The hon. Gentleman might have missed in the announcement we made a couple of weeks ago that we are building three new mental health hospitals as part of the hospital building programme. That is also a part of our wider support for mental health, including the extra £2.3 billion of funding compared with four years ago.

May I thank my right hon. Friend for the rapid progress he is making on the hospital building programme? Can he confirm that he will shortly be announcing a full and final programme of funding so that we can deliver a superb new state-of-the-art hospital in Hillingdon, where, I am proud to say, enabling works are already under way?

I am delighted to hear that the enabling works are under way. I know that my right hon. Friend has championed both Hillingdon and the new hospital building programme. I am sure that he will welcome the investment of more than £20 billion. I can confirm that Hillingdon will be fully funded. In addition to the enabling works, we are working closely with the trust to incorporate the Hospital 2.0 design into Hillingdon, as we will at Whipps Cross, as part of taking that programme forward.

We are investing £500 million to create another 200,000 social care placements, but we have significantly increased the number of physical beds available in our hospitals. In July, before we made the commitment to increase bed capacity, we had 96,375 general and acute beds; in October, we had 97,350. We are also delivering that increased capacity outside of hospital through this winter by creating an extra 2,500 virtual ward beds.

Does my hon. Friend agree that it is high time the outstanding care and skill of Hillingdon Hospital staff was matched by commensurate outstanding facilities, and that it is therefore great news that Hillingdon is one of the 40 new hospitals that the Government are building by 2030? Can he confirm that the full funding package will be announced soon, so the whole project can proceed as soon as possible?

I thank my right hon. Friend for his question. The Secretary of State visited Hillingdon Hospital—a hospital I am also aware of—over the summer. There has been no greater champion of Hillingdon Hospital, or of the new hospitals programme more broadly, than my right hon. Friend. Currently, five hospital schemes are in construction, two are now completed and we aim to announce the next eight by the end of this year.

May I welcome the Prime Minister back from his splendid isolation to the place that he has no doubt been itching to get back to more than any other—this House of Commons—and say how wonderful it is to see him here?

From a sedentary position, I think the Prime Minister said that he was delighted to see me here. [Interruption.] Indeed, he is delighted to see me here—on the Back Benches. [Laughter.]

Turning to more serious matters, these are very difficult decisions, and part of the leadership we have to show in a pandemic is telling people unwelcome news. I want to salute the Health Secretary’s cautious approach to Christmas because, much as we all want Christmas to be as normal as possible, nothing would be more crazy than to take our feet off the accelerator at this moment and then see a spike in deaths in February, so I think this is the right approach.

There is one bit of further good news—on top of the news about vaccines and on top of the news about mass testing—that I know the Health Secretary would like to be able to give and that would be enormously welcome: that every single person living in a care home could be sure that they could be visited by a close relative before Christmas. I know he wants to do that, but there are huge logistical challenges in getting that mass testing technology to work in time. May I urge him to do everything he can, because that would make such a big difference to the nearly 400,000 people in care homes?

As the hon. Lady will know, since 2010, the number of paramedics has increased by more than 30% and the pay band has been increased from band 5 to band 6. She will also know from the excellent work of Lord Carter that there was significant variation between ambulance services and a significant opportunity to make savings that can be reinvested in ambulances by addressing differences in sickness rates, “hear and treat” and “see and treat” rates and other variables. We have also committed additional funding for new ambulances, including in the north-west, which will be in place by this winter.

T3. I can personally testify to the passion, the care and the professionalism of staff at Hillingdon Hospital. They do a fantastic job, but, sadly, too much of the physical environment in which they work is no longer fit for purpose. I invite my right hon. Friend to visit and see it for himself and to commit to providing the medical facilities that my constituents will need for the long term.
