I welcome the hon. Gentleman—a strong supporter of co-operative schools who has advocated for them.
Let us find out a little more about what actually happened as a result of what the Prime Minister said. When the coalition Government came to office, there were 87 co-operative schools in England. Today, there are 834. The majority of those are foundation trust schools established under the Education and Inspections Act 2006, passed by the previous Labour Administration. One might expect the Government to trumpet the growth of those co-operative schools. Sadly, nothing could be further from the truth. What is heralded instead is a hoped-for expansion of free schools: 500 in the next Parliament. That is where effort and money are targeted—not on the parent-owned co-operative free schools, despite co-operative trust schools excelling with parent involvement.
Clearly, the Prime Minister’s words have been forgotten by the Department for Education—and by him. Some might say, “But there are 834 co-operative schools, so the commitment is there.” However, the remarkable advance of co-operative schools has happened despite, not because of, Government support. In debates in the past two years, Ministers have said they have not prevented growth and that they are therefore supporting co-operative schools. However, that is not the same thing at all. I am beginning to think that there is an ideological block on the issue somewhere in the Department.
I have been trying to engage the Department for some time in removing a fundamental barrier to the expansion of co-operative schools. I proposed two legislative changes: enabling schools to register as industrial and provident societies and amending the 2006 Act to enable nursery schools to be established as school trusts.
Let me provide a brief history. In 2013, I introduced a ten-minute rule Bill. The two proposals were adopted as Labour party amendments to the Deregulation Bill in Committee in the Commons in February last year. The Labour team withdrew their amendments when the Government indicated that they were willing to work with the Co-operative party to put Government changes in the Bill. With the Co-operative party and co-operative schools experts, I worked with the Department to try to make that happen.
The then Secretary of State, the right hon. Member for Surrey Heath (Michael Gove), was supportive, but officials indicated that the Department lacked the expertise and resource to take the issue forward. Lord Nash, a Minister in the Department, then expressed limited support for co-operative schools and changes to legislation. Following the reshuffle, the Department indicated that it would not be introducing legislative change.
My hon. Friend is, like me, a Co-operative Member of Parliament. Perhaps this is not a question of detail or the Department blocking. Perhaps it is just that the political leadership of this Government is put off by those schools, which are in favour of equality, equity, solidarity, openness, honesty, social responsibility and caring for others.
I would like to know what is putting the Government off, because I spoke to the new Secretary of State for Education and she indicated that she was willing to consider the issue.
The Department said that it would work with co-operative schools to produce data on performance and look at a power to innovate to try to resolve the issue preventing nursery schools from becoming co-operatives. The power to innovate would suspend the relevant legislation for three years to test whether nursery schools wished to join co-operative trusts. However, since that offer was made the Department has not, despite repeated inquiries, responded to requests for an update on progress. On Second Reading and on Report in the Lords, the amendments were tabled again and ably moved by Baroness Thornton for Labour, but were not supported by the Government. Can anyone now believe that there is any Government commitment to co-operatives in the public sector?
Why does this matter? Leaving in place barriers to the growth of co-operative schools is simply an opportunity wasted. It holds back the possibility of lasting improvement in educational standards, which would benefit children’s education and local communities.
Many schools want to adopt the co-operative model. They have a desire to develop a self-improving school system, where a number of schools can work together and inculcate those co-operative values mentioned by my hon. Friend the Member for Huddersfield (Mr Sheerman): self-help, self-responsibility, democracy, equality, equity and solidarity. We know that some schools, working together in a group, are achieving outstanding results.
The Schools Co-operative Society believes that by encouraging everyone within an organisation to work together they gain mutual benefits. Performance improves and pupils are engaged in the life of the school. The best possible environment for young people to learn and develop is created. Stakeholders in the local community have a say in the way the school is run. The values of equality and equity ensure that the environment is free from bias and that everyone can be the best they can be.
When my hon. Friend and I were together on the Bill Committee—the Minister was there, too—we picked up on the fact that the quality of teaching matters in every school. Has she seen the high retention rates of staff and the contentment of teachers and staff working in co-operative schools? That trickles down to the students.
