That would certainly be very helpful. There are three abattoirs in my constituency; I could not say how many of them are personed by EU vets, but I know that that is common across the terrain, so I imagine that they are.

Compassion in World Farming sees the draft regulations as a missed opportunity. It would like the Government to go much further on tightening up pre-stunning, live exports, movements and other matters that we have discussed. It would be interesting to know by what process we will ensure that if and when we leave the EU, what we do in this country—hopefully we will at least maintain the same standards—will happen in the rest of the EU. One would not want to see any diminution of standards here, but if animals are being exported into the EU, clearly we need to ensure that standards there remain the same. It would be useful to hear from the Minister how we will continue negotiating with our colleagues—or, after March, our former colleagues—to ensure that standards do not decline anywhere. We pride ourselves on our approach to animal welfare; that is one of our arguments for not signing free trade deals with certain parts of the world.

CIWF has also looked quite hard at some of the slaughtering methods. It is not happy with the current methodology for pigs, sheep or broiler chickens, which it felt should have been tightened up. It is not necessarily about just the method of slaughter, but the mechanism behind it. I have the figures here. A recent survey by the Food Standards Agency reports that in England and Wales 86% of pigs are slaughtered with high concentrations of carbon dioxide. CIWF argues that that is incredibly environmentally damaging, and something that should gradually be run down and replaced. It will be interesting to see whether the Government have that as part of their agenda. Likewise, the non-stunning of sheep is a problem that we have never really got into, because of the normal arguments about halal and shechita methods of slaughter—sheep tend to have been left out of that.

The Royal Society for the Prevention of Cruelty to Animals is disappointed that this SI does not go further, certainly in terms of managing live exports. It has asked, what happens in terms of additional border inspections posts? I have asked the Minister that on previous occasions. We have to be aware that at the very least, as an independent nation, we will have to have more independent border inspection posts. It will be interesting to see what contingencies the Government put in place to ensure that that is the case. If the exports go through even the existing ports, such as Dover, we will need to do more checking.

The Dogs Trust—interestingly—said that it did not have time to respond, because the consultation period was so short, but it is a pretty important organisation. It is worried about the transport of adult dogs. I had not realised how many dogs get picked up, literally because the method of transport is so poor that they are seized as part of that transit. The Dogs Trust regularly rehouses adult dogs and puppies that are taken in that way. It felt that this was an opportunity to look at the way in which we transport these animals, and to raise awareness about the diseases that animals can acquire. I am told that leishmaniasis and babesiosis are both rife among puppies—something which the Dogs Trust has to deal with when rehoming those animals. What mechanisms are the Government putting in place to try to bear down on disease, when things are clearly not right at the moment?

I think this is a missed opportunity. Although SIs are coming round with such regularity that none of us knows what we are doing, but we do the best we can, there are some reasons why we should set a standard—not necessarily a gold standard—at which we can feel confident that our animal welfare is the best in the world. If we are saying that we will not diminish that, we have to be confident that it is the best in the world, so when and if we sign these wonderful trade deals, we have to set that as the standard. If other countries cannot meet those standards, we cannot sign the deals.

Does the hon. Gentleman share my concern that if we reduce our standards in any way, we will potentially cut off trade with the entire European Union? Furthermore, does he agree that any delays at the border, as we have seen this week, could be hugely detrimental to animal welfare and could actually increase the incidence of disease outbreaks?

I agree, and that is why I am saying that we have to ensure that our standards not only stay high, but get higher. Therefore, we will find, hopefully, that countries that we trade with will want to reach those standards.

In conclusion, this is another piece of legislation that, at one level, is nothing other than the usual cut-and-paste job. However, it covers a number of hugely controversial areas, and if we do not get this right, we will have missed an opportunity. More particularly, if we get it wrong, we will all come to rue the day when we sat in this very interesting room—not one that I have been in before, but one that is no doubt fit for purpose, as we have seen today.

