I beg to move,

That this House has considered the import and sale of fur.

It is a pleasure to serve under your chairmanship, Dame Maria. As Members are aware, the welfare and protection of animals is an issue that our constituents care deeply about. In this country, we have a proud track record of leading the charge on the international stage in animal protection law. Only last year, we marked the bicentenary of the UK’s first animal protection law—indeed, the first national animal protection law in the world—the Cruel Treatment of Cattle Act 1822, known as Martin’s Act. We in the UK lead the way.

In our ever-more connected world, British people are both informed about and concerned by the plight of animals, not just in this country but overseas, and we are rightly and especially concerned when animals suffer overseas to be turned into products that eventually reach the UK as a consumer market or important trading hub. Today’s debate is about our current double standard. In the UK, fur farming is banned on the grounds of ethics and welfare, but we continue to allow the import of farmed fur from animals that have suffered overseas. The debate is about recognising that when it comes to protecting the welfare of sentient animals, it is not enough simply to prevent cruelties occurring in our own backyard. We must look beyond our shores and ensure that we do not perpetuate the infliction of cruelty overseas by trading in cruel products such as fur.

The Government’s 2021 action plan for animal welfare pledged to explore action on the UK fur trade. It noted that although it is illegal to import seal, cat and dog fur,

“it is still possible to import other fur from abroad”.

In June 2021, the Government conducted a call for evidence on the fur market that received almost 30,000 responses, although they have not yet released a summary of those responses or a policy position. I hope we might have some progress on that point, and to hear from my hon. Friend the Minister about it today.

Today’s debate on the UK fur trade might be seen as a debate about an animal welfare problem. Indeed, animal welfare will feature significantly in my remarks. However, it is also a debate about the trade in an unsustainable product that causes great environmental harm and the production of which carries significant and extremely concerning human health risks through a strong association with the spread of zoonotic diseases, including covid-19. But let us begin with the animals themselves and their experience in the global fur trade.

Fur farming has rightly been banned across all nations of the UK since 2003. We were the first country in the world to ban it and we blazed a trail that 18 countries have followed, with legislation for fur farming bans currently progressing through the Parliaments of Romania and Lithuania. The shrinking list of countries that continue to allow the farming of animals for their fur includes Finland, Poland and China. Across all countries where animals are farmed for their fur, the conditions are broadly similar.

I thank the hon. Member for securing the debate on an important issue that our constituents care deeply about. He talks about other countries that have continued to farm fur, but of course here we have a ceremonial hat worn by the King’s Guard that is made from the pelt of Canadian brown bears. Is it time to look for alternatives, given that right in the centre of any big parade we have that symbol of cruelty to animals?

I am glad the hon. Lady mentioned the fur cap. I think it takes one bear to produce one cap. A lot of the caps are ancient and historic, but we now have alternative products that are very effective and hard wearing. There is no reason why we cannot move to that. We will need to talk to the Ministry of Defence about that and take it further. It is something I would be glad to pick up, and I thank the hon. Lady for her intervention.

Let me return to the condition of animals on fur farms, including foxes, raccoon dogs, mink and chinchillas, which are kept in wire battery cages that typically are no larger than 1 square metre, according to the industry’s own literature. They spend their short lives—typically around eight to nine months—in such cages. They are never permitted to run, dig, swim or hunt, or to engage in any of the other behaviours known to be vital to their physical and mental welfare.

Like the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone), I did not plan to make a speech this morning, but I take the opportunity to congratulate both the hon. Member for Clacton (Giles Watling) on introducing the debate and the other Members who took the time to participate.

We are a number of nations—four nations—of animal lovers. Since we are mentioning pets, I do not think my own pet has been on the record before, so I will ensure that I mention Wee Jean, who, in 2019, won Westminster Dog of the Year—so I will get Wee Jean on the record.

I thank the hon. Member for that.

On a more serious point, we rarely have constituents getting in touch—in fact, I never have—to say “Can we keep fur imports? Can we continue doing this?” On almost everything, we usually get constituents getting in touch on both sides of the debate, so we can say that in this case the issue quite clearly has the support of the public. Many high-street brands have already banned fur, and I believe that Marks and Spencer, H&M and Adidas have all taken a stand against it. There is no reason why we need it, because there are perfectly acceptable alternatives.