Of course, my hon. Friend is right: these are key issues. He is a great advocate of that approach. The hon. Member for Wycombe (Steve Baker) spoke extraordinarily eloquently about the schools in his area and he is, believe it or not, a Conservative, so there is still some support.
Listening to the hon. Lady describe those schools, I was reminded of the success we are seeing in Cressex school in Wycombe. The hon. Member for Huddersfield (Mr Sheerman), whom I work with occasionally, is a bit of a rascal, because Conservatives do support many of the values he described. The disagreement is probably on the margins. I say to the Government that it is time that we woke up to this message.
We are getting into the realms of fantasy now, are we not? The hon. Gentleman can hardly expect me to agree to that. What I am saying is, regardless of our party political affiliations and regardless of where we come from, why can we not get together around the issue of co-operative schools? Why have those schools become so contentious when there is support for them, and not just from the hon. Gentleman? In a previous debate, we also heard support for them from other Conservative Members. The Minister attended that debate.
Why can we not get together around something that is good for our children? Let us do what the electorate so often ask us to do and put party politics aside and say, “This is how we should move forward.” Whether the coalition remains in place after the election, or whether we have a Labour Government or a coalition of another type, the Department will still be there, so let us get the officials working on this now.
Getting back to my specific points on why we should move forward, encouragement is given in co-operative schools to supporting each other and the local community—to give back to others the benefits that have been had and to spread the positive learning experience. There is evidence that young people brought up in that environment continue to contribute positively to their communities long after they have left school.
Children benefit from a positive start in life. That was recognised when the academies programme was extended to primary schools. Children need the best foundation at primary level to realise their potential at secondary level, but we have to go further and ensure that we also get it right at nursery level.
Many co-operative school trusts are based on strong geographical areas. They aim to raise achievement by supporting young people through the education system from nursery age to school leaving age. We have to recognise that children do not differentiate between being looked after, being cared for and learning. Learning begins as soon as a child is born, so we need our nursery schools to have a co-operative approach that involves parents, and then the children can do so well. Would they not do even better if they were part of that co-operative ideal from the start?
While there have been failures with co-operative schools—it would be wrong to paint a rosy picture everywhere—there have also been failures in the academy programme. Co-operative schools have seen remarkable success. More than 80 have been judged by Ofsted as outstanding. That was achieved with no support from Government, financial or otherwise, which is in stark contrast to the many thousands and millions spent on the academies and free schools programmes. Co-operative schools do not want preferential treatment; they just want a fair and level playing field and the same engagement and support as free schools.
Action is being blocked by the Department. Why? What will the Minister do to ensure progress on the issue and, in particular, to ensure that actions agreed with the Department are implemented? I would also like him to put on the record the assistance the Department will give to fulfil his Government’s pledge to support co-operatives. That pledge has been given by the Prime Minister and two Secretaries of State. An incoming Government must support the growth of co-operative schools.
We need cross-party support so that swift progress can easily be made. Just two steps would go a long way. First, the co-operative model as defined in the Co-operative and Community Benefit Societies Act 2014 should be made available to foundation trusts. Secondly, nursery schools should be enabled to form or join foundation trusts by removing the restriction in the 2006 Act. The remarkable progress of co-operative schools proves that there is an instinct among many school leaders for co-operation as a means to drive up standards, rather than a dogmatic view that only competition can achieve improvement.
This may be the last Westminster Hall debate where my hon. Friend and I are together. It is so appropriate that she is talking about co-operative schools and she has had such a distinguished career in the House. I congratulate her on all the effort she has put into co-operative schools and so much else in Parliament over the years.
How could I object to that intervention? Before I finish, on the issue of co-operation as opposed to competition, I quote Franklin D. Roosevelt:
“Competition has been shown to be useful up to a certain point and no further, but co-operation, which is the thing we must strive for today, begins where competition leaves off”.
The Department’s vision is for a highly educated society in which opportunity is equal for children no matter their background. That is a vision I believe we all share. I thank my colleagues, my hon. Friend the Member for Huddersfield and the hon. Member for Wycombe, for intervening and showing that there is cross-party support for co-operative schools. I thank them for all their work to support co-operation and co-operative schools.
