Commons ChamberThe Government have already made non-lethal equipment available to support the Ukrainian armed forces, and we are working with European Union partners to look at the needs of the Ukrainian economy over the coming winter. Ukraine faces a massive energy crunch over the next few months, and the Ukrainian economy is likely to have shrunk by more than 6.5% since before the conflict began. We are acutely aware—we discussed this at the Foreign Affairs Council last Monday in Luxembourg—of the fact that Ukraine is likely to be looking for further support from the EU this winter.
Can the Foreign Secretary assure us that the Government are doing everything they can to ensure that the dismemberment of Ukraine stays at the forefront of everyone’s mind? Can he absolutely assure the House that there is no intention on our part of allowing this to slip down the agenda, thereby allowing the aggression to stand and the de facto creation of new Russia to become embedded?

Commons ChamberWe are having many conversations in government and, of course, with other Governments about how to prevent that. As my hon. Friend will understand, if a British national leaves via a third country and ultimately travels to Syria over the border of one of Syria’s neighbours, it is very difficult for us in the UK to know about that. We advise strongly against all travel to Syria and have made it very clear that the Home Secretary will not hesitate to use her powers to withdraw passports and cancel leave to remain in the United Kingdom and that our security forces will make arrests wherever there is the appropriate evidence. People can be absolutely sure that we will be extremely vigilant about this issue.
In Iraq and Syria and throughout the Muslim world extremists live and dictators survive off the back of the fear and division between Shi’a and Sunni. Those efforts of persuasion that the Foreign Secretary talks about should be aimed not just at political leaders and Governments but at figures of influence on both those sides of Islam. How much effort and influence does he think there is and how much of a priority do the British Government give to trying to encourage reconciliation and co-operation from religious figures of influence, both Shi’a and Sunni?
We give that a very high priority, but these events show that we cannot do too much and that we might need to do a lot more over the coming months and years. We give it a high priority and my right hon. and noble Friend Baroness Warsi has done a great deal of work on it as part of her work on freedom of religion, which is also about bringing different religious leaders together. Our embassies across the middle east do a great deal of work as well. The right hon. Gentleman is right that this is not just about political leaders; it is about religious leaders and other leading figures in society in many of the countries concerned. We have insisted all along that the Syrian national coalition must represent religious reconciliation and people of all faiths in Syria. I think the answer is that we do a great deal, but we must acknowledge that more will need to be done.

Commons ChamberRussia certainly has the involvement I pointed out in my statement, but I also argued that, given the longer-term consequences for Russia, the escalating sanctions, and some of the tragedies that have happened, such as in Odessa, it is in Russia’s interests to co-operate with the initiative that the OSCE chair has launched, which we support.
Russia is capable of adjusting its approach. As others have said, President Putin’s actions will be much more important than his words, but his words last week, when he described the elections as a step forward in Ukraine, represent a substantive change in the Russians’ position. Their previous position was that Yanukovych was still the legitimate President of Ukraine. Clearly, if the elections are a step forward, the Russians have changed their position in accepting a new president rather than the old one. The Russian position has very much created this crisis, but it is not an immutable position.
The apparent contrast between what President Putin has been saying and what Sergei Lavrov appears to be saying—that the referendums must be accepted as an expression of opinion and taken seriously—is leading many people to believe that this is just a cynical tactic on the part of the Russian Administration. Does the Foreign Secretary share their fear, and, if so, does he believe that their analysis is recognised by our European partners?
Yes, I think so. Again, the test is what actually happens. There is a strong school of thought which holds that Russia’s call for the sham referendums not to go ahead, although they went ahead, was intended more to disclaim responsibility for them than actually to discourage them. The Russians have reacted by saying that they respect what they see as the will of the people, which was expressed in such a massively anti-democratic fashion as the referendums, but they have not reacted in the same way as they did after the sham referendum in Crimea, by annexing the territory concerned. They clearly see Donetsk and Lugansk in a different light from Crimea, and what they want to do is different. It is terrible, but it is different, and we will continue to judge them by the differences in their actions.