In assets, cash, pensions, contracts, swaps and all the things that currently make up our global trade in such issues. As the Minister points out from a sedentary position, many people’s future retirement plans are crucially dependent on getting this right.

These kind of EU regulations came into being in the first place because of the LIBOR scandal and the evidence of significant cheating in creating the prices of these benchmarks for these trades to happen. Until the LIBOR scandal, nobody had really looked at how international benchmarks such as LIBOR were generated. Everybody thought it simply happened according to market mechanisms, and that absolutely nothing nefarious was going on.

However, we then discovered that a great deal of nefariosity—I do not know whether that is a word—was going on, and that people’s rewards for indulging in that nefariosity were colossal. That is why all these regulations had to be immediately generated. That is the first thing. This is about a hugely important area of potential market manipulation and cheating, the risks of which, until we became aware the LIBOR scandal, were tiny and the rewards from which, if one indulged in it and got away with it, were colossal.

We also need to think not only about the individual market manipulation that might happen if we get this wrong, but about financial stability itself. If 2008 taught us anything, it was that these very complex and increasingly complicated global money and asset markets, for which these benchmarks effectively represent what is meant to be a market-generated price, are the weakest and least-regulated points across the world. The regime that is the most hands-off becomes the weakest, and—at the same time, paradoxically—the strongest defence against manipulation and disaster.

We know disasters such as the global financial crash affect real people’s lives across the globe. The draft regulations might look like very dry, boring, technical changes that the Minister has brought before us, but they are actually crucial. They are about real issues of financial stability, potential market manipulation and cheating. If we do not get this right, we will become the weakest link.

It is therefore absolutely and utterly crucial that, if we are to establish this kind of regime, we had better be sure that we are doing it correctly, that we have the time to do it correctly and that we have enough people in the FCA with enough sophistication to do it correctly. I worry about the size of our market—£130 billion in gross value, according to the Minister’s own figures. With the sudden ramping up from a mere 28 employees at the FCA to 158 full-time staff, which the Minister talked about, they are going to have to be some of the most sophisticated people on this earth. I hope he is paying them properly—[Interruption.] Not him personally, but the Government, of whom he is the representative in Committee. They had better be good at their jobs. I want the Minister to reassure us about that.

Is the FCA up to it? I do not mean to be horrible, but the Minister is suddenly giving it a lot of responsibility, with new staff: if we get it wrong and there is regulatory arbitrage to be exploited in the way the system works, we know that it will be. That might include leaving loopholes for huge market manipulation and enrichment at the expense of customers, pensioners and the people who are investing in the instruments, who will be traders. If the Minister does not get it right, the consequences will be huge.

How big is the risk? The impact assessment does not really talk about how big it is or the likely costs of the changes. I congratulate the Minister on being one of the few Ministers who has managed to produce an assessment to put before one of these statutory instrument Committees, which we are attending in great numbers at the moment. Large numbers of his ministerial colleagues have not been able to do that, which is a disgrace. That is the way in which the Government are dealing with the situation we find ourselves in.

The costs that the Minister puts before us are described as “unknown: likely significant” or “significant”. There is an inability to quantify the cost to business and to those who are in the market of the sudden change and the no-deal scenario. At a macro level, it is significant but unknowable, but at a micro level, in annex A, the Treasury has come up with a ridiculous little formula for the familiarisation costs for individual companies—as an ex-Treasury Minister, I am familiar with that kind of thing.

The Treasury has decided that the familiarisation cost of a statutory instrument for one firm is the number of words in the statutory instrument divided by the number of words that one can read in a minute—as if being able to read the statutory instrument means that one automatically understands it. In one of the most complex areas of regulation and statutory authority, that is the best that HMRC can come up with.

