I thank my hon. Friend for his comments, and I absolutely can give him those assurances. His question also affords me the opportunity to pay tribute to not just to the negotiating team and Whitehall civil servants, but the very many individuals, politicians and civil servants in the devolved Administrations, the Crown dependencies and elsewhere, who have worked incredibly hard to get us this far. It is because of all those efforts that I want to ensure that we get this over the line. All the encouragement that my hon. Friend and others can give in that respect is gratefully received.
The north-east region has consistently exported more than it imports, and the Government promised the people of the north-east an oven-ready deal with no tariffs, fees, charges or quantitative restrictions—a deal that would safeguard workers’ rights, consumer and environmental protections and keep people safe through a comprehensive security agreement. With the negotiations now going late in the day, and those promises looking increasingly overcooked, what are the Government doing to ensure that businesses and individuals in the north-east are able to properly prepare for and manage these changes to come?
The hon. Lady raises a very important point. I reiterate that we are working to get a deal. We will continue to negotiate until that becomes an impossibility, but I am hopeful that we will get a deal. We have invested a huge amount in ensuring that businesses are ready. Most of the things that businesses and citizens will need to do are already known and are not contingent on the final negotiations. I stand ready to assist if the hon. Lady’s constituents or businesses have particular issues, but an enormous amount of support is available—not just information but webinars and dialogue with experts and officials—to ensure that people have all the information. There is also, of course, the substantial campaign, which has been running for many weeks, to ensure that people are fully informed about what they need to do before the end of the year.

Commons ChamberClearly there are very strict protocols that surround any kind of procurement or pilot that might take place across any Government Department. Those protocols have given us confidence in the past, and there is no reason why they should not in the future. If the hon. Gentleman has concerns, he should raise them with the relevant Minister and certainly with the Cabinet Office, but those protocols are strong and have stood us in good stead; we have transparency around these issues.
I am pleased that the Government recognise the importance of testing and tracing to contain the virus. It is just one of the issues that we need to get right before we can safely reopen schools. Headteachers in my constituency are really struggling to support vulnerable pupils, particularly with free school meal vouchers, because the system used by the Government’s chosen provider, Edenred, is not fit for purpose. Will the Government get a grip on this urgently, to ensure that our children at least are fed?
The hon. Lady is right that ensuring that we have the right testing and the right volume of testing in place is one of the five criteria for our being able to reopen society and ease lockdown measures. I know that there have been issues with the voucher system, and the Department for Education has been looking at that. If there any remaining issues in her constituency that she would like to flag up with me, I will take them up with the Department for Education.

Commons ChamberI thank the hon. Lady for her comments. We think about every stage of this process. Clearly, if people appeal and those appeals are upheld, we have not got it right earlier in the process. I have mentioned some things that we are doing to build trust, confidence and support. We are also introducing a video relay service in April, which will be of particular help to those who are deaf or hard of hearing. There are a number of small changes like that that we can make to ensure that we get a good result earlier in the process.
I have a 28-year-old constituent who was injured in the line of duty in 2010. He was awarded a tier 3 military pension, which is reserved only for the most severely injured, but he is due to lose his Motability vehicle and that decision was upheld on mandatory reconsideration. Is that seriously the type of person the Government wish to leave housebound?
I would say two things in response to that question. First, we have been considering particular issues around our armed forces in the Green Paper, which gives opportunities not just for ESA but for PIP. We are also looking at being able to passport information that may be in someone’s war pension record or medical history into our benefits system. I am quite happy to look at the case the hon. Lady raises with regard to Motability.

Commons ChamberAs I said earlier, it was Labour that introduced the retirement age at 60, but this is an issue that I—[Interruption.] I have to say that I take great offence, particularly at some of the paid-for advertising that has been run in local newspapers, which has been incredibly patronising towards older workers. We need older workers to stay in the fire service because they have great expertise. By offering protections on pensions and jobs for older workers and good practice for fire authorities to follow, we will ensure that in future they have the protections that Labour did not introduce.
In her open letter of 24 October, the Minister thanks firefighters
“for your patience in letting me work through these issues”.
The regulations she has put forward were in place in June 2013, so what exactly have they been patient for, and why does not she treat them with the respect that they deserve?
As an incoming Minister, I could have immediately laid the regulations, but I chose not to do so because I felt there were some outstanding issues, one major recurring theme being the many firefighters who have previously been in the armed forces thinking that they have been disproportionately adversely affected by transferring in their pensions. That is one issue I looked at, among others. Most importantly, I also met a number of groups, including women’s groups, within the fire service. I have trained as a firefighter and I am a serving reservist, so I know the stresses that women go through in order to maintain strength, in particular, in their fitness tests. That formed the bulk of our negotiations with the FBU. I am very happy that on the day we laid the regulations we also started a six-week consultation on putting protections for firefighters on a statutory footing.
