Commons ChamberI congratulate the hon. Member for Lewisham West and Penge (Ellie Reeves) on securing this important debate, and I look forward to hearing the other contributions. I commend the work that has already been done, particularly, as she says, by the right hon. and learned Member for Camberwell and Peckham (Ms Harman), Mr Speaker and many others, including the former Leader of the House, my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom). I am sure that the new Leader of the House will be a valiant champion of the need to ensure that this is a good place to work in future.
We have to start this debate with some cold, hard facts. We know that we are a group of people who are hugely committed to our communities, and that we are professional, sensible people, but all too often this place can be portrayed as chaotic because of the way that we do, or do not, organise ourselves. That is not only down to the Government’s motions and the Order Paper. We have to start to look at how this place looks from the outside if we really are to resolve the problems that we face in respect of this place, not only as a workplace for Members of Parliament, but as somewhere that represents our constituents.
Winston Churchill once said that
“we shape our buildings and afterwards our buildings shape us.”
Never a truer word has been said of this place. I love this place and would never want to see Parliament move out of it, but we have to take it into account when we try to understand why it currently does not work as a workplace for so many people. The building was built for a time when this country was a very different place and very different people became Members of Parliament. How many people were wheelchair users back when this place was first built, or rebuilt after the fire? How many people were women? We know the answer to that one: absolutely none. This building was built and our procedures were set out when women and disabled people were not considered, and when dads had few responsibilities compared with those they have today. We have to take all these things into consideration as we move forward.
The right hon. Lady is making an excellent point, as did the previous speaker, my hon. Friend the Member for Lewisham West and Penge (Ellie Reeves), but both are MPs quite close to London. The Speaker once came to Huddersfield and spent a lovely day with me. When he got off the train, he said, “This is a long way, isn’t it?”. It is 192 miles. In some senses, the perspectives of those of who come to work here from a long distance away are qualitatively different from the perspectives of people who represent London and south-east England.
The hon. Gentleman has brought up an important point. Part of the problem we have is that each one of us is very different. I am a commuting MP, and my journey to and from this place takes an hour and 40 minutes. I am sure it does not take the hon. Member for Lewisham West and Penge an hour and 40 minutes to get home—I hope it does not; otherwise, she needs to have a chat with her Mayor of London. It is wrong to sweep us all into a “London and the south-east” bag and assume that we all have the same challenges. It is different for each of us.
It is fundamental, though, is it not? We start at 2.30 pm on a Monday because people have to get here from Scotland and the north of England, flying, using rail and so on, and these days we finish early on a Thursday because people have to get back to their constituencies. We are moulded a bit by the distances that many of us are from Parliament.
The hon. Gentleman is absolutely right that those are factors to consider. In fact, one reason why I was not going to talk about start and finish times was that it is a specific discussion. If he will allow me to take issue slightly with what he said, I feel that certainty is far more important. We can all cope with a lot of things in life as long as we know what is going on. All too often, the chaos that I mentioned feels very real, not just to us and staff in our parliamentary offices, but to members of staff here. I have been asked a number of times in the Tea Room, “Ms Miller, do you know when the vote might come?”. People want to be able to plan their days. The way in which this place is organised, and particularly the use of urgent questions, is a real problem for us, but I will come on to that in more detail in a moment.
My hon. Friend is right. I suppose I am suggesting that we would sit from half-past 9. Moving towards a more nine-to-five approach to our day here would not only be better for people who live in London; this place would then look a little bit more like everybody else’s workplace. I do not know whether the right hon. Member for Carshalton and Wallington experiences the same thing, but when I am on the train in the morning, my constituents say, “Why were you on the train at 20 minutes past 10 on Monday night? That can’t be a very effective use of your time.” I am not particularly suggesting that we should have urgent questions when the House is not sitting. I am just suggesting that we need to think about organising them into the day, so that they do not continually create a sense of chaos, with no one knowing when debates will start or finish.
I thank the right hon. Lady for giving way again; she is being very kind. She has paid a lot of tributes, but I hope she does not mind me saying that she has missed one. Having been in this place a long time, I know that it became civilised because women came here. I do not want to use the “B” word too often, because I will get a bad reputation, but Tony Blair made a hell of a difference to this place. He helped to increase the number of women in this place, and women have changed it a lot since 1997. There is much more to do, but we should put it on the record that women have already civilised this place almost unrecognisably from when I was a young MP.
That is an interesting reflection. Having a broader range of people in Parliament, regardless of gender, would also have a civilising effect, but I tend to agree. It is nice to have a Parliament that resembles the constituencies we represent.
This is such an important debate—perhaps even more so than the hon. Member for Lewisham West and Penge intimated. It is about trust in this place, because if this place does not look like anything else and does not act in an apparently professional and organised manner, we undermine our constituents’ trust in a place that is there to represent them and their views. Parliament enables us to serve our constituents, and we need to ensure, in planning for the future, that this is a place they can relate to and is accessible for them. Right now, we can make real change quite quickly and create far more certainty in our days by stopping the use of UQs at the beginning of the day to delay, amend or sometimes even obliterate debate completely because of the number that have been granted.
I will close my remarks there, but reflecting what the hon. Member for Huddersfield said a few moments ago, let me say that when I first met you, Madam Deputy Speaker, you said: “Women in this place have to work twice as hard as men, because we are still not 50% of the people here.” You are absolutely right, and hon. Ladies will know that. Part of my contribution to the debate was really to reflect on the comment you made to me all those years ago. We do need far more women here to have the civilising influence that the hon. Gentleman was talking about.