By the way, that figure has to be multiplied by one over 60 and by the hourly wage rate, which is £330 for a solicitor or legal executive with more than four years’ experience. What a joke! Is the Minister really suggesting that if one could read the statutory instrument at so many words per minute, one would automatically understand what it meant? I have been in the House for 27 years, and I can read quite a few words a minute, but I must confess that I have never come across a statutory instrument that I can automatically understand just because of that, especially in such a complex area.

As a qualified maths and physics teacher, I think that the formula is frankly ridiculous. The number of words read per minute is what we could call a variable, because it can vary greatly. We might find plenty of lawyers who, in an attempt to increase their fees, become extremely slow readers.

I agree, but what worries me more about the formula than the variable that the hon. Lady talks about is the idea that somehow reading equals full comprehension of technical subjects. The Minister ought to go back and have a closer look at that, and the Treasury officials who are accompanying him certainly ought to come up with a more sophisticated formula for trying to see what the costs will be.

To sum up, we do not know what these things will cost. My hon. Friend the Member for Oxford East has posed some very important questions about how all of them mesh together and whether there have actually been changes in definitions—sneaky little changes that have gone beyond what the withdrawal Act allows in terms of just transposing issues from EU law into UK law. We would like to know the answers.

I would also like the Minister to tell us a little about the risks that he thinks this regime poses if the FCA really cannot get through to organising these benchmarks and transposing them in practical terms into UK law in the appropriate time scale, in what is a very changing situation—regulating an industry that we know will exploit every tiny bit of regulatory arbitrage that it can come across for its own profit.

Absolutely—my hon. Friend is spot on. I am lucky enough to know very well David MacDonald and his team who run Uttoxeter races, and it is thriving. Horse-racing is a great sport that inspires people and gives a great day out. My hon. Friend is absolutely right to say that we should not underestimate the real benefits of horse-racing to the United Kingdom.

May I seek clarification on the previous intervention? In what terms is horse-racing the biggest sport? It may be in terms of betting revenues, but it is certainly not in terms of participation.

I believe my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) may have been referring to attendance, but I understand the hon. Lady’s point.

Football is at the crux of the point I really want to make. We have had a great sporting weekend, with some fantastic sporting triumphs, including England’s success over Ireland in the rugby—[Interruption.] I will not mention the cricket. I was lucky enough to attend another sporting giant of a match on Saturday: the thrilling nil-nil draw between Burton Albion and Oxford United. I was delighted to be there.

Burton Albion is a small club. It was only promoted to the football league in 2009, yet by 2017 it had been promoted to the championship. That is a Roy of the Rovers-type success story for a club that is embedded in the community. Thanks to the hard work and determination of the chairman, Mr Ben Robinson, and Nigel Clough, our inspirational manager, who has a huge sporting history behind him, the club has done incredible things. We talk so often about money in sport, but Burton Albion is a shining example of what heart and passion, rather than just money, can do in terms of delivering.

Let me begin by mentioning a great sports club in my constituency, Glasgow Warriors, which is currently second in the Guinness Pro14 League. No doubt it will take the top spot very soon. It shares its ground at Scotstoun, which is round the corner from my house, with Victoria Park athletics club. Both clubs are involved in great schools outreach activities in an attempt to engage young people who would not normally have experience of their sports.

I am now going to make a rather controversial statement which may cost me some votes: I am not a fan of football. There are many reasons for that, but one thing that bothers me is the reporting of it, which dominates television and the print media. I heard a Member say earlier that 10% of written reports were about female sport. I find that hard to believe, because I regularly look through the sports pages just out of principle to see how many articles there are about women. The reporting is pretty much all about football, and it is almost entirely male.

That has serious implications for the health and wellbeing of girls in particular. We know that teenage girls are far more likely to drop out of sport than boys. They are not seeing role models. They are not seeing girls like them succeed in various sports. It is great to hear about the increased participation of women in, for instance, football, rugby and cricket, but more traditional girls’ sports such as gymnastics, dancing, swimming and athletics do not receive much coverage.

