Commons ChamberWe recognise that body-wide symptoms associated with Ehlers-Danlos syndrome and hypermobility spectrum disorder can be disabling and can affect all aspects of life. General rheumatology services, which support people with Ehlers-Danlos syndrome and hypermobility spectrum disorder, are locally commissioned by integrated care boards, which are best placed to make decisions according to local need. The major conditions strategy will focus on six groups of conditions, including musculoskeletal disorders such as these syndromes and disorders.
That is all very well, but I do not think that will convince my constituents or the one in 500 people who suffer from that awful disease. This wonderful talented group of people on the Treasury Bench obviously inhabit an alternate universe. My GP said that these days there is no training or research, and that we do not have the capacity to look into these things. People with EDS have to be assessed by uptrained GPs, but they are not there. Our GP and medical services are on their knees. When will the Minister wake up to that fact?

Commons ChamberMy hon. Friend makes a powerful point. Revenue protection is of course incredibly important for all train operating companies. Taxpayers have put more than £16 billion into our railways during the course of the pandemic, so we need to continue to ensure that all operators do everything they can to maximise their revenues. I am interested to hear more details about not only my hon. Friend’s experience but that of other Members, because the Rail Minister—my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton)—and I are committed to ensuring that what my hon. Friend witnessed does not continue to happen.
Is the Minister aware of the huge costs for people who live in Wakefield and Huddersfield that have resulted from the fact that the small, regular and very good service between the two places was axed two years ago? It has meant that people have to travel in taxis and cars, which is much more expensive, so it is a disaster not only environmentally but financially. I was in Wakefield only on Saturday, and that is still a very important aspect of life and the cost of living for the people who live there.
I completely appreciate the importance of local rail services. We are working not only to restore rail services following the pandemic but, through things such as the restoring your railway scheme, to open new lines and services throughout the country. We continue to invest record amounts. As the lead on the integrated rail plan, I am particularly interested in ensuring that we get local services right throughout the north of England. I am happy to discuss with the Rail Minister the points the hon. Gentleman has raised, to see what more we can do in his area.

Commons ChamberI would encourage the hon. Gentleman to read the announcement in the Prime Minister’s speech more carefully. The announcement includes not only our bilateral aid assistance but investment, export credit and trade promotion support. The Government have shown significant leadership in tackling climate change, not least through our announcement to double our international climate finance commitment to developing countries, and we will host COP26 later this year.
Is the Minister aware that an all-party group has invited leaders of the indigenous communities of the Amazon to visit the House of Commons on 5 February? I invite all Members to meet those people and listen to their concerns about the deforestation of the Amazon.
The hon. Gentleman is right to suggest that we need to work with indigenous communities around the world. Many people in the developing world owe their livelihoods and incomes to local forests, and we therefore need to work with the communities in everything we do.

Commons ChamberI should be delighted to visit. The Government are investing nearly £1.5 billion until March 2021 to help to grow the market for ultra-low-emission vehicles. Yesterday I was pleased to announce £33 million of funding for the winners of the Advanced Propulsion Centre’s 12th competition. These latest projects focus on electrification and the future of low-emission vehicles as we aim to advance the UK’s low-carbon capacity.
I am sure that the members of the ministerial team know that Huddersfield and Morley and Outwood are part of the dynamic Leeds city region, but are they aware of the Power Up The North campaign, which was launched this week? It needs to receive a lot of interest. It is intended to help small businesses to grow even faster and go further in our northern constituencies. Will the Minister put his efforts behind it?
I am delighted about the Power Up The North campaign. I wholeheartedly support it, and I am very pleased that my Department has been bolstered by the addition of the Under-Secretary of State for Housing, Communities and Local Government, my hon. Friend the Member for Rossendale and Darwen (Jake Berry), who will help to further our work on the northern powerhouse. The Government are investing £694 million in the Leeds city region through growth deals, creating up to 10,000 jobs, allowing more than 2,000 homes to be built, and creating up to £640 million in public and private investment.

I thank my hon. Friend for his question. This will be a highly sought after company, and I imagine that there will be a range of people interested in buying the site. Bombardier has made it very clear that, in terms of its other divisions in the UK, particularly in rolling stock, it intends to stay firmly involved in the provision of new rolling stock, and I look forward to visiting Bombardier’s facility on Thursday.
I am co-chair of the all-party manufacturing group and very heavily involved in air safety. Is not the news today about Bombardier a disaster for British industry and British aerospace? This is a prime globally known company and a prime contractor of Airbus, and the news today is a sign of what is happening in high-tech industries and the car industry: they are moving out of Britain and taking out their investment. This is a disaster. Every Minister should be aware that this is not a canary singing, but a canary falling off its perch.
Like other companies in the growing aerospace sector, Bombardier is transforming itself. In 2015—way before Brexit—the company announced a five-year plan to transform the business to reduce costs and to improve profitability and competitiveness, while also launching commercial and business jet programmes. Bombardier has been very clear that the decision to sell off the Northern Irish site and the Morocco site—definitely nothing to do with Brexit—has nothing to do with Brexit.