I want us to take an important step in helping to make that vision a reality. Let us put aside ideology and dogma, allow real choice in education and allow co-operative school trusts to flourish by removing the barriers that make achieving that vision difficult.
It is a pleasure to serve under your chairmanship, Mrs Main. In the usual way, I congratulate the hon. Member for Sheffield, Heeley (Meg Munn) on securing another important debate on co-operative schools. I well remember the debate we had in October 2013, which I have taken the time to re-read. Other Members who are present today also spoke at that debate. What struck me was that through it shone a real shared purpose on the need to raise standards right across the education system. There was also a recognition that co-operatives are a part of the solution. I will remind Members of some my comments, which support my contention that the Government support the work that many co-operative schools across the country are doing. I said:
“We should, and do, cherish the values of co-operative trust schools”.
I also expressed the hope that I had given—I hope I will do so again today—
“a forceful indication that this Government hugely value the co-operative movement’s work in our schools.”—[Official Report, 23 October 2013; Vol. 569, c. 127WH, 132WH.]
I want to make it clear that those values, as my hon. Friend the Member for Wycombe (Steve Baker) said in his intervention, are shared by all parties, which is demonstrated by the fact that there has been no attempt to prevent in an ideological way the growth of co-operative schools. In fact, they have seen their biggest growth in quite some time. We have more than 700 of them, and we will be close to 1,000 by the end of next year. That is a huge increase for the co-operative movement in education.
The hon. Member for Huddersfield (Mr Sheerman) slightly stole my thunder in recognising that, in her time as an MP, the hon. Member for Sheffield, Heeley has, there is no doubt, been a huge force for good in ensuring that children of all backgrounds, but particularly the most disadvantaged, have their voices heard. It is a great loss to us all that she has decided to go on to bigger and better things in her future career. The service she has given and her commitment to the area is noted and should be applauded. In doing that, I hope that she recognises that we share the same endeavour. I reassure her and other Members that the Government continue to support wholeheartedly the role that school collaboration and partnerships play in achieving our goal of a high-performing, self-improving education system, which includes the role of co-operatives.
The Minister is the acceptable face of the Conservative party, as is the hon. Member for Wycombe (Steve Baker), but they are atypical. The fact of the matter is that we need a real commitment to change the law. That is what we want. We do not want to muck around. We have got 837 schools. We want a change in the law, for a faster expansion—

Commons ChamberI am delighted to have the opportunity to speak in this important debate. I thank the right hon. Members for Basingstoke (Maria Miller) and for Meriden (Mrs Spelman) and the hon. Member for Erewash (Jessica Lee) for securing the debate, and I thank the Backbench Business Committee, too.
We have had an extremely wide-ranging debate and important issues have been raised on both sides of the House. Indeed, Parliament has an important tradition of marking international women’s day at a time when we must recognise the challenges we face in achieving gender equality in Britain and around the world, as well as celebrating the achievements of women. The right hon. Member for Basingstoke was right to focus on Formula 1 female driver Susie Wolff and on the first female bishop, as well as on important issues about equality in the workplace and in politics, and securing a commitment from the Speaker to put up a new set of women’s portraits based on the recommendations of Members.
My hon. Friend the Member for Islington South and Finsbury (Emily Thornberry) made some very passionate remarks, not least on the need for men to do more housework, but also on the importance of equal pay and checking that our law is still fit for purpose.
The hon. Member for Brentford and Isleworth (Mary Macleod) called for a new Select Committee, and I congratulate her on the important work she has done in the all-party group for women in Parliament. She also talked about women and entrepreneurship, and as a fellow Hounslow Member of Parliament I certainly recognise the importance of supporting women in business across our borough.
My hon. Friend the Member for Slough (Fiona Mactaggart) made a passionate speech and raised some sensitive and important issues about making sure that there is no cultural excuse for violence against women and girls. She also talked about the documentary “India’s Daughter”, which was shown on BBC 4 last night, and the issues it raised about cultural attitudes to gender and the place of women in society and the rights of women as equals not just in one nation but across the world. She also raised some important issues around older women and access to work and equal pay, and also women in prison and how their rehabilitation differs from that of men.
