Many of my colleagues— interestingly, more on the Conservative Benches—are fond of quoting Lenin these days. My right hon. Friend the Member for Haltemprice and Howden (Mr Davis) did so earlier. One Lenin quote goes something along the lines of, “History needs a push.” It does feel that the march of history, regrettably, by the actions of Vladmir Putin, has given us a push. It has given this economic crime Bill a push. But it is important that we bear in mind the words of my hon. Friend the Member for Amber Valley (Nigel Mills) in his excellent speech that this legislation is here for the long term. This is not dependent on what is going on in Ukraine, regrettable though that is. Some of the actions that the Government have rightly taken are temporary and designed to deal with the Ukrainian issue. But this is for the long term. Many Members on both sides of the House have worked for that and we need to bear that in mind as we legislate.

On the register of overseas entities, in my view, the proposed requirements will not disincentivise honest investors into the British market. We are a place that is open for business. We are pro-business, but we want clean money and this Bill completely bears that in mind and does the right thing.

I also want to push back on some colleagues who have picked up on Opposition amendment 12, which talks of setting up the register of overseas entities within 28 days. All of us want this to happen as soon as possible, but I fear that many in the House underestimate the challenge of turning Companies House—we have heard lots of war stories about various things at Companies House that are not as we would like them to be, and I would agree with those—from effectively an administrative office into something like a quasi-regulator. That is hard. It will take time.

There are those who say, “Well, you should legislate anyway and force Companies House to do it quickly.” Yes, we could; we could force it to do that tomorrow, but the next day, when our constituents, the media and various other people said, “Why is Parliament not enforcing the law it has passed?” the reason would be that we were not capable of doing it through Companies House. To some degree, these things are arbitrary, but I think six months is a fair period in which to do those things. Of course, I will listen carefully in Committee to what the Minister says from the Treasury Bench.

I have a couple of technical points for the Minister. The first is whether, in focusing on the holding and transferring of qualifying interest in land as a trigger point for this Bill, the Bill captures sales of property-owning companies—share sales, not asset sales. That is one point that should be cleared up. Secondly, does the Bill cater for nominee arrangements that could allow the purpose of the overseas register to be easily evaded? That would be an interesting point for the Minister to clarify.

The Office of Financial Sanctions Implementation has come up in the debate. The really good and important thing the Bill does is to move us from a position where the office could only impose penalties if an individual

“knew or had reasonable cause to suspect”

that sanctions would be breached, to a strict liability position where, if the sanctions are breached, people can be fined. That is the right approach, it is overdue and I commend the Government for taking it.

Speaking as somebody who was formerly in the City of London as a lawyer, as an adviser and in a bank, it is important that the City of London helps this House and the Government to take a lead here. The world is looking at the City to see whether it can put these things in place in a co-operative way, and by that I mean everybody from the institutions to the advisers and all the rest. Morals and markets need not and should not be mutually exclusive. That is of critical importance.

We are all politicians—indeed, we are all human beings; those two things are not always mutually exclusive either—and there are heightened tensions in this House and across the country. While we legislate, we must bear in mind the rule of law. When we talk about seizures of assets, that is a serious business that should never be done on a whim. This Government, with this Bill and the other measures, have struck the right balance between doing what we need to do and ensuring that we are seen to be sensible, proportionate and within the rule of law. Without that, we lose everything.

I thank my hon. Friend for his question. He represents a constituency with which I am familiar. The work of his local resilience forum, his chief constable and police officers and staff throughout the pandemic has been exemplary. I want to put on the record my praise for them. On PPE supplies, it is my understanding that the force has achieved sufficient supplies. That is something that we have been working on at a national level. The Government have previously indicated that forces should be reimbursed for expenditure and, obviously, we will be working on that across Government.

