We regularly make clear to our Russian counterparts what they are up to and what is happening, and ensure that the severity of their activities is explained to them. The idea that Russia poses no threat to our critical national infrastructure is fundamentally wrong. The reason for Russia’s mapping it and trying to understand it is to find a gap, develop capabilities and, at a time of its choosing, perhaps use them. We acknowledge that we are watching. We have clear indicators and warnings, and I have complete assurance in our armed forces’ ability to deter it.

The Minister may be aware that the RAF’s investment in the P-8 submarine hunting programme was made in 2015, at a time when Russian activity in the north Atlantic was much less of a threat to the UK. I welcome the £100 million announced just now, but that is less than one third of the cost of one of those aircraft, so can I ask him what assessment he has made of the P-8 submarine hunting capability in the light of the increased Russian activity? Will he assure the House that he will go further if the RAF needs him to?

That is a fantastic question. The Nimrod capability was taken out of service many years ago. The P-8 programme is a huge success. Many other allies and partners use those same aircraft. When we combine that with some of the best frigates and the best Navy personnel, and with our subsurface capability, that multi-domain spectrum of finding submarines and tracking them is second to none. A £100 million investment has gone into the P-8 programme. Of course we will ensure that that money is spent wisely on maintenance, and other gaps if required, and we will spend more if there are issues with the P-8 programme in the future. It is the frontline of our deterrence and indicator network.

The Government’s troubles Bill contains no provisions to prevent former members of the IRA or other paramilitary groups from sitting on their proposed legacy commission. Northern Ireland veterans and victims are rightly outraged, so will the Minister use this opportunity to assure the House that the Government will table amendments ensuring that terrorists will not sit on that commission alongside the families of victims?

I have worked very closely with those in the Northern Ireland Office on this issue, and I will allow them to come up with the answer, but from our perspective the legacy commission as a whole has the most powers to review the evidence that has gone through. It will get to truth, reconciliation and justice better than any other organisation, which is why we are promoting pushing as much as we can through it to ensure that those three different groups of people in Northern Ireland get to that truth and reconciliation in the first place.

As my hon. Friend will know, we work with our allies to build contingency across all our critical national infrastructure. There is lots of work to do, and we are working in collaboration with other Governments to do it. The point he raises, which is one of the most important, is that Russia wants to operate behind a veil of darkness, in the shadows, but let us be really clear: we know exactly what it is doing; we know everything that it is up to. A laser pen is not going to deter us. We will continue, we will double down and, if required, we will expose and attribute.

In the light of this recent escalation, what specific and immediate steps is the Minister taking to ensure that UK armed forces are equipped both to protect critical underwater infrastructure and to respond rapidly and effectively to direct threats from Russia and others?

The strategic defence review points to the multi-role ship and our buying into mapping and tracking our infrastructure, protecting it and, importantly, if required, deterring capabilities such as the Yantar, and a suite of capabilities that the Russians can field, to ensure they cannot work with impunity in either the EEZ or international waters.

It took us four months from starting the process to getting the veteran ID card recognised as voter ID, which is superb. We will move this matter forward, and I would love to discuss it in more detail. I highlight that it is not only a physical ID card: we now also have a digital card, which is increasing veterans’ ability to register with all the different services available.

Will the Minister join me in congratulating East Riding of Yorkshire council on achieving the armed forces covenant employer recognition scheme gold award, and pay tribute to both the council leader Anne Handley and our armed forces champion Councillor Liam Dealtry for their roles in achieving that? Could he also tell the House what he is doing to encourage more organisations to achieve this highest standard in veterans’ support?

I thank the hon. Member for raising that point, and congratulate the people he has mentioned on signing up to the covenant duty, which is superb. They join about 12,400 others who have given their signatures, which is a fantastic example of British society standing up to support veterans. In due course, I would like to visit and meet them when we get a chance.
