General CommitteesIt is a pleasure to serve under your chairmanship for the first time, Ms McDonagh. I am pleased to speak for the Opposition on this important statutory instrument, which has the potential to be beneficial for good causes and the UK charity sector. I welcome the Select Committee’s report, which laid the ground for this important change.
On the face of it, the SI is not controversial, but we will abstain because of some points of concern, which I will lay out. The limits on proceeds for society lotteries were set more than a decade ago and it is only natural for there to be an update on guidance and regulations after such a long period, to enable society lotteries to continue their good work in the community and in benefiting good causes.
No one can deny that society lotteries have had a significant impact on good causes in the UK; the £330 million that they raised last year alone has helped to transform lives and communities in Britain and beyond. Members on both sides of the Committee will be aware of specific local funding that has been made available in their constituencies, which we all welcome. In a decade of austerity, the philanthropic urges of the local community have often been what has kept us all alive. In the past few years, society lotteries have grown significantly; the postcode lottery, to name but one, has seen a sales growth of a staggering 1,560% in the past decade. Clearly, that growth feeds into good causes and should be welcomed.
It is vital that any eventual Government review into gambling should include the requirement for large-scale society lotteries to publish a full breakdown of their operating costs and proceeds, so that they are held to the same standards as the national lottery. Stakeholders have some concerns about, for example, a lack of transparency and the payment of executive salaries in smaller charities that make the leap towards becoming bigger—due diligence is required there. On occasion, the Gambling Commission has not had the best reputation for sharp teeth, so we will watch carefully to see how the 12-month review period goes.
Transparency is needed on the level of advertising within some of the charities. When each of us places a bet or gets involved in one of the smaller lotteries, we all hope that that a big proportion of that money goes to a good cause rather than to an overblown executive salary or the advertising section of the charity.
Although I am keen to see charities receive increased funding, particularly after a decade of austerity, we need more protections and an even playing field between the larger players, such as the national lottery, and the smaller ones. I am yet to be convinced that the Gambling Commission is as robust as it needs to be, as has been demonstrated in a number of areas. The Government must redouble their efforts to protect the charity sector, smaller groups and, importantly, the general public who play the national lottery or smaller lotteries, so that there is an even playing field and transparency, and so we know broadly how much of the money placed into the lottery actually goes to the good cause and how much goes back to the charity.
In conclusion, I welcome the 12-month Government review, but we cannot fully vote for the statutory instrument due to our concerns about the big step that the Government are taking by increasing the amount that the charity sector can go up to without the necessary regulatory environment and protections.

Commons ChamberIt is a pleasure to wear the same badge as the Minister to promote the wonderful Commonwealth games.
This has been an excellent debate, in which we heard several maiden speeches. We heard from the hon. Member for Redcar (Jacob Young), who has very big shoes to fill, as his predecessor was a force to be reckoned with in the House. We heard from the hon. Member for East Devon (Simon Jupp), who expressed passionate concern for the Flybe staff who had tragically lost their jobs in such a sudden and shocking way. I congratulate the hon. Gentleman on his passion, and I wish that there had been more support for those staff members. Finally, my hon. Friend the Member for Stockport (Navendu Mishra) described a tale of two towns, and the health inequalities in Stockport. I hope that the Bill will create a vision for dealing with the health inequalities in Birmingham, which, like Stockport, has corners of deprivation that we hope the games will help to address.
What has shone through all the contributions we have heard today is the passion that we all share for the Commonwealth games, and our determination to make a success of this event. Last week I was at the Alexander stadium with my hon. Friend the Member for Liverpool, West Derby (Ian Byrne)—and my, what a fine Mayor he would make! He talked of his vision of an ethos of generosity—I know that the people of Birmingham are extremely generous—and a sense of civic spirit to lift the underinvested corners of the Birmingham and west midlands region and promote the arts more generally. Those who visit Birmingham absolutely must see the best collection of Anglo-Saxon gold in the country, the Edwardian tea rooms, and, of course, the jewellery quarter, which shows off the best of Birmingham.
