Commons ChamberIn setting out the seven-year transition period, we have recognised the concerns that my hon. Friend raises about the need for a multi-annual period. We will be providing further information on how the transition to environmental land management will work in due course. No doubt the debates on the Bill will give us a further opportunity to discuss and develop how the transition period will operate in practice.
I thank the Secretary of State; she is being very generous. One of the concerns that my constituents will have is around the payments from the Rural Payments Agency, which has received huge cuts since 2010. The civil servants who are working to deliver payments to farmers obviously work very hard, and I have some very positive stories in casework that I could show her. However, a huge proportion of farmers in Lancaster and Fleetwood are concerned about the delays in payments. She talks about maintaining the status quo. Will she change the status quo in terms of reforming and re-staffing the Rural Payments Agency to ensure that farmers can actually receive the money in a timely manner?
I hear what the hon. Lady says. Clearly, there have been difficulties in the past, but I would say that the RPA’s performance in recent months has been better than for many years, with, last year, 93% of farmers receiving payments by the end of December. But there is always scope to improve, and I will certainly follow this matter very closely, not just in terms of the 2020 scheme year but in relation to the role of the RPA as we move forward with the reformed system.
The additional funding that the Government have allocated consists of £160 million for Scottish farmers to correct a perceived historical injustice in relation to past years’ allocations. The remainder was awarded following the recommendations of the Bew report. Neither commitment would have been secured without the strong campaign led by Scottish Conservative MPs to get a fairer share of agricultural support for their farmers. I pay tribute to all of them, including those who sadly did not retain their seats at the election: Colin Clark, Stephen Kerr, Kirstene Hair and Paul Masterton.
Provision for the uplift in funding resulting from the Bew report and the campaign by Scottish Conservatives is made in clause 5. What is more, as I have said, the Government have a manifesto commitment to match the current overall budget for farmers in every year of this Parliament, so the Bill is an essential mechanism to provide continuity and stability for our agriculture sector as the United Kingdom leaves the European Union.
The Bill is narrow in scope in terms of subject matter and duration. Its provisions are consistent with the approach agreed by Parliament in the European Union (Withdrawal) Act 2018. Clause 2 sets out the approach to be taken by the courts regarding the interpretation of EU law. Clause 3 will enable secondary legislation to make operability amendments and to allow us to keep pace with post-exit regulatory change concerning 2020 direct payments, should the UK choose to do so. For England, the Bill bridges the gap between the common agricultural policy and the start of the agricultural transition in 2021. It does not change our policy, nor does it alter our ambitious vision for the future of food and farming in England.
The next steps in our radical reform of farm support in England will be debated in this House on Second Reading of the Agriculture Bill. That legislation will finally enable us to break free from the common agricultural policy. It will ensure that we take back control of our farming policy and our farm support payments. That will enable us to replace the perversities and constraints of the deeply flawed CAP with a new system that pays public money for public goods. We will reward farmers for environmental stewardship and high standards of animal welfare. Our farmers have always played a crucial role in safeguarding our countryside and our environment. As we deliver this far-reaching transformation, that role for farmers will become even more pivotal in delivering goals such as cleaner air and water, healthier soil and better access to the countryside.
This will be one of the most important environmental reforms in this country for decades, and it is a major benefit delivered by Brexit. It needs to play a central role in tackling the two great environmental challenges of our time: reversing the disastrous decline of nature and biodiversity and protecting our climate.