It is a great pleasure to serve under your chairmanship, Sir Roger, in this interesting debate. It is also a great pleasure to follow the hon. Member for Scunthorpe (Nic Dakin). He is absolutely right that awareness of further education qualifications is one of our key challenges, and I will discuss that in my contribution. However, the issue is not just about awareness; it is also about attitudes. They are part of the key to finding the solution.
I congratulate my hon. Friend the Member for Stroud (Neil Carmichael) on securing this debate and for giving us all the opportunity to recognise the eighth annual national Vocational Qualifications Day, as well as the organisers of the day; it always takes a great deal of organisation to ensure that such days have longevity. My hon. Friend put his finger on it when he spoke about productivity. It is one of this Government’s greatest challenges to ensure that Britain is fighting fit for an increasingly competitive global marketplace.
Today, in the main Chamber, right hon. and hon. Members might be discussing the future of the EU, but I am sure that many Members would agree with me that we should be looking beyond the EU to consider what trade deals we can do with other countries to secure the future of the United Kingdom. Productivity—ensuring that we are as competitive as any other country in the world—will certainly be one of our biggest challenges. Although the Government’s investment in infrastructure such as high-street broadband, railways and roads are all important, the key to productivity is skills: ensuring that our workforce is as skilled as it can be and that every single citizen can contribute to the best of their ability, making us a successful nation. I congratulate my hon. Friend on securing this debate and I look forward to hearing other Members’ contributions.
The right hon. Lady is making a brilliant speech, but does she accept that this conundrum of the lack of productivity in our country, which we face across parties, is often related to management—a skill that we do not talk about enough? A recent report shows that there are a lot of highly skilled people in our nation, but they are poorly managed. Does she agree?
The hon. Gentleman makes his own point. I am not sure. If we look at the analysis of productivity, we see that among the most important factors are transport systems. As a result of woeful investment in recent decades, this Government are running to catch up with some of the problems that we have inherited. I am sure that the hon. Gentleman makes an important point, but we should not forget that productivity is not just about skills; it is about the ability to export and to move goods around a country. I congratulate the Government on how much support they are giving transport systems, some of which are woefully unable to relieve congestion. We should not forget that productivity is not simply a UK problem but a problem of all mature markets, so we should not beat ourselves up too much.
Before moving to my own comments, I want to respond to what my hon. Friend the Member for Stroud said about the festival of manufacturing and engineering in his constituency—an idea that I think all of us will want to emulate. What a great way to highlight to young people the job opportunities available in their community and the importance of vocational qualifications to securing such jobs! It is a fascinating idea that I am sure we will all want to consider in more detail.
My constituency understands further education, primarily as a result of incredibly strong leadership in FE at Basingstoke College of Technology. I have had the privilege of introducing Anthony Bravo, the principal of that college, to my hon. Friend the Minister, who was extremely generous with his time, in order to discuss some of our ideas for FE, particularly apprenticeships in Basingstoke. Business responds well to such strong leadership. We have engaged businesses in Basingstoke in further education and in valuing its role, particularly apprenticeships, in a way that has impressed me. I also echo the point about the role of local enterprise partnerships in providing such leadership. We in my constituency are fortunate to have one of the best LEPs in the country: the M3 LEP, which has implemented a special management position to consider apprenticeships and how we can maximise them in our area, as they are critical to business growth.
I will make three short observations on the future of vocational education and how we can make it even more vibrant, and I will be interested to hear the Minister’s response. The first was mentioned by the hon. Member for Stretford and Urmston (Kate Green) in her intervention earlier. It is important to support a positive attitude to vocational qualifications and ensure that schools and parents, as has been mentioned, understand what role such qualifications can play in their children’s educational careers.
Both my grandfathers were tool room workers. There was no way to work one’s way up the ladder 60 or 70 years ago without embracing the idea of apprenticeships. For my family, it was a huge way to move forward. We talk about social mobility; apprenticeships were critical to families such as mine in the black country all those years ago.
In the drive to increase university participation—I was incredibly fortunate to be part of it, as one of the first people in my family to go to university; the London School of Economics, a fabulous university, set me up for life—we have, in many ways, marginalised the further education that my grandfathers’ generation so valued. I urge the Minister to share with us, perhaps today, how he anticipates the Government working with not only schools, but parents, to encourage them to understand how vocational qualifications can fit their children with the right skills for life and help in retraining us all, as we work for much longer and have one, two or three different careers.
My second point relates to the importance of building business into a vocational educational approach. The reason why we in Basingstoke have been so successful in driving forward apprenticeships is our links with local businesses. My local college has taken that to such a degree that it is developing a work-based university centre to deliver degree-level apprenticeships in digital engineering and the construction industries. It has an employer advisory board, which includes the likes of Sony and the Atomic Weapons Establishment—I am fortunate to represent one of the top 10 centres for employment in the south-east, and many such household names are local employers. I applaud the work that Anthony Bravo is doing on the degree-level apprenticeship, because such developments can help to build further education’s credentials.
My third point picks up on some of the funding concerns that other Members have raised. If we want to encourage people to see further education as a viable option, they need the confidence that the funding is there. On a slightly different note, the Minister will remember the conversation he had with me and Anthony Bravo about the funding issues around apprenticeships, and I hope he has been able to make progress in removing some of the uncertainty, which, as we discussed, was creating delays in expanding the number of apprenticeships.
In conclusion, education is all about fulfilling the potential of every citizen in the country. It is the reason why I became a Member of Parliament, and why I am fascinated by the issues we are discussing today. Vocational qualifications have a huge part to play in getting young people on to a career ladder and in helping us all to stay in a lifelong programme of employment. The country faces a productivity gap, which we need to address head on, and although infrastructure investment and better ways of trading with other nations are important, skills are central. The Minister knows that and in him we have an effective champion in the Government. I look forward to hearing his thoughts.