We know from the London 2012 games—and we can see forward to the finals of the Euros this summer—that, once again, we can show not only that we are fantastic at elite sports and at hosting events, but that we have that “trickle down”. As we heard from my hon. Friend the Member for Batley and Spen (Tracy Brabin), there are substantial areas in which the Bill could be improved, but while we seek assurances and improvements, we are in general very supportive of the games.
Let me deal directly with those areas that need improvement, so that the Minister has some homework to do before Committee. First, many Members on both sides of the House have mentioned the living wage. It is important that the games happen not just “in” the west midlands but “with” the west midlands, and we want every contractor, and every sub-contractor, to benefit from an improved hourly rate. What an impact that would have! We know from people who move from the minimum wage to the real living wage what a difference it makes to them not to have to do two jobs, but to do one job and be paid properly for it. I also hope that the Minister will reflect on the concept of young Commonwealth leaders, mentioned by my hon. Friend the Member for Liverpool, West Derby. That fantastic idea would go some way towards replacing the terrible lack of youth work in the Birmingham and west midlands area.
Secondly, the games must be free to air. Contracting them out would be a real mistake, given the excitement that they can generate. If people have to sign on, start logging on and paying extra money, that will seriously detract from the allure of the games. Thirdly, there is the issue of sustainability. I note not only what was said about lawn bowls by my hon. Friend the Member for Warwick and Leamington (Matt Western), but what my hon. Friend the Member for Birmingham, Perry Barr (Mr Mahmood) said about the importance of high-quality green transport, including an electric fleet. I thought that diesel fleets were yesterday’s transport, not tomorrow’s, so I hope that the Minister will raise the issue with the local contractors.
I will indeed. I was hesitant to single out any one contractor, but as the hon. Member has done so, I remind him that it would be wonderful if National Express shared that vision with us as quickly as possible so that we can phase out diesel and bring in electric vehicles in time for 2022.
The hotel levy was mentioned by my hon. Friend the Member for Birmingham, Edgbaston (Preet Kaur Gill)—does not the word “Edgbaston” make you think, “Cricket, fantastic! It will be wonderful to see cricket in the Commonwealth games”? She was right that council tax payers in Birmingham and the west midlands should not have to stump up the extra cash for overruns on the contracts. An element should come from a levy of £1 per night per room, which could bring more money into Birmingham and the west midlands to pay for those tiny overruns that occur at these events.
Finally, I hope that the Minister takes the question of legacy seriously. Tragically, in London, a couple of years after a fantastic Olympic games that had so much magic, the number of youngsters playing basketball, swimming or doing other sport dropped due to cuts to local government. We still struggle with that level of inactivity among young people, which is inexcusable in this day and age. Let us use this as an opportunity for a genuine legacy—not just an elite legacy, but a legacy for all the people of Birmingham and the west midlands, so that they can jump on a bicycle, so that basketball can be played locally, so that swimming can be affordable at the wonderful Sandwell swimming baths when they are open, and so that we end up with a genuine grassroots approach to sport, exercise and fitness, which all means an improvement in mental health.
The facilities used for the games—the bigger and better Alexander stadium, with hugely increased capacity; the Olympic-sized swimming pool; the cycle lanes; the green and sustainable bus routes—all sound wonderful, but in end we want to know whether in 10 years’ time, in 2032, Birmingham youngsters will know the rules of Olympic games. Will they be inspired to swim 50 metres? Will they be able to run round the athletics track, as we hope they will right now? We need a vision for the future. Will they have £1-per-swim, which we had during the Olympic games for every single under-18-year-old, and which has kept going long after the games? We have an opportunity to show off as world leaders in seismic sporting events once again—not just for elite sports, but for each and every one of us.

Commons ChamberMay I first welcome my hon. Friend to his place? I know that he has done an awful lot of work for his local area as a councillor, and that he will be a fantastic voice for Dudley North. We are working closely with Andy Street and Birmingham City Council, with which we engage regularly. We want to make the most of the opportunities that my hon. Friend has rightly highlighted. The organising committee is expected to recruit 45,000 staff, contractors and volunteers. There will be 400 new jobs in the athletes’ village alone, including 50 new apprenticeships.