I mentioned Canadian bears—I think I said the Canadian brown bear, but I meant to say the Canadian black bear, whose fur is used for hats. There are alternatives. Last year, a group brought an alternative into Parliament and said that it had been tested under lots of different conditions. The group felt that it was just stubbornness and refusal to give up tradition that meant we were continuing to use real Canadian black bear pelts for hats. We need to move on. There is no reason to be doing this.

One thing the hon. Member for Clacton did not mention was foie gras. It is a cruel method of production for a luxury food item that really is not required.

I will mention one other thing. Just a few months ago, the hon. Member for Crawley (Henry Smith) successfully introduced the Hunting Trophies (Import Prohibition) Bill and got the support of the House. That was a real show of cross-party strength on an issue, and I think we can do the same for fur. I thank the hon. Member for Clacton once again for bringing forward this issue, and I look forward to other Members’ contributions.

My hon. Friend allows me to say that there were six measures listed in the manifesto, and all six will be acted on through various legislative means, including primary and secondary legislation, regulation and reforms with the industry. I will be happy to meet with my hon. Friend to provide further detail, and to encourage him to submit an application in the ballot after the King’s Speech later this year. I reiterate that officials across DEFRA will provide support to ensure that Bills are delivered successfully, swiftly and in the best interests of animal welfare.

The Minister is detailing a lot of the legislation that has passed, and we are all thankful for what has been done so far, but surely it should not be up to private Members’ Bills to make the required changes in matters such as importing fur.

I undertook my own private Member’s Bill to ban wild animals in circuses, and I certainly found it was a rewarding way to spend my time in Parliament. The hon. Lady does not do justice to private Members’ Bills by speaking ill of them. The record is there: they are incredibly successful at gaining Royal Assent and transitioning into Acts of Parliament, and making a tremendous difference.

I thank the Minister. To clarify, I did not speak ill of any hon. Members bringing Bills forward; my point was that the Government should not be relying on Members to bring them forward. They should be part of the Government’s legislative programme.

As I said, private Members’ Bills will be supported, enabled and progressed by the Government. Their success to date reinforces why I am looking forward to working with hon. Members as they bring their Bills forward. The most important thing is that measures are enacted successfully and swiftly.

As hon. Members know, fur farming has been banned domestically for over 20 years. Our legislation prohibits the keeping and breeding of animals solely or primarily for slaughter for the value of their fur. Consumer protection laws means that information given to consumers must be accurate and not misleading. As a consequence, real fur must not be sold as faux fur. We also have strict restrictions on some skin and fur products that may never be legally imported into the UK. Those include fur and fur products from cats and dogs, whose import, export and placing on the market is prohibited. Seal products, including fur and fur products, may be imported and placed on the UK market for sale only in very limited, strict conditions. They are otherwise prohibited.

We have well-established controls in place on fur from endangered species, which are protected by the convention on international trade in endangered species. We also do not allow imports of fur from wild animals caught using methods that are non-compliant with international humane trapping standards. We recognise that some countries and territories have chosen to impose restrictions on trade in fur. We will watch developments on the European citizens’ initiative “fur free Europe” petition with a keen eye.

Although fur cannot be farmed in this country—quite rightly—and the import and sale of fur from some species is prohibited, it is still possible, as hon. Members have discussed, to import and sell other types of fur from abroad, including products from caged production. It is also possible to re-export fur and fur products that have been imported. It is a complex picture, but we have begun a course of action. In our action plan for animal welfare, the Government committed to exploring potential action in the area. In line with our commitment to improving animal welfare standards, we have sought to build on our evidence. We have sought the perspective of the public, and reached out to both animal welfare organisations and organisations directly involved in the fur trade.

DEFRA published a formal call for evidence on the fur trade in Great Britain in 2021. Launched jointly with the Scottish and Welsh Governments, it asked for views on animal welfare and on the social and economic impacts associated with the trade, both on our shores and overseas. This is a key step in helping us to improve our understanding of the fur sector. In particular, we sought views on the scale and nature of domestic fur sector activity, including trading; the scale and nature of fur sector activities abroad, which are integral to our existing domestic fur sector; and individuals’ attitudes towards the domestic fur sector.

We received around 30,000 responses from businesses, representative bodies and individuals. Officials have been analysing the responses we received and have engaged directly with stakeholders to develop further our understanding of the sector; this includes meeting key representatives and animal welfare groups. We would like to use the evidence gathered to inform future action on the fur trade. A summary of responses to the call for evidence, setting out the results and the next steps in this policy space, will be published very soon.