Commons ChamberLast year’s IPCC report could not have been any clearer: we have just 12 years to take real action. That is not 12 years to debate whether we need to take action, but 12 years to implement policies that dramatically cut down on our carbon emissions and change how we, as individuals, live our lives. That needs to start today. It may not be fashionable these days, but we need to heed the advice of experts. Dr Dmitry Yumashev of Lancaster University recently published research showing the potential $70 trillion cost if we fail to take action and meet our targets. We simply cannot afford—financially or otherwise —to continue down the same route we have been on.
I will talk briefly about young people. I am proud that the Labour-led Lancaster City Council has already declared a climate emergency; it was one of the first councils to do so. That was led by our young activists across the Lancaster district, and I pay tribute to Councillor Amara Betts-Patel, Councillor Oliver Robinson, Peter Curphey, Haddi Malik and Dan Chester, to name but a few of the young people calling on their council to do more and to put forward bold policies to tackle this crisis. The onus is now on us in the House to listen to the words of young activists up and down the country and globally and to put climate change at the forefront of everything that we do.
It is clear that we need to do more on how we travel about our communities. We need to make the switch to public transport, but in Fleetwood it could not be more evident how far away we are from having a sustainable transport policy. Every morning, hundreds of my constituents get into their cars and drive down the A585 to access jobs and education. If they were given a reliable, low-carbon alternative, I know that many would ditch their cars and jump on public transport, so the Government really need to get serious about investing in sustainable transport for communities such as Fleetwood, so that people can make that switch. That means urgently rebalancing our transport spending towards communities such as Fleetwood and to the north-west of England, bringing back into use disused rail lines that were cut by Beeching and making sure that people have the chance to use greener alternatives to cars.
Harnessing the power of wind and water has huge potential to transform Lancashire into a true energy coast. Hydro, wind, and solar energy industries have the potential to provide thousands of skilled, highly paid jobs, which will transform employment prospects for our young people while providing for our energy needs. The beginnings of this green economy are already visible in Fleetwood: I recently visited 4Navitas, which builds vertical-axis wind turbines and which was set up and is run by Fleetwood entrepreneurs Paul Cook and Marcus Stefani. Other Fleetwood entrepreneurs have been pursuing plans to construct a hydro barrage across the River Wyre, which again has huge potential to transform the town.
Sadly, the Government continue to ignore the potential of this new green economy and persevere with damaging and unwanted policies, such as fracking. The people of Lancashire said no to fracking. It is not compatible with meeting our climate change objectives, and it is time that the Government woke up and banned fracking in this country, as the Labour party has proposed.
The Government need to lead the charge for a sustainable future, but that does not mean that individuals and communities cannot take a stand. I was pleased to support the Extinction Rebellion activists in Lancaster last week, who were demonstrating about the need to change the way we live our lives and standing up for a green future. Part of that future needs to involve making sustainable choices about how we live and what we eat. Most scientists now agree that we need to eat significantly less meat to tackle climate change, and we need to recognise the real damage that intensively farmed meat has on the ecosystems of developing nations.
I believe that only a Labour Government who place the environment at the front and centre of Government policy and usher in this green industrial revolution will succeed in halting the slide to environmental chaos. Future generations will not forgive us if we do not take this opportunity for positive action. We owe it to our children to seize this opportunity and to vote today to declare a climate emergency.

Commons ChamberMy hon. Friend is an impressive advocate for fishing communities, not least his own in Lowestoft. He is absolutely right: as we leave the European Union, we must reallocate additional quota in order to ensure that under-12 metre vessels get a fairer share of fishing opportunities, not least because the way in which they fish is of course environmentally sustainable, and also contributes to the growth and prosperity of communities that have been neglected for far too long.
Over the years, the face of the fishing industry has changed, as is reflected in the town of Fleetwood. We export 70% of what we land, and we import the vast majority of what we consume as a country. With a view to preventing fish rotting at the borders, what is the Secretary of State’s assessment of how tariffs or trade uncertainty could impact the industry after we leave the common fisheries policy?
The agreement that the Prime Minister has negotiated with the European Union allows us to have tariff and quota-free access to the European Union. We can have the best of both worlds—not only, once more, full control over our exclusive economic zone with additional fishing opportunities, but the opportunity to ensure that that excellent produce finds a market in Europe and beyond.

These are undoubtedly very difficult times for many dairy farmers. The combination of oversupply around the world coupled with a weakening of demand in major markets such as China has led to a very depressed commodity price. We secured a £26 million support fund last November to alleviate short-term cash-flow pressure. We introduced a dairy supply chain code to improve dealings between dairy processors and farmers. Longer term, we are working on a project to introduce a dairy futures market to help farmers manage future risks. We are exploring the potential to facilitate investment in new dairy processing capacity, so that we can add value to our production.
A food-secure Britain needs British farmers to be able to make a living. Milk prices plummeted in March this year; they were at their lowest since 2009, with farm-gate prices as low as 16p per litre. This comes at a time when British dairy incomes are dropping; they are forecast to fall by almost half this year. I was disappointed that there was nothing for dairy farmers in this year’s Budget. What action will the Minister take now, working with supermarkets, retailers and farmers, to ensure a future for the British dairy industry?
We have introduced tax-averaging across five years to help farmers who face a tax bill; they can average it against difficult years. Her Majesty’s Revenue and Customs has been clear that it will take a generous approach to the time-to-pay provisions to help farmers who may be under pressure with their tax bill. I completely understand that this is an incredibly difficult time for many farmers. There is a mixed picture; a small number are still on aligned contracts, and still receive a fair price. We constantly meet retailers to try to improve the contracts that they offer, and to encourage them to offer more aligned contracts and to source more dairy production. Many of them are now offering those aligned contracts, or higher prices, to their farmer suppliers.

