It is pleasure to see you in the Chair, Dame Angela, for today’s debate on the future of passenger boats and the Maritime and Coastguard Agency. I wish the hon. Member for Romford (Andrew Rosindell) a happy birthday, and I thank him and the hon. Member for Strangford (Jim Shannon) for their contributions. I wish all hon. Members a happy St Patrick’s day.
Although small in number, the contributions to the debate have been wide-ranging, covering many aspects of marine passenger travel, from the future of travel and the use of the Thames, to the Larne and Cairnryan sea link, to which farm is owned by whom on the banks of Strangford lough.
As the Member of Parliament for Argyll and Bute, which boasts 26 islands and probably has more passenger ferries than any other UK constituency, I could not speak in this debate. The passenger ferries, whether they are operated by CalMac, Argyll and Bute Council or Western Ferries, are a critical lifeline to our rural communities. I want to highlight some of the enormous contribution made by all of those who work on the boats every day of the year, providing an essential, sometimes lifeline, service to thousands of people and hundreds of small communities on dozens of remote islands. I would like to put on record my sincere thanks to every single one of them.
By far the biggest ferry operator in the west of Scotland is CalMac, the legendary Caledonian MacBrayne, which sails to more than 30 destinations across the west of Scotland. For more than a century, the distinctive black and white boats, topped by a fiery red funnel, have connected Scotland’s islands to the mainland, ensuring that, despite the worst weather that could be thrown at them, the remote communities are served and regularly supplied, and that islanders are able to come and go freely.
In my constituency, CalMac operates 18 different routes, connecting the islands of Mull, Iona, Islay, Bute, Tiree, Coll, Colonsay, Lismore, Gair and Kerrera to the Scottish mainland. It is not just island communities that are served in that way. CalMac plays a hugely important role in linking remote mainland towns and villages to the centre of Scotland, including Dunoon, Creagan, Campbeltown and Tarbert.
For so many of my constituents, ferries are not just something they take to go on holiday; they are the lifeline that brings food, drink, parcels, the post, the daily newspapers, building materials and vital medical supplies. Although CalMac is undoubtedly the largest ferry company, I also recognise and pay tribute to the year-round contribution made by those working on Argyll and Bute Council-operated ferries between Port Appin and Lismore, Cuan and Luing, Ellenabeich and Easdale, and Port Askaig and the Isle of Jura.
A huge and important contribution is also made by Western Ferries, which operates the car ferry that ploughs the Firth of Clyde between Hunters Quay and Gourock. If I look out of my window right now I can see Western Ferries boats crossing the Firth of Clyde on one of their multiple daily journeys.
Not only do these operators serve local communities; they are also part of the communities they serve. They do so much good to improve the area and the general wellbeing of so many communities. I would like to make special mention of four CalMac employees in Oban who last month raised thousands of pounds to support one their colleagues, Megan, who had experienced a particularly difficult time in her life. Nicky MacKechnie, Alan MacInnes, Ian Rodgers and Keith MacMillan launched a charity exercise regime called Megan’s Miles. It had an initial target of raising £500 for the Scottish Association for Mental Health, but by last night they and their colleagues at the CalMac terminal at Oban had raised more than £8,000. I am sure colleagues from across the House will want to congratulate them on that magnificent effort in support of one of their colleagues; it is a very worthwhile cause. Although Nicky, Alan, Ian and Keith may not be unique, they serve as a good example of the people who keep these essential services running. Those services belong to, and are an integral part of, the communities they serve.
There is no doubt in my mind that without CalMac and the other services, those communities would struggle to survive. Despite the challenging circumstances in which we find ourselves, the Scottish Government are, and have been, absolutely committed to supporting and improving the ferry network by implementing a long-term, positive, sustainable series of policies to connect our rural communities to the mainland, thereby boosting local economies and creating employment opportunities.
The SNP Scottish Government recognise the essential role that passenger ferries play in supporting our island communities. That is why, since coming to power in 2007, they have invested £2.2 billion in the Clyde and Hebrides ferry service, the Northern Isles ferry services and general infrastructure, as part of our commitment to promoting Scotland’s islands and remote communities. The Scottish Government recognise the important role played by CalMac and others in connecting those communities to the centre, and they have put in place measures to make it easier and cheaper for islanders to travel to the mainland and for visitors to go to the islands.
