Commons ChamberI pay tribute to the right hon. Lady, who has highlighted this issue for some time. I am keen to work closely with her to bring the landowners together and see what plans can be made. The local authority is playing a key part. We need to establish a clear plan of action, and we are well on our way to delivering that.

Commons ChamberMy hon. Friend is a strong champion of the steel industry. He recognises how the investments in his constituency will also be important to the investments taking place in south Wales. There has been renewal of the blast furnaces in south Wales, and we are working hard to secure a steel sector deal. Those things will support the industry in north Wales and south Wales, as well as in Corby and elsewhere across the UK.
Wales is ideally placed to develop pioneering renewable energy projects, especially in wave, tidal and hydro, and that could make an invaluable contribution to achieving net-zero carbon emissions. Will the Secretary of State assure us that Wales will receive sufficient support from the industrial strategy, and in particular the £2.5 billion clean growth fund, to realise its potential, and that Wales will not be left to rue missed opportunities yet again?
I have already pointed out that Wales is fourth out of any UK nation or region in terms of being successful in gaining grants from the industrial strategy challenge fund. Swansea University’s project for the active home is world-leading, using the latest materials to develop energy-positive properties, and just down the road from the hon. Gentleman’s constituency is Pembroke Dock marina. These are exciting areas of policy from which his constituency can develop and take opportunities.

Commons ChamberI am grateful to my hon. Friend for his question. He is rightly aware of the great record that Wales has on attracting inward investment. There are more than 60 Japanese companies in Wales, for example, and that is why I was there some weeks ago talking not only about existing investments but about the potential for new investments for the UK outside the European Union.
The Secretary of State will be aware that the Irish Government have recently reopened their consulate in Cardiff. What more can the Government do to encourage other countries to do likewise, so as to boost Wales’s international presence and levels of inward investment?
The hon. Gentleman makes an important point, which we discussed at the Welsh Affairs Committee on Monday. I pay tribute to him for his persistence on this matter. He rightly points out that the Irish Government have opened an office in Cardiff, and we would encourage other Governments to do that. I am happy to meet and to work with him to see which nations we should target to attract them to Wales and to Cardiff.

Commons ChamberI have regular discussions with Cabinet colleagues and Welsh Government Ministers on a range of issues affecting Wales, including on the UK shared prosperity fund.
I agree that the UK shared prosperity fund will be extremely important to all parts of the UK. My specific interest is protecting Welsh interests in the development of that policy. On 14 January, I spoke to the Welsh Government’s Brexit Minister, Jeremy Miles, to update him on the latest stages of the plans for consultation, and I also committed to sharing that with him before we formally consult. Of course we want to engage with a whole load of stakeholders. There is widespread recognition that the current structure does not work, and we have an opportunity to get it right.

Commons ChamberI pay tribute to what my hon. Friend does to promote businesses across the whole United Kingdom. He gives me an opportunity to highlight the fact that, in less than two weeks’ time, the tolls on the Severn crossing will be abolished for the first time in 52 years—a major boost to the economy of the south-west of England as well as south Wales.
I pay tribute to the hon. Gentleman, who is a strong campaigner in this area. We are determined to work closely both with him and with the Welsh Government to deliver the best broadband possible in the constituency of Ceredigion and in all other parts of Wales. Already, £69 million has been spent, in addition to the gainshare, but there is more that we can do, particularly in linking businesses with broadband. I know that the hon. Gentleman is a strong supporter of that campaign.

Commons ChamberMy right hon. Friend the Secretary of State for Transport has established a strategic roads group in Britain, in which we can discuss cross-border issues. A meeting was held just last week. I am disappointed that the Welsh Government were not present, but we can continue to engage on a positive basis to ensure that these cross-border opportunities are exploited to the best of our ability.
The hon. Gentleman makes an extremely important point about air quality, which is why the Government have launched their clean air strategy. There have been significant improvements in this field since 2010, but we absolutely recognise the challenges. I am not sure about the second element of his question, which relates to further devolution of fiscal policy.