The right hon. Member for Meriden raised some important issues about the empowerment of women economically. The HeForShe campaign makes clear the important principle that gender equality is not just a matter for women; it is also a matter for men to engage with.
I also recognise the efforts of my right hon. Friend the Member for Cynon Valley (Ann Clwyd), who has done an incredible amount of work to move forward legislation around female genital mutilation, and who remains a passionate campaigner on that cause and on ending FGM within a generation.
The right hon. Member for Chesham and Amersham (Mrs Gillan) talked about gender-based violence as well as child abuse and the protection of young girls at risk. She also referred to the importance of ensuring that the Beijing Platform for Action continues to be recognised and built on for future generations, until we realise its goals.
The hon. Member for Erewash talked of Girlguiding and its work, as well as the representation of women in business and science and representation more generally.
I would like to make a few general points recognising the importance of international women’s day across the nation. It will be marked by a range of events, not least in Hounslow on Saturday where up to 1,000 women from all faiths and communities are expected to come together, recognising the role women play in working together to build strong networks in society and sharing that common goal of tackling inequality.
The “women of the world” festival at the South Bank is also holding a range of events connecting politics and civic society, and this year’s global theme of “Make it happen” is incredibly important in continuing to inspire the work done by so many organisations. We have heard mention of Plan UK, Women for Women, Co-ordinated Action Against Domestic Abuse, and the violence against women and girls campaigners across the country, including on FGM, RISE UK, Women’s Aid, Refuge, the Hollie Gazzard Trust and the White Ribbon Campaign.
Two weeks ago I joined my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) and my hon. Friend the Member for Walthamstow (Stella Creasy) and the tireless campaigner Lynne Franks for “one billion rising”, a campaign that recognises that over the course of their lifetime one in three women on the planet will be raped or beaten; staggeringly, that is 1 billion women. We also know that one in 20 children under 18 is sexually abused in the UK, 90% by people they know. We have also heard mention of the fact that two women are killed each week by their partner or their ex here in the UK, and that a staggering 1.2 million women reported incidents of domestic violence last year.
Some of us have been in Committee during this debate, but some of us have very powerful women in their family; I have three daughters and a wife, and also a lot of women constituents. Those of us who served on the anti-stalking campaign know that there are many challenges still to meet. Does my hon. Friend agree that, looking at the recent cases of abuse against young women and girls, we need to think seriously about changing the age of consent—moving it up a year, just as a signal—and doing something about the way the police take things for granted and become very casual about whether it is proper to prosecute for statutory rape after the age of 12?
My hon. Friend makes some important points. I will be touching on a couple of issues around girls’ safety and recognising that we have a particular role in making sure that the world is safer for young women growing up today.
I have been undertaking a series of girls’ safety summits around the country, and what I have found staggering is the commonality of experience, whether among young girls in Rotherham, in Croydon or in Hounslow. They have a sense that society is not on their side as they go about their ordinary lives, even going to and from school. They do not always feel safe, and to some extent, adults have buried their heads in the sand when it comes to the reality of young people’s lives today.
I want to make a couple of points about equal pay. Women today still earn only about 80p for every male-earned pound, 45 years after Labour’s Barbara Castle passed the Equal Pay Act 1970. That is why I am proud that Labour has backed the ten-minute rule Bill introduced by my hon. Friend the Member for Rotherham (Sarah Champion), which demands that large companies show their commitment to equal pay for men and women by publishing their gender pay gap. Parliament voted in favour of her Bill, but the Government have so far refused to implement it.
I am also proud of the role that successive Labour Governments have played in ensuring progress by breaking down barriers and enabling women to smash the glass ceiling. Labour introduced the Equal Pay Act 1970 and the Sex Discrimination Act 1975, as well as introducing the national minimum wage—which we are committed to raising to £8 an hour—which helps around 1 million people a year, the vast majority of whom are women. We extended maternity leave and doubled maternity pay. We also introduced paternity leave, which I believe has shifted our national culture and indeed the debate about the role of men in the home—the other side of the coin as we also debate the role and progress of women in the workplace.