Stealing someone’s tools is a particularly rotten kind of crime. Not only does it deprive them of their belongings, which is bad enough, but it also often deprives them of their livelihood, notwithstanding the inconvenience that it causes to them and their employers. We are determined to do something about this, which is why I recently convened a group of people from the industry and from policing to look at what more we can do to help. We are spending £25 million on our safer streets fund to drive down exactly this kind of acquisitive crime.

I thank the Minister for his response. Will he join me in championing the use of modern technology to combat tool theft such as the ToolWatch app designed by Harpenden residents, Denise and Alan Brett? This technology makes each tool traceable and can help police fight this crime. Will he take this opportunity to champion ToolWatch and help to spread its use in police forces throughout the country?

My hon. Friend is one of the most original thinkers in the House and therefore it is no surprise that he champions innovation in all things, including crime fighting. Yes, he is absolutely right, there is lots more we can do in harnessing technology to fight crime, and I would be very interested, when we get back to normal, to visit his constituents and see ToolWatch for myself so that we can take it and promote it to the industry more generally.

I thank the hon. Gentleman for his thoughtful comments and his considered response not only to my statement but to the appalling events that we have seen, and the violence in particular. He is absolutely right about the processes around the removal of the statue and the violence that was associated with it. We live in an open society and in a democracy. We have the means and mechanisms to bring statues down and to change society in the way we wish.

The hon. Gentleman is right about peaceful protest, which remains an important part of society and the way in which we have our voices heard—the way in which we come together to combat the inequalities across society, to give service to those communities who sometimes feel that they have no voice and to find ways to bring together the aspects that can help to change lives and bring social justice together, rather than causing divisiveness in the way that was alluded to.

The hon. Gentleman referred to a number of points, some of which were aired during oral questions. When it comes to the Windrush review, I could not have been clearer: I will return to this House to talk about the recommendations within the context of inequality and many of the criticisms that were levelled at the Home Office over a substantial period. It is right that we do that.

The hon. Gentleman spoke about health inequalities, life chances and the lack of opportunities—particularly for the black community—as well as violence and the criminal justice system. These are issues that we have to tackle together to understand the root causes and societal causes but also, importantly, to provide the right solutions and the right support to the community across the country.

I echo the hon. Gentleman’s words about our police officers, in particular the injured officers, who have sustained the most appalling injuries. I spoke to the Metropolitan Police Commissioner this morning and heard from her that the officers are recovering. They have sustained some awful, horrendous injuries, including a punctured lung and, where the bike was thrown at the horse, a broken collarbone. I wish all the officers a swift and good recovery. That type of behaviour is thoroughly unacceptable and is exactly what we never want to see again on our streets.

When it comes to coronavirus, our police continue to operate by consent and ensuring community engagement, which is at the heart of policing by consent in the United Kingdom. They have the support of the communities within which they operate and work with the organisers. However, the police and the Metropolitan Police Commissioner have been absolutely clear that, with the protests that we saw over the weekend, there were no community organisers to engage with. I made a plea on Saturday and urged all the community organisers behind the protests to engage with the police, so that people could protest safely and prevent the spread of the virus, and also violence and disorder could be prevented from taking place. Sadly, that did not happen. Going forward, we must work together collectively to prevent acts of violence and thuggery of the kind that we saw at the weekend and ensure that people who want their voices heard can find the right ways of doing that without necessarily coming on to the streets and protesting.

Does the Home Secretary agree that the best way to ensure that black lives matter is peaceful protest and working to improve social justice and economic opportunities for black people and other ethnic minorities, not the lawless, senseless violence of a small minority or defacing war memorials and public monuments, which can undermine the whole message and, indeed, the Black Lives Matter movement as a whole?

My hon. Friend is absolutely right. When it comes to inequalities and the injustice that has been shown and felt throughout the black community in particular, there is no doubt that racism and discrimination in any shape or form have no place at all in our country and society. That is why it is important that we work collectively to address injustice, secure social justice for the communities in question and combat inequalities across all of society, and also, importantly, improve people’s life chances, opportunity and hope, which we should all be united on.

