I am grateful to the hon. Lady for those points. The scheme is broadly operating as it is designed to, which is shown by the fact that about 1,400 certificates are unused as of today’s date. So the overall quota of 40,000 places a year is approximately the right number. We are, as ever, discussing with the Department for Environment, Food and Rural Affairs whether that quota should remain the same next year or be higher. A statement on that will be made imminently. However, the decision made by my Department—with my right hon. Friend the Member for Camborne and Redruth (George Eustice)—to choose 40,000 appears to have been about the right number.
In terms of the scheme’s operation, we need to ensure that it is as smooth as possible because no business deserves to be put through unnecessary bureaucracy to gain access to the workers it needs. The hon. Lady is right to say that, although of course we want to make the best use of our domestic workforce, there will always be—as there has been—a need for some seasonal workers to come into the UK from overseas. That is exactly why the scheme exists.
On ensuring that those who come under the scheme are properly looked after and not abused, every one of the four or five operators of the scheme is licensed by the Gangmasters and Labour Abuse Authority, and it is its responsibility, together with my Department, to ensure that those seasonal workers are looked after appropriately and do not fall inadvertently into modern slavery or other poor practices. We at the Home Office have a duty to ensure that those individuals come for the right reasons, that their employers treat them appropriately and that the scheme is not abused. There is a significant minority of people who come under the scheme and subsequently choose to apply for asylum, which is one of the many things that we have to take seriously when deciding the number of individuals who can enter under the scheme each year, but I am certainly sympathetic to the needs of our food and drink sector and will work closely with the Environment Secretary to choose the right number of places for next year. As I said in answer to my right hon. Friend, we will make an announcement soon.
I congratulate my right hon. Friend the Member for Camborne and Redruth (George Eustice) on getting the urgent question. Businesses need certainty, but one other issue that my right hon. Friend the Minister mentioned is the level of compliance with the scheme. Will he update the House on that? If the level of compliance is very positive, expanding the scheme to encourage more people to come to this country for short terms of working and then returning would be a sensible way forward.
Compliance with the scheme is generally high, but I would not underestimate the number of individuals who do overstay or claim asylum. We have seen a significant number of those individuals this year. There have been some exceptional factors this year such as events in Russia and Ukraine that mean that some individuals would be inclined to stay here and claim asylum. The Home Office needs to take that seriously, because several hundred individuals claiming asylum is a significant number abusing the system as it is designed.
My hon. Friend is right to say that there will be occasions when any sector will need to rely on itinerate labour from overseas, but we must also remember that we have more than 5 million people in this country who are economically inactive, and we have a duty as a Government to help more of them into the workforce here so that they can lead fulfilling and productive lives and make a contribution to British society. That should be the first duty of the Government when designing our immigration policies.

Friend the Minister for Security has been clear that we will publish that report at the earliest available opportunity, but I would add that this is the Government who brought an end to golden visas and who led the world in economic sanctions in support of the people of Ukraine.
The Government have taken a dual approach to tackling serious violence, combining tough enforcement with programmes steering people away from crime. Since 2019, we have invested £170 million in the areas most affected by violence to boost the police response, and we have invested a further £170 million in developing violence reduction units to tackle the root causes of violent crime. These programmes together have been assessed as preventing 49,000 violent offences in their first two years.
Harrow is, generally speaking, a safe borough in which to live, but we have seen an 18% increase in knife crime this year. There were 41 major incidents last month, and only last week there was a major incident in which three people were stabbed and put into hospital. Does my right hon. Friend agree that what is needed is not just extra police officers, but apprehending people who carry knives, punishing them by taking them to court and imprisoning them so they cannot cause damage to other people?
I agree with my hon. Friend that a robust police response is essential, as is the courts making robust use of the two-strikes rule requiring a mandatory prison sentence on a second conviction for possessing a bladed article. Those are very important, and I am happy to look with him at how they are working and whether they need to be pushed a bit further. I am sorry to hear about the knife crime statistics in Harrow. Nationwide, knife crime, or knife-enabled crime, is down about 9% compared with pre-pandemic levels. If my hon. Friend feels that more needs to be done in his area, I would be happy to discuss it with him.

Commons ChamberI can tell the hon. Lady that we are setting up a cross-Government group to specifically work on the issues that she has raised, and that will include my right hon. Friend the Education Secretary.
I welcome the statement from the new Home Secretary and also welcome him to his place. I also congratulate my right hon. Friend the Member for Maidenhead (Mrs May) on starting this process in the first place. Child sexual abuse is not new; it has been going on since time immemorial. Young children are abused in families, in institutions by gangs, and by paedophiles who groom them online and then abuse them. Those of us who have had a long political career have witnessed some of the inquiries that have gone on, and we know the sad reality is that the people who do such things are thoroughly evil and need to be brought to justice. Although it is good news that more people are coming forward to report historical child sexual abuse, we need to ensure that those currently experiencing it are enabled to report what is going on and are believed, and that action is taken. Will my right hon. Friend undertake to do that as a matter of utmost priority?