Members rightly acknowledged the importance of biosecurity, so I will touch on some aspects of that. We note the reference to the report by Humane Society International and will consider it as part of the evidence-building process, along with other sources. As I think has been recognised today, covid-19 and its significant global impact reminds us of the importance of the interaction between humans, animals and the environment at all times and in all places. We all need to work together globally to understand better how our behaviour, our supply chains and our cultures change these interactions and create risks. We are aware of concerns around disease risks associated with the fur trade, and we will continue to gather evidence on that issue.

It is vital that any future policies are developed on the basis of robust evidence. We will continue to build the evidence base on fur, which will inform potential future action on the fur trade. Far from evidence-gathering being abandoned, I can confirm today that this process includes commissioning a report from our experts on the Animal Welfare Committee, who have done tremendous work for a number of years now. They will consider the issue of responsible sourcing in the fur industry, including the animal welfare standards and safeguards that apply to fur imported into this country. Given what we have heard today from Members, in particular the accounts by my hon. Friend the Member for Clacton of the ways in which animals are kept and treated, I pay tribute to members of the Animal Welfare Committee, because gathering such evidence will most surely be a harrowing ordeal, albeit an absolutely necessary one to provide us with the evidence we need to take action in the interests of animal welfare.

Animal welfare is an absolute priority for this Government. Our track record thus far speaks for itself. We recognise the valuable contribution that animals of all kinds can make to our lives and our planet, and it was lovely to hear the accounts of two Members about their pets. I think that all of us have had incredibly positive interactions with animals, including pets, and it is certainly part of my role to ensure that people are more connected to nature through the work of our environmental improvement plan and our commitment that everyone should live within 15 minutes of a blue or green space, all of which contribute to people’s enjoyment of nature and animals in their own environment.

That is the way that we should enjoy animals—not by having a piece of fur attached to a jacket, but by being in the great outdoors and experiencing animals in their own environment. So we will continue to prioritise caring for, respecting and protecting animals in the future.

I will leave a couple of minutes, Dame Maria, to hear a final few words from my hon. Friend the Member for Clacton, who has done a sterling job, not only in raising our awareness today but in working in this area over many decades, both in this House and before he came here.

Unfortunately, the answer is going to be pretty much the same as the previous one. That is a matter for the Government; it is not within the responsibilities and obligations of the House of Commons Commission. All I can say to the hon. Lady is that I note her concerns. We have obligations and responsibilities to the staff of this House. The staff unions have been making representations to the Commission on behalf of their members. I encourage her to take up these issues with the relevant Ministers.

What steps the Commission is taking on the parliamentary estate to help tackle the spread of covid-19.

The House Service is currently working in conjunction with Public Health England to ensure that we meet the Government guidelines to become a covid-19-secure work- place and to build on our existing measures to ensure that all those working on the estate can do so safely. That is underpinned by the completion of a covid-19 risk assessment, which will be shared by all those working on the estate if the House returns after the Whitsun recess. The successful introduction of those measures will help to reduce the spread of covid-19, and they have been supported by those on the estate.

I thank the Commission and, indeed, the staff in Parliament for the work they have done in enabling Members to participate virtually while complying with Government guidelines to stay at home. Of course, returning to normal proceedings would involve not just 650 Members but several thousand staff on the estate, many of whom are currently shielding. As my hon. Friend will know, it is almost impossible to travel more than about 10 metres in Parliament without touching a door handle. So what work is the Commission doing to ensure that both staff and Members stay safe and do not become super-spreaders?

The House is doing everything possible to ensure that we do become a covid-19-secure workplace. But my hon. Friend is right to note that if we do abandon these virtual proceedings tomorrow, it will be necessary for 650 Members to travel from all corners of the United Kingdom to participate in proceedings in an environment that will be very, very challenging in order to ensure that we can maintain social distancing requirements. All I can say, again, is that this not a matter for the Commission—it is a matter for Government, who are driving the “return to this House” agenda. I encourage her to take this up with Ministers to ensure that we do have a safe environment and that we do nothing further to put our constituents at risk.