I want to move on to political representation. I think there will be agreement on both sides of the House that it is a matter of shame for our nation that only 23% of Members of Parliament are women. Internationally, we rank either 57th or 74th—depending on the measure used—out of 190 countries for the number of women in Parliament. That is hardly a record of which we can be proud, given that we are referred to as the mother of Parliaments. Political representation matters, because it is through diversity in decision making that we get the best decisions. We bring the reality of women’s lives into our parliamentary debates. We have 650 MPs today, yet only 370 women have ever been elected to Parliament, in total. I am told that I was the 366th.
However, although the number of women MPs in Westminster has increased, representation at the most senior level has decreased. Five women currently hold Cabinet positions—around 14%—but what matters is not only representation but women’s access to positions of power. It is significant that around 45% of Labour’s shadow Cabinet are women. Should Labour win in May, we will form the most gender-balanced Government that Britain has ever seen.
Positive action has been taken in the Labour party to increase women’s representation in Parliament, but positive action is not enough on its own. We need to see more women from all backgrounds coming forward to stand for election—women of different ages, from different ethnic minorities and from different parts of the United Kingdom. I pay tribute to the groups that campaign for and encourage women to come forward in politics, including the 50:50 Parliament campaign, EMILY’s List, the Labour Women’s Network, the Fabian Women’s Network and the equivalent Conservative and Liberal Democrat groups. Women’s political rights can be meaningless unless they are matched by social and economic rights. A woman with the vote is not equal if she is subject to violence, poverty and exclusion from society. Politics has to be connected with our campaigns for social and economic progress, and the representation of women in Parliament is vital to achieving all those goals.
This has been an excellent debate. The gender agenda needs to stay on Parliament’s agenda. We should be confident and proud of our role in the world. We must ensure that we make progress on the rights of women and girls, progress on their need for education, safety and clean water, and progress in the workplace. These arguments must be heard at every level of Government and of the international political decision making bodies. We must do our job of keeping the law up to date in support of equal rights, and this place needs to lead the fight to empower, encourage and inspire girls and women in Britain and across the world to achieve their dreams. In doing that, we will make progress for future generations.

My right hon. Friend is right. The offences in this case and in many others were committed against children. There can be no doubt that children of the age involved cannot give their consent to what was perpetrated against them. That should have made it much clearer to those who received reports or should have taken action that they needed to do so, and they were professionally incompetent for not doing so.
Does the Secretary of State agree that these ghastly crimes against children are a blight on any civilised society and that we must stop them occurring? Does she further agree that it is too often too easy to provide a fast knee-jerk response and get it wrong? Let us look very carefully at the evidence and consider how to respond. Let us look also at the way in which we are shrinking childhood in this country. Personally, I would like to see the age of consent raised. I oppose votes at 16 because that will bring the end of childhood closer. There is too much pressure on childhood and we as a society must look carefully at the preciousness of the childhood years.
The hon. Gentleman is right that what we have seen in Oxfordshire and elsewhere are abhorrent, sickening crimes, and they are crimes. He is right to say that any of us in any position of authority feels that those are a stain on our society and must be eradicated. He is right to say that we do not want to rush into responding, but where immediate action must be taken, it is important that it is taken. That is what we have seen in Rotherham, for example, with the appointment of the commissioners. The Secretaries of State have been meeting since last autumn to discuss the Government’s response to Rotherham in particular, which will be announced at Downing street this afternoon. We have taken time and there will be further consultations coming out of the response. We have already announced reforms to children’s social work practice, and that is a long-term response about improving training. He will understand that there needs to be a mixture of responses to something as sickening as this.

Commons ChamberI entirely agree with my hon. Friend. We now need to see excellent teaching right the way across the system in every school. Every child’s life chances are only as good as the quality of teaching they receive. That is why the Prime Minister recently announced that our manifesto would include a national teaching service to encourage more good teachers to enter the profession and to be represented in all schools right across the country.
Any reputable organisation evaluating its success employs external consultants or impartial people, or at least consults its consumers. When I go round schools in this country, as I do very regularly, I find a devastated landscape. Does the Secretary of State agree? I find unaccountable schools, a top-down culture, a restricted curriculum, and a very low regard for this Secretary of State.
