Commons ChamberWe have significantly increased our testing and supply capacity since December, procuring over 700 million more lateral flow tests, ramping up our delivery capacity and expanding the UK’s daily PCR capacity. Around 1.7 billion lateral flow tests have been distributed across the UK since the start of the pandemic. Home delivery capacity is now at over 7 million lateral flow tests every day, and we have also recently increased capacity for PCR testing by more than 200,000 tests per day.
I asked the Prime Minister, but he did not know. I asked the Business Secretary and he did not seem to care. So today is third time lucky. Why were 30 million British-made lateral flow tests sitting in a warehouse waiting for approval while Chinese tests were given temporary approval, all while people could not get test kits from pharmacies or from Test and Trace? It took six months to give approval to SureScreen diagnostics: when will the Government support British test manufacturers and end the preference for imports from China?
I can give the hon. Gentleman an answer, and I am very happy to do so. He will know that whenever we try to procure tests, in this case lateral flow tests, we should always try to buy British first, and we do buy from SureScreen—it is a fantastic supplier. But he will also know that we can only, rightly, buy lateral flow tests once they have been approved by our independent medical regulator.

Commons ChamberMy hon. Friend asks a very important question. The rules around the need to be vaccinated, whether for passes or otherwise, do not apply to anyone who is medically exempt. Many people have received exemption certificates directly from their GP. That is the best route. Some individuals have called 111 and received advice. If I can be of direct assistance to my hon. Friend, then of course I will help.
I thank the NHS staff and volunteers at the vaccination centres in my constituency, including at the one at Aintree racecourse and at the one at Holy Rosary, where my wife and I had our booster jabs in the past few days. There is low vaccine take-up in some communities in the Liverpool city region, as in communities across the country. The Secretary of State has told us many times from the Dispatch Box, as did his predecessor, that nobody is protected until everybody is protected. Will he make sure that the resources go to those areas of the country where vaccine take-up is low and additional resources are needed so that our public health directors and teams, and the NHS, have everything they need to protect everybody through the vaccination programme?
Yes, I agree wholeheartedly. Over the past hour or so we have, understandably, talked a lot about the importance of the booster programme, but it is still hugely important that we continue to focus on those that currently remain unvaccinated.

Commons ChamberMy hon. Friend is right to raise the extra pressures that Kirklees is seeing. Public health officials and local council members are doing everything they can. Extra support is available—something we keep under review—but he is right to raise the importance of the booster programme. The more people who get boosted and the sooner they do so when they are eligible, the better it will be for not just them but the whole community.
Across the continent of Europe, mask wearing, ventilation in buildings and the use of green passes for events are commonplace. They also have much lower infection rates, hospitalisations and deaths, so while the Secretary of State addresses the backlog in the roll-out of vaccinations for children and of boosters, will he consider implementing the very good practice that can be seen in other countries?
In terms of the challenges of the pandemic and the challenges more generally over winter, the Government have set out a detailed plan. It depends very much on vaccinations, treatments, testing and surveillance, but we keep it constantly under review and, should we need to do more, there are contingencies.

My hon. Friend is right that we must ensure that we have the right approach for each area, and he has talked about the differences between some urban areas and more rural areas. Last month I was near Exeter, meeting officers from Devon and Cornwall police, including the police and crime commissioner, and I was pleased to see just how seriously they take this issue, and they talked about how the new national county lines co-ordination centre is already making a real difference.
My constituent Sam Cook was stabbed to death a year ago in Liverpool city centre, on the night he was celebrating his 21st birthday. His mum, Gill Radcliffe, asked me to tell the Home Secretary to remember that this is not just a London issue, but a national problem. When he meets the police chief constables in a couple of days’ time, the chief constable of Merseyside police will remind him that the consequence of the scale of cuts in Government funding for Merseyside is that there are now 1,200 fewer police officers keeping our streets safe. He will also know of a 30% cut in probation services. Sam Cook’s killer was on licence, having committed another knife offence, when he killed Sam. The probation service had not given the monitoring of Sam’s killer sufficient attention, which allowed him to kill Sam. Will the Home Secretary please take this seriously across Government and address the concerns that have been caused by the scale of the cuts in multiple Departments since 2010?
First, the hon. Gentleman raises the tragic death of Sam Cook. It may have been a year ago, but it is still as tragic today as it was then, and he is right to remind the House of it. He talked about the importance of recognising that this is not just a London issue. Absolutely, it is not—it is across the country, as we have just seen this weekend, again tragically, with the terrible death in Manchester. He raised the issue of probation and making sure that it is the best it can be. Again, he is absolutely right to do so. I know that lessons have already been learned from the case of Sam Cook, but the hon. Gentleman is right to point to the issue, and also to stress the importance of cross-Government work and making sure that that includes the Ministry of Justice.

Commons ChamberWe work very closely with the Treasury. That is why the Chancellor has personally turned up to hear the hon. Gentleman’s question; the hon. Gentleman must have given him advance notice. He will have to wait for the police settlement, which is not too far off, but he should question why he voted against the police settlement last year.