I congratulate the hon. Member for Mid Derbyshire (Mrs Latham) on initiating this very good debate, in which good points have been made by a number of speakers. It is a shame that it clashes with Second Reading of the Domestic Abuse Bill, because I know many of my hon. Friends wanted to speak in this debate. I imagine that, had they been here, they would have said much the same as has been said by others in the debate, but the Minister would have heard it from a few more voices.

I welcome the Minister to his place. It may not be fashionable—or productive for my future career—to say this, but I am excited about the hon. Member for Richmond Park (Zac Goldsmith) becoming a Minister. His championing from the Back Benches of causes and views that I believe many Members share has been really powerful. At the risk of injecting a partisan flavour into the debate, I have to say that sometimes we have heard the soundbite from Ministers but not seen the action that goes with it. I am certain that the hon. Gentleman will not fall for any press release camouflage on inaction. This is an area where there is a real opportunity to stop the long-grassing of policies where there is clear cross-party support, and to get on with it. I hope that when he gets to his feet in a moment, he will say exactly the same things.

We have heard some good contributions. The hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) mentioned a few but I will add a few more. The phrase of the right hon. Member for East Yorkshire (Sir Greg Knight), that trophy hunting is “nauseating and revolting”, cut through and adequately described what is going on. The hon. Member for Crawley (Henry Smith) rightly said that a ban on trophy hunting is backed by 86% of the British public. The hon. Member for Ayr, Carrick and Cumnock (Bill Grant) spoke passionately about the fact that it is not something that only happens abroad. We should recognise that and ensure that any ban takes adequate notice of that, so that it covers not just imports but exports of trophies from UK wildlife.

The hon. Member for Strangford (Jim Shannon) used “yellowhammer” correctly—it is good to hear the yellowhammer bird getting due attention after its name has been borrowed for so many things. We all share the complete puzzlement implied by his question, “Who on earth would want to shoot a zebra?” I agree with the hon. Member for Southend West (Sir David Amess), who was clear when he said it was a wicked, evil practice. We should not mince our words about people who go and shoot.

I am glad that it is not just parliamentarians who have encouraged this debate; people have used their fame and celebrity to endorse it too. Ricky Gervais does not mince his words on social media when it comes to this subject. I especially like his tweet from a few years ago, which says:

“The trophies I’m proudest of are the memories of all those times I didn’t kill a beautiful, majestic, endangered species for no reason.”

Although he may choose more powerful language to describe some of the people who are engaged in trophy hunting, his leadership on social media has highlighted a cruel and inhumane practice to many people who might not otherwise have appreciated its barbarity.

Ricky Gervais and the Minister are not alone, however, and have been in good company in championing the cause. Joanna Lumley correctly said that trophy hunting is “cruel, immoral…and unjustifiable”. Bill Bailey said:

“I can’t get my head round why anyone would want to kill a beautiful creature for fun. With the dwindling numbers of species, it’s time to halt this cruel and unnecessary practice.”

He is right, as are the speeches that we have heard today.

I will ask the Minister a few questions to try to understand the detail of the proposed ban. He has been clear that we should ban trophy hunting, but Ministers in the past have not been clear about what that ban comprises in detail, as the hon. Member for Mid Derbyshire hinted in her opening speech. The thread of Ministers to date was that the Government’s proposed ban would affect just threatened species, by taking that international classification and banning the imports of trophies in relation to them. I would like us to go much further. Labour’s position is that the ban should be for every species above least concern. That would effectively capture many more species, not just the most endangered.

Looking around the room, I see that many hon. Members served on the Committee for the Ivory Act 2018 to support the introduction of a ban on elephant ivory. Since that ban has come into place, as expected, and as mentioned in Committee, we have seen the trade move from elephant ivory to other ivory-bearing species, such as the rhino, which has experienced additional hunting since the ban on elephant ivory came in. We knew that at the time and we must not make the same mistake with the trophy hunting ban by banning it for the most endangered and allowing it to slip down to those that are just below the most endangered. The Minister will be well aware of that and, hopefully, with his power, he can make sure that it does not happen.

We need to recognise that trophy hunting, as well as being cruel and unjustifiable, can act as a cover for illegal poaching, which was the sentiment of the intervention of the hon. Member for North Herefordshire (Bill Wiggin). The proposed ban that we would like the Government to adopt would cover all species above least concern on the International Union for Conservation of Nature and Natural Resources red list, which would include species classed as vulnerable, endangered, critically endangered and extinct in the wild.