I thank the hon. Gentleman for his most charming remarks, but no, I completely disagree about the landscape that he finds. I find excellent schools up and down the country; brilliant, highly qualified teachers working incredibly hard; rigorous academic standards; and a tough but worthy new curriculum that is introducing subjects such as coding and computing, as we have heard. Now our task is to make sure that excellence is spread right the way across the country.
I add my congratulations to the two schools on becoming academies. On this side, we firmly believe that academy status puts power in the hands of heads and teachers who know how best to serve their pupils and give them the best possible start in life.
Does the Secretary of State agree that all our children should have a full chance of exploiting all their talents in our educational system? If so, why is she cutting further education again when FE is so important to the less privileged in our country? Why has nothing been mentioned in this Question Time about special educational needs or autism or about the fact that so many parents in this country have no chance of help?
The hon. Gentleman raised an important point at the end of his question, but to be honest, I am here to answer the questions, not to ask them. It is up to hon. Members to raise the issues, whether they be about special educational needs, autism, disability or any other topic. The Under-Secretary of State for Education, my hon. Friend the Member for Crewe and Nantwich (Mr Timpson), would answer any such questions brilliantly, as he always does. On FE, I have already explained that this Government have had to take difficult financial decisions as a result of the legacy that we inherited. I think that the hon. Gentleman would agree that the decision to prioritise spending on early years and on schools for children up to 16 is right because that will be of most benefit to our young people.

Commons ChamberThe hon. Gentleman has a bit of a cheek, because the investigation required, and the sorting out of confidence in banks, was an enormous issue that we had to take on in 2010. We have regulated and passed legislation throughout this Parliament to ensure that there is more confidence in the banking industry. Of course, there is more to do, but considering how far we have come over the last five years, the hon. Gentleman ought to be saying we have done a good job and be helping us to do that.
9. What steps he is taking to promote investment in innovation in the manufacturing sector.
The regional growth fund provides support to key industries in England, creating and safeguarding jobs. I am pleased to announce today that regional growth fund support over the next two years will be expanded by nearly £300 million, including more than 60 new schemes. Some 90% of the funding announced today will go to projects and programmes in the manufacturing sector, helping companies to expand, develop new products and new markets and create long-term skilled jobs.
You do not want to mention, Mr Speaker, that my second name is John, and when I was a young councillor with my first seat in Wales I went around with my full name of Barry John.
May I say to the Minister, “Not bad, but not good enough”? Why can we not have up front, “Manufacturing, manufacturing, manufacturing”? We need a commitment to that across the parties in this House. We have just launched a cross-party manufacturing commission. Will the Minister support it, will he do something about it, and will he come tonight to the Institution of Mechanical Engineers’ manufacturing conference and hear me speak?
Tempting though that invitation is, I am not sure I will be hearing the hon. Gentleman speak, although I enjoy his contributions in this House. Manufacturing has been enjoying a stunning revival during the last few years, and it is supported by the investments made through the local growth fund and the regional growth fund. Some £1.1 billion of funding has been put into manufacturing. Is there further to go? Of course, but this Government’s strategy is clear: by reviving the sectors in which we have strengths that are famous around the world, we can build the prosperity that will provide the security for our country for many years to come.
Absolutely. I met Total yesterday and it told me of its planned announcement today. We are working with the company to ensure that if any redundancies occur, those made redundant are supported. They will often be people with skills that are in short supply across the nation, and I look forward to going to my hon. Friend’s constituency to discuss this with him and to working with him.
May I ask the Secretary of State and his merry men and women to pay attention to an important problem? Many of us across the House are in favour of apprenticeships and university technical colleges, but we would be conning the British public if we led them to suppose that apprenticeships and university technical colleges on their own will help us get rid of the dreadful skills shortage in this country. Will the Secretary of State look at this again? The real secret of solving this problem is in the further education sector, in universities having more applied courses, and in making graduates and the people coming out of colleges more fit and ready to work in industry.
The hon. Gentleman is absolutely right. This calls for across-the-board treatment. The suggestion that has come from some sources that it would be sensible to cut the fees for engineering and science courses to £6,000 would, of course, massively undermine that, because it would no longer be possible to cover the costs of those courses.