I should first declare my personal position, which is that I voted in favour of same sex marriage when the decision was before Parliament, but I do recognise that it is difficult for the Anglican Church. The Anglican Communion extends over many different cultures and many continents, and not all cultures and societies move at the same pace. It is therefore all the more remarkable that the Archbishop of Canterbury managed to get a unanimous agreement among all the bishops of the Anglican Communion, in Canterbury, in January, that there should be a new doctrine condemning homophobic prejudice and violence, and resolving
“to work together to offer pastoral care and loving service irrespective of sexual orientation.”
I thank the right hon. Lady for her answer. She will be aware that many people feel called to ministry, including, naturally, many people who are lesbian, gay, bisexual and transgender. Although Church of England policies protect heterosexual couples if they are in a marriage by not taking their status into account when it comes to jobs within the Church, the same is not true for those who have entered same sex marriages. Is she aware of cases of written permission from bishops placed on file, and of refusals to issue licences when new positions are sought, including even secular positions? Will she do her best to ensure that LGBT clergy are not discriminated against here in the Church of England?
As I mentioned, the Anglican Communion is extremely diverse. What we must remember, living here in the liberal west, is that a typical Anglican communicant is in Africa and black, female and under 35; in many African nations there are also very strong views on this subject, and keeping the Communion together is a big challenge. It is open to Church of England clergy to enter into civil partnerships, and many do so. The Church of England in England is moving forward in its understanding with a shared conversation, three parts of which have already occurred. In July this year, the Synod will move forward with the shared conversation about sexuality—the nature of human sexuality. I reiterate the point that the whole Communion agreed unanimously that the Church should never, by its actions, give any impression other than that every human being is the same in God’s sight regardless of sexuality.

Commons ChamberI thank my hon. Friend for his question. Under our six-year plan, we will be protecting more farmland. In fact, between 2010 and 2021, we will be protecting an additional million acres of farmland.
Between 2011 and 2015, Lancashire fire and rescue service saw a reduction of 241 firefighters. Will the Secretary of State commit to creating a statutory duty, and with it the relevant investment, to enable our firefighters to tackle flooding in future?
I pay tribute to the fantastic work of the fire service and all the emergency services, the Environment Agency and the Army for what they did on the ground. We deployed those personnel as early as possible. We deployed the assets and I think they did a fantastic job in responding to the flooding.

The Government have said that they will fund more defences, but the costs for Cumbria alone are estimated to be £500 million, and the solutions are about so much more than building higher and higher walls. The water has to go somewhere, and if we are not careful, we will build flood defences in one place with the result that protecting one area means that another takes the water and is damaged.
We must look at our design of bridges. The bridge in Cockermouth ended up being a dam as it became more and more clogged with debris. We need to look at planning—it has already been said that there is simply too much building on floodplains. I fully endorse the appeal that my predecessor, Lord Campbell-Savours, made last week in the other place for a complete ban on housing development on the West Cumbria flood plain.
I want to end by talking about insurance. Time and again, residents told me that, after the floods of 2009, they were either unable to get household insurance or it was offered with huge excesses—most commonly, £10,000. Now they cannot sell their homes.
I thank my hon. Friend for making such a powerful speech. Does she share my concern that insurance problems also affect many small local businesses, which are struggling to make ends meet and often cannot afford the premiums?
I thank my hon. Friend for making that important point. We are concerned in my constituency that, if we do not do something about the problem of insurance, we will end up with abandoned streets that might as well be demolished. In fact, some local residents are so distressed that they have asked whether the Government would consider buying their houses and knocking them down because it would be cheaper and less stressful than building a flood barrier.
What help will the Government give my constituents in this position? They are honest, hard-working, decent people. Many have lost not just the contents of their homes, but their cars, and some have lost their livelihoods.
We were told that Flood Re was the answer after the previous floods, but it has been a fat lot of good to my constituents today. It is late—it is not expected to come in until next year; it is arbitrary and does not cover properties built after 2009, despite houses continuing to be built on floodplains, and it does not cover businesses. When people have insurance, the insurance companies are refusing to pay for resilience measures.
My constituents need help now. They need it quickly. Climate change is here—its effects can be seen in Cumbria. We need a Government who are serious about having a long-term strategy to prevent this from happening again. We need the money and resources to make that happen.
I speak as the Member of Parliament for Lancaster and Fleetwood, a constituency that was affected by Storm Desmond and recent flooding. Although we are not in Cumbria, I urge hon. Members to remember that the effects of the flood went beyond those county boundaries.
I pay tribute to the role of The Bay, our local commercial radio station, which continued broadcasting. For many people, it was their only source of communication with the outside world for four days because we lost power. The station managed to get back online despite being flooded and despite power cuts to keep local people informed.
A lot has been said about the effects of the flooding of the city centre in Lancaster, but I want to say something about the impact on the Lune valley, a beautiful part of Lancashire that has a big farming community. I thank Jenny Walmsley, the chair of the Caton-with-Littledale parish council, who helped to introduce me to many more people I did not already know in that area. I welcome the news from the Government today about the support for farmers and look forward to seeing it go online.
The floods in recent weeks are consistent with what we should expect in a warming world. Met Office data show that annual rainfall has increased in the UK since the 1980s. Five out of the six wettest years on record have occurred since the start of the new millennium. That is a warning that I heed.
Businesses in my constituency have been badly affected. I pay tribute to the business people who stepped up and played a role when the water breached and flooded the city centre, including Mark Cutter, the landlord of the Robert Gillow pub. He opened up his pub and allowed people in when they were unable to return across the river after their Saturday nights out because the bridges had been hit by a shipping container. That reminds us of the force of nature. People enjoying the nightlife in Lancaster were stranded in our city centre.
Small businesses are particularly at risk from flooding and 52% of them do not have flood insurance. My fear is that that will increase in my constituency because insurance premiums will certainly increase. The Environment Agency’s long-term investment scenarios recommend an optimum overall investment of around £470 million a year more than is currently being spent. Therefore, the Government need to spend £2.5 billion in the period from 2015 to 2021. That might sound like a lot of money but, frankly, the cost of doing nothing is far greater than the cost of investing in protecting our communities from floods. I have seen first hand for the first time the devastation in the area where I live. I call on the Government to support our councils as they do their best to deliver. It should not take another flood for the Government to realise their mistake. I also call on them to take climate change and flood defences seriously.

