My hon. Friend is absolutely right that the technology companies can do more. For too long, a voluntary approach has not delivered the results that we would all like to see. As I have said, the “Online Harms” White Paper is the legislative method that will put a far greater duty on them not just to invest in safety, but to make it a genuine and meaningful top priority.

During the Science and Technology Committee inquiry into the impact of social media on young people’s health, we heard some horrendous statistics about the number of young people who have stumbled across pornographic images. I asked my own daughter, who was 11 at the time, if she had seen such images, and she had. These are our own children—the children of many Members—who are stumbling across this. Yes, we have to get it right, but we have to get something in place now, as quickly as possible. If it needs correcting later on, we correct it. Why are we not acting now?

I share the hon. Lady’s concerns. I worry about what my three-year-old might stumble across online, even though she would be too young to understand it. Too often, stumbling across explicit material happens through sites such as Twitter, which would not have been in the scope of the original proposals but now will be. That is an example of why we should take an approach that, while not being unnecessarily slow, is more comprehensive. I hope that we can work across the House to deliver on those objectives.

Of course that is important, and the hon. Gentleman will know that colleagues in the Department of Health and Social Care are working on this. Whatever use we make of this technology and whoever supplies it, it is important that human health considerations are taken into account.

Over the past few years, many serious questions have been raised over Huawei, so it seems reckless even to consider it for the 5G network. The Secretary of State said earlier that Huawei is not operating in sensitive or defence areas, but as we become ever more reliant on the internet of things the ability to shut down a network poses a serious threat to our national security. If he is so confident about Huawei’s integrity, why is it not operating in sensitive areas?

We of course recognise that there is a material distinction between Huawei and other suppliers, and that is its potential interconnection with the Chinese state. It is therefore sensible for the UK to ensure that when we are dealing with particularly sensitive networks, Huawei is not involved. That process is well understood by both sides. Of course, the Chinese would apply a very similar principle to non-Chinese companies in China. But that is not what we are talking about in relation to the entire telecommunications network. The hon. Lady is entirely right that we must have the greatest possible security on our 5G systems, because as we do more and more with those systems, the consequences of someone being able to influence them at a fundamental level become more and more severe. That is exactly why the review is needed.

My hon. Friend is absolutely right that the programme is not exclusive to EU countries. As I will go on to point out, we have made a commitment to Erasmus for up to 2020. However, on the key point of the question raised by the hon. Member for Brighton, Kemptown, which I will answer later, no decisions have yet been taken on post-2020. That is all part of phase 2 of the negotiations.

The UK has a good track record of benefiting from Erasmus funding. From the start of the current programme in 2014 until 2017, there have been successful applicants from 928 youth projects, funded to a total of €41.6 million. Those figures will rise, as they do not include the final round of youth funding for 2017. Roughly 12,000 young people and 4,000 youth workers participate each year, with the latter benefiting from job attachments, training and other professional development activities. In 2016, the UK received grant funding of more than €2 million awarded to 51 organisations for collaborative sport partnerships.

However, Erasmus youth and sport is so much more than those statistics. To bring that to life, I will share some examples of projects funded by the programme. Erasmus funding allowed the UK to participate in structured dialogue activities, which give young people a voice on issues that matter to them, such as combating discrimination and equalising opportunity. The UK already has a powerful track record of Youth Voice activities through the annual Make Your Mark process—the largest ballot of youth views in the UK—and the Youth Parliament, which I think the hon. Member for Brighton, Kemptown and I both managed to contribute to at the end of last year.

Structured dialogue builds on that theme and encourages young people from across the UK to influence the future direction of EU youth policy through dialogue with EU decision makers. The British Youth Council co-ordinates young ambassadors’ roles in the presidency-run EU youth conference and EU youth strategy. Finally, the UK was awarded a grant from the sport fund by the European Commission for the delivery of the European Week of Sport in the UK in 2017. The programme was co-ordinated by the not-for-profit health body, ukactive, and took place in September. More than 5.2 million young people got active, either at one of the official events or after being inspired by the week—especially on its flagship National Fitness Day on 26 September, which I was proud to participate in myself.

Beyond Erasmus, the Government continue to support young people to realise their potential outside school; Members will be familiar with programmes such as the National Citizen Service and our support for the #iwill campaign to encourage young people to build their skills for life and give back to their communities through social action. The Government are also committed to ensuring that all children and young people, particularly those who are currently least active or from under-represented groups, have the best opportunities to engage in sport and physical activity. I have spoken many times on the sports strategy, published in December 2015, which sets out how important it is for children to make sport and physical activity a habit for life.

I will turn to some of the key issues raised by the hon. Member for Brighton, Kemptown. We have heard questions about the future of UK participation in Erasmus after we exit the European Union. The Government have already stated publicly that the UK is committed to continuing full participation in the Erasmus programme up until we leave the European Union. We have now agreed a fair financial settlement with the EU, enabling us to move to the next stage of negotiations.

