What we will not do is make the same mistakes as the right hon. Gentleman’s party made in government. When the former Prime Minister cancelled the 2030 phase-out date for the sale of new pure diesel and petrol vehicles, demand plummeted. We will not change the 2030 phase-out date for pure internal combustion engine vehicles, and we will not change the 2035 phase-out date for hybrids. In this role, I have worked closely with car manufacturers. We introduced new flexibilities last year, and we are talking to them again about a review, which will be completed in the next six months. If I have the pleasure of sparring with the right hon. Gentleman over the Dispatch Box in the coming months, I will be happy to provide him with a further update on that, as soon as the work is completed.

Congestion can cause real problems, and although local councils are responsible for managing their road networks, the Department has been focused on enabling them to minimise disruption. We have legislated to introduce numerous lane rental schemes and are devolving powers to establish future schemes to mayors. That will enable local decision making to target congestion.

My constituents regularly find themselves stuck in standstill traffic as a result of Rochford’s struggling road network. I have also heard from Baltic Wharf, a key port on the estuary, and from my farming community, who all report supply chain issues due to the refusal of delivery drivers to navigate Rochford district’s outdated highways. For an area with significant housing targets, strong local businesses and huge potential for growth, that is a real issue. What support can the Minister provide to rural and coastal constituencies, like mine, that want to enhance and modernise highway connectivity?

I am sorry to hear about the issues facing my hon. Friend’s constituents; I know how much he does to promote their interests. This Government are investing record sums in road maintenance, and we have strengthened the rules on disruptive street works by extending overrun charges to weekends and bank holidays and doubling fines. I encourage him to continue to make the case to Essex county council, which really must do something about disruption on its roads.

It is a pleasure to serve under your chairmanship, Sir Alec. I thank the right hon. Member for Orkney and Shetland (Mr Carmichael) for securing this debate on an issue that concerns those in my constituency. The south Essex coastline is one of my constituency’s greatest assets—beloved by residents, depended upon by our fishing community and a magnet for the more than 7 million day visitors who flock to Southend alone each year. But as beautiful as our coastline is, it can also be treacherous, from unpredictable tides to shifting mudflats.
Protection from physical danger requires specialised skills, a rapid response and a deep local knowledge. The Southend-on-Sea coastguard rescue team covers roughly 70 miles of coastline, and its 11 volunteers are the reason why our community can safely enjoy locations such as Shoeburyness’s east beach, the marshes of Wallasea island and, of course, Southend pier. I thank my hon. Friend the Member for Shrewsbury (Julia Buckley) for securing this important debate and sharing the tragic loss of young Harvey. Ahead of this debate, I met Gillian and John McGrath, constituents of mine in Southend East and Rochford, whose daughter was tragically killed in March 2009 by a newly qualified driver. Eleanor Grace McGrath was hit by a 17-year-old driver who was showing off to his friends when he struck a crowd of children, 14 of whom experienced severe injuries. Sadly, the story and the loss of Eleanor Grace are not unique.
Following Eleanor’s death, two of her closest friends and Gillian and John set up the campaign Driving with Grace, which produced a documentary to educate our young people on the devastating impact of road collisions. The documentary has been shown to young people across Essex and has had a significant impact. I welcome the announcement of the new national road safety strategy. Will the Minister consider a P plate system, which is a key recommendation of the Driving with Grace campaign, in the next steps of the strategy? It would mean that new drivers must display a P plate for the first year after passing their test, encouraging other drivers to give them space and potentially making new drivers less likely to show off.
As a parent, I understand the constant conflict between granting young people the freedom they deserve and worrying about keeping them safe. Tragedies such as the loss of Eleanor Grace are far too common. Moving forward, we have to make changes. I am sure all Members present will join me in commending my hon. Friend the Member for Shrewsbury on securing this debate.