Commons ChamberI am absolutely willing to accept responsibility for systemic failures across the whole of policing where they occur. I do not know whether the hon. Lady was in the House at the time, but she will have heard me apologise profoundly for the problems we have seen in rape investigation over the past decade, for example, and put a plan in place to sort that out. Happily, that plan is showing early signs of improvement.
What is really depressing about this exchange is the unwillingness of the Opposition to accept that even a shred of responsibility or accountability should attach to City Hall, notwithstanding the fact that in law and in truth the Mayor of London is the primary accountability mechanism.
Thousands of police officers in the Met put their lives on the line every day not knowing whether they will return home safely when they are trying to apprehend violent criminals and take them off our streets. Clearly there are some who are bad apples—we understand that—but in all this time, violent crime in London is up and the Mayor of London is totally silent. He is the one responsible to the people of London, and he must not abrogate his responsibilities. Can my right hon. Friend confirm that prior to Dame Cressida Dick being forced out by the Mayor of London, the Mayor was lobbying the Home Secretary to extend her contract for three years?

Commons ChamberI am speaking to the hon. Member directly through the Chair. He may want to calm down his synthetic outrage. I have not made a single slur about our judges or our courts. I have spoken about the processes of the courts and it is right that we do that.
Secondly, as you have heard me say already, Madam Deputy Speaker, there are legal processes taking place right now. It is absolutely right that we wait for the judgments to come forward, so that we work with the courts and our legal counsels in the right way, rather than, if I may say so, participating in the sort of faux and synthetic yelling match that is taking place in the Labour party.
There is nothing more inhumane than evil people smugglers forcing people on to small boats and crossing the busiest sea lane in the world, placing them at risk. It is also inhumane to keep people waiting for months, months and months for a decision. I understand that only 130 individuals were issued with protective notices. May I urge my right hon. Friend to speed up the process and to issue thousands of these notices to put people on notice, and then get people over to Rwanda so that their cases can be resolved?
My hon. Friend makes a very important point and I agree with him. It is not just about our processes but, as we are seeing now through legal challenges, it is about ensuring that we work in the right way to make sure that, from an end-to-end perspective, everything is joined up. That is, effectively, what we will been doing through the challenges that have come forward. It is important, just as a point of reflection, that my hon. Friend speaks about asylum cases. That is why we are reforming our asylum system. That is what the new plan for immigration was about, supported by those on the Government Benches, supported by the British public, and constantly voted against by those on the Opposition Benches.

Commons ChamberI remind the hon. Member that we live up to our obligations, as is entirely right and proper, including appropriate human rights law and paying due regard to the UK Borders Act 2007. On the specific issue of vulnerabilities, health and wellbeing is taken into consideration, and proper risk assessments are conducted for all those in scope of removal. It is right that we work through individuals’ circumstances appropriately—[Interruption.]. She can utter that that is not true, but that is a fact.
It is outrageous that anyone should conflate the Commonwealth citizens who have come and contributed directly to this country with foreign nationals who have been convicted in our courts of the most serious offences. I find that reprehensible. Will my hon. Friend update the House on the backlog for removing dangerous foreign offenders and the numbers of those in prison now who are likely to be deported at the end of their sentences? Can they be escorted from the prison gates to the plane and flown out of here?
My hon. Friend is right to raise the terminology and language used when we debate these issues. It is right that the correct terminology is applied to reflect the relevant circumstances of the individuals and their cases. I give him an absolute assurance that top of my priorities is delivering a quickening of the pace of removing individuals from our country who have no right to be here and deporting foreign criminals. The reforms that we are introducing are pivotal to achieving progress in that regard.
I come at this issue as the victims’ Minister, too. When we meet the victims of serious criminality and hear their stories, it is difficult not to be hugely troubled, and the suffering and pain that they feel is only exacerbated if dangerous individuals are in our country when they simply should not be here.

The hon. Gentleman will not be surprised to hear that the Government take a different view. It is for each country to decide its policy based on the intelligence and the assessments it receives, and that is partly driven by its geographical situation and, in Europe, whether it is part of the Schengen border-free zone.
Our position is based on the advice we have received. We have changed some of the systems of application based on that advice, and all our policies, particularly around visa national or non-visa national status for particular nationalities, are driven by a comprehensive assessment that includes security and other matters. I hope colleagues will appreciate why I will not outline the exact details on the Floor of the House, in a public forum.
As I have touched on, nearly 90,000 visas have already been issued. We are certainly seeing more progress every day, and we look forward to welcoming a large number of people to the UK.
Families in my constituency have very generously offered to house Ukrainian refugees. I was going to raise the plight of the Lykholit family from Ukraine, who applied on 18 March, but they have received their visas today after an extended wait—that is good news. However, there is the plight of those who are still in hotels waiting for their visas, particularly the relatives of people who assisted Holocaust survivors in escaping the Nazis. Will my hon. Friend prioritise those people? We owe them a big debt of gratitude for the risks that they undertook.
I am very happy to look at individual cases or instances that my hon. Friend wishes to supply. I am sure that, like me, he found that one of the most tragic moments of the current war was when a Holocaust survivor was killed by Russian shelling. Having survived so much horror in the earlier parts of his life, he lost it in the latest horror to be inflicted by a tyrant looking to dominate his neighbours.
Certainly, there has been a big step up in the number of visas being issued each day. As I say, nearly 90,000 have now been issued, and we are very much looking forward to welcoming those we are granting visas to. I am pleased to hear that the case that my hon. Friend had planned to raise has now been resolved.