I rise to speak strongly in favour of new clause 2, not least because I have spent the past nine months beseeching the Government to introduce exactly this measure. I thank the Minister not only for his kind words in response to my earlier intervention but for the constructive and open way in which he has worked with me. He has been clear from day one that he had already identified this measure and was looking at following the Australian example.

It is disappointing to hear the right hon. Member for Kingston and Surbiton (Sir Edward Davey), for whom I have a great deal of respect, speak so passionately against bringing in this measure. It was less surprising to hear the hon. Member for Paisley and Renfrewshire North (Gavin Newlands) do the same. I listened carefully to both, and I am none the wiser as to what either the Liberal Democrats or the Scottish National party would do to improve the incredibly dangerous situation to which this country has been exposed through the current conflict against Daesh.

By the Government’s own figures, more than 800 British citizens of interest to the security services have travelled to Iraq and Syria during the conflict. More than 400 of them, around half, have returned to the UK, yet there have only been 40 prosecutions for terrorist offences. That one in 10 rate is absurdly low, currently, when we know that the overwhelming majority of those people are going over to Iraq and Syria with no other purpose than to support jihad—to support this evil organisation. Yes, I think the shadow Minister was right in the way that he referenced what Max Hill had said about the number of people who return who may have been coerced to go over, may be disillusioned and may be able to play a valuable role in preventing others from doing so. At the moment, though, the message that this country is sending through the laughably low prosecution rate is that it is okay to go over there, to follow that dream; that people can look for the Ummah over there, and then they will be able to come back and reintegrate into society and the police and security services cannot touch them. That is a dreadfully dangerous message to be sending to people. And the measure before us, surely, is a common-sense measure, for which safeguards can easily be provided. Those who are travelling over for legitimate purposes to do aid work clearly will do so as part of a wider group and will be able to show verification for doing so.

I will in just a moment. I very much hope that this legislation will get on to the statute book, and when it does I very much hope that there are very few prosecutions. It ought to provide a deterrent effect for future generations who would otherwise be tempted to go over there. I will happily give way to the hon. Gentleman, if his colleague gets out of the way in time. Okay; he does not want to intervene.

It is disappointing to hear that the Scottish National party intends to press the new clause to a Division.

On the hon. Lady’s query about police investigations, allegations were passed to the police. I understand that there is one case where an investigation is ongoing. I cannot assist the House further on that, I am afraid. Indeed, given that that is the case, perhaps I should not be commenting on it anyway.

On the wider point about time limits, this is a matter that the Home Office reviews and looks into very carefully. The vast majority of people who challenge the requirement to remove them under their right to remain status are in the community already. The fact that most detainees left detention in under 29 days should, I hope, offer her some comfort, but of course we must always look at how we can improve that figure further.

The Minister will have heard from all parts of the House the shock at these revelations. Bearing that in mind, will she confirm that there have been substantial changes to the practices at Brook House since these revelations have come to light and set out what oversight the Government will have over G4S during the contract extension period?

I thank my hon. Friend for his interest. An action plan was put in place that included appointing a new manager and dismissing nine staff, enhancing staffing levels with recruitment and training plans, introducing body-worn cameras for staff to provide more transparency and assurance, refreshing and promoting whistleblowing procedures, putting in place an improved drugs strategy, and commissioning an independent review led by Kate Lampard to look at the root causes of the issues highlighted that is expected to report this summer. In addition, the Home Office monitors this continuously. Indeed, the Home Office has strengthened its staff numbers at the centres to try to help on a casework basis people who may wish to return voluntarily.

I am sorry. Over recent months, I have found much about which the right hon. Lady and I can agree, but I cannot agree with her on that one. It was deliberate. There were targets; they were necessary to realise the Prime Minister’s policies. Until Conservative Members wake up to that fact and accept it, nothing will change.