Sustainable alternatives to trophy hunting, such as eco-tourism and photographic safaris, are generating revenues that cover the real costs of conservation and effective anti-poaching work, as well as providing well-paying permanent jobs for local people. Shooting a lion such as Cecil can generate a one-off trophy fee of around $15,000. There is no evidence that that goes toward conservation, no evidence that it goes toward the local community, and no evidence that it goes toward the protection of other animals. Nature tourism, on the other hand, can generate money from the protection and valuing of those wild animals.

There is an opportunity, which has been mentioned a few times, through Brexit to come together. What Brexit has done for DEFRA debates is to open space in the Government’s legislative agenda for issues that might not otherwise have got the airtime they deserved. If we think about what has been passed by this House in recent months, on a cross-party basis, with the Brexit malaise and chaos going on around us, we will realise that many of the same faces in this Chamber have been working together on banning wild animals in circuses, banning the trade in elephant ivory and tightening up regulations across the board.

That work might not have attracted the attention of many people outside Parliament, and certainly it has not troubled some of our friends in the media, but it has been worthwhile. We should continue that spirit, whatever is happening with Brexit or outside, because there is something here that could make a real difference to the species involved.

The hon. Gentleman is speaking very eloquently about the issue and the potential opportunities of eco-tourism. He will know that last year in Scotland, as my hon. Friend the Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) has mentioned, the shooting of a wild goat on Islay caused a huge upset among people in Scotland and much further afield. What is most upsetting is that tourism companies are promoting Scotland as a place to come and trophy-shoot. Surely we should be clamping down on that. Companies are not just offering places in Africa as destinations; that is also happening here in the UK.

The hon. Lady makes a very sound point, on a common theme with the hon. Member for Southend West (Sir David Amess), who voiced a concern about what powers the Government have over the advertising of those tourism products. I spent five years working for the Association of British Travel Agents, and in that role I supported the animal welfare guidelines that encouraged ABTA members to ensure that animals are used sustainably and without endangering them, their habitats or their handlers. There are opportunities to ensure that those principles, which are good and strong, are spread across not only ABTA members, but the entire tourism industry. I am sure that the Minister is familiar with those guidelines; if he is not, I encourage him to look at them next time he needs some bedtime reading, because there is some real strength there and some real opportunities to do the right thing. The market does not correct all ills, and in this case there is a role for real moral leadership from the Government.

I hope that the Minister will be as strong and forthright in his new role as he has been in campaigning to date. I was pleased to see a letter that he co-signed in The Guardian in April with a series of high-profile supporters, which said:

“Banning the import of hunting trophies will send a clear message to the international community that there is no place for trophy hunting in this day and age.”

We must be clear that the continuation of that colonial and neo-colonial practice of rich people descending on communities, for whom that extra money can have a positive impact on their lives, to do something that is abhorrent, is something that we should not accept any more.

The Minister was in good company in signing that letter. It was signed not only by the Prime Minister’s father and his partner, but by Michael Palin, Captain Kirk—William Shatner, that is—Matt Lucas, Will Travers of Born Free, by my right hon. Friend the Member for Leeds Central (Hilary Benn), my hon. Friends the Members for Sheffield South East (Mr Betts), for West Lancashire (Rosie Cooper), for Kensington (Emma Dent Coad), for Stroud (Dr Drew) and for Makerfield (Yvonne Fovargue), and many others besides.

As my final remark, I encourage the Minister not to allow his passion for these topics to be diluted by the sense, which there sometimes is within Government, that animal welfare legislation can be cut up and parcelled in different parts, as happened with the Ivory Act. The Ivory Act should have been a comprehensive ban on ivory—I believe that is something the Minister himself supported from the Back Benches—but it was allowed to be parcelled up into smaller bits. I hope that the new Administration will move away from that parcelling up of animal welfare opportunities.

There is a real opportunity here for people who may be bitterly divided on Brexit and other matters to come together, on a cross-party basis, around animal welfare. I encourage the Minister to be as bold as he can be, because in these times animals do not have a voice, and every animal matters. We must ensure that we are their voice. The Minister has the opportunity to be a bull in a china shop on the previous behaviour of the right soundbite but the wrong action, and to ensure that we have the comprehensive trophy hunting ban that we deserve, which animals both in the wild and in the canned lion industry that the hon. Member for Mid Derbyshire spoke about can really benefit from.

