The hon. Gentleman will recall the alcohol plan, with which I was directly associated, that was announced by the Home Secretary. When I was Secretary of State for Health, we looked at the issues relating to so-called “drunk tanks”. We did not proceed with them, because of the dangers of mistakenly identifying somebody as drunk in circumstances where they are suffering a clinical condition that requires clinical treatment. As for whether we have an alcohol problem, yes we do. It is not so much about the overall consumption of alcohol, which is coming down—that is positive—but the abusive use of alcohol. Many of the measures in the alcohol action plan focus on that.

Can my right hon. Friend please find time for a debate on the west coast main line franchise and today’s good news that Virgin will continue to operate its excellent service right up to 2018, which this time will include, we think, a direct service from Blackpool to London, ensuring that hard-working families and others in my constituency can have a direct route from the coastal town to London?

My hon. Friend rightly draws attention to the written ministerial statement that our right hon. Friend the Secretary of State for Transport made to the House this morning about the extension of the west coast main line franchise. Recent further announcements on franchises are bringing positive developments for passengers, which shows that this Government are now using the franchising process positively to benefit passengers.

The commissioning of specialised services through the NHS Commissioning Board is a direct replacement for the previous regional or national specialised commissioning. I have to tell my hon. Friend that the level of bureaucracy she describes is significantly less than there used to be under regional and national specialised commissioning. The total activity in the NHS Commissioning Board, compared with the responsibilities it has taken on, is reducing by about 30% or 40%; I am talking about the number of people employed and engaged in that kind of central commissioning activity. People with some of these specialised conditions want specialised commissioning on a national basis, because it gives them much greater assurance about the consistent application of the clinical guidelines.

This week, a young guardsman, Guardsman Bhullar of F Company, Scots Guards, took up his post guarding our monarch at Buckingham palace. Unlike his fellow guardsmen, he was wearing a turban rather than a bearskin—it has been a long time coming. He has a bright future and is a capable young man. Will the Leader of the House consider having a debate on improving recruitment of ethnic minorities into our Army, because our armed forces are at their best when they look like the society they protect?

My hon. Friend makes a good point. The House recently had an opportunity in time allocated by the Backbench Business Committee to discuss defence personnel. I do not recall whether the issue he raises came up, but I share his view, as I am sure the armed forces do. In particular, I think that they, like many across the House, will have been rather cheered by the new guardsman, recognising the tremendous and courageous contribution that Sikhs have historically made to the British Army over many years.

As the hon. Gentleman said himself, we are investing in the system. We have put an extra £900 million into tax collection, precisely to reduce the gap. He will have an opportunity on Tuesday to cross-question the Chancellor on this matter.

I read with interest the Leader of the House’s submission to the Independent Parliamentary Standards Authority today, including his specific point about family-friendly hours. May I recommend, or ask him to consider, a change that would neither cost the taxpayer any money, nor have anything to do with IPSA, which is to bring forward the time of Thursday sitting from 10.30 am to 9 am, so that colleagues in this House who do not live in the home counties can get home to their families in the north and west of England, Wales, Scotland and Shropshire before midnight?

I entirely agree with my hon. Friend; the effect on women is also something that the House should be given time to consider. Million+ is a great institution that has put forward many practical alternatives. It disputes some of the Government’s assertions about who will bear the greatest burden, which is something that we have now heard the Institute for Fiscal Studies doing too. We will simply not have time in five hours to get to what is fact and what is fiction in the Government’s position.

The market system is most fully developed in the United States, and we should be given time to look at the effects there.

Obviously this debate is focused on the opportunity to debate the subject tomorrow, but on Monday the Opposition had their eighth allotted Opposition day debate. They chose to discuss not tuition fees but local government funding. Perhaps when they are complaining about a lack of time, they could remind the House that when they had the opportunity on Monday, they did not take it.

I do not know where the hon. Gentleman has been for the past few days, but we have just had an Opposition day debate on that very subject.

If we had the time, one of the things that we should look at is the experience in the US. Some 34% of young white people in the United States earn an honours degree, compared with only 19% of African-Americans and 10% of Hispanics. Again, we will not have time to look at the international experience. In Canada, when fees for medical schools went up from roughly the same level as ours are now—the equivalent of £3,000 in their currency—to $15,000, which is much the same as £9,000, participation among children from lower income backgrounds dropped by a third. We simply will not have the time—[Hon. Members: “Hooray!”] We will not have the time to rehearse all that evidence.