Commons ChamberMy right hon. Friend makes the point that I made in my previous answer. We continue to work with Russia on the Iranian nuclear negotiations and many African issues. We also try to work with Russia on Syria, although we have not succeeded in agreeing a common approach on that particular subject. He may be assured that we will maintain those efforts in the coming weeks.
The Foreign Secretary will continue to receive widespread support in all parts of the House if he maintains the calibrated but determined approach that he has laid out in his statement. The trick is to make certain that the Russians realise the level of determination to resist their incursions into Ukraine, balanced by allowing them the time to think through the consequences of their actions—I am not at all sure that they have done so. Does he agree?
Yes, I absolutely agree. Thinking through the long-term consequences has not necessarily happened, as I said to the right hon. Member for Neath (Mr Hain). Part of our approach is to take certain measures that have an impact while making it clear that there are further and more serious measures that we are prepared to take. We are giving the time for that to sink in and for negotiations to take place such as those in Geneva 11 days ago. I hope and believe that we have the calibration right, and I am grateful for the right hon. Gentleman’s support for it.

Commons ChamberIt will ultimately be up to the UN to decide who can be brought around the table in a Geneva peace conference. I have already discussed Iran’s approach to Syria with the Iranian Foreign Minister and have put it to him that it is time that Iran accepted—along with Russia and many other non-western countries—that last year’s Geneva communiqué is the basis for discussing the future of Syria and that we are out together to create a transitional Government and bring the conflict to an end. Iran has not yet indicated that; it would be very helpful were it to do so.
Notwithstanding the many problems that there have been between our two countries, there are people on both sides of the House who thought that the initial response from the Government to the change in tone from Iran was overly cautious. Surely this situation warrants a little risk. To what degree is the Foreign Secretary prepared to travel to try to solve, if at all possible, this ongoing situation?
We are all prepared to go a long way to resolve this problem and have indicated that in the direct discussions with Iran. I have already had two meetings with the Iranian Foreign Minister and a telephone call with him earlier this month. As the right hon. Gentleman will know, we have agreed to appoint non-resident chargés as a step up in our bilateral relations. We are, as he can gather, busily engaged in these nuclear negotiations and our officials will meet bilaterally again in the margins of the negotiations. Of course we have to conduct ourselves cautiously on something of such immense importance as Iran’s nuclear programme, but there is no lack of readiness to engage with Iran and to open up our diplomacy to them.

Commons ChamberI cannot give my right hon. Friend a precise percentage—obviously such a thing does not exist—but from everything that can be gathered and ascertained, the great majority of opposition fighters and supporters support the National Coalition or groups affiliated to it. That coalition is committed to a democratic, non-sectarian future for Syria, but the extremist groups are undoubtedly growing in strength. I would argue that one reason for that is that somebody who wants to join an extremist group can get a rifle and training immediately, whereas those who go to support a moderate group cannot. We have to bear that in mind in the debate we have started to have in the House.
The Foreign Secretary does not appear to deny that the provision of lethal aid to the opposition would be a huge thing to do in such a complicated situation as Syria. Is he guaranteeing to the House—because many of us are really worried about this—that he will return here for a decision before that line is crossed?

Commons ChamberBut the Minister knows how important access to the single market is to our ability to attract foreign investment in, for example, car manufacturing. Surely he admits that there is a growing resistance in Europe to what is seen as the Government’s à la carte approach to their membership. Does he accept that that is becoming dangerous to our economic interests?
Our colleagues in the EU fully accept that we have taken a sovereign decision, which I thought was supported on both sides of the House, to stay out of the euro. It therefore follows that we do not take part in certain arrangements. However, I also find that my European counterparts are eager to work closely with us on measures to develop free trade further; to strengthen the single market—for example, to cover the digital economy, transport and energy—and to find ways to cut the cost and complexity of regulation, which applies to all European businesses.