Many people will not know that I was a gymnastics coach for a number of years, and coached at elite level. The hon. Member for Tooting (Dr Allin-Khan) spoke of the difficulties experienced by those who did not have support. That is absolutely true: without parental and financial support, it is almost impossible for young people to participate in elite sport. They need their parents to run them to the venues, and to pay the costs of lessons and competitions.

However, there is also a big role for recreational sports, and sports for people with additional needs. As the Soviets knew when they were great at gymnastics, the more people participate in sport, the more excellence rises to the top of the pyramid, so we need to increase participation. There is a very special club in my constituency, the Glasgow Eagles sports club in Drumchapel. Its specialities are basketball and table tennis, but it is a club for people with additional needs, and it has done a great deal of work with autistic adults. It deals with mass participation, but the mass participation of people with special needs.

I think it is important for us also to recognise the dark side of sport. We know that in the past paedophiles have used sports coaching to groom young children. I urge every Member to support the Close the Loophole campaign by the National Society for the Prevention of Cruelty to Children, which is ensuring that 16 and 17-year-olds are given the same protection as younger children, particularly in areas such as sport, in which relationships can develop over a long period.

My right hon. Friend clearly spent a lot of time working on that when she was Education Secretary, and I commend her on her contribution to that debate. I am pleased to welcome to the Front Bench the new Universities Minister, my hon. Friend the Member for Kingswood (Chris Skidmore), who is leading the work on the Augar review. As Chief Secretary to the Treasury, I am concerned to ensure that we get good value for money and that our universities are properly funded. I am closely involved in supporting the Augar review, as are my colleagues at the Department for Education.

The Chief Secretary clearly has not read the UCAS figures, which show that more Scottish young people than ever before are accessing a place in higher education, including more from a deprived background than ever before.

This ruling does not come as any surprise. We already know that England has the highest tuition fees in the industrialised world. It confirms what we have been saying for a long time—this is not saving public money in the long run. This Government remind us regularly of how economically brilliant they are, but we can clearly see that they have been shifting their fiscal responsibilities on to a Government 30 years in the future. The real issue is that these short-term accountancy gains are won off the back of our young people. Average student debt in England is more than £50,000, and continuing to charge fees of more than £9,000 per annum is morally wrong. Since we know that three quarters of student loans will be written off eventually, will the Government follow Scotland’s lead and slash student fees or, better still, abolish them completely?

What assurances can the Chief Secretary give to students trying to pay off debt with spiralling interest rates that the interest on student loans will be capped at a far lower level? For those young people who currently have debts with no possibility of repayment, will this Government do the right thing and write off the portion of debt that will never be repaid, and write it off now?

The reality is that fewer students from disadvantaged backgrounds as a proportion are going to university in Scotland. The SNP Government have not only failed with the higher education system; they are also getting worse results for literacy and numeracy in primary schools. I suggest that the hon. Lady goes back to her colleagues in Scotland and starts looking at some of the reforms that have taken place across the rest of the UK, to see what could be learned.

In response to my hon. Friend’s earlier request, the Government are aware of the Valuation Office Agency’s ruling and are considering their response, which will come in due course. He points out that there is a clear distinction in that behaviour.

The Minister talks about the importance of keeping an ATM in rural and deprived areas. The difficulty is that when there is only one ATM in such areas, it often experiences high levels of usage and regularly runs out of cash, which is worse than not having it at all in some ways. I encourage him to do what he can to ensure that we keep a network, even in such areas.

It is absolutely not transparent and it is yet another example of how PFI has been nothing short of a disaster. It is our local authorities, our schools and our hospitals that are paying the price.

My hon. Friend, like me, is a teacher by profession and has had to deal with working in a PFI school. Often these schools have been developed by companies that have questionable tax policies and produce a substandard product that parents, pupils and teachers have to deal with, and local authorities are saddled with the debt for many years to come.

