Commons ChamberNo assessment has been made of the merits of establishing a road collision investigation unit, as there are well-established collision investigation units in the police service, and effective ways of reporting conclusions and outcomes. The Department does, however, directly fund a programme of detailed investigation under the road accident in-depth study, in conjunction with police forces, coroners and several hospitals.
The Minister knows of the interest that I take in this matter, as chair of the Parliamentary Advisory Council on Transport Safety and the international council for road safety research. There is no doubt that we need an investigation unit to deal with sea, air and rail transport. All the transport safety interests across the board are in favour of the establishment of such a unit. We do not think that it would be costly, and it would be effective. Will the Minister think again?
I am aware of the hon. Gentleman’s long-established campaigning interest in road safety, and I would just refer back to the earlier answer: we have well-established collision investigation units within the police service, so I see no point in duplication.

Commons ChamberWe are expecting Transport for the North to publish its priorities for northern powerhouse rail development early next year. I will make sure that the voice of my hon. Friend is heard in that planning, and I will keep him informed of progress.
Will the Minister give a good talking to to the infrastructure tsar—who waxed lyrical on the radio this week about how important it was to link Oxford and Cambridge—about concentrating on the links across Yorkshire and Lancashire? That is the emphasis we want. We do not want Huddersfield left off the map on any occasion.
It is impossible to think that Huddersfield would be left off the map on any occasion. Obviously, we are investing in transport in all parts of our country, including connectivity in the north, and between Oxford and Cambridge.

Commons ChamberMy hon. Friend makes an ingenious link to the cost of public transport. I am aware, because I hear it quite regularly in my own area as well, that traffic is said to flow more freely when traffic lights do not work. I have major reservations about that argument. At the same time, initiatives are being put in place to keep traffic flowing. I will have a look at what my hon. Friend says, but we should be very cautious about removing traffic lights, as they are a key ingredient in road safety.
No one in Yorkshire would mind paying the fares on a good trans-Pennine link. Indeed, Ministers have already said that they will be using that sort of transport tomorrow—I hope that they will stop off in Huddersfield to celebrate the centennial of Harold Wilson’s birth, which is tomorrow. We would not mind paying the fares if the delivery of the service were fast, efficient and comfortable.

Commons Chamber9. What recent discussions he has had with Network Rail on the proposed electrification of the trans-Pennine rail line.
The Secretary of State, Ministers and officials meet Network Rail regularly to progress the complex and transformative upgrades that we are undertaking on the trans-Pennine line. These upgrades will deliver faster journey times and significantly more capacity by improving the track and signalling as well as electrifying the line.
Mr Speaker, may I quickly associate myself with the generous tribute you paid to those great servants of the House, but point out that you seemed to omit the time and date of the lavish retirement party you are putting on for them?
May I say to the rail Ministers that they have challenged us to speak to the facts? According to the BBC, the facts are that the trans-Pennine electrification is in severe doubt because of what is happening in the south, where electrification is four years late. New trains are arriving before the rails are ready and they are parking them up in sidings.

Commons ChamberI do not want to criticise the Minister, but I will. When my constituents go around the country, they, like me, see buses belching filthy black smoke from their out-of-date diesel engines. Cummins in my constituency makes the most advanced turbo-chargers in the world. Why are we not investing in a new generation of buses and getting rid of those that are belching out fumes, killing and shortening the lives of our constituents?
Just as the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill) came into work on his bicycle this morning, I came in on a bus. It was a clean bus, and the Government are investing heavily in clean bus technology all over the country. I am not quite sure when the hon. Member for Huddersfield (Mr Sheerman) was last on a bus, but if he looks around the country he will see an enormous range of clean buses right across the UK.