Commons ChamberMy hon. Friend is right. Warwick castle is a great attraction in the area, and, having visited the town as a child and, more recently, with my own children, I know that it is a great place to visit.
Our tourism figures are strong at the moment, and the Government are continuing to invest in both VisitBritain and VisitEngland. We want to ensure that people from outside the country not only come to London, but travel beyond the capital to places such as Warwick. We are also encouraging more people in this country to spend holidays at home, and VisitEngland is doing well in that respect too.
As a woman of taste and refinement, does the Secretary of State agree that Huddersfield is the jewel in the crown of God’s own county of Yorkshire, not least because its university has been named university of the year? Does she agree that it is about time Huddersfield, Yorkshire and the north of England in general benefited from a fair share of tourism activity, especially as we shall be on the Tour de France route?
The hon. Gentleman is absolutely right. We are linking the various parts of our departmental brief, because sport can be a great way of increasing tourism. The Tour de France, and the Government’s investment in it, will ensure that more people are able to experience the joys of Yorkshire, and can visit places such as the Yorkshire sculpture park while they are there.

Commons Chamber12. What recent discussions she has had with the BBC Trust about that BBC attracting a more diverse work force.
The BBC’s work force and output should reflect the diversity of Britain today. My Department and I have had regular discussions with the BBC about this, and in May 2013 I wrote to the director-general seeking his support for our “Think, Act, Report” initiative. I encourage all broadcasters to tap into the creative talents of everyone in the UK, regardless of their age, gender, ethnicity or disability.
Is the Secretary of State aware, though, that if one asks those at the BBC how many people they employ have been state educated, they look very shifty and drop John Humphrys into the conversation. It is a fact, in my experience, that very many of the senior personnel in the BBC are from private, independent school backgrounds. Is it not about time that this great corporation opened its doors to talent from the state sector as well?
The hon. Gentleman is absolutely right to say that there should be transparency across the BBC’s activities. As a state-educated Secretary of State, I think we should be proud of people who have had a state education and have leading positions in this country.