My hon. Friend makes an excellent point. I am just about to go on to talk about not only the crumbling PFI schools that we are now left with and which the local authorities are paying for—there is no transparency and accountability on these contracts—but alleged criminality that has taken place around these contracts in my constituency of North Ayrshire.

It is a pleasure to be called so early in the debate this afternoon, Ms Dorries. I thank the hon. Member for St Ives (Derek Thomas) for securing such an important debate. He spoke passionately about constituency interests and local businesses that are affected.

The hon. Member for Newark (Robert Jenrick) presented his personal experience of tax on SMEs and talked about the importance of supporting innovation and enterprise, which I will talk about a little. The hon. Member for Witney (Robert Courts) talked about what he saw as the opportunities presented by Brexit. I do not necessarily share his optimism for the next couple of years, but we will see what happens. Time will tell on that one. As far as I am concerned, it is important to reinforce that Brexit is a real threat to small business, and we should do everything we can to avoid a hard Brexit. I know from speaking to trade organisations across the UK that their members are genuinely worried about what Brexit—or, even worse, a no-deal Brexit—will mean for their small businesses.

The Scottish Government recognise the importance of SMEs and are taking action to support them with initiatives such as the £500-million Scottish growth scheme to target high-growth, innovative and export-focused SMEs, which will clearly need as much support as they can get after March 2019. In June the Scottish Government announced the first tranche of the Scottish growth scheme, aiming to stimulate more than £200 million of investment to help small businesses grow, and they will make a further investment this year. Alongside additional private sector investment, we expect that to provide more than £100 million to innovative, high-growth companies. Scottish Government funding for new business research and development projects is also increasing, with an additional £45 million being invested over the next three years.

Various Members have mentioned VAT on tourism. The hon. Members for St Ives, for Montgomeryshire (Glyn Davies) and for Strangford (Jim Shannon), who has left the Chamber, mentioned the tourist tax. I have just come from the Royal National Mòd, which is being held this year in Lochaber around the Fort William area. The area is the outdoor capital of the UK, and definitely of Scotland. The area is poised and ready for expansion. The opportunities for tourism are unique. Ben Nevis is on its doorstep and there are all sorts of activities available from white-water rafting to low and high-level walking. One issue that crops up time and again is VAT on tourism. If that could be brought into line with other EU countries, we could see much greater investment and real expansion in the area.

Business rates were mentioned by most Members. The Scottish Government’s small business scheme has removed the rates burden entirely from 100,000 premises across Scotland and we will urgently take forward the Barclay review recommendations on non-domestic rates. More than half of our rateable properties are paying nothing this year, and more than 70% of Scottish properties are paying the same or less in 2017-18 than they did last year. That is making a difference to small businesses across Scotland. Additionally, all rate payers in Scotland have the right of appeal against the independent assessor’s determination of rateable value, which is free to do in Scotland, unlike in the rest of the UK.

We believe a simplified tax code would pave the way for a significant boost in tax yield. The UK has one of the most complex tax codes, which is often guilty of creating an uneven playing field for our businesses and workers, as well as creating loopholes that disproportionately aid and assist the wealthy and powerful. The hon. Member for Witney talked about the amount of time that had to be spent on completing tax returns, which is a big issue for small businesses.

We broadly support the transition to digital taxation, but we have a series of concerns regarding its implementation, particularly for small businesses and specifically around the impact of digital taxation on low technologically advanced businesses, businesses in rural areas with restricted access to the internet, and small businesses generally that perhaps do not have the skills required to deal with it.

As we face Brexit and the challenges that that will pose for our small business community, the UK Government must do more to support small businesses, which are the backbone of our economy, and I urge the Minister to look seriously at the issue of VAT on tourism that has been raised by several Members this afternoon.

First, I want to say that many tens of thousands of people work for HMRC. It would do their morale a power of good if people in this House reflected on their current excellent performance and the improvements they have made on customer service compared with two years ago. I want to compliment them publicly on the improvements they have made.