Commons ChamberFirst, it is of course not the IAEA’s view that Iran has been fully transparent. Indeed, it states in paragraph 52 of that report that
“the Agency is unable to provide credible assurance about the absence of undeclared nuclear material and activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities”.
I hope the hon. Gentleman listened to my right hon. and learned Friend the Member for Kensington, who pointed out that it could very well be argued that adopting the policy prescribed in the motion would increase tension and the likelihood of military conflict in the near term. I certainly hold to that view.
Another part of the IAEA report says that
“in 2005, a senior official in SADAT”—
that is, the Section for Advanced Development Applications and Technologies—
“solicited assistance from Shahid Behesti University in connection with complex calculations relating to the state of criticality of a solid sphere of uranium being compressed by high explosives.”
A solid sphere of uranium being compressed by high explosives can be found only in the core of a nuclear weapon.
I am a signatory to the amendment tabled by the right hon. and learned Member for Kensington (Sir Malcolm Rifkind), but I was very concerned about his belief that an American military attack would have only temporary consequences. I am not suggesting that it be taken off the table, but would the Foreign Secretary care to give us his own thoughts on the consequences if we were to face a situation in which the Americans intervened militarily in order to stop the programme?
It will be clear from my remarks that that is not what I am calling for, although I will shortly come to some of the arguments about it. It is very difficult to speculate about what the actual physical impact of a military strike would be, as it would depend on who did it, what they did it with, and exactly which facilities were struck. However, it is not something that we are advocating, as will be clear from my speech.
I apologise, Mr Deputy Speaker, for any mix-up that may have occurred.
There are two people to whom the House ought to be grateful including, first, the hon. Member for Basildon and Billericay (Mr Baron). I attended the Backbench Business Committee with him to push for this debate. I made it clear that I did not agree with the motion he had drafted, but that it was important that it should be tabled. He has come to the Chamber to express an unpopular point of view. Long may people do so, because challenging the consensus in the House, as elsewhere, is enormously important. He has done so tonight to good effect, although I disagree with the motion and will not vote for it. I will vote for the amendment tabled by the other Member who has made a particularly important contribution tonight: the right hon. and learned Member for Kensington (Sir Malcolm Rifkind).
We ought to be grateful to the right hon. and learned Gentleman because I have the greatest respect for his knowledge and experience, and for a Member with such knowledge and experience to reveal that he believes that an American military intervention in Iran would have temporary, limited consequences is of great value. It reveals—and he is not alone in this—that there is, both in America and in this country, what can only be described as a war party. That justifies the motion tabled by the hon. Member for Basildon and Billericay in the first place: the notion that America could intervene militarily in yet another Muslim country with only limited, temporary consequences is believed, but it is complete and utter nonsense.
The consequences of an American military intervention, let alone an Israeli intervention, in Iran would be profound and long-lasting, as has been said by many other Members, and it should be avoided. That is not to say that we should take the option of military intervention off the table. We are dealing with a police state. Iran is a proud country with a rich culture, a strong middle class and a young population, but they have been repressed by a bunch of paranoids. Yes, those people put a religious connotation on that, but we are dealing with a police state. History surely teaches us that we do not deal effectively with a police state by telling it before we even talk to it that, in the final analysis, if all else has failed, we will do nothing about it.
Let us be equally wary of the people we are dealing with who are repressing the people of Iran, and of the war party, which is happy, whether it does it in the tones of the right hon. and learned Member for Kensington or in the more belligerent tones of some American politicians who are pushing us towards an end that we are all—one would hope that people in Iran wish this too—desperate to avoid. Let us voice our desperation at the same time as our determination to find a reasonable solution that suits the Iranian people as well as peace in the region and peace in the world. That is enormously important.
We are already doing as much diplomatically as we can, but we have to put as much effort as we can into encouraging the growth of democracy and encouraging those people who are against the Iranian Government so that somehow they have the courage and support from outside to break out and get rid of the hoodlums who are running the country and causing so much chaos throughout the world.
That is exactly the point that I want to come on to: the limitations of soft power on its own when dealing with a regime such as Iran.
There are two issues that I want to raise: first, satellite communications to the people of Iran have been jammed locally, with possible health consequences because of the powerful jamming equipment that is used, and they have been jammed at source as well. We are effectively doing nothing about that. The victims have been punished, but not the perpetrators. The Iranian regime has jammed those signals, but when Eutelsat and other providers raised that with the Iranians, they were told, “Oh, dreadfully sorry, there’s not a lot we can do about it.” Then we wind up the BBC Persian service, with Farsi1, Asia News Network and Voice of America being taken off those satellite platforms, which would effectively be shut down if that did not happen. We are depriving the Iranian population of access to international opinion. We are allowing those stations to be closed, rather than taking effective legal, international action against the regime, which prevents its own people from listening to world opinion. We have to do something about that. I ask the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for North East Bedfordshire (Alistair Burt), who is on the Treasury Bench, to take effective action within the European Union and within the international forum of the United Nations to prevent such activity to the maximum extent possible.
There is one other area in which we can help. Increasing numbers of diplomats and others are defecting from Iran. “Defecting” is a cold war word that has almost slipped out of our vocabulary, but there are people who are so contemptuous of what they are being asked to do by the Iranian regime that they are walking away from their jobs and defecting. We are not making them as welcome as we should and thereby encouraging others to do the same. We are not allowing them access. We are not giving them visas or platforms to tell us what is going on within the system to the extent that we should do in order to expose the iniquities of the regime.
I appeal to the Government to consider how those defectors can be encouraged. Yes, I know there is a political imperative to deal with the immigration regime, but let us look at visas for that category of people so that we can be educated about what they are being asked to do that is against the interests of their own people. Those are two areas of soft power that we ought to make work.
Although I do not support everything he said tonight, I totally support the amendment of the right hon. and learned Member for Kensington and the tone and content of the speech from the Foreign Secretary. That is absolutely the right policy, which we must stick to.

