My hon. Friend has picked up on one of the five or six scenarios that we put forward on how we can meet our 2050 targets. I understand his concerns, but we also have to take account of cost. Offshore wind costs about twice as much as onshore wind. We need to be aware of the interests of consumers, who have to pay the bills.

The Committee on Climate Change has said that the Government should reduce by several gigawatts their target of a 13 GW capacity for offshore wind electricity generation by 2020, precisely because of that expense. Will the Minister assure the House that if that target is abandoned, he will do all he can to ensure that onshore wind farms are not blocked by nimbyism in Tory and Lib Dem-controlled councils?

The hon. Lady raises an issue that is of concern to Members from all parts of the House. There is a realisation about the impact of onshore wind farms. We want there to be more onshore wind farms, but we are determined to ensure that they are built in the most appropriate locations and that there is support for the communities that host them.

That too is an important point. The fact that Northern Ireland is significantly more exposed than other parts of the United Kingdom in this regard was one of the driving forces behind our request for the OFT investigation. We will work with the devolved Administrations in any way we can to ensure that any particular examples of difficulties in different parts of the country are taken into account.

About a year ago, the then Secretary of State and I were fortunate enough to be taken up on to the roof of Redland Park united reformed church in Bristol by Rev. Douglas Burnett to look at the solar panels installed there, which had made a huge difference to the church’s fuel bills—it was not having to pay for fuel at all, and was making money selling electricity back to the grid. Is it not therefore ridiculous that under the new feed-in tariffs other churches in Bristol will not be able to follow suit?

As my fellow Minister of State has made clear, the previous Government got their estimates wrong. They assumed there would be no large-scale solar developments in this country by 2013, but there have been a significant number of large-scale applications. That would have blown the budget and made it more difficult to deliver for domestic installations, and we are therefore right to review this process.

My hon. Friend has put his finger on an important point. A number of communication technologies may be appropriate in the context of smart metering. In July my Department, together with Ofgem, published proposals for the establishment of a national smart meter communications organisation. Ofcom is also directly involved, and we are working closely with it to deliver exactly the sort of solution that my hon. Friend wants.

As Ministers are no doubt aware, the Sustainable Livestock Bill will be before the House tomorrow. I appreciate that it is led by the Department for Environment, Food and Rural Affairs at the domestic level, but what is the Minister doing to ensure that the issue is on the agenda at the international climate change talks?

T2. The Minister will, I hope, be aware that there is real uncertainty and nervousness in the energy industry about the decision to scrap the Infrastructure Planning Commission, which is based in Bristol. What reassurances can he give me that whatever replaces that body will not delay the approval of infrastructure projects and will provide certainty to the industry so that it can plan ahead?

I hope the hon. Lady will have seen the reaction from the major energy companies this week to the statement made by the Minister of State, Department for Communities and Local Government, my right hon. Friend the Member for Tunbridge Wells (Greg Clark). It showed that there is absolute clarity. There will not be a delay and there will be a strict time scale for making decisions in these matters. However, we are determined to introduce greater democratic accountability and to ensure that the risk therefore of judicial review can be reduced.