I thank the right hon. Member for Orkney and Shetland (Mr Carmichael) for securing this debate and enabling me to make my first contribution in the House to a debate on the fishing industry, which has been important to my constituency, particularly the town of Fleetwood, for many years.
Currently, seven fishing vessels over 10 metres in length and 55 under have Fleetwood registered as their administrative port, with all the over-10s and approximately a third of the under-10s also making Fleetwood their home port. That is a far cry from 1929, when the Fleetwood fishing industry provided direct employment for nearly a quarter of the town, and far more indirect employment. At its peak, 70,000 tonnes of fish were landed in Fleetwood by British and foreign vessels, but that has steadily declined: in 2013, the Marine Management Organisation recorded just under 9,000 tonnes of fish landed via the Fleetwood Fish Producers Organisation. Those 9,000 tonnes have, however, the considerable value of approximately £24 million.
The fishing industry in Fleetwood does not rely only on fish landed in Fleetwood; a significant and growing processing industry draws on fish brought into Fleetwood over land. The development of a new fish park is a sign of the ongoing importance of fishing and a welcome investment in jobs and skills in the town. I was pleased to welcome the shadow Minister, my hon. Friend the Member for Brent North (Barry Gardiner), to my consistency this summer for a public forum on the future of fishing in Fleetwood. The issues raised at the meeting were many and varied, but central to them was the need to maintain and increase fish stocks and to ensure that our small-scale domestic fishermen get their fair share of the quota under the common fisheries policy.
Our local under-10s fishermen pointed out that there are environmental constraints on their maximum catch—the wonderful weather of the north-west—but that the current quota arrangements were seeing some fish stock quotas exceeded before the fish even reached our local waters. Also, because of delays in how the catch is recorded, the current arrangements do not properly address overfishing.
Small-scale fishing enterprises comprise the overwhelming majority of the fishing fleet—77% last year—and employ the vast majority of people in the industry, yet they get only a tiny proportion, around 4%, of the overall quota. That means that the viability of many small-scale fishing businesses is jeopardised. But these are the people who provide the most jobs in the industry and fish in the most sustainable ways.
Greenpeace and the New Under Ten Fishermen’s Association have come together to highlight five key actions that they believe are needed to ensure both the viability of the small-scale fishing fleet and the sustainability of the fishing industry. The recommendations include the redistribution of quotas to the under-10 metre fleet, the restoration of fish stocks, the protection of the marine environment, the prioritisation of access for low-impact fishing in the UK’s 0 to 12 nautical mile zone, and the regionalisation of fisheries management.
As it stands, the fish quota is largely controlled by a powerful minority. Recent reforms to the common fisheries policy have created measures that reward those who use more selective and low-impact fishing methods, but the responsibility now lies with implementation. Member states and our own Government must act to ensure that small-scale fishermen get their fair share of the fish quota, because it will be better for jobs and better for the environment.