In 2008, the Scottish Government introduced a pilot scheme called the road equivalent tariff. The principle of RET was essentially that ferry fares should be set on the basis of travelling the equivalent distance by road, and that island communities should face no financial disadvantage. At the same time, it promoted Scotland’s beautiful Western Isles as a great place to live, work, stay, raise a family, invest, conduct business and, of course, visit and spend a fortnight’s holiday.
It is absolutely right that any scheme that is funded, as RET is, to the tune of £25 million a year be rigorously and robustly scrutinised, so I was pleased that, earlier this week, with almost precision timing for today’s debate, Transport Scotland delivered its official evaluation of RET on the Clyde and Hebrides network. It is a large and interesting read—it runs to more than 80 pages. It examines in detail the roll-out and impact of RET on local communities, island infrastructure, the local economy, the environment and the all-important tourism sector.
The report took as its measure the original objectives that the Scottish Government set out to achieve when RET was introduced. They are increased demand, increased tourism and enhancing local economies. The Transport Scotland report shows that the demand for ferries has increased. Almost all routes have shown an increase, with a significantly higher number of residents and visitors using the Clyde and Hebrides service than before RET was introduced. Across the network as a whole, it is estimated that the average fare paid by passengers and car users has dropped by between 34% and 40%. That, in return, has made an overall positive contribution to local economies.
Of course, the report makes it clear that the scheme is not perfect. Nothing ever could be when dealing with a large transport network that connects hundreds of communities in the often windswept north Atlantic. There are problems—some predictable, others not—that have arisen since the introduction of the scheme. Among them, the popularity of RET has put added pressure on the already fragile road infrastructure in many of the islands. A lack of public toilets, camping facilities and chemical waste disposal has been highlighted, and increased visitor traffic has made travel for islanders wishing to leave far more challenging, as spaces on the car deck are booked up well in advance of sailing.
The long-term signs are that the upward trend in people visiting the islands will continue, and that will require significant new investment in boats, services and port infrastructure. That said, there is a broad consensus that the introduction and roll-out of the road equivalent tariff has been a very good thing for the islands, and I commend the Scottish Government for it.
Looking to the future, there can be no doubt that improved physical connectivity, coupled to advancements in digital connectivity, has a vital role in reversing the depopulation trend that we are unfortunately seeing across our island communities. Allowing people to live safely and securely in remote island communities must form a major part of any Government’s strategic thinking, and of course, better, more reliable, environmentally friendly ferries have a role to play. However, in and of themselves, they are not the answer.
I urge the Scottish Government and others to consider the bold, innovative approach taken by our neighbours in the Faroes, whose Government have combined a ferry network with a system of subsea tunnels. I was fortunate to visit the Faroes in 2019, to visit the Ministry that overseas these large infrastructure projects, and to stand on the Eysturoy tunnel during its construction—11 km long, connecting three islands by means of the world’s first subsea roundabout. It is a remarkable feeling to stand 5 km offshore, 190 metres below the Atlantic, watching them cutting and blasting their way through the basalt rock. Of course, I understand that the Faroes are much smaller than Scotland, but the scale of their ambition to connect people to the centre and reverse what people believed was an irreversible population decline is something to behold, and something we should all learn from.
Finally, I pay tribute again to the hon. Member for Romford for having secured this debate, and for the passionate and forensic way in which he laid out his case; I am sure the Minister will look forward to answering that. I also thank the hon. Member for Strangford for his, as always, telling and informative contribution, and I thank you, Dame Angela, for allowing me to put on record my appreciation for those who work so hard in Argyll and Bute and, indeed, across Scotland to provide that vital service that keeps our remote, rural and island communities connected to the Scottish mainland.

Commons ChamberI have frequent conversations with the Chancellor about the vital role that transport plays in our economic recovery.