Commons ChamberMy hon. Friend is absolutely right. I had the privilege of attending the Aldeburgh festival a week and a half ago. It is an amazing event, celebrating also the life of one of Britain’s greatest artists, Benjamin Britten.
T7. Does the Secretary of State agree with me that the BBC should be open and accountable, and does she share my concern that the director of diversity will give me any details I want about ethnicity but will not give me any answer about education—about how many privately educated people work in the BBC and how many state-school people work in the BBC? Many people suspect it is stuffed full of people from private schools. Is that right?
I can understand the hon. Gentleman’s desire for transparency and accountability from all public bodies, and that is something I would join him in supporting. Issues to do with personnel are very much matters for the BBC, however.

Commons ChamberGrass-roots clubs such as those mentioned by my hon. Friend are vital if even more people are to participate in sport. That is why we have given great priority to investing in local sports venues. This Government have also introduced the Places People Play programme, which is giving £150 million to upgrade 1,000 local sports venues. That is just the sort of action that I am sure my hon. Friend would see as positive.
Will the Minister pledge this morning to analyse how the legacy cascades to all the regions of Britain? She will know of the threatened imminent closure of the Sheffield stadium, which was built for the student games in a past era. The fact is that regions such as Yorkshire are not getting the benefits of the legacy of the Olympics seen in places such as the south of England.
The hon. Gentleman makes an important point. Although the games were called London 2012, they were Olympic and Paralympic games for the whole country and it is important that those benefits come through at a regional level. I believe that we will enable that through all our programmes, including Places People Play, which I have mentioned, as well as many others. We will continue to look at regional benefits.

Commons ChamberI thank the right hon. and learned Lady for the opportunity to clarify the position. She and I have already had discussions about this very issue. I hope that we will continue to have such discussions, and that they can involve the other parties as well. My right hon. Friend the Leader of the House will be able to make things clearer in his business statement later today.
The Secretary of State will recall that the Leveson inquiry started as a result of the phone hacking scandal. Is she aware of recent evidence that journalists were using information like a trading commodity, one of them picking up the hack and then passing it to another to disguise the source of the hacking? Will Leveson cover that aspect?
Obviously Lord Leveson has been looking at this issue in an enormous amount of detail, and criminal investigations are also in progress. I am sure that the specific issue raised by the hon. Gentleman, and indeed many other issues relating to the prevalence of phone hacking, will be dealt with in Lord Leveson’s inquiry report, which, as I have said, will be available very shortly.

Commons ChamberI note my hon. Friend’s assiduous support for his constituents in Shaftesbury Court. He also raised this issue on Third Reading of the Welfare Reform Bill. I reassure him that we will consider the needs of people who are in receipt of DLA as we move forward with PIP, regardless of their place of residence. We are doing a great deal of work to ensure that there is sufficient support so that people get the mobility that they require.
Does the Minister realise that in the good society—I do not know about the big society—we care about the disability mobility component? It would destroy people’s lives, including the lives of people in the Leonard Cheshire home in Huddersfield, if it was taken away, because the ability to get out and see something of real life is an essential quality of the good life and the good society.
That is why, as we announced, we are not removing the mobility component from DLA in October 2012. We will ensure that people who live in care homes get sufficient support under PIP.

I have no current plans to increase the amount of information that Jobcentre Plus advisers can provide to local health practitioners and Sure Start children’s centres. Social security information can be shared with those parties with the consent of its customers.
One hopes that the new Government will still support Sure Start children’s centres. Certainly, an inquiry of the former Children, Schools and Families Committee showed that the sharing of information was absolutely crucial. Does the hon. Lady agree that the sharing of information, knowing how our children are surviving and thriving and when they are in trouble, is vital to children’s future health and welfare?
I thank the hon. Gentleman for his question. As he will be aware, the coalition Government have protected Sure Start from in-year cuts, and I am sure that he and the whole House will welcome that announcement. He has looked at this issue in detail, and in the most recent report of the CSF Committee, of which he was the Chairman, there was no clear evidence that data sharing between Jobcentre Plus and children’s centres was a problem. However, there can be such a problem between children’s centres and health professionals. The Government believe that early intervention is absolutely vital in the work that we are doing to alleviate poverty and that co-ordination and signposting between those organisations are important. That is one of the reasons why we have put Sure Start health visitors in Sure State children’s centres.
