Commons ChamberFirst, it is predominantly a matter for private companies or indeed non-Government departments to choose how and why to buy those vessels. But of course, to encourage more UK shipbuilding, we announced in the shipbuilding strategy last year the home shipbuilding credit guarantee scheme, which is there to help counter what seems to be a perverse incentive whereby other countries’ export credits encourage British companies to build abroad. We have been working closely on this with the Department for Business, Energy and Industrial Strategy, and I hope that we will be able to announce more details soon.
I thank my right hon. Friend for his answer thus far. Clearly, as we replace ageing ships and increase the size of the Navy, it is important that we ensure that those ships are built in Britain rather than abroad. What measures will he take to ensure that there is a long-term plan so that our shipbuilders can plan for the future?
I point my hon. Friend to the national shipbuilding strategy, which puts in place lots of measures, such as the home shipbuilding guarantee scheme and export credits for foreign buyers, as well as a skills plan, a “yards for the future” plan, which is about what a modern yard should look like and whether we can compete with European yards that have already beaten us to too many contracts, and a shipbuilding pipeline. That is an incredibly important indicator to the industry that there is a long-term pipeline to come through. It is also important to recognise that if we are going to be as successful as we are in the aerospace industry, we will need export, and if we are to export to other markets, we have to recognise that international collaboration is also part of the process. Do I think that Australia and Canada would have bought our Type 26s if we had said, “No way, you are only having ‘British’ on it”? No, and all our supply chain would have suffered as a result.

Commons ChamberFirst, I do not agree with the premise that I agreed to a £1.6 billion reduction of the resource departmental expenditure limit. At the time, it would have reduced in the fourth year of its profile—it was a four-year profile, if the right hon. Gentleman remembers—but after a £24 billion increase, which is nothing that the Labour party has ever committed to. It would have shown a reduction in the last year, yes, but a real-terms freeze. However, inflation is significantly higher than it was all those years ago, and that is why I am going to see the Treasury, the Chancellor and the Prime Minister to see what I can get to make sure we protect our armed forces and our current plans from inflation.

Commons ChamberAs I have also said over the year to those on the Labour Front Bench, we have already reduced the original cut by 500 so that the numbers are increased from 72,500 to 73,000. As for the changing threats, the right hon. Gentleman will be aware that the defence command paper was written and delivered before the actual Russian invasion of Ukraine. I have said continually that we will review it, and we will obviously review the threat as it changes. That review of the threat is ongoing, which is why Defence Intelligence gives regular briefings, and next year, or the year after, is the Department’s spending moment.

Commons ChamberI know that the hon. Lady will be familiar with the phrase “dodgy dossier”, because I remember that her party produced one, historically. The procurement dossier that Labour has produced is so dodgy that it actually has double counting. It includes £594 million for the Warrior sustainment programme followed by the integrated review project cancellation of £540 million, and it adds those together to make £1 billion. It also confuses the retirement of old systems, claiming it as waste. I am sure she would not like to go to war with old equipment that is out of date, and that she would rather it was retired and replaced with modern equipment. Her party has added retirement to the dossier and pretended that it was waste. Labour needs to do a lot better if it wants to be taken seriously on defence procurement and the defence of the realm.

Commons ChamberThe Secretary of State is steering a careful and wise course, and I will endeavour to help him in doing so, but it is the case that the Government are acting as one, and we all recognise that.
President Putin was clearly counting on a quick victory, so I congratulate my right hon. Friend not only on his statement, but on the far-sighted view of training Ukrainian troops and, indeed, on supplying defensive weapons. What assessment has he made of the effectiveness of both that training and the defensive weapons in theatre, which, of course, can never be tested except in theatre?
There are two parts to that question. Whatever happens, one will be the lessons that we need to learn for our own defences and our own capabilities. It is absolutely the case that one of the other assumptions that President Putin made was that the Russian army was invincible. For all the money that was spent, it did not really matter about the people in that army and it did not matter about battle preparation and all the things that we do to prepare people to go to war. Russia did not do that, and some of those so-called invincible weapons are now being taken apart by handheld weapons, some of which are provided by Britain. That is not something to gloat about. In the end, this is about the loss of human life. None the less, we can be proud that Britain followed up its determination to stand up for its values and its allies by supporting them with hard power as well as soft.

For example, we often, even unofficially, in that we do not have a formal agreement, work with countries where a threat presents itself that poses a threat to our citizens and our interests. I will write to him about the specific details of the country he mentioned.

Friend is absolutely right to point out the malign activity of the Iran state in using both proxies and, indeed, the IRGC directly either to harass shipping going about its lawful business or to enable terrorist groups in the region. It does not help any of the peace we seek in that region; nor does it help Iran to join the table of civilised nations, which it aspires to join. The IR will look exactly at those things—at threat; defined around threat—whether that is Iranian malign activity, Russian activity on Europe’s borders or, indeed, terrorist threats around the world. It is important that that leads the review. That is what I have committed to, and right in the middle of that will be Iran and the IRGC.

Ministerial CorrectionsI thank my right hon. Friend for his answers thus far. Clearly the Islamic Revolutionary Guard Corps is a constant threat to shipping in the strait of Hormuz. Does he agree that it is now time that the entirety of the IRGC was proscribed, with their assets sequestered and sanctions imposed on them and their leadership?
My hon. Friend makes an important point about the threat that the IRGC poses to not only the region but countries such as ours. The Quds force is currently proscribed. Further proscription considerations are a matter for the Home Office. However, what is really important is that, where the IRGC poses a threat, like-minded countries around the world challenge that threat and ensure that it is dealt with.