Commons ChamberIt is certainly true that the behaviour of Iran makes peace in the middle east a much more difficult goal to attain. My hon. Friend is absolutely right about that. However, I would say—and I do say—to Israeli leaders that the conduct of Iran makes it all the more important for them to settle their differences with the Palestinians and seek to arrive at a two-state solution. That is a very important aspect of the argument as well.
Does the right hon. Gentleman agree that there is little chance of a united international, and therefore effective and peaceful, response to the Iranian nuclear weaponisation programme unless other regional players take a lead in those international forums? Is there any chance—has he seen any sign—of their preparedness to do so?
There is a lot in what the right hon. Gentleman says. It is very important that strong international concern is expressed beyond western nations and United Nations Security Council members. He will know that there is immense anxiety in the Arab world about, for instance, the behaviour and intentions of Iran. We do look to those countries to take a stronger public position in the coming months than the positions they have been prepared to take in recent years.

Commons ChamberMy right hon. and learned Friend is right: it is a legal process, but it is of political importance. It is a political statement by the world that the behaviour of the Gaddafi regime is unacceptable and that it should be accountable for that behaviour. It sends, as I have said, a clear message to adherents of the regime that there is every risk of being held accountable. We cannot provide certainty, but these warrants show an ever-increasing risk to supporters of the regime of facing that accountability, so more of them should take the opportunity to leave it.
The different reaction to the Arab spring, and to Libya in particular, by NATO countries and—on occasion—the complete contradiction of their policies surely suggests the need for a post-mortem on the Libyan situation. Is thought being given to starting some analysis of why NATO countries have reacted so differently and not in any kind of co-ordinated way to this problem?
While, of course, we will want to analyse the campaign when it is over, the right hon. Gentleman has referred to a post-mortem when the campaign is very much alive. Therefore we should not be diverted at the moment. I would not go as far as him, because he is in danger of exaggerating when he says that there has been no kind of co-ordination. NATO got things together and took over the campaign much more rapidly than was the case in previous campaigns. Eighteen nations are involved in the military action and 34 nations are involved in supporting those efforts—the NATO nations and six Arab nations. He is right to draw attention to the fact that some NATO nations have taken part in the military aspects of the campaign and others have not. They are sovereign nations and can make those decisions, but the political unity of NATO is clear, as demonstrated by the renewal, for 90 days from 27 June, of the mandate for NATO, which was agreed unanimously. While it might be desirable for even more of the NATO nations to make a military contribution—and that continues to be desirable—and we should analyse these things afterwards, we should not say that there is no co-ordination, when there is a great deal.
