May I push the Secretary of State to tell the House what the Americans are saying about what size NATO should be? That is about not just the percentage of GDP, but how big NATO should be, how that compares with the strength of the Russians, and what we would do if the Russians invaded across some of the countries of Europe.

I had the pleasure of meeting my Polish counterpart only the other week. Not only did we discuss the deployment of 150 personnel and Jackal vehicles from the Light Dragoons, but I congratulated them on their spending 2% of GDP on defence. I heard what they said about NATO, but that is a matter for our NATO colleagues.

I learned a great deal about NATO on my very first visit to the United States, when I became a green card holder, so I am particularly worried about what is happening with immigration in the US. In the 1960s, NATO was the bedrock of our defence in Europe; it still is today. We need a stronger NATO and must convert President Trump into a great, positive supporter of the defence of Europe.

I learned an awful lot about NATO when I was in uniform with the British Army of the Rhine back in the ’70s and ’80s. Our American allies were with us then, and they are with us today. We need to ensure that America is 100% behind NATO—that commitment has gone through—and the Labour party leadership should be, too.

The Royal Navy has been ahead, as one might expect of the senior service, in demonstrating how women serving in front-line roles improve the capability of our armed forces. Five Royal Navy vessels and one shore establishment are currently commanded by women, and some 9% of the Royal Navy is now female. Opening ground close combat roles to women will provide further opportunities to attract and retain talented women from the breadth of society. Doing so is fundamental to the successful delivery of operations now and in the future.

May I press the Secretary of State on the co-operation that we need to be effective? Is he happy with the level of co-operation we get across NATO, where many of our NATO friends are not spending sufficient amounts of money on their defence? Is he worried that if the presidential election in the United States went one way tomorrow, we would be hard put to be an effective force against Putin?

A number of NATO members have much more to do. Some of them still spend less than 1.5%, and a few of them even spend less than 1%. But in the deployments that are being agreed on the eastern border of NATO we are seeing more co-operation, with countries such as France and Denmark coming alongside the battalion that we will lead in Estonia next year.

My hon. Friend is right to highlight ways in which we can make the process easier for small and medium-sized businesses. For example, this year we removed the turnover requirement in the pre-qualification process, and we are working towards simplifying the contract terms and reducing them to just three pages.

I welcome the Minister to her new position. Will she take notice of what happens in Huddersfield, where we have David Brown Gear Systems and many other fine companies making things that our defence forces want? Will she dissociate herself from the term “fat and lazy”, which was used about British businessmen? We have no fat and lazy businessmen in Huddersfield.

Those were certainly not my words, and I pay tribute to the many businesses in Huddersfield and South Yorkshire that do such wonderful work in supplying the Ministry of Defence.

I hope that we can further reassure NATO members on the eastern flank that we stand by our commitment in the face of Russian aggression. I hope that we continue to make the alliance more flexible to deal with the new threats we face, particularly from cyber and hybrid warfare, and that through British leadership we will encourage other allies to meet the 2% commitment that we are already meeting this year.

I hope the Secretary of State is aware that we cannot hide behind the fig leaf of a percentage of GDP, and that we need NATO membership and partnership more than ever before, given last Thursday’s dreadful result in the referendum. We have only 100,000 people in our defence forces—we could get them all in Wembley. Let us have a stronger NATO and a greater partnership against Russia with Europe.

We have more than 100,000 members in our armed forces, but I agree with the hon. Gentleman about the importance of NATO. Because we are withdrawing from the European Union, it will be all the more important to reinforce our commitment to NATO and the obligations of NATO membership. That is why we lead in complying with the 2% commitment, and he will hear from the Warsaw summit about additional deployments that we are now likely to make to the eastern flank.

I thank my hon. Friend for raising that important point. The defence in the case that he mentioned cost the British taxpayer £31 million, and the law firm involved, Leigh Day, has been referred to the Solicitors Disciplinary Tribunal. We are looking at ways in which we can recoup costs, in that case and in others. Those who have their own associations with Leigh Day will need to make their own judgments.

May I ask the Minister to speak more clearly, over the heads of the current brave soldiers and other servicemen, to those who might wish to join the Army, the Air Force or the Navy? It is very worrying for young people to think that, in serving their country, they might end up being accused of dreadful crimes.

I thank the hon. Gentleman for giving me an opportunity to send that clear message about a matter that obviously causes huge stress to individual service personnel. It corrupts their operations, and it undermines human rights by undermining international humanitarian law. I fully understand why someone who wanted to join the armed forces would be concerned about all three of those issues, and we shall be introducing a number of measures to address them.

My hon. Friend is right to point out how our commitment to the continuous at-sea deterrence helps us to have influence. I assure him that we are on target for the training of 2,000 Ukrainian troops by the end of this financial year.

I am sure that the first aid kits are very welcome in Ukraine, but if we are serious about supporting Ukraine, which is under such pressure from the pernicious regime of President Putin in Russia, surely we should be doing much more visible work for it. For instance, we could tighten the sanctions on Russia. That is what it does not like and what has proven to be successful. We should tighten the sanctions week by week, month by month.

The hon. Gentleman will be aware that that is what we are doing. We have argued for sanctions through our work with NATO. We are doing much more than supplying first aid kits. We are doing a huge amount of capacity building in those armed forces. We have given them a huge amount of equipment, particularly to protect them from the cold weather in which they are operating. They are very grateful for that. We stand ready to assist them further and I will be visiting the country shortly.

I thank the right hon. Lady for raising that matter. A number of initiatives and reviews are taking place as part of the strategic defence and security review. I can write to her with the numbers of individuals and partners with whom we are involved on those projects, including the ones she mentions.

Does the Minister agree that there is concern about the rules of engagement that terrorists might use? There is no doubt that, increasingly, drones will be used by terrorists. Once the technology exists it will not only be in the hands of people of whom we approve, and what will we do about that?

I am pleased to reassure the hon. Gentleman that we recognise that emerging threat and that there is a clear strand of work in the SDSR that is looking at counter measures for the situations he describes.

I congratulate my hon. Friend on taking such an interest in the tactical supply wing, which is based in his constituency. I believe that he has seen it on duty, supporting our training activities in Kenya. I join him in paying tribute to the unit, which provides invaluable support to deployed helicopter fleets, at extreme and very high readiness. It recently supported our Merlin helicopters on HMS Bulwark to assist in the fight against Ebola in Sierra Leone and in the human trafficking efforts in the Mediterranean. I know that he takes a great interest in both matters.

The Minister will know that it is not only what we buy that is important, but where it is manufactured. What percentage of our helicopters are made in the UK, and what about the other defence industries that seem to be declining? We are relying too much on imported defence equipment.

Culdrose is certainly resourced for similar crises. In fact, only recently we deployed further personnel and three helicopters from there to assist in our operations to deal with the migrant crisis in the Mediterranean, where they are providing valuable information to the search and rescue operation. My hon. Friend is absolutely right to champion them.

I welcome the Minister to her new post, but may I gently remind her that the British Army’s capacity to intervene, even in helping with the Ebola crisis, will become more limited as time goes on, as America retreats as a pushy world power and we are more on our own in Europe and the world? The fact of the matter, as she knows, is that we could fit the whole of our defence forces into Wembley stadium, yet still she is in favour of cutting defence spending to below 2% of GDP.

As I speak, we have over 3,600 personnel deployed on 21 operations across 19 countries. We are actually doing more operations, although they might not have the profile of some recent operations, so our armed forces are still incredibly busy. We are also regenerating capability that was lost under the Labour Administration.
