I have raised with the Department for International Development on number of occasions the need to help Christians return to their ancient homeland. I can tell my right hon. Friend that the Nineveh Reconstruction Committee, which is a collaboration between the Chaldean Church, the Syrian Catholic Church and the Syrian Orthodox Church, has so far restored 1,700 properties, enabling just over 4,700 Christian families to return home.

Next week marks the 500th anniversary of the Reformation. What is the Church doing to promote and celebrate an event that led to major religious and social freedom in this nation?

There are already a number of events to mark the Reformation. Indeed, you can hardly fail to turn on the radio without hearing about the commemoration of this great occasion. However, in the spirit of the question, I want to share with the House something that a Minister of State said yesterday at the reception in the Speaker’s house: “It is incumbent on us all—all of us of faith and those of no faith—to speak up for the tolerance to hear each other.”

I am delighted that my hon. Friend supports the creation of rural growth networks, and I must commend the role he played in developing a bid in his constituency. He has clearly done a very good job, because that bid is on the shortlist, but I am sure he will understand that I cannot, at this stage, reveal who will ultimately be in receipt of that status.

When does the Secretary of State and her team next plan to be in Northern Ireland, to discuss with stakeholders the reform of the common agricultural policy and how it affects our Province?

I completely agree, and I esteem highly the research capacity in my hon. Friend’s constituency. The Government’s investment of £400 million per annum is co-ordinated throughout the Government, under the UK cross-Government food research and innovation strategy, which is published by the Government Office for Science. The cross-Government and research councils’ programme on global food security will also be a key vehicle for driving that agenda forward.

Does the Secretary of State agree that one of the best ways to enhance competitiveness is to encourage the export of our product beyond the borders of the European Community? Will she outline to the House the Department’s policies, practices and strategy to encourage the export of our food product to Asia, Russia and China?

When we took office, we made it a priority from the outset to encourage the food and farming industry to produce more food sustainably and to think in terms of opportunities in emerging markets. Later this month, we will publish in an export action plan the results of our work with the agri-food industry in the intervening months, but there is absolutely no doubt that the emerging markets of Brazil, China, India and Russia, many of which Ministers have now visited, offer our food and drink industry the huge potential to grow its business.

The whole House respects my hon. Friend’s medical expertise, and she is right to point out that the disease has spread—it has spread from the south-west to the midlands. That fact demonstrates that doing nothing is not an option. As for her important point about personal information, I can assure her that, in the interests of personal security, personal information will be kept confidential.

I should declare that I am a member of the British Veterinary Association, which I know will welcome the right decision at the right time under the right circumstances following the right evidence to get the right conclusions. I welcome the Secretary of State’s statement and the fact that her Department has stuck to its guns on this issue. It is important that we reach a solution. I welcome the conclusion of the report that the reduction of the incidence of TB in cattle will be achieved if we follow this licensing procedure. I hope that the Secretary of State will ring the Ministers in the devolved regions and encourage them to follow these actions. We need to put in place a scheme such as this in Northern Ireland.

I assure the hon. Gentleman that we are in close contact with other devolved Ministers. We should of course remember that Scotland is TB-free and would like to remain so. I hope that our policy will give it some comfort in that matter. I have taken the veterinary advice very seriously. It is the vets who point out that no programme of eradicating TB anywhere in the world has been successful without tackling the reservoir infection in the wildlife.

Natural England is a statutory consultee in the planning process, but I certainly give my hon. Friend an undertaking that I will look into the case in question. There is, of course, a balancing act, and Natural England is responsible for ensuring that directives that the previous Government and their predecessors signed up to are complied with correctly, but I will look into that specific case with urgency.

In light of the meeting that is to take place on 25 October between the Secretary of State and the Ministers from the devolved Assemblies across the United Kingdom, will she set out what the agenda for that meeting is going to be? Will she assure us that CAP reform will be on the agenda, and that she will listen carefully to the needs of representatives of the rural regions across the UK and of the 40,000 farmers in Northern Ireland who rely on the CAP as it currently stands?

I give the hon. Gentleman that assurance. We are due to meet devolved Administration Ministers on 25 October, and agricultural reform is on the agenda. I expect that they will attend the Agriculture Council meeting next week, as I have encouraged them to, and we will work very closely with them. I hope the hon. Gentleman noticed that when I referred to how the Government were looking at CAP reform, I said that we would examine its impact on all parts of the United Kingdom.

I commiserate with the hon. Lady on the fact that her part of the world is so badly affected. That is one reason why we want to undertake the pilots in the worst-affected areas, where they are likely to be disproportionately beneficial. I can assure her that the pilots will be rigorously evaluated by an independent panel of scientific experts, veterinary scientists, academic scientists and practitioners. However, we need to be clear that the pilots are to establish the efficacy and humaneness of this method of reducing the population, and are not about the wider question of the science, which had already been established by the randomised badger culling trial. For that reason, I do not think it is remotely likely to take years. It will be more a matter of weeks or months.

I congratulate the Minister on fulfilling an election pledge, and indeed a coalition pledge, in her statement today. While other Members are elsewhere, fulfilling a media cull, it is good to see that DEFRA is going to pursue a cull of an animal that has put into our society great poison among our bovine herd. When people talk about the welfare of a wild animal, they never seem to be concerned about the welfare of our bovine herd. I am glad that we are hearing some sensible talk about protecting a multi-million pound industry, as opposed to protecting cuddly things in the countryside.

Will the Secretary of State share the basis of her scientific evidence with the Northern Ireland Executive, and with the Department of Agriculture and Rural Development in Northern Ireland, so that in a part of the United Kingdom where we have suffered from TB in our cattle we can see the scientific information and protect our national herd as well?