Commons ChamberHappy Trafalgar day, Mr Speaker. Ships transiting the strait of Hormuz are currently exposed to the threat of being harried by units of the Iranian Revolutionary Guards and, in some cases, illegal seizure. While the international community is working to de-escalate tensions, up to four ships of the Royal Navy have been active in the strait since July.
I agree strongly with my hon. Friend’s point, which is why this Government have invested in not only the new Type 26 frigate but the Type 31, which will be designed to be more affordable and will increase the overall number of frigates and destroyers that we are able to deploy. In this example, we very quickly managed to have four ships in the region to tackle the problem. We have now gone back down to supplying two ships there, but it was not the case that we could not get ships in the right place at the right time.

It is the policy of this Government to seek justice for the victims, in accordance with not only our principles but the OSJA guidance, which is the published policy of this Government, introduced under the coalition Government in 2011. I asked whether I had received any representations from any Member of the House on the OSJA guidance while I have been Security Minister or whether my predecessor had. I have not seen anybody take issue with that guidance.
Our key aim is to seek justice. Our preference for Mr Elsheikh, for example, would have been to seek justice in this country if we had the evidence. The CPS was clear that it did not have the evidence to try them in this country. That was a challenge for us. Opposition Members say, “We want to see justice for everyone,” but I have yet to hear a solution from them or what they would do in this type of case, other than to just let these people go who would ultimately wreak havoc and death on the streets of Syria, Iraq or the United Kingdom.
I congratulate my right hon. Friend on his answers so far. Can he give us an assurance that under this Government, Britain will not be a safe haven for terrorists or those suspected of terrorism? What further action can he take to exclude people seeking admission to this country who are suspected of terrorist offences?
Every week, I see cases of exclusions. We exclude people in line with the legislation. If they are from the EU, we have some powers to exclude, and if they are from outside the EEA, we have more powers to exclude. We exclude people and, as I said, deprive people of their citizenship where the intelligence evidence points to the fact that either there is no alternative or they pose a considerable threat.
The biggest challenge for the future is safe spaces—people’s ability to communicate through end-to-end encryption, go online or go to a warzone such as north Syria, where they can play a part in planning and directing attacks. We, as a country, have very little reach into those places, either to affect behaviour or indeed get justice delivered. One of the biggest challenges in this case is that the detention of these individuals is not by a state; it is by a non-state actor in a prison in north Syria, which is a warzone. That is a real barrier to what we can do in the pursuit of justice for the victims of the crimes that these people are accused of.

I am very happy to meet the people undertaking that review, but I must point out that the figures published yesterday and those published earlier in the month show that Prevent is working in many areas.[Official Report, 19 April 2018, Vol. 639, c. 4MC.] Prevent is not perfect. I listened carefully to the discussion on the BBC’s “Question Time” not long after the event, when Andy Burnham and the representative from the Crown Prosecution Service in the north-west gave their views on Prevent at the time. Prevent could be better applied sometimes; but ultimately, if we are saying that it is about safeguarding and delivering a space so that people are not radicalised, the people who are against Prevent have to come up with an alternative. Every alternative I have heard articulated is Prevent with a different name. I do not think that when dealing with really important issues about young people being groomed and exploited we should be too hung up on the semantics of the name—we should be looking at the results and the processes. Again, I say to Members that I am happy to take them to meet Prevent providers, to understand communities. I met a family whose children were diverted from going off to fight in Syria, and if we were to look that lady in the eye and say, “Sorry, Prevent is not working,” she will give us a rather robust answer about whether it is or not.
The whole country was shocked by the severity of this atrocity, particularly as it was aimed at young people who were going out for a night of fun with their friends. All our thoughts must be with the victims and their families, and our thanks must go to the emergency services. As we are learning the lessons from this terrible atrocity, will the Minister update the House on how many attacks have been disrupted in this country since this terrible atrocity and which groups are responsible for trying to perpetrate such attacks?
The best and latest figures I can give my hon. Friend are that since the first attack last year at Westminster Bridge 10 plots were disrupted and there were four extreme right-wing plots. The plots we face are broad, coming from people ranging from neo-Nazis— that is why we proscribed National Action earlier in the year—to followers of Daesh, followers of al-Qaeda and other extremists who do not follow anything other than seeking to cause harm and to murder on our streets. No one has a copyright on terrorism in this country; a number of groups of people are trying to prosecute it. Again, that is why Prevent is important. Prevent is not just about Islamist terrorism; it is also about extreme right-wing terrorism, and in some parts of the country referrals to Prevent are greater in the extreme right-wing space than they are in the Islamist space.

Commons ChamberAs a former aerospace worker, I know the extent to which delay can damage the supply chain. Under the leadership of our Defence Procurement Minister, we have improved defence procurement since I was working in aerospace and the previous Government were awarding contracts. I would be delighted to meet the heads of the hon. Lady’s businesses, and to ensure that they are getting an efficient service from the contracting Departments and that more business is done in Northern Ireland.

Commons ChamberLike every previous Government, this Government have tried—and, in many instances, continued successfully—to deal with child poverty. Let me reiterate that one of the best ways of doing that is to make sure that works pays, and that people keep the money that they earn. To ensure that that happens, we have increased the personal tax allowance by 63% since 2010, from £6,475 to £10,600.
Does my hon. Friend agree that the key to rebalancing the Northern Ireland economy is reducing taxes and regulation, so that the private sector can invest and create new jobs and opportunities for the people of Northern Ireland?
That absolutely is the key, and our long-term economic plan will deliver a rebalancing of the economy and new jobs. I am delighted to say that 40,000 more people are employed in Northern Ireland than was the case in May 2010. Giving people jobs is the fastest way out of poverty, and ensuring that the Northern Ireland economy converges with and improves alongside that of the rest of the United Kingdom is our No. 1 priority.
