Commons Chamber11. What recent discussions he has had with his NATO counterparts on defence policy on Iran.
I regularly discuss a wide range of security issues with my NATO counterparts. The UK continues to work with other countries to achieve a diplomatic solution to Iran’s nuclear ambitions. We want a negotiated solution, not a military one, but we are clear that all options should be kept on the table.
I thank the Secretary of State for that answer. Most of the people I speak to on this subject are very concerned about any prospect of military action against Iran. Can the Secretary of State reassure them that everything that can be done through diplomatic means is being done, and what steps is he taking with his US counterparts to move that forward?
I can assure the hon. Gentleman that everything possible is being done. The UK has been in the forefront of the effort progressively to tighten sanctions against Iran. All the evidence suggests that they are beginning to have an impact on the Iranian economy and the Iranian regime. We are also leading supporters of the E3 plus 3 talks, and we are moderately encouraged by Iran’s commitment to resume talking next month, but, of course, the proof will be in the pudding, as we have heard all this before. We hope this is a genuine re-engagement by Iran, but, as I said earlier, we should leave all options on the table.

Commons ChamberI am grateful to my hon. Friend for the way in which he has dealt with the issue. We certainly hope that it will be possible to transfer staff from some of the stations that are closing to some of those that are remaining open. I can tell my hon. Friend that 25 full-time equivalent posts will be lost at Great Yarmouth; I can also save the taxpayer a stamp by telling the hon. Member for Inverclyde (Mr McKenzie) that 31 such posts will be lost at the Clyde station.
The news that Crosby coastguard is to close comes as a bitter blow to staff and to the public in my constituency and much further afield. Other Members have said the same about the closures of their own coastguard stations.
Many will view this as a cut too far, which poses a risk to public safety. Crosby has a number of experienced and outstanding staff who have key relationships with search and rescue staff, police officers and firefighters. They want to make the most of new technology, but they want to do so by using the existing network rather than through large, remotely located operations in Southampton and Aberdeen. In retaining the 24/7 stations that he has mentioned, the Minister has presumably accepted that new technology is most effective when combined with existing local knowledge and relationships, so why has he not allowed that to obtain at Crosby and the other stations that are set to close? Is the truth that this move has been driven by the Treasury?
The hon. Gentleman talks of “using the existing network”, but, as I have just explained, there are no existing networks except between the paired stations. He talks of the local knowledge at Crosby, and asks why we have not applied the principle of retaining it there. We have: we are retaining the station at Holyhead, which is paired with Crosby and routinely operates in tandem with it, using the same areas of local knowledge around the north Wales coast and Liverpool bay area which both stations cover.

Commons ChamberIn a letter to me, the Under-Secretary confirmed the good news about the Switch island to Thornton relief road, but he used the phrase “increased local contributions”. Can the Secretary of State tell me now what he expects those contributions to be?
I believe that the letter the hon. Gentleman refers to talks about the need for discussion to be held with local authorities on the cost of schemes and local contributions. As I said on Tuesday, when we are spending taxpayers’ money, we have an absolute duty to ensure that we have explored every opportunity to minimise the taxpayer contribution and the cost. That is what we will do, but he has approval for the scheme and it will go ahead. We will engage with his local authority to ensure that it is as efficient as possible.

Friend refers are in the development pool, and I urge him to urge his local authority to engage very seriously with that process, to sharpen the pencil, to think innovatively and to come back with a funding bid that puts those schemes in the vanguard and ensures that they are funded when we appraise the bids
I welcome the news that the Thornton to Switch Island relief road will be funded, but will the Minister clarify what he means by revised funding bids from local authorities? Sefton council has already put almost £6 million towards the project and is “maxed” up to the limit, so to speak, so it is difficult to see how it could find further funds. However, in response to an earlier question the Minister said that money might be released from savings elsewhere. Could that money be used to reduce Sefton’s overall bill? Does he see it going up or down?
I can safely say that any local authority that comes back with a revised bid offering less local contribution is unlikely to be looked upon favourably. The Thornton to Switch Island link is a very high value scheme, delivering staggeringly high benefits for every unit of cost, but even so it is right that we sit down with the local authority and look at the cost estimates. As I said a few moments ago, some were done at a time when the contracting market for construction works was much firmer than it is now, and we must ensure that every opportunity to drive out cost and drive up value for the taxpayer has been taken. That is what the process will be. It will not take very long, because we expect to be able to undertake the work over the next couple of months and to confirm funding in January.