Commons ChamberThe hon. Lady makes an important point. It is important to restate that about 90% of Ukrainian nationals do not have chip passports, for example, whereby the digital scheme would automatically apply to them to make it easier. The reason we are clearing the VAC system now is to help those in the vulnerable people abroad category, including the elderly and those who have not travelled previously. A frequent theme that comes back from members of the diaspora community here is that many are still reluctant to leave Ukraine—they are still in Lviv and thinking about coming. We are encouraging them to engage with their family members here so that we can give them support. We do not yet have a full assessment. That is why we are working with the Ukrainian community in this country for them to share as much information with us as they possibly can.
President Putin has not only unleashed death and destruction on the people of Ukraine but is also involved in ethnic cleansing, and we should face up to that. Many of those fleeing in fear of their lives will want to go back after Putin’s forces have gone from the country. Others will want to resettle. Will my right hon. Friend make the system as flexible as possible so that those who want to resettle in the UK can do so, but those who want to come on a temporary basis will be able to return to their native country?
This is the theme that we hear constantly throughout the community—a recognition that, of course, people will want to go home. It is their country; it is the place of their birth; it is where they have lived their lives. There is no question about that. That is why we are taking a consistent approach across all schemes to the leave period that people can come here for, even those on temporary leave.
The point about ethnic cleansing is so valid. There are still people of Ukrainian origin in Russia who are subject to appalling persecution. Those people are also in our thoughts, and we want to consider how we can help them, too.

Commons ChamberI am grateful to the hon. Member for his questions. I do not consider that we are ignoring the concerns that are raised. As I have set out to the House, we have consistently been responsive to the reports of the inspectors, for example, and when they make recommendations, we consider them and act appropriately. He will recognise that there is a need for accommodation, and that the system is under acute pressure at the moment, given the number of arrivals. He will also recognise that we are seeking to reform the system. We are bringing forward the Nationality and Borders Bill, which is all about driving reform, processing cases more quickly, providing sanctuary to those who require it and removing those with no right to be here. That is a firm but fair system, and one that I would argue is right.
In response to the hon. Member’s point about there being no consultation with local partners, that is simply not true. As I have described to the House, that engagement is ongoing. He also asked about areas of the site having asbestos. We will of course act entirely appropriately with safety at the forefront. I have made that point several times. Assessments are ongoing in various parts of the site, and it is right that we always act with safety at the forefront of our minds.
We should always remember that it is criminal gangs that are ruthlessly exploiting vulnerable people and bringing them to this country. Can the Minister clarify some issues relating to the site? Will it be used for new arrivals straight after they arrive? He said earlier that they would be there for no more than five days. Following the questions from my right hon. Friend the Member for North Thanet (Sir Roger Gale), there was a question about how they would be accommodated. Will they be in marquees, in tents, or in barracks accommodation with proper facilities during this, the coldest period of the year?
My hon. Friend is absolutely right to say that the criminal gangs responsible for these crossings are evil, and I would like to think that the whole House would share in that message. As I have said, the intention is for this to be an overspill site for Tug Haven. Work is ongoing on site to assess which areas are appropriate to be used for accommodation, and there will of course be appropriate accommodation on site that is safe and that meets our legal obligations.

Commons ChamberLet me say for the benefit of the House that there is a cross-governmental response to this.
While we do not know the details or nationalities of those who sadly lost their lives in the channel yesterday, we do know that very large numbers of people who are refugees from the oppressive, brutal regime in Iran are desperately seeking to cross the channel to come to this country. Will my right hon. Friend consider the example set by the Albanian Government, who moved, satisfactorily, Camp Liberty from Iran into Camp Ashraf? That is a model for how to treat people who are refugees in a country as close as possible to the Iranian border. Perhaps we can somehow set up camps and other opportunities for people fleeing from those regimes rather than their being forced to make this perilous journey.
My hon. Friend makes a highly relevant and important point. In terms of global migration crises, we need only to think back to not that long ago, in 2014-15, when our internationally supported policy and approach to the Syrian crisis was to keep people within the region, where we worked with—and are still working with—counterparts and colleagues in Jordan and neighbouring countries in the region. A great deal of work took place there. The sadness of all this is that it took a migration crisis and the tragedy of the loss of life for the international community to convene, coalesce and come together in that way. All I can say right now is that the British Government and I are working night and day to bring partners together to recognise that no one country can solve this on its own. That is why we need stronger co-operation across the board so that we can address these issues together.