We have accepted that mistakes were made on Concentrix, and that is the reason why the agreement was terminated. We will reflect on that further when we respond to the National Audit Office report.

Many of my constituents are concerned about the future of the Green Investment Bank in relation to possible asset stripping, the worth of the golden share and the suitability of the buyer. What is the Department doing to ensure that the UK taxpayer is given a fair deal on the sale of the bank and the bank retains its green focus?

Those are two of the criteria that we have set: there should be value for money for the taxpayer; and the bank’s focus for future operations should be retained and protected. We are reviewing the sale process as it goes forward, and we will make sure that those outcomes are protected.

The hon. Member makes a very important point. The post-Brexit discourse has focused on higher education and other sectors, but not much on further education and the invaluable work that is done in local communities—at the very coalface, in the sense that people in colleges and community groups go into the very hearts of communities, where people are hardest to reach. That work is invaluable, and the hon. Member’s point is well made.

The projects that I mentioned are only a few of the many supported through European funding that make a tangible and real difference to the lives of people in Scotland and across the rest of the UK. This year alone, Glasgow Kelvin College, a further education institution that serves my constituents and has a campus in the Easterhouse area of my constituency, secured £1.5 million-worth of European social funds, on top of £1.9 million last year, which enabled it to continue its fantastic work on employability and vocational skills across Glasgow. That European social funding directly supports real jobs—more than 10 of them—and helps to create opportunities for many more.

In the past few months, I have met the principals of colleges in Glasgow with groups and organisations whose work relies on European social funding. They are worried about the future. They should currently be considering future bids for funding, but little or no information has been forthcoming about where they stand. The Government can provide certainty to Nissan and talk about guaranteeing research and technology funding to appease the higher education sector, but European social funding is the Kevin McAllister of the Brexit rush—drowned out by louder voices, trampled on in the rush to get out the door and left home alone.

The elephant in the room is, of course, the fact that the UK is leaving the EU, and that no non-EU country has ever received European social funding. Brexit is not the circumstance of Scotland’s or Glasgow’s choosing. Organisations across our city and throughout our country stand to lose hundreds of millions of pounds. Our people the length and breadth of Scotland and the UK stand to lose invaluable services and support, which will be to the detriment of their lives and our economy.

My constituency—indeed, our entire city and our country—voted to remain, yet our further education and communities face Brexit’s damaging consequences unless the Government stand up now and guarantee that they will protect the funding for projects at an equitable and comparable level. The true and full impact that the projects financed by the European Social Fund have may not be fully realised during one round of funding, but it will be undoubtedly real and lasting. That cannot be said of the impact that taking it away will have—it will be immediate and painful. EU funding has been an integral feature of Scotland’s educational, employment and economic landscape for so long that the removal of those key resources cannot be easily done—at least, not without substantial damage.

Does my hon. Friend agree that much of that damage will be done to the deprived communities in cities such as Glasgow, which use such funding to engage young people in education, employment and training?

The hon. Member has pre-empted almost my next sentence.

Worse still, because structural funds are targeted at poorer regions and areas of higher socioeconomic disadvantage, the impact will be disproportionate if such gargantuan funding gaps cannot be filled. Of course, the UK Government have announced that they will underwrite all EU structural and investment fund projects signed before the autumn statement last year, and that they will assess whether to underwrite funding for certain other projects that are signed after the autumn statement but before the UK leaves the EU. The Chancellor of the Exchequer said that the UK Government were

“determined to ensure that people have stability and certainty in the period leading up to our departure from the EU”.

That statement, however, is at odds with the Government’s position, and their rhetoric is far from reconciling with the reality facing organisations in Glasgow, across Scotland and, indeed, throughout the UK. The Government’s position falls far short of what is needed. It is a limited guarantee for a narrow number of schemes for a restricted number of years, and it will leave Glasgow and Scotland hundreds of millions of pounds worse off than if we were still members of the EU. Organisations throughout Scotland that provide invaluable services do not have the certainty or security that the Chancellor has promised them.