May I, on the occasion of my first outing as shadow Sports Minister, congratulate the outgoing shadow Minister, my hon. Friend the Member for Tooting (Dr Allin-Khan), on her work on fairness in sport? May I also mention—this is between you and me, Mr Speaker—today’s important announcement about rugby league, with a royal flourish? I hope that rugby league will receive the coverage that it deserves.
May I ask the Minister what steps the Department is taking to ensure that the 2022 Commonwealth games are carbon neutral, and—importantly—what actions can be taken now to improve the air quality at the venue so that in two years’ time the health of athletes, residents and visitors can be paramount?
The hon. Lady has made a good point I regularly meet the organising committee and I chair the strategic board, and I know that Birmingham City Council is keen to see the outcomes to which she has referred. At our next strategic board meeting, next month, I will certainly raise those issues on her behalf.

Commons ChamberThe Government need to do a number of things, and I indicated that there are actions we need to take in relation to the health service, but I believe that a substantial amount of the responsibility lies with the gambling industry itself. Again, I stress that this is a very considerable increase in the funding that is being offered. The £100 million is what is specified over those four years for treatment, but the general commitment is to 1% of gross gambling yield—exactly the same commitment that is asked for by those who argue for a mandatory levy. This is an acceptance by the industry that it bears a share of responsibility. I hope the hon. Gentleman will not get the sense from anything I have said that the Government intend to let up the pressure. We do not.
The online gambling problem is significant, but betting shops present a problem on the high street. Will any of the levy go to help local authorities to tidy up the high street not just physically but in terms of crimes committed in the vicinity, such as drug dealing and violent acts, which do break out a lot around betting shops?
The hon. Lady is right to draw attention to the wider issues that occur. She will recognise that the commitment being made here and the conversation around the mandatory levy relates specifically to research, education and treatment. It is focused on those who are already problem gamblers and who need assistance in the treatment sense and in a research sense more broadly. We expect all partners—there are many—to work together to deal with some of the social problems she has identified. I take the view that the gambling industry is one of those partners.

Commons ChamberI am grateful for the opportunity to bring to the House serious issues that threaten the future of my much loved local football club, Dulwich Hamlet, and which have relevance for local non-league and league clubs throughout the country.
I wish to express my heartfelt gratitude to my predecessor as MP for Dulwich and West Norwood, Baroness Jowell of Brixton, whose involvement with Dulwich Hamlet football club goes back a long way and who I know is close to the hearts of Dulwich Hamlet supporters. I also thank my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), in whose constituency the Champion Hill stadium sits and whose support for this campaign has been invaluable, and Lord Kennedy of Southwark, who has raised this issue in the other place and ensured that very few parliamentarians are unaware of the issues facing Dulwich Hamlet and have not been photographed wearing the club’s scarf. Finally, I thank the Dulwich Hamlet Supporters’ Trust, Dulwich Hamlet football club, my many constituents who have written to me about this issue, and the thousands who turn up regularly at Champion Hill to support the team.
I will speak today about community: a local community emblematic of the diversity and cohesion that makes London so great, and a national community that is galvanised by the same ideals as our pocket of south-east London. Dulwich Hamlet FC are not unique in their current struggle. Their cause has received support from around the world, both from the football community and, significantly, from many who are not archetypal fans of the game but recognise the immense community value that the club brings.
I congratulate my hon. Friend on the wonderful idea of promoting young people’s access to sport. When we have so much knife and gun crime, it is important that sport can provide a meaningful outlet for young people, and for older people, too.
My hon. Friend makes a powerful point about the role that football can play. I shall address some of those issues a little later in my speech.
There are stories similar to Dulwich Hamlet’s from the football community throughout the country: from Skelmersdale to Merthyr, Torquay, Hereford and Coventry. Communities are fragile and the spaces and institutions that bring people from a diverse range of backgrounds together can be rare. Local football clubs provide this focus and an opportunity for friendships to be developed and bonds strengthened through the sharing of the passion that football inspires.