Commons ChamberMy hon. Friend makes a good point. This is also about leadership, which means local authorities having many businesses in their area and promoting them. They need someone with a good track record and experience from which local people would benefit. I can think of someone like that in the west midlands: Andy Street.
The Secretary of State knows full well that leaving patients in hospital when they are medically fit to be discharged, as has happened to 130 people currently at Aintree hospital, is a very expensive way of looking after people. Why is he not shouting from the rooftops for the £4.6 billion that was cut from social care to be reinvested, so that councils can address the problem now and in the long term?
Helping with adult social care is about resources, which is why I know the hon. Gentleman would have welcomed the announcement a few weeks ago of an additional £900 million over the next two years. I am sure he will agree that it is also about reform, and that he will have noticed the big difference in delayed transfers of care between one authority and another.

Gentleman will be pleased to hear that while that was the case back in 2010, when payment practices throughout the public sector were appalling, there has been a significant improvement throughout central Government and beyond since then. At my Department, for example, we take great pride in paying almost all invoices within seven days.
As the Secretary of State knows, we welcome the move to set up a small business commissioner to help with late payment, but the proposals are modest. Will he assure the many small businesses that will be dramatically affected by any downturn resulting from Brexit that he will put additional support for them in the supply chain to deal with the consequences of any of their customers delaying payment to deal with the problems of Brexit?
I assure the hon. Gentleman that the proposals are not modest. The small business commissioner will have significant powers and the ability to help, including by providing general advice and direct services for the smallest of businesses. The commissioner will also be able to consider complaints and to take super-complaints from trade bodies.
As I said, no decision has been made. It is clear, however, that the Land Registry has been moving increasingly from the use of paper to electronic means, and these modernisation and efficiency changes need to carry on. Regardless of ownership, this is just the kind of change we want to see.
One of the strengths of the Land Registry is its transparency and independence, but those proposing to buy it have links to offshore tax havens—places that do everything to avoid such transparency and independence. The sale to firms with links to tax havens will undermine the trust of homeowners and mortgage lenders. Is not the truth that this sale of family silver makes a complete mockery of Government claims to be tackling tax avoidance and tax evasion?
It would be entirely wrong to comment on any press speculation, but, as I said, no decision has been made.

Commons ChamberMy hon. Friend makes an important point about how such a disaster can affect the whole community, and he gives some excellent examples of that. Money has been made available to local authorities to provide such support for both businesses and others, and I will look further at the suggestions he makes.
The Association of British Insurers puts the average cost of flood damage at £50,000 per business property, yet the average pay-out under the repair and review scheme has been just £1,666. That is well down on the £5,000 promised, with many businesses yet to receive a penny. In an Adjournment debate last week, we heard about the damage caused in Leeds during the last Parliament and the promises that have not been kept in relation to that. Will the Secretary of State make sure that the Prime Minister keeps his word that “money is no object” when it comes to support for businesses that have been hit hard by the recent floods?
Of course the Prime Minister will keep his word. It is partly for that reason that the Chancellor of the Duchy of Lancaster recently met the Association of British Insurers to discuss this issue, understand the scale of the problem and find out what more can be done. BIS officials have also met the ABI, which will make a difference. The hon. Gentleman may also be interested to know that, in the Enterprise Bill, we will bring forward measures later today to make sure that all businesses are paid on time by insurance companies.

Commons ChamberOne thing we know is that my hon. Friend is not short of chutzpah, and I am glad he deployed it in his former career. He is absolutely right in what he says and he makes a key point: there is only so much the Government can do. We will do that and look for ways to provide even more support, but we want more and more companies to do everything they can, too.
The Government’s so-called support for exports has seen grants converted to loans, and the sudden closure of the business growth service. Businesses supported by that service grew four times faster than other businesses, and the scheme created 83,000 jobs and added more than £3.5 billion to the national economy. As one BGS mentor says,
“the service’s closure doesn’t make sense considering its huge success and may prove detrimental to Britain’s economic health.”
What message does the closure of the BGS send to businesses that want to grow? Given the outstanding record of success, does the closure of the service not show a complete lack of understanding by this Government of what works on support for exports?
I am glad the hon. Gentleman has raised the issue of the BGS, because although it was a good fee-earner for consultants, there is very little evidence to show that it helped businesses to grow. [Interruption.] There is little evidence that it was the best way to help those businesses. The best way to help businesses is to make sure that we continue to have a growing economy—our economy is growing faster than those of all our rivals—so one thing he can do is support our long-term economic plan. We are also providing funding to 39 local enterprise partnerships—all the LEPs—through growth hubs, which they can use for localised support, including export opportunities.

