambitious, but that have suffered from delays nevertheless.
The crown jewel in all those projects—the £790-million rural superfast broadband programme—was handed entirely to one company because of a badly designed, monopoly-favouring procurement programme that has been panned by every Committee to have considered it in this House and the other place and criticised by anyone who has taken a passing interest in it. That is the fault not of BT, but of Ministers.
What we need from the Government is a vision for a market-led, future-proof, universal digital infrastructure. Ultimately, that means fibre going to premises and real investment. It will not come along on its own. Ministers need to set out a vision for our digital infrastructure. They need to tell us how we will get there and ensure that it happens. Instead, all we have is complacency and chutzpah. Demand in this debate has outstripped supply, as is the case with broadband in the UK. I urge hon. Members to remember the importance of digital skills and digital inclusion, as well as digital infrastructure. There are still 5 million households that have no access to the internet and 1 million more who do not feel confident using it.
The Government have no coherent strategy. There is a lack of vision and a staggering level of incompetence in implementation. There has been a super-slow crawl-out, rather than a roll-out, to just 2 million premises so far, with constant delays.

Commons ChamberThank you, Mr Deputy Speaker, for giving me the opportunity to speak on such an important issue. Week after week in my constituency surgeries, and in my postbag, housing has been the No. 1 issue that constituents bring to me. That is why, last October, I launched a campaign aimed at improving the availability of affordable housing in Newcastle. It is also why, when Live theatre, a theatre in the constituency of my right hon. Friend the Member for Newcastle upon Tyne East (Mr Brown), asked me to write a short play on the issues that my constituents face, I focused on housing. By the way, Live theatre is an excellent example of Newcastle’s long-standing support for the arts, now threatened by the Government’s unprecedented and unfair cuts.
In the last month, housing has been displaced as the No. 1 issue, and I am sure hon. Members will be interested to know why. Is it because the Government have succeeded in building more houses, or in encouraging the private sector to do so? No. It is because of their unprecedented attack on the most vulnerable in society, and those working the hardest to improve their lot—the disabled, those on the minimum wage, and those dependent on tax credits. The Government have changed my casework load so that benefits are now the No. 1 issue that constituents bring to me. It is not that housing is less important; it is just that the Government are so busy undermining the resources of so many people that many more are forced to raise the benefits issue with me.
Everyone needs a safe and affordable roof over their head. My hon. Friend the Member for Birmingham, Erdington (Jack Dromey) has described the impact that rogue landlords are having on far too many families up and down the country. In Newcastle, 4,430 households are actively applying for housing. In the first six months of last year, 500 landlords started the process of removing tenants from their home. In that year, only 377 new homes were built. If we want to know why, we must look to the Government’s 60% cut to the budget for new and affordable homes.
Newcastle will get £3 million from the new homes bonus, which is funded by top-slicing, through which we will lose £6.5 million, so we would be better off without the new homes bonus. As a result of the failure to build the homes we need, the housing shortage is growing, and the Government are responsible for pushing private rents up to a record high.
It is interesting to hear the hon. Lady’s concern about the availability of social housing. Will she join me in regretting the fact that after 13 years of Labour Government, we had 250,000 fewer social houses in this country than we did at the start?
I thank the hon. Gentleman for that intervention, as it gives me the opportunity to highlight an effect of the buying of council houses under the right to buy, which had many positive impacts for some families but had a devastating impact on the availability of social housing in my constituency and in constituencies up and down the country. The Government are only making that worse by reducing the funding available for building new homes, and by creating an economic environment in which construction companies and developers are afraid to invest in building new homes. The Government have been widely condemned for that record.
I believe that private sector landlords perform a useful and desirable service, and we propose to introduce legislation to support them. As the proportion of families in private rented homes increases we should examine the behaviour of private rented landlords and the service that they offer. For example, in Newcastle, the average weekly rent for council housing is £67, and for housing association housing, it is £79. However, for private rented housing, it is £120. In Newcastle, private rented homes are to be found in some of the most deprived wards. Newcastle has 14,000 private rented households—12.7% of the housing market—but 37% of them fail the decent homes standards, and 13.1% do not have central heating, against 3.9% generally.
Labour’s motion calls on the Government to take real action to protect renters—more than 1 million families and rising, and others who live in the private rented sector. I should like to end by quoting from correspondence sent to me by a constituent when she knew that I was speaking in this debate. She said:
“I currently work part-time due to lack of employment prospects and I just cannot afford to rent in Newcastle and still pay all the bills and transport costs. My pay is just not high enough so at 27 I am stuck living with parents, as is my sister. I am not alone in this and I fear for my generation, for whom the only solution to this problem seems to be to hope to find a partner to share the bills with.”
That is why I support the motion.