Everyone in the House knows the importance of being connected, whether through traditional means or, increasingly, through digital connections. Whether the issue is the next generation of broadband technology, better mobile phone coverage or preparing for the next generation of 5G, the Bill is all about improved connectivity. Whether we are talking about fixed networks in the ground or the next generation of mobile and wireless connectivity, what people care about is how well connected they are—good download and upload speeds, reliability, latency, and how quickly they get reconnected when there is a problem. It is a problem that we can all identify with, Madam Deputy Speaker. May I say what a great pleasure it is to see you in the Chair for the first time from the Dispatch Box, Dame Rosie?
Our task is to prepare for a world of considerably greater demand for digital connectivity. Just as Moore’s law states that the cost of computing halves each year, Nielsen’s law has seen the doubling of data demands every two years. World-class connectivity is important for people to function in the modern world, whether at work or at play. It will continue to transform our public services and bring efficiencies there, too, and it is important for all sectors in our economy. The challenge is always to stay a step ahead of need. We need the digital infrastructure that can support that, providing ubiquitous coverage so that no one is left out, and sufficient capacity to ensure that data can flow at volume and with speed and reliability to meet the demands of modern life.
All these connections rely on Britain laying more fibre-optic cable. Whether fibre all the way to the premise—to each home and business—or the fibre that underpins the mobile network, all modern connectivity runs off fibre. Around five years ago, the nation took a strategic decision to roll out high-speed broadband based largely on a part-fibre, part-copper network. Superfast broadband delivered in that way is today available to 93% of UK homes and businesses. We rank first among the big European states for superfast connections, and we are on track to reach 95% by the end of this year.
In mentioning that, may I pay tribute to my right hon. Friend the Member for Wantage (Mr Vaizey)? He did so much—he never lets me forget how much—to deliver the first-rate, high-quality superfast broadband connectivity to homes and businesses around the country that now allows us to say that 93% of people have access to, but do not necessarily take up, superfast broadband.
I thank the right hon. Gentleman for being so quick to take an intervention. May I suggest that he is being a little Panglossian and positive in his approach? As constituency MPs, we receive quite a number of complaints, and yet the grin on his face suggests quite the opposite.
That was me talking about what we have done so far—just wait until I talk about what we need to do in the future. I strongly agree with the hon. Lady that we need to do much more, which is what the bulk of my speech is all about. Indeed, it is what the Bill is all about. If she holds the view she espouses, I look forward to her marching through the Division Lobby later in support.
Precisely on the point raised by the hon. Lady, of course 7% of premises do not yet have access to superfast connections, so we are introducing the new broadband universal service obligation so that, by 2020, everyone has access to a minimum level of service. That will provide a vital safety net and ensure that nobody is left behind as the country takes these strides towards better connectivity.
Yet even this is not enough. Demand marches on. People’s needs and expectations have risen further, and will continue to rise. Yes, we need to celebrate what we have done so far, but we must also deliver deeper connectivity, now and in the future, to support a competitive market and to ensure that we get this infrastructure in the ground. We must work now to deliver the next generation of technologies, 5G and fibre over the decades ahead. This Bill is part of a suite of actions we are taking to boost Britain’s fibre. We will break down barriers to better broadband for business and get quicker connectivity for consumers.
First, in the Digital Economy Act 2017 we reformed the electronic communications code, which regulates agreements between people who provide sites and the digital communication operators. That new code will make it easier for electronic communications infrastructure to be deployed, maintained and upgraded. We are currently finalising the regulations needed to support the new code, which we plan to commence later this year when the work has been completed.
Secondly, with the separation of Openreach from BT we will see a more competitive market, with an Openreach that serves all customers well, rather than just focusing on BT. That decision has been largely welcomed by BT’s competitors and is the result of intense negotiations between Ofcom and BT. It is the right outcome and will ensure that Openreach delivers not just for its customers but for the whole country.
Thirdly, we are supporting the fibre roll-out through a £400 million digital infrastructure investment fund to help competitors in the market to reach scale and to deliver. The fund will improve access to commercial finance for alternative developers for full fibre infrastructure, helping them to accelerate roll-out plans and compete with the larger players.
