I agree with the hon. Gentleman that the scenes in Malaysia and other parts of the world of plastic waste that has often come from us are not acceptable. All I can do is salute the extraordinary work done by my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs in championing an end to plastics in the ocean. The international leadership he has shown is extraordinary.

I welcome the fact that, yesterday, this House of Commons voted to make the UK carbon-neutral by 2050. That is a great achievement for this Parliament. The Foreign Secretary is fully aware that the UK accounts for only a very small percentage—about 2%—of global emissions, so for the change to be made a reality for the world, other countries need to follow suit. What is his assessment of how the effort is going in other developed countries to ensure that they follow our lead?

I think we are making progress, despite the setback of not having the United States on board. As for exactly what the Foreign and Commonwealth Office is doing, we have 299 people across the world whose job is entirely or partly to advocate on climate change. We are using our diplomatic network to its fullest effect.

Of course I recognise that we would all like to resolve the uncertainty around Brexit as soon as possible, but we have significantly expanded the diplomatic corps in Europe. Our representation in Brussels—the UKRep office—has gone up from 120 to 150 and will go up to 180 people; we have upgraded our representation across every EU state to senior ambassadorial level; and we are investing, because it matters.

Recently, the former US Secretary of State, John Kerry, remarked on the fact that the British Government are working closely with other European Governments on the Iran nuclear deal. Could the Foreign Secretary give the House further detail on how that will continue after we leave the European Union on 29 March?

I very much agree with the hon. Gentleman, and I am very concerned about that growing trend. Of particular concern to me is the increasing sense among autocratic regimes that they can take this kind of action with impunity. This is not something on which Britain can act alone, so we need to build an international consensus with our democratic friends across the world. We need to say that such actions are unacceptable not just in our countries but anywhere in the world, and we need to use every bit of influence we have to enact that.

I listened to the Foreign Secretary’s statement with care. Could he explain further to the House how collaboration with France and Germany has worked in this instance? It shows that despite the fact that we are going through quite tortuous negotiations to do with leaving the European Union, on issues of common cause, such as the murder of Jamal Khashoggi, we can find friendship and close collaboration with our European friends and partners.

That is an important question, which is, in a way, linked to the previous statement we had from the Prime Minister. My hon. Friend is absolutely right that such incidents remind us and our EU friends of the importance of our ongoing diplomatic partnership and friendship with Europeans. In such an instance of human rights violations, it is easy for the country responsible to start picking off people who say things that it does not like. That is why standing side by side with others—not just Germany and France but, I am sure, in this case, the United States—is a very important tool to have in one’s diplomatic armoury.

It is absolutely our intention. We think it is beneficial for Brits and beneficial for Europeans. We are very confident that we will be able to negotiate reciprocal healthcare arrangements to protect those benefits, but our first preference would be a continuation of the current scheme.

As the hon. Gentleman will know, these figures cover England and Wales. He will also know that they do not take account of changes in population or changes in demography, so we use the age-standardised mortality rate, which, according to Public Health England, has remained broadly stable over recent years.

4. What steps he is taking to broaden routes into nursing.

The NHS needs more nurses, which is why we are making big changes for new entries into the profession, including the new nurse associate role and new nurse degree apprenticeships.

I am glad to hear that the Secretary of State values the degree apprenticeship as a way to provide further routes into nursing, but will he consider working with the Treasury and across the Government to increase the funding that educational establishments receive from the Institute for Apprenticeships for nursing courses, to further incentivise universities and colleges to offer more places on those courses?

I thank my hon. Friend for his excellent question. It will strengthen my hand with the Department for Education, which decides what levels of funding are made available from the Institute for Apprenticeships. It has actually given us the highest level of funding, at £27,000, but we never say no to more.

It has been challenging to expand mental health services over the past seven years due to the financial pressure on the NHS, but we have succeeded. We have 4,300 more people working in mental health trusts and £1.4 billion more is being spent on mental health than three years ago. We have a plan—it is a good one—and we are going to ensure that it happens.

I am sure that the Secretary of State will welcome the fact that cancer survival rates are at a record high, but will he explain how the Government are going to fund the latest technology, so that we can continue to stay ahead of this terrible disease?

I am grateful for my hon. Friend’s question. As he knows, 150 more people are starting cancer treatment every single day compared with 2010, which is why there are 7,000 people alive today who would not have been if we had the cancer survival rates of five years ago. However, we are still behind western European averages, and we want to do something about that. A big investment in capital equipment for cancer is therefore something that we are prioritising.