Commons ChamberAlthough we do not ask them to sign something, all governors are subject to the governors handbook, which was updated last September with some important changes and clarifications. In particular, one paragraph mentions the need for governors to ensure that a school’s ethos promotes the fundamental British values I mentioned in my statement. We could give the matter some consideration, but as my hon. Friend will know, just because someone signs a piece of paper does not necessarily mean that they have taken onboard all that it requires. One thing this matter has taught us is the need for cultural change as well.
Does the Secretary of State agree that the overwhelming majority of Muslims in our country do not want to take over schools and are not extremists, but just want a darn good education for their children?
The Secretary of State’s remarks have disappointed me, because there is a systemic failure. For whatever reason, the Government have bypassed local authorities’ power to exercise authority over, and supervision of, schools. We all know that is true. I am in contact with people who rushed to save the Birmingham situation, and they say that the problem is a lack of power locally. Everything has to go through the Department for Education, which rushes in to help, but it does not have the capacity either. If senior advisers, including Ofsted, are saying that there is systemic failure with the academy model, surely she should recognise that and do something about it.
The hon. Gentleman started so well, and I certainly agree that the majority of Muslims in this country want the best education for their children, grandchildren, nephews and nieces. The Clarke report identified just a very small number of people with a particular ideology.
I have to disagree with the hon. Gentleman, however, when he talks as if there was some golden age in the role of local authorities. I mentioned in my statement that we were working hard with Sir Mike Tomlinson, the commissioner, to build the capacity of Birmingham city council. The council is critical to learning the lessons from last year, but it has some way to go in implementing the plan. I should also point out that the head teachers who identified the problems went to the local authority, but rather than their problems being dealt with or their concerns being listened to, they were encouraged to enter into a compromise agreement and then moved. Those are not the actions of a responsible local authority.

Friend on the excellent work that she and other supporters of Norwich for Jobs have done to help more young people get that vital first step on the careers ladder and achieve their aspirations—I believe she has been awarded the “Youth Friendly Member of Parliament 2014” tag in recognition of her excellent work. As I said, the new careers company will have a crucial role in ensuring that initiatives such as those in Norwich are available to all young people across the country.
Happy birthday, Mr Speaker. We thought you had gone to Australia to live given the wonderful photograph in The Sunday Times of you playing tennis.
Although many Opposition Members are quite positive about the new initiative, it is a small amount of money that concentrates on 12 to 18-year-olds, and much of the research shows that it is in the early years that children get their imagination fired by different careers. What is she doing about those earlier years?
I thank the hon. Gentleman for his question, which is typical of the sort of question we get from Opposition Members—a warmish welcome followed by: “But you’re not going far enough.” We are tackling an issue that the last Government left completely untackled. There was no golden age of careers advice, but I agree on the importance of inspiring early on, and although the careers and enterprise company has an important remit regarding 12 to 18-year-olds, I will be discussing with its chairman how we can work with younger children too.
I absolutely agree with my hon. Friend that that is the right way for many schools to go. I agree that it should be on a voluntary basis—locally supported by the Government, but not imposed. I also agree that we have hugely helped schools in rural areas by addressing the historic underfunding in many parts of the country. My hon. Friend’s own area of North Yorkshire has gained £10 million per year from the changes that we have made.
Does the Secretary of State agree with me and the overwhelming majority of my constituents who think that the healthiest pattern for this country, its communities and society is for kids to go to school together? Is she not worried by the proliferation of faith schools in our country, in which children learn only in the shadow of their faith?
As I said earlier, I strongly support faith and Church schools in this country. They offer an excellent education, but the Government have already made moves to ensure that all schools have to teach a broad and balanced curriculum, which many, if not all—almost all—faith and Church schools already do. There is the importance of teaching values of mutual respect and tolerance of others with other faiths and beliefs. If that is not happening, we will not hesitate first of all to inspect and then to take further action.

Commons Chamber8. What steps he is taking to increase investment in film, theatre and the arts in the UK.
The Government have an excellent record of creating new opportunities for investing in the arts and creative industries. Following the success of UK film tax credits, which have generated billions in investment since 2010, we have introduced new tax reliefs for TV, video games, animation and theatres, and continue to invest in skills and innovation.