Yesterday, I met the Argyll and Bute climate change group, which is dismayed by the recent report showing that the UK Government have missed almost all their own climate change targets. Given that transport accounts for about a quarter of UK carbon emissions and that there are growing calls to link the economic recovery to meeting emissions targets, does the Secretary of State agree that only by enshrining annual targets in legislation will this Government be able to hope to meet their legally binding net zero emissions target by 2050?
I thank the hon. Gentleman for his question, but I take issue with his numbers: I think that transport accounts for about a third of greenhouse gases, rather than just a quarter, so he is right about the urgency of the situation. We absolutely believe in tackling this problem. That is why this country has legislated to be zero-carbon by 2050. When it comes to transport, he will be interested to hear that I am setting up the net zero board to push forward with all these important targets.

Also, the sort of bespoke arrangements being made through Jobcentre Plus should enable her constituent—I would be grateful to the hon. Lady for keeping me posted on the case—to find herself in new work. I would be very happy to follow up the case with the hon. Lady.
Can Thomas Cook employees, including those in my constituency—particularly, in the towns of Dunoon and Helensburgh—be assured that there is absolutely nothing more the Secretary of State could have done to help? If he was given the chance again, would he follow exactly the same path as he has done?

General CommitteesI will detain the Committee for even less time than the hon. Member for Kingston upon Hull East, who was absolutely right when he said that we live in hope—indeed, we expect—that the UK will not leave the European Union without a deal. We have to be prepared, however, for that catastrophic eventuality, so we too will not oppose the statutory instrument.
The consequences for the UK’s aviation industry of a no-deal exit from the European Union are unthinkable. I fully support what the hon. Gentleman said to the Minister about ensuring that no deal is taken off the table, even at this late stage, because it would have catastrophic consequences for the aviation industry and beyond.
I have looked through the explanatory memorandum released by the Government, and I have a couple of questions for the Minister. I appreciate that the Government have had regular engagement, but from what I can see they have not consulted specific stakeholders other than the CAA. Why is that the case? Are they satisfied that they have taken every precaution and spoken to every stakeholder in depth and at length in putting the SI together?
When was the statutory instrument published in draft form on the legislation.gov.uk website? Does the Minister know how many people viewed it? What changes, if any, were made to it based on the feedback that was received?

Commons ChamberWe have, of course, taken careful note of the High Court decision and such a plan is in development at the moment, but we are doing things in the meantime. In the autumn statement, we released hundreds of millions of pounds of additional funding for low-emission vehicles, including low-emission buses, and more money for charging points. This is clearly something we have to deal with now. We have to find the right way to migrate the nature of the cars and other vehicles on our roads to a point where they are causing much less of a pollution problem than they do at the moment.
Very shortly, there will be a UK mainland airport from which passengers and their luggage will be able to fly directly into a UK international airport without any security checks on passengers or their luggage. The decision by Highlands and Islands Airports to remove security checks, particularly for Campbeltown into Glasgow, is an unnecessary relaxation of a system that has worked well. Were the Government aware of that, and are they happy to see passengers and their luggage flying into a major UK airport without undergoing the security checks that every other passenger and their luggage has to undergo?

I was in her constituency just a few weeks ago and noticed that electrification work had already started on the line that runs through Hednesford to Cannock, not least at Stafford Lane and down by Brindley Heath where new bridges have been put up. I happen to know the area very well; it is where I grew up.
6. When the Government plan to make a decision on the location of a UK spaceport.
The Government’s ambition is for the UK to have the facilities and regulatory environment in place for commercial spaceflight during this Parliament. My Department is currently working closely with the Department for Business, Innovation and Skills to assess and understand the technical requirements, with the aim of announcing the process for spaceport selection later this year.
As the Member for Argyll and Bute, I have championed and will continue to champion the Machrihanish bid to become the UK’s spaceport. The community-owned facility has considerable advantages, including a 3 km runway and the overwhelming backing of the community. When will the next stage criteria be announced by the Department for Transport? Can the Minister assure all those who are working hard to bring the project to Machrihanish that the Government are still 100% committed to the creation of a UK spaceport?