In December, at Education questions in the House, I expressed those specific concerns. After I asked my question, the hon. Member for Luton North (Kelvin Hopkins), who had campaigned to leave, asked:

“Given that all EU spending in Britain is simply returning part of our gross contribution to the EU budget, would it not be sensible for the Government simply to commit now to replacing EU funding with UK Exchequer funding, thereby keeping everyone happy?”

The Minister for Schools replied that the

“the United Kingdom Government will decide how best to spend the money that was previously going to the European Union.”—[Official Report, 19 December 2016; Vol. 618, c. 1164.]

That was certainly more substantive than “Brexit means Brexit”, but no more enlightening.

With an eye to the future, what assessment have the Government made of the impact of losing EU structural funding on economic growth, output, productivity and employment in Scotland and throughout the UK? Does the UK intend to adopt a similar social and regional development programme to that of the European social fund and the European regional development fund? If so, would the UK Government match the existing allocated structural fund budget in absolute terms? Would any new programme have the same priority areas of focus as EU structural funds? The EU structural funding programmes allow for long-term planning over a seven-year period. Would the UK Government commit to a similar seven-year funding structure, or would it be different?

In the here and now, will the Government confirm that European social funding will not be frozen during the negotiations for the UK to leave the EU? Will the Government confirm what discussions they have had with the EU to ensure that structural funding that has been allocated to Scotland for 2014 to 2020 will not be clawed back? Finally, will the Government commit to undertake an evaluation of the European regional aid lost to Scotland during 1975 to 1995 because of the Government’s deployment of a subtractionality funding model?

The UK Government can, should and must do more. Ignorance, or indeed arrogance, will simply not suffice. It would be unforgivable for Scotland to be punished for a situation not of its own making; to suffer for an ill-judged Westminster gamble to appease Eurosceptic Back Benchers. Now is not the time for uncertainty for the further education sector or invaluable community projects. The Government can end that uncertainty now.

Guaranteeing existing levels of support and match funding is not subject to treaty negotiations with EU partners; we are talking about the here and now, and about what the Government choose to prioritise. The Government cannot hide behind empty slogans because this is about the Exchequer and the Government’s spending priorities. The Prime Minister stood on the steps of Downing Street and said that she wanted a Government who would work for all. Prove it. She should not disregard Scotland and not ignore our interests, and she should show us her plan and that she is serious about protecting Scotland.

It is a great pleasure again to serve under your chairmanship, Mr Nuttall. I congratulate the hon. Member for Glasgow East (Natalie McGarry) on securing the debate and on her thoughtful contribution. I also thank the hon. Members for Argyll and Bute (Brendan O'Hara), for East Renfrewshire (Kirsten Oswald) and for Glasgow North West (Carol Monaghan) for their additions to the debate, which has been useful and interesting.

The European social fund was set up with the objective of creating a more cohesive society, as well as a more prosperous economy throughout the EU. Projects throughout the UK, including in Scotland, have received funding from the fund. Under the ESF programmes for 2014 to 2020, a total of €466 million was allocated to Scotland. Funding for some 123 projects has already been agreed. The previous ESF programme in Scotland saw more than 430 projects funded and completed, and more than 390,000 people supported. In England, 86% of participants said that they had, for example, developed skills required in work.

Leaving the EU means that we will want to take our own decisions about how to spend our own money, which will continue to deliver the policy objectives previously targeted by EU funding. That is the context in which we have gathered for this debate. I would like to start by saying that I recognise the concerns of the hon. Member for Glasgow East and others who have spoken so passionately in the debate. She asked for certainty. I agree that it is essential that we provide certainty for recipients of ESF funding. That is why in October my right hon. Friend the Chancellor of the Exchequer announced certain guarantees.