Commons ChamberMy hon. Friend makes an important point. The political grandstanding by some Opposition Members does nothing other than undermine potential investment in Swansea. Nor will we take any lectures from a party that left Wales in the same league as Moldova and Albania in not having a single track of electrified railway line.
There is considerable disagreement about the total amount saved by the cancellation of electrification to south Wales—the figures range from £430 million to £700 million—but, irrespective of the total amount saved, does the Secretary of State not agree that there is a compelling case for reinvesting any funds saved by the cancellation in the Welsh network?
The hon. Gentleman has made an important point. There are opportunities for new railway investment in Wales. The Department for Transport’s strategic outline business case includes a range of options, one of which is improving access to west Wales; that would be transformed by a Swansea parkway railway station, for which there is a growing demand. We are well aware of the Welsh Government’s interest in linking Aberystwyth and Carmarthen, and I think that those schemes would be complementary.

Commons ChamberI appeared before the Assembly’s External Affairs and Additional Legislation Committee just a few months ago. I have been in front of them on a number of occasions.
The hon. Lady will have had a close relationship with the Circuit of Wales and the challenging decision that that involved. The principles behind the Circuit of Wales decision apply equally to the value for money of any major infrastructure project. As we analyse the numbers, I am sure that she and other Members would not want to see investment that was not good value for money for the taxpayer.
Before we move on from Swansea and the topic of cancelled projects, does the Secretary of State agree that there is a strong argument to reinvest any funding that was allocated to the electrification of the south Wales main line, which has been cancelled, in the Welsh network?
The hon. Gentleman raises an interesting point, but he well knows that, as the hon. Member for Slough (Mr Dhesi) indicated earlier, the rail network is far more integrated than that. I would highlight the investment in the Halton curve. Although it is in England, it will benefit north Wales passengers by linking Wrexham to Liverpool directly. We therefore cannot be prescriptive about what will bring benefits. There are exciting opportunities to improve access to west Wales. For example, there are calls from significant quarters for a Swansea parkway station. That holds the prospect of transforming access for west Wales passengers and is something that I am quite excited about.
I would love to talk about the Severn tolls and the growth deals in much more detail, but unfortunately time has got the better of us. I want to use this opportunity to celebrate the great success that Wales has to offer in the UK and beyond. From abolishing the Severn tolls to supporting exporters and investors, we continue to show our commitment to Wales. Growth in Wales is strong, and Cardiff saw the highest increase in growth of all UK capital cities in 2016. It is clear that investors see Wales as a great place to invest. There is clearly a lot to celebrate and I look forward to the stimulating debate ahead of us.

That is what the Assembly’s Ministers said in Cardiff Bay.

Our policy means that every part of Wales will benefit from the local, targeted support offered by the city and growth deals. That is above the new Barnett formula that has been agreed.

(Translation): I am very happy to respond positively. The consultation is under way on the Great Western railway franchise and the type of model that we should be collaborating to get. I recommend that the hon. Lady responds to that consultation. Obviously, I want to see the best possible connections between Cardiff, Newport and Bristol, and further afield. They should be quick and efficient for us to grasp the new opportunities that will arrive in a region that is developing, as we get rid of the tolls on the Severn bridge. I pay tribute to the hon. Lady for her campaigning to remove those tolls from the bridges.

The Chancellor of the Exchequer has outlined further work to develop proposals for other potential rail schemes across the Wales network. Our industrial strategy was a basis of the Budget announcements. We are keen to build on the sector deals on artificial intelligence that were announced, where Newport excels. In life sciences, Wales is at the forefront of several exciting and pioneering developments. In the automotive industry, Wales is home to Toyota, Ford and Aston Martin.

(Translation): On that point, a few weeks ago there was quite some excitement when the western powerhouse was announced. It was unfortunate for Ceredigion that the Secretary of State referred only to south-east Wales and the south-west of England. On AI, there is an opportunity for the mid-Wales growth deal. Aberystwyth has great expertise in that area, so it would be good to see any proposals from the Government to encourage that development.