Commons ChamberOf course I hope that Northern Ireland is able to deal with these troubling issues and that there is no collapse of the institutions. If there is anything that we can do to help, we will of course look carefully at that.
3. What assessment he has made of the level of technical skills required by employers.
To increase productivity we need to deliver the higher level, technical and intermediate-level skills that employers demand, as we have just heard. Our approach is to create a responsive, employer-led system of higher vocational education through expanding higher and degree apprenticeships and creating national colleges and institutes of technology.
We have a shortage of technical skills, not least in engineering and construction. According to employers, the Government’s focus on the number of apprenticeships amounts to little more than a re-badging of existing in-work training courses. When will the Government take the necessary action to deliver the high skills that are needed to boost productivity, growth and living standards in this country?
That gives me an opportunity to highlight the legacy of 13 years of Labour Government, when hardly anything was done to boost the skills of our people, particularly young people, in every sector. This Government have changed that. We saw progress under the coalition Government. As I said earlier, we will focus on higher apprenticeships, we will have national colleges and we will set up a prestigious network of institutes of technology.

Commons ChamberThe Government’s own figures show that net lending to small and medium-sized enterprises has fallen since the funding for lending scheme was introduced, as confirmed by businesses in my constituency. Does the Minister accept that the scheme has totally failed Britain’s small businesses?
The hon. Gentleman is right to raise this issue. Lending to small businesses has been a matter of concern to this Government. There are potentially some issues of competition in the market, and that is why we welcome today’s update by the Office of Fair Trading on its SME market study. The funding for lending scheme has helped. It has increased net lending by the participating banks by more than £10 billion during its first phase, and I think we are right, in its second phase, to focus it on SMEs only.

Commons ChamberI know that my hon. Friend raised this issue with my predecessor on behalf of his constituents, and he was absolutely right to do so. The way in which a bank structures its business is a commercial decision, as I am sure he appreciates, so I am unable to comment on it. However, if a bank decides to restructure its business in a certain way, I would expect it to pay due regard to the interests of all its customers and to treat them fairly.
Small businesses in my constituency used to borrow from Yorkshire bank, and many have told me that they never missed a repayment, but now the bank simply will not lend to them, despite excellent credit histories. Why are the banks refusing to lend to small businesses that have a strong history of repayment?
May I give the hon. Gentleman some advice on how he can help small businesses in his constituency and elsewhere? The SME appeals process that the Government set up with the banking sector has been very successful, with 40% of businesses that appeal finding decisions overturned. He can help to advertise that, as the Government will be doing shortly to banks.

Commons ChamberWhat I am saying is that, at the Budget, we set out a scheme outline. Now we need to work, with lenders and other stakeholders, on the detail. We want to ensure that we avoid any unexpected adverse consequences of the scheme, such as attempts to use it to purchase second homes. We want to look at this carefully, and we want to ensure that we discuss the details with industry. We have already started this process, and we will report back to Parliament in due course. Therefore the report suggested by new clause 1 is wholly unnecessary.
This is a really important point. What the Minister has not announced is that, if somebody is moving up to a second home, they must sell their first home. Can he confirm that they will not be able to keep that first home, because otherwise it will mean that people will be able to get a second home by using the scheme?
The hon. Gentleman raises a good point, which is that it is the Government’s duty to carefully consider what is meant by a second home. He has given as an example the situation in which someone has no intention of owning two homes, but is in the process of moving home. Let me share another example. There are couples who unfortunately get divorced, and there may be a need for another home as the family splits. The question then arises, is that a second home or not? It is sensible for the Government to examine such issues carefully as we flesh out the details.

Commons ChamberMy hon. Friend makes himself absolutely clear. He has been an avid campaigner on this issue, and his point of view is certainly being taken on board.
These low interest rates have helped hard-working families up and down the country with their cost of living. With interest rates low, mortgage bills are also low. If interest rates rose by just 1%, average mortgage bills would increase by almost £1,000 a year.
The hon. Member for Brigg and Goole (Andrew Percy) said that his constituents want the planned rise in fuel duty to be cancelled—as do my constituents—and the Minister said that he agreed with him, so why does he not support our motion?
If the hon. Gentleman is patient he will hear about the action we have taken to help with the cost of living.

It would be great if the Minister spoke to the fuel duty motion—[Interruption.] The fuel duty part of the motion. He talks about tax avoidance. Many of my constituents used to work at HMRC—they do not any more because his Government got rid of them. How can he be serious about tax avoidance when he has not provided the new inspectors he promised and has cut some of the staff who were there when the Government took office?
The motion mentions tax avoidance—he really should read his own party’s motion. The number of HMRC employees went down from 96,000 to 66,000 under his Government.
Labour Members had 13 years to clamp down more widely on tax avoidance. They had 13 years to do what they are calling for today. Did they take that chance? No. There were 13 years of inaction, and a consultation gathering dust in the Treasury archives. Even then, their figures simply do not add up. They claim that clamping down on this tax relief would bring in £650 million, but figures released while they were in power show it would bring in significantly less. If they ever want to regain credibility on the economy, they need to apologise for the mess in which they left the economy and learn to stop making irresponsible, unfunded promises.