The Prime Minister said in Brussels in December that she was pleased to confirm that, under the agreement made on 8 December, the UK would participate in Erasmus until the end of the programme—up until 2020. She also welcomed the opportunity to provide clarity to young people and the youth and education sectors, and to reaffirm the UK’s commitment to the deep and special relationship we want to build with the EU. However, no decisions have yet been made about post-2020 programme participation, since the scope of that programme has not been agreed. Options for that will be discussed as part of phase 2 of the negotiations.

The young people hoping to participate in these programmes are making their plans now and are choosing universities or organisations, depending on how they want to participate. Does the Minister therefore agree that there is some urgency in getting the issue resolved?

I understand that proposals will be published later this year—in May, I think—that will allow us to take the next decisions on that. However, as the programme has yet to be designed, it is difficult to decide what our participation in that will be. We look forward to the Commission publishing its proposals, based on which we can make that decision.

The hon. Member for Brighton, Kemptown asked about the European solidarity corps, which is the new European Voluntary Service for young people. It expands the existing EVS to include an occupational element of a job placement or a traineeship. Discussions on the solidarity corps legal base remain ongoing and are expected to conclude later this year. As I am sure he will completely understand, we cannot commit to participating in the scheme until the final version of the regulation has been shared and we have assessed the extent to which it is in line with UK policies. However, we remain supportive of international initiatives for young people—especially those focused on encouraging social action and collaboration between young people from different backgrounds.

I am absolutely delighted to have been given the opportunity to respond to the debate and to reassure the hon. Gentleman about our commitment to wider sporting and social action programmes for young people. We wish to bring the Erasmus programme further to life, and I draw hon. Members’ attention to the Shaping Futures exhibition that will run in the House of Commons exhibition space from 26 February to 1 March. The exhibition will share the impact of the Erasmus programme in the UK and stories from individuals whose lives have been changed by their participation. I urge colleagues to take some time to view the exhibition and find out even more about the programme. I thank all the individuals and organisations that have supported young people to take part in Erasmus for their commitment and dedication to the programme.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate the hon. Member for North Ayrshire and Arran (Patricia Gibson) on securing the debate to highlight this important issue and on her passionate speech, which I listened to with great interest.

I am delighted to have responsibility for championing the interests of digital consumers as part of my new role at the Department for Digital, Culture, Media and Sport as the Minister for digital and creative industries. In my previous role, I had responsibility for small business and consumers, which included retail energy markets and competition law, so I have some experience of the type of issues consumers in this market face, as well as of some of the potential solutions.

The hon. Lady mentioned the Citizens Advice research in her speech, and I pay tribute to Citizens Advice, with whom I worked a great deal in my former job. It does a marvellous job and has been pursuing this issue with the Government, Ofcom and the mobile phone operators over the last 12 months. I have reviewed its research with interest.

Ofcom estimates that about 1 million people continue to pay the full monthly charge after the end of their contract rather than switching to a cheaper deal and that those people could collectively be overpaying by £130 million per year. That is far too great a scale of consumer detriment for us to live with. It represents too many people paying more than they need to, by continuing to pay for the cost of a mobile handset when they should no longer be doing so—essentially after they have paid for it. Many of those people are more vulnerable consumers, including older people—the hon. Lady referred to the difference between the percentage of older people who were continuing to pay for their handset after it had been paid off—and those in lower income segments. Some people may just be very busy. The Government recognise that action is needed.

Ofcom estimates that the issue affects a minority of customers with a mobile phone contract, approximately 6%. In percentage terms, it is a small minority, but it amounts to about 1 million people, which is no small number. On the plus side, we have a highly competitive market in telecoms, which is good for consumers, and we should recognise that fact, as well as working tirelessly to address those areas that work less well.

There is a highly competitive market, but for many of the vulnerable consumers we are talking about—many of whom are elderly or possibly without access to the internet—the landscape is extremely confusing. The onus should be on the phone companies to help those customers get the best deal.

I recognise what the hon. Lady says and I quite agree. I found the same thing in respect of the energy market; I am well attuned to that fact. For the sake of completeness, I wanted to mention some of the positive things that are happening, which I accept may be less accessible to some older consumers.

The Digital Economy Act 2017 included several measures that are helping Ofcom to empower and protect consumers. Of particular relevance is that the legislation included help for Ofcom to set switching rules for communications services. As a result, Ofcom has recently announced the implementation of a new text-to-switch process for all mobile customers. Consumers will be able to send a free text to their current provider to request a switching code that they give to their new provider for a timely and seamless switch. The change will make switching much quicker and easier for consumers and will go some way towards addressing the issue that the hon. Member for Glasgow North West (Carol Monaghan) raised. The measure must come into effect no later than July next year.