As I said, the SNP position is that there should be a root and branch review of immigration policy and of the 2014 and 2016 Acts, and that review should be based on evidence—not on ideology and not on the need to blame somebody else for our problems. I say that because I have noticed since I have been a Member of this House that there is a tendency on the Government Benches to blame difficulties with public services in England and difficulties with the infrastructure in England on immigrants. In actual fact, the reasons—

Thank you very much, Madam Deputy Speaker. Earlier today I was shouted down in this House and I have received an overwhelming number of messages from members of the public, and from some journalists, about how disgraceful that was. Many of them were not SNP supporters. I am very grateful to you for defending me.

My point is this: when somebody in England cannot find a home it is not because there are too many immigrants; it is because the Conservative party has not built any social housing. When somebody in England cannot get an NHS appointment or has to wait a ridiculously long time at accident and emergency, it is not the fault of immigrants; it is the fault of the Conservative party’s austerity policies. My goodness, earlier this week we heard that the Prime Minister would not even agree to pleas from her own Cabinet Ministers to let foreign doctors in to fill vacancies in the NHS. That is shocking.

That is a good try, but this is not something I thought up on the way into the Chamber. The toxic rhetoric around immigration in the United Kingdom is very well known. It is one of the reasons why there was a leave vote in 2016. Those on the Conservative Benches blamed immigrants rather than their austerity policies for the problems—[Interruption.]

I am calling for an evidence-based review of immigration policy. [Interruption.] I will very happily give evidence. [Interruption.] If I am allowed to speak, I will give Conservative Members some evidence. [Interruption.]

I do not think I have to tell the Chair of the Home Affairs Committee about standing at the Dispatch Box and commenting on an individual case. She will know that, through our intelligence agencies, the police and a variety of partner organisations, we have the ability to find out information about people and gather evidence, if it is there, to make sure we make a case either to serve some of the new measures I have mentioned in the Criminal Finances Act or take action under the Proceeds of Crime Act 2002 and other measures that have been around for some time. We will not hesitate to do that if we feel that it is the right thing to do. It does not matter who that person is—whether they are a politically exposed person, or whether they are linked to friendly countries or adversaries—we will take action to take that money. I do not want that reputation for London and I know the right hon. Lady does not.

On a recent trip to Washington with the Public Accounts Committee, it was notable that officials from both the International Monetary Fund and the US Treasury were very positive about Britain’s leadership in tackling money laundering. Will the Minister further explain the work the Government are doing on a multilateral and international basis to ensure that this issue is dealt with not just in Britain but across the world?

Through the NCA, the Government have invested in a network of overseas officers working around the world to make sure they have the best liaison and best access to other investigators, such as the FBI. I recently visited officers in Singapore whose job on a day-to-day basis is to put together international cases, either for this country or for their host country, to make sure we go after these people no matter where they are all around the world.

My hon. Friend has spoken many times about domestic abuse issues, and particularly about the help that Sutton women’s centre provides to the victims of domestic abuse in his constituency. The Government have made available £40 million of dedicated funding for specialist accommodation, and refuges and bed spaces have increased 10% since 2010. We are committed to reviewing funding for refuges and to ensuring that all victims get the support they need, when they need it. The supported housing consultation is ongoing, and we will of course explore all models within the sector.

I should like to update the House on plans for the royal wedding in May. The marriage of Prince Harry and Meghan Markle is an occasion of national celebration, and that is why I launched a public consultation yesterday seeking views on the proposal to relax licensing hours in England and Wales over the weekend of the royal wedding. Extending the licensing hours on the nights of Friday 18 and Saturday 19 May until 1 o’clock the following morning will enable licensed premises in England and Wales to sell alcohol for consumption on site to those who want to continue their celebrations beyond the normal licensing hours. Whether toasting the royal couple or celebrating a football triumph, everyone should have the opportunity to make the most of this historic weekend in May.