I can certainly confirm that. In fact, the Department for Transport has provided £5 million to fund initial phases of work. It is also important that we work with potential operators to check out the facilities that they might want to ensure that they can be provided. It is a great opportunity. With companies such an Inmarsat, Clyde Space north of the border, and Surrey Satellite Technology, we are already world leaders in space technology, so this will be a further step towards pushing against the barriers to British involvement in the space race.

Commons ChamberWe have heard much today in the debate on our future in or out of the European Union about the issue of our security. It is right that Parliament takes seriously its security responsibilities. As part of this debate, we need to take seriously our responsibilities for the marine environment.
It is worth recapping why we had emergency towing vessels. They were a response to Lord Donaldson’s 1994 report following the Braer oil spill off the coast of Shetland. Following that disaster, 86,000 tonnes of oil were released into the North sea. We got lucky to some extent in that the oil was largely dispersed. In other areas and in other circumstances, such an oil spill could be devastating. The ships were put in place to protect human and marine life following the Braer experience. It was right in 1994, and it remains right today. The desire to provide marine safety cannot come at the expense of a penny-pinching Government walking away from their responsibilities. It is a responsibility of this Government to maintain that protection.
The UK Government kept telling us during the Scottish referendum that we were better together. How can there be any shred of validity in that statement if the Government do not take seriously our marine safety? What price better together then? Our safety cannot be traded away on the desire to save costs in Westminster. If the Government compromise on safety, they compromise their legitimacy to govern.
In 2011, the UK Government announced the removal of the vessels, although there was a subsequent agreement to retain one vessel in Orkney. That vessel is now under threat of being removed next month. Sir Alan Massey, the chief executive officer of the Marine and Coastguard Agency, said in Edinburgh two weeks ago that, following a formal risk assessment, the removal of the ETV for the far north and west was unacceptable. I agree with Sir Alan. It was also unacceptable to remove the Stornoway vessel. If there is a risk in the Northern Isles, there is a risk in the west. Put simply, the Northern Isles vessel is too far away to respond quickly enough to any incidents off the west of Scotland.
I thank my hon. Friend for securing this important debate. As one of the five Scottish National party Members for the highlands and islands, he will of course be aware that we have repeatedly called on the Government to address the maritime safety deficit caused by the removal of the Stornoway vessel in 2010-11. Does he agree that this cannot be done properly by having a single ETV based in Orkney alone? It is deeply worrying that the only existing ETV in Kirkwall is currently under threat. The position that we find ourselves in—
Order. The hon. Gentleman’s intervention is very long. If Members keep their interventions brief, more Members can come in.
My last point is that the coast has been left vulnerable. Does my hon. Friend believe that the removal of the ETV at Kirkwall would be utterly unthinkable?
I thank my hon. Friend for his intervention, and he is quite correct. We cannot comprehend the possible risk of the loss of the vessel in Kirkwall. It is also true that there is no way in reasonable time that that vessel based in Kirkwall can get to Argyll and Bute or indeed to large parts of my constituency. We have been placed at an unacceptable level of risk. Does the Minister agree with the chief executive of the Maritime and Coastguard Agency that the removal of the Kirkwall-based vessel is unacceptable, and will he give the House an assurance that the Government will find the necessary funds to make sure that that vessel remains in place? That is a simple question, and it requires a simple yes or no answer.
Throughout Europe, the provision of emergency towing vessels is commonplace, for example in France, Germany, Norway and the Netherlands. It is good practice to protect your marine environment and coastal communities —we should do the same. The Netherlands put in place such a capability only in April 2014 to provide protection for shipping, the marine environment and their coastal communities. Many other countries see the sense in that, so why do the UK Government not accept their responsibilities? That is all we are asking.
There has been some chatter that perhaps, just perhaps, the Orkney vessel might be saved. That would be welcome—the threat should never have been there in the first place—but it does not go far enough, as my hon. Friend the Member for Argyll and Bute (Brendan O'Hara) said. We need the reinstatement of the second vessel. I say to the Minister, do the right thing: deliver some good news, and put the two vessels back where they should be, in the Northern and Western Isles. Show us, Minister, that the Government take our safety seriously—do not leave us exposed to the threat of environmental disaster.
