No, absolutely not. While I am clear that universities should be places of open discussion and dialogue, where views should be challenged and questioned—that is an important principle that this party has long supported—there can of course be no place for hate speech or intimidation on campus. Anyone involved in that kind of activity should face consequences, but that is entirely different from the wider question that the right hon. Lady started with, which is about the wellbeing of children. We all have a responsibility to approach this issue sensibly and do what is right by children. She obviously has not read the guidance properly.

T5. The ministerial team will be aware that schools in the Arthur Terry learning partnership across my constituency and six others in the west midlands saw nine days of strike action in January and February. The trust was consulting on staff cuts because it had a multimillion-pound hole in its budget, a hole that senior leaders put down to a mistake in the finances. I am glad that there is now new leadership in place at the Arthur Terry learning partnership, but what steps can our Government take to ensure that trusts are held to account much more strongly than they currently are?

School-based Nursery Capital Grants

I agree with my hon. Friend. I have seen for myself the impact that this policy has, particularly for parents who already have older children at school. It eases the transition from nursery to reception and sets up children to succeed. Importantly, it allows staff to build relationships with parents and families, and to identify whether problems are developing in areas such as SEND, where the earlier we spot problems, the earlier we can intervene and put in place the support that is required.

I thank the Secretary of State for her statement, because this is an investment in early years, which is an investment in the future of our communities. In my constituency, there is an investment of hundreds of thousands of pounds at Springhill primary academy in Burntwood, Boney Hay primary academy in Burntwood and St Stephen’s primary in Fradley. These schools do amazing work in supporting the next generation, and this money will be used to renovate facilities, give children a better environment in which to start their learning, expand the number of places and help provide the 30 hours of free childcare that working parents so desperately need. Can I put on record my thanks to these schools, and can I ask if the Secretary of State will join me in visiting schools and celebrating the work they do?

Following on from small business Saturday, we all recognise that small employers are the backbone of our economy. My hon. Friend is right that it should not be the case that young people in places such as Hexham should have to get out in order to get on. We are creating Skills England to fill the skills gaps we see across our country. Skills England will also work with our regional mayors to ensure that we address some of the regional inequalities we see, as well as some of the opportunity areas, because we know that particular parts of the country have a real ability to drive forward growth, jobs and opportunities.

South Staffordshire college’s creative arts faculty is based at Lichfield college in my constituency. In January, it will open a new state-of-the-art recording studio and rehearsal space that will allow students to develop skills in both music performance and music production, ensuring that they are well prepared for careers in the creative arts for their entire future. Does the Secretary of State agree that such investments are essential for the UK to maintain its role as a global leader in the creative arts, and that the Government should support them wherever they can?

Absolutely. That is why we set out in the Budget an additional £300 million of capital investment for our colleges. I am sure that the opportunities that my hon. Friend sets out are just the kind that we need to see across our country. The creative industries have a crucial role to play in driving growth in communities right across our country, and through our curriculum and assessment review we will ensure that all young people have the chance to study a wide range of subjects.