We recognise that we may well need to go further. As the hon. Member for North Ayrshire and Arran said, in our manifesto we set out our commitment to make billing for telecoms customers fairer and easier to understand. In my opinion, that means it must be more transparent. That includes making it clearer when a customer has paid off the price of their handset and is in a position to switch to a cheaper deal, saving them money. She emphasised how important it is for the Government to work with Ofcom, mobile providers and other stakeholders, such as Citizens Advice, to resolve the issue in a way that helps people save money. I assure her that my Department has already been working with all of those parties, and I am committed to continuing that engagement.

I have not come to any firm conclusions about the best solution to this issue. I will listen to the views of all stakeholders—in particular, to those expressed by the hon. Lady in this debate—and we will work in partnership with Ofcom and the mobile providers to get a fairer system with lower prices. I am clear that any solution we develop with Ofcom and the mobile providers must stop people languishing on their mobile phone contracts after their contract period has ended. We want the savings that are their due to be returned to them. Importantly, any solution needs to address the needs of all consumers—particularly those who are older and most vulnerable.

I congratulate my hon. Friend the Member for Edinburgh South (Ian Murray) on securing this debate. It is timely given the important anniversaries of women’s role in our history that we are celebrating and commemorating.

The contributions made by women during the first world war have long been overlooked. As we commemorate the centenary of those events, it is important that the topic receives the respect and recognition it deserves. It is important to recognise that for too long, the role of women in history in general, and particularly in conflict, has been airbrushed out—largely by men. As the European continent and much of the world descended into war, many brave soldiers and sailors, including Plymouth lads, responded to the call; they were sent overseas to the trenches or to serve their country in the Royal Navy. They were not alone in their bravery: many of Plymouth’s women back home valiantly stepped in to fill the roles that had been left vacant and, as my hon. Friend the Member for Edinburgh South has described, took part in providing medical support.

As more men were sent to the front, women were able to move into roles that previously had not been open to them. In Plymouth, many women became the factory workers, railway guards, postwomen, tram drivers and police officers who kept Britain and Plymouth going during those dark years. That happened right across the country, not least in my area. Thanks to the support of superb local historian Chris Robinson, who writes about the role of women in Plymouth in the world wars, some of the stories of the sacrifices that women made can come to the fore.

One key role that women took up in world war one, which proved vital to our war effort, was the often dirty and dangerous work in our munitions factories. Women put their lives at risk, being exposed to poisonous chemicals and accidental explosions. In Plymouth, a technical school was established for women in that work, and within a year nearly 400 women had been trained there in how to create munitions and were busy working on production lines in Union Street, Prince Rock and Bull Point. Women carried out that important work, helping the allies in their endeavours to outgun the central powers. The great travesty is that women were thanked for that service by receiving less than half the wages of men doing similar work.

I pay tribute to the women of Glasgow who worked in the munitions factory. At the start of world war one, about 15,000 women were reckoned to work there; by the end, over 65,000 women were working there and playing a vital role in supporting the Army as they went forward. I place on record my tribute to those women of Glasgow.

There are many untold stories of women’s contributions to the war effort that need to be told across the country, including in Scotland.

A further way in which women contributed to the war effort came with the establishment of the women’s police service, which was set up by Margaret Damer Dawson in 1914. Damer Dawson had worked towards establishing a female presence in the police force for a number of years, but the war provided a new opportunity. The WPS was Britain’s first uniformed women’s police service, and within the first three months there were 50 recruits in Plymouth. That voluntary service of spirited women paved the way for the first official female police officers a few years later. One of the first to join up and serve in the WPS was Plymouth’s Nancy Astor, who is celebrating her own anniversary in two years’ time as the first female Member of Parliament to take her seat and who represented the seat that I now represent. She opened the door for more women to stand for election, and her service to our country started in the women’s police service in Plymouth.

I pay tribute to the people who have worked so hard over the last year to recognise the role of women in world war one, in particular the volunteers and staff from Plymouth City Council and Plymouth Museum who have expertly welcomed visitors and told stories of men and women’s services to our armed forces at the Commonwealth War Graves’ “Poppies: Wave” on Plymouth Hoe. That memorable and moving installation created a wave over our war memorial and is a fantastic example of how to use the ceramic poppies. It provided an opportunity for events and discussions about the people named on the war memorial, who were predominantly men, and the untold stories of women who contributed.

Earlier this year, shortly after being elected, I tabled a number of parliamentary questions about the role of women in public life and in particular about the number of statues that we have of women. As 50% of the population, it is right that 50% of the stories that are told are about women. I understand that the Department does not keep central statistics on the number of statues or pieces of public art dedicated to women from history, but given the anniversary of women getting the right to vote next year and the 100th anniversary of Nancy Astor’s election in 1919, now might be a good time to start, so we can begin to correct that and to tell the story of women’s role in public life.

When we commemorate the anniversary of the first world war, it is important to remember the brave men and women up and down the country who gave their service to our country, not only those who fought on the front or at sea, but those who fought on the home front as well. I hope that this debate concludes with the erection of the statue and the memorials that my hon. Friend the Member for Edinburgh South spoke about, and that it enables us to talk more profoundly and clearly about the role of women in world war one, which has been far too overlooked to date.