I commend the children for being so concerned about plastic pollution and litter. I am sure that they are being champions in picking up litter where appropriate. That should be seen no longer as a punishment, but as a duty of civic service. Next time I am in Newcastle, which I anticipate will not be before 29 March, I will do my best to visit the children at that school.

Scotland led the UK in tackling the waste produced from single-use polythene bags, and the Scottish Government are now looking at a deposit return scheme for plastic bottles. Where such a scheme has been used, there have been recycling rates of up to 95%. Will the UK Government consider following suit with a plastic bottle recycling scheme?

We will shortly be publishing our proposals and the next steps towards introducing a deposit return scheme. I will be meeting Roseanna Cunningham again next month; she will have her plastics summit, and we will have a British-Irish Council meeting. Ideally we would like to work together on a UK scheme, and although we are conscious that that might not be possible, we will do what we can.

I agree entirely with the hon. Lady. She will be pleased to know that the Commission has debated this on a number of occasions already. We have issued a statement, and we have two further meetings already planned to ensure that the necessary priority and emphasis is indeed placed on this critical issue.

Female Members in this House were not surprised that 70% of the complainants responding to the Cox report were women. I am the 400th woman to be elected to this place; there are more than 400 men currently sitting as Members of the House. Does the right hon. Gentleman agree that until we address this gender imbalance in our representation, this abuse will continue?

I certainly agree that we need to ensure that we have 50:50 representation in this place. No doubt the hon. Lady, like me and others here, has taken part in events to promote that. Clearly, we cannot wait until we have 50:50 representation to address these very serious issues. That is precisely what the Cox report and, indeed, the White report that is now under way are focusing on to ensure that we address this problem as quickly as possible, not in the next 50 or so years’ time.

It is a pleasure to serve under your chairmanship, Mr Sharma, and to speak in this debate. I congratulate the hon. Member for South East Cornwall (Mrs Murray) on securing it. It is a debate in which we can enjoy each other’s company for an hour. We are probably all going to say broadly similar things.

The hon. Lady talked about going out stargazing in her childhood, and the wonder and awe that that produced in her. It is something I thoroughly enjoy doing with my two girls. When I take them only a few miles outwith the city of Glasgow—I will say a bit more about Glasgow in a minute or two—vistas suddenly appear in front of us that are not visible in the city. It is great for them to start picking out the different constellations and to see familiar things. For example, Orion is visible in the city, but there is far more detail when we go out of the city.

The hon. Lady talked about the 1999 eclipse in Cornwall. I travelled to Cornwall especially for it. My son was just a toddler at the time, and we camped in a muddy field somewhere in Cornwall. We could not get near the beaches the next morning—it was too busy—so we stayed in rural Cornwall and, because of cloud cover, saw nothing. We enjoyed our experience very much.

In 2015, there was an eclipse in the UK; I am not talking about the SNP’s general election victory, but a partial eclipse that was visible. Shortly before I was elected, I was a physics teacher. We took the students outside and they were able to watch the eclipse. There is something about space and the universe—when we can see things working other than just the normal that we are used to—that really inspires our young people. During my time as a teacher, I often had young people out doing Duke of Edinburgh expeditions, not in Cornwall but usually in the highlands of Scotland, and usually in the rain and the mud, but very occasionally in beautifully spectacular countryside, where the sun would set and the stars appear.

Many of those Glaswegian school children had never been outside the city. It was quite incredible for them suddenly to see the stars appearing. We said to them, “There’s Orion. We’re used to seeing Orion, but have you ever seen the redness of Betelgeuse that you can now see? Have you ever counted the number of stars on Orion’s sword?” Things like that made it far more alive for them.

We must not underestimate the impact that these experiences have on young people, so it is wonderful to hear that Bodmin moor has been designated an international dark sky landscape. I really hope that the wider community in Cornwall and the community of Bodmin moor can take full advantage of the educational experiences that that offers the young people there.

In Scotland, we have three designated dark sky areas—Moffat, Galloway and Coll—but one could argue that most of Scotland is a dark sky area, because just a short distance from the major cities the stars really are spectacular. I believe that the designation is to do with how many stars can be seen and light levels; I have not fully read up on how somewhere can be designated a dark sky area, I must admit. I know when I am somewhere dark when I can see the Milky Way, which is often invisible to us. The problem in Scotland can be the cloud cover, which might be a problem in Cornwall—I think they suffer a bit from clouds, too. We do not always get the beautifully clear skies that we need to see things.