All European structural and investment funds projects signed before last year’s autumn statement will be guaranteed, including those funded by the ESF. That also includes those projects that will continue beyond the UK’s departure from the EU. Moreover, funding for projects signed after the autumn statement, but before we leave the EU, will also be guaranteed—that is, providing that the responsible Department is content that the projects provide strong value for money and are in line with domestic strategic priorities, which are both reasonable points.

All those assurances were very welcome when they were made, but the problem remains that we have an issue beyond that. We need to look to the future. We need a guarantee of funding—a pot of funding that will still be available for further and higher education way into the next decade.

I recognise the hon. Lady’s point, which I will cover. It is important that we have a long-term objective, that we spend money wisely and that we get the best possible solution.

The Government will ensure that the devolved Administrations are funded to meet the commitments they have made under current EU budget allocations. Given that the administration of EU funding is devolved, it will be for the devolved Administrations to decide the criteria used to assess projects.

I would like to respond to some of the specific points made. I want to reassure the hon. Member for Glasgow East about the guarantees, to which I referred, announced by my right hon. Friend the Chancellor—specifically, to ensure that recipients of funding throughout the UK, including Scotland, will have payments guaranteed. After Brexit, they will continue to be guaranteed. They will not be frozen or clawed back during the negotiations. That is an important point. The Government have committed to consulting stakeholders to review all EU funding schemes in the round. In the meantime, the Chancellor has made two guarantees, which I have mentioned. The hon. Lady’s questions are the very types of question that we hope and anticipate stakeholders will raise in the consultation, and the Government will listen carefully to everyone’s contributions.

It is also worth putting it on record that the UK Government’s decision to focus on investment, which was announced in the recent autumn statement, will result in the Scottish Government’s capital budget being increased by some £800 million by 2021—money that can be used to boost productivity and promote growth in Scotland. Significantly, the Scotland Act 2016 also enables the Scottish Government to raise more than half of its own funding.

In conclusion, as we are all very aware, the UK will leave the EU. The Government are determined to make a success of that for all of the UK, including Scotland. We have been clear about the contribution of funding secured through the ESF, but leaving the EU means that we will want to take our own decisions about how to spend UK money. Brexit will allow us to do that. The Government will work closely with the Scottish Government to get the best possible deal for all parts of our United Kingdom. We will give the Scottish Government every opportunity to have their say as we form our negotiating strategy, and the Government will continue in the coming months to consult stakeholders to review all EU funding schemes in the round. We are very much in listening mode.

Our aim will be to ensure that any ongoing funding commitments best serve the UK’s national interest while ensuring appropriate certainty. The Scottish Government and other devolved Administrations will be fully involved. In the meantime, it remains important that recipients of ESF funding continue to implement good value projects. The coming years will present a number of opportunities, which we must grasp and maximise. I am encouraged by the commitment of those who have spoken in support of vital schemes in their constituencies, and we will continue to work closely with all partners to ensure that every part of the UK prospers.

I have been a Minister in this Department since mid-July. I have not met Concentrix because I have not been the Minister for that long. Clearly, however, my predecessor colleagues have done so. I have been working with HMRC on regular monitoring. Given the interest from colleagues of all parties in recent weeks, I have been getting daily updates from HMRC on terms of performance. In the relatively short time I have been in my post, particularly in view of the summer recess, I have not had a chance to meet Concentrix. On the hon. Lady’s general point, I am sure that HMRC will be disappointed to hear it, but I am also sure that it will want to reflect on her words.

One issue reported by my constituents is the requirement to send all the documentation by registered post, which costs over £13—money that they can ill afford when they are living on the breadline. During the eight months in which Concentrix will continue to have this contract, will the Minister look urgently at alternative methods of providing documentation?

I will certainly ask that question, but I cannot give any assurance that it will be possible to alter the situation during the time that the contract has left to run. The hon. Lady highlights an important point about where we go in the future with these sorts of systems. It further highlights the fact that the more we can make these things digital and make it easier for people to get right, the more likely we are to avoid these sorts of unhappy situations.
