Q12. Last Friday, it emerged that there had been an oil spill in Beverley Brook, a river that flows through Richmond Park to the Thames. Black waste oil and iridescence can now be seen along 13 km of the watercourse, posing a serious threat to fish and local wildlife. The Environment Agency is investigating, but it is understaffed and underfunded while also battling water companies over sewage discharge. Will the Government commit to strengthening the powers of the Office for Environmental Protection, as the Lib Dems tried to do through the passage of the Environment Bill, so that it can hold the Government and other public authorities to account over environmental damage in the same way that the European Commission was able to?

I know what is behind the hon. Member’s question: a desire to return to the jurisdiction of the European Union. We want to ensure that we use our landmark Environment Act 2021 to continue to improve the quality of our rivers, and that is what we are doing.

I am always delighted to meet my hon. Friend. I listened to him and learned from him about bovine TB and badgers. We think that the badger cull has led to a reduction in the disease, but no one wants to continue, and I am sure that he does not, with the cull of a protected species—beautiful mammals— indefinitely, so it is a good thing that we are accelerating other elements of our strategy, particularly vaccination. I think that is the right way forward, and we should begin, if we can, to phase out badger culling in this country.

  One million children, including my daughter, were out of school last week due to the need to self-isolate when a positive test is confirmed in their bubble. May I first pay tribute to all the teachers both in my constituency and across the country who have done incredible work in keeping learning going under such difficult circumstances? I was really pleased to be able to thank my daughter’s schoolteacher in person yesterday. Can the Prime Minister confirm that the Government’s approach to managing the pandemic will guarantee that all children will have an uninterrupted academic year when they return to school after the summer break?

The hon. Lady is absolutely right to focus on the needs of children in the pandemic and the paramount importance of keeping them in school. We will do everything we can to ensure that we are able to get schools back in September—I have every confidence that we will be able to—but that will be greatly assisted, as I never tire of repeating this afternoon, if everybody goes and gets their second jab, or first jab.

I would be honoured to take up my hon. Friend’s invitation as soon as I can. In terms of female representation in that sector, she will know that Alison Atkinson became the chief executive officer and managing director of AWE in May 2020, and there are huge numbers of opportunities for women to join our armed services, thanks above all to the biggest uplift in defence spending since the end of the cold war.

I welcome the Prime Minister’s commitment last week to include aviation and shipping in our emissions target, but surely he knows that we will miss that target if we proceed with a third runway at Heathrow, and, furthermore, that that would undermine the progress that the Government hope to make towards net zero. Will he therefore take this opportunity to commit to amending the airports national policy statement in the light of those commitments?

The third runway at Heathrow, as the hon. Lady knows, is a private sector venture, and it is up to them to produce the capital to do it. I do not see any immediate sign of that particular project coming off. I think what we should look at instead, and what we are looking at, is the prospect of jet-zero aviation and flying without emissions, or with far lower carbon emissions. It is in that area that the Department for Business, Energy and Industrial Strategy and the Department for Transport are working together with manufacturers so that this country leads in guilt-free flying.

My hon. Friend puts his finger on it. That is exactly what we need to do. The areas that go into high levels of concern are reviewed every 14 days, and the restrictions, as I told the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), are reviewed every 28 days. The way to get through this is exactly as my hon. Friend says: to follow the guidance, particularly the “hands, face, space” basics.

The people of Barnes in my constituency have been cut off from public transport routes for some months now by the closure of Hammersmith bridge. Can the Prime Minister confirm reports that the Government are now planning to charge Barnes residents £15 a day to own a car, and charge them extra council tax, to pay for facilities that they cannot use, despite the fact that Transport for London reserves were increasing before the virus hit?

I can confirm that Hammersmith bridge has been closed thanks entirely to the incompetence of the current Labour Mayor of London, and that Shaun Bailey, the Conservative candidate, is going to reopen it, which is the best thing possible.