There are lots of advantages to being designated as having dark sky status, one of which is tourism, which has been mentioned. Cornwall already has a fairly vibrant tourist industry, but there are other things that we can do not just in Cornwall but across the UK to help to generate the tourist economy. One relates to VAT on tourism. I am glad that the Minister is in her place and I hope that she is listening. Reducing VAT would be a shot in the arm to many small businesses across tourist areas: bed and breakfasts, restaurants, guesthouses, visitor centres, shops and more. What a difference it would make if that could be considered.

The hon. Member for St Ives (Derek Thomas) talked about biodiversity, the improvement in wildlife that he has seen in his area and the different schemes that have been used. Protection for the environment is important. The hon. Member for Strangford (Jim Shannon) talked about the wild Atlantic way, which I had not heard about but I have just googled, so I know the details, and I will be sure to read up on it for my next visit to Ireland.

Light pollution is something that we need to think about seriously, both in rural areas where it affects the natural environment and in cities. I said that I would talk a little more about cities. Recently, Glasgow underwent a programme of changing from orange sodium lights, which pretty much sent out light in all directions, to far more directed LED lights, which shine down but not up. That irradiance is quite important—not so much in the city, although I have certainly noticed a difference in the number of stars that are visible now. The difference can be seen out of the city or town areas, because there is not the same light pollution a few miles out of town as we are used to in it. As a child, I knew that I was approaching Glasgow when I was 30 or 40 miles away when I saw the infamous sodium glow of the city. The LEDs do not produce quite as much glow, so they are quite important. In the city, we can now see far more constellations. It is great that my two daughters, who are only eight and 10, can now point out far more detail in constellations they see from the back garden and pick out constellations that they could identify previously only when they were in rural areas.

I want to come back to something that the hon. Member for South East Cornwall said: the importance of inspiring and encouraging young people to study these subjects. I am a physicist by profession, although my background is in photonics, not astronomy. The space industry is at a point where interest in it is ready to explode, and we need to make sure that we have the young people there to take advantage of that.

The hon. Lady mentioned the space industry and I know that she is a great advocate for it, but Glasgow is now the satellite centre of Europe. Only San Francisco produces more satellites worldwide. We have three big companies: Clyde Space, Alba Orbital and Spire Global all in the centre of Glasgow. We also have Prestwick airport—not in a dark sky area, but there are some fairly dark areas between there and Glasgow. Prestwick airport is in partnership with Houston—for those who know Scotland, that is not Houston, Renfrewshire, but Houston, Texas—and it is set to become a space port. There are companies ready to take full advantage, but they need these young people to be inspired and to study physics, engineering and astronomy. The young people also need to have some sort of catalyst to make them do that. Dark sky areas can only help.

I thank the hon. Member for South East Cornwall once again for bringing this debate to the House and congratulate Bodmin moor on its dark sky status, which is not as easy to say as it seems. I wish Cornwall all the very best of success in inspiring the young people of that area and hopefully areas further afield. All the best of success in the future, and perhaps the next time I visit Cornwall it will not be so cloudy.

The timetable we have set out to account for purdah is that we will publish our plans on 30 June, with a final plan by 15 September. Legislation will come into place as soon as possible afterwards, but we will be able to start straightaway on the work that needs to be done to come to comply with that plan.

Good choice, Mr Speaker. Electric vehicles will reduce emissions in our city centres and improve urban air quality. Without support for renewables, however, any air quality plan simply shifts pollution from urban to rural areas because such electric vehicles need to be plugged into the grid to charge. Does the Secretary of State agree that support for renewables is key when we consider future electric vehicles and should be included in any air quality plan?

I am sure the hon. Lady would agree that this Government have done more to support renewables than most others. We have a good track record on boosting renewable electricity generation, and we want and expect to see the majority of recharging taking place at home at night, after the peak in electricity demand. Home recharging should be supported by workplace recharging for commuters and fleets, with a targeted amount of public infrastructure where it will be most used, but I am sure she will also be delighted that in the 2016 autumn statement the Chancellor announced a further £290 million to support electric vehicles, low-emission buses and taxis and alternative fuels.