Following last year’s police funding settlement, does she agree that now is the right time to work with and alongside police forces in Hertfordshire and across the country to keep improving and reforming the service to ensure that it is fit for the future?

I thank my hon. Friend for that question. We are able to confirm that this year up to £450 million of new money is going to support the police, while another £50 million is going towards counter-terrorism policing. However, that does not mean that we want to slow down the pace of reform in any way, so we will work with the police to ensure that there are reforms to make them more efficient and better servants to the community so that everybody has a better service overall.

I wish to speak briefly on the Gracious Speech as my first modest contribution to the proceedings of this House. Before I go on, I pay tribute to my predecessor, Peter Lilley, who served in this House and served his nation for 34 years. Most hon. Members on both sides of the House will be aware of his distinction in high office, serving under the premierships of Margaret Thatcher and John Major, of his huge intellect and of his knowledge on a range of subjects. But they may be less aware of the genuine affection in which he is held by the people of Hitchin and Harpenden, which I know from every single day of the general election campaign, and of how effective he was as a local constituency MP, in addition to all the offices he held. I am inspired by his example.

I thank the people of Hitchin and Harpenden for sending me to this House. Hitchin and Harpenden, and all of our villages in between, are not just physically beautiful and historic, with a landscape and character unique not just in Hertfordshire but in England and this great nation as a whole; the people are what really make a place special, and my constituents are special, in a very good way. They are kind, open, tolerant and sometimes challenging—they do like writing letters—and it is a great honour to represent them here in this House.

I come to this House with no gilded lineage but as a child of immigrants. My mother, born in Britain but growing up in Nigeria, became a pharmacist. My father, born and bred in Nigeria, is now an NHS doctor. Both came to this country in the 1980s in search of a better life. In particular, they believe that a good-quality education is key, not just for giving a child—an individual—a decent start in life but as the foundation of the future health and prosperity of our society as a whole. They worked incredibly hard and sacrificed a lot—some might say too much—to pay for the best education that Britain could offer, and I was immensely fortunate in that. It was, indeed, an amazing start in life.

And it is education that I believe to be at the heart of everything. I believe we can do better. During the election campaign there was a lot of debate in my constituency, and I know in many others, about whether school funding is adequate and about the excessive bureaucracy that teachers still have to put up with. I happen to think that we need more of the former and less of the latter, but the debate on education needs to be bigger than that, more fundamental.

Are we truly preparing our children for the second industrial revolution we are living through, in which we do not know what jobs will be like in 10 years, let alone 20? Some hon. Members, on both sides of the House, obsess about the type of school, whether it be comprehensive, grammar or private, but should we not focus more on outcomes than on the form? How do we significantly raise both the morale and the standards of teachers everywhere in every school? I promised my constituents that I will bring a relentless focus to that area, and I intend to do so every single day I am in this House, and it starts with fairer funding for every school. In many areas, yes, that will mean more resources.

I enter this House at a time when we face serious challenges as a nation—not just Brexit or, indeed, health and social care but the challenge of creating the most dynamic, productive and technologically advanced economy in the world. Education is central to that challenge because it is our future. The world-class human capital produced by our education system needs to be combined with financial capital investment, with better infrastructure and with a more competitive, simpler tax system for individuals and businesses. That is what a 21st-century, new economy looks like.

Although all Conservatives believe in world-class education and a dynamic, forward-thinking free market economy, we must also consider the type of society we are building together—a just society that, in the words of my right hon. Friend the Prime Minister, works for everyone. That means zero tolerance of discrimination. That means making sure that our increasingly diverse society of all creeds and races is more cohesive. That means that the poorest among us deserve the right to live not just in decent and, yes, safe social housing but that they also have the right to aspire to own a home of their own. These are the challenges of our age. These are the challenges that we need to meet. I look forward to working with colleagues on both sides of the House on meeting those challenges in our time.