Huddersfield Town, one of the most famous football clubs, plays in blue as well.
There are some very good things going on in the arts, such as the international film awards. But the community arts scene, certainly in places such as Yorkshire, is really feeling the pinch. A lot of our talent starts off in little community groups and grows but there is an absolute desert at the grass roots of the arts for lack of funding.
First, I welcome the hon. Gentleman’s support for what has been achieved in the arts under this Government. He makes a good point. If I remember correctly, he raised recently the issue of social investment tax relief, which can help community arts activities as well as other charitable activities. He had called for an increase in the cap and he will know that the Chancellor announced just that in the last autumn statement. He can see from that that the Government are listening and doing what we can to help community arts.
1. What steps she is taking to promote equality of opportunity for women in the workplace.
Women make up almost 47% of the work force, but their representation falls in more senior positions. We want to ensure that women can take advantage of all the opportunities that their workplace offers them. For example, we are ensuring that parents can balance work and family life through measures such as extending flexible working and introducing shared parental leave and tax-free child care. We are also working with business to implement the recommendations in the Lord Davies report.
May I push the Minister on that? We still lag behind France and the Scandinavian countries in how we allow women to release their potential as managers, members of corporation boards, scientists and engineers. We are lagging behind the competition, so why did she and her party not support the Bill promoted by my hon. Friend the Member for Rotherham (Sarah Champion) which would at least have provided equal pay in the workplace?
The hon. Gentleman knows that the gender pay gap has narrowed again under this Government. For workers under the age of 40 it has almost been eliminated. He also knows that there are more systemic reasons for the continuing pay gap between men and women. Part of that is about the inspiration and advice that our young women get when they are at school. I am talking about the options, the careers and the subjects that they should be taking. That is a long-term systemic problem, which is part of the reason why, as Secretary of State for Education, I announced before Christmas that we were backing an independent careers enterprise company.

Commons ChamberMy understanding is that investment in renewable energy is double what it was in the previous Parliament. There are certain aspects of new renewables where we lead the world, including offshore wind.
Does the Secretary of State realise that if we are to have a low-carbon economy, he and his Government have to start taking investment in higher education seriously? I chair the Engineering and Physical Sciences Research Council’s committee on sustainable production. If we do not put more money into postgraduate education, and if we do not support higher education and get away from this crazy system where all higher education relies on a mountain of student debt, we are heading for terrible trouble.
That is a rather creative stretch to the low-carbon economy, but specifically on postgraduate education, the hon. Gentleman will be aware that we have just introduced a postgraduate loan scheme for the first time.
What an extraordinarily primitive view of economics to believe in narrow bilateral balances of trade! One thing that should be said is that we are dealing, of course, not just in goods, but in services, where Britain has a major competitive advantage.
Does the Secretary of State approve of, and will he support, the campaign of the all-party group on manufacturing to find a great export in each of the 650 constituencies? Will he back that? It is a cross-party initiative; it has raised the profile of British exports; and I think it is a very good idea.
I am very happy to support it. I remember that a couple of years ago, the hon. Gentleman asked every individual MP to identify companies in their constituencies that had made major manufacturing innovations. I praise the work that this all-party group is doing.

I thank the hon. Gentleman for his contribution and, yes, I totally agree. As the previous intervention by the hon. Member for Stoke-on-Trent South (Robert Flello) also suggested, most parents—I am a parent myself, although my children are now grown up—would assume when they are taking their children to a nursery that has all the relevant certification and regulation that the staff there will be adequately trained, and I intend to emphasise that point later.
I used to chair the Children, Schools and Families Committee and I remember pushing Ofsted on this issue; I also represent Huddersfield where the National Day Nurseries Association is based. This case has been a wake-up call to everyone that paediatric care in an emergency is totally different from first aid and needs specific training. I hope that this positive intervention from parents who are grieving—they are being positive and doing something about this issue—is an example to all of us to make these changes quickly.
I thank the hon. Gentleman for his intervention. Again, I could not agree more. I think that everybody, once they have focused on the issue, starts to appreciate that there is a significant difference between having a general qualification in first aid and having a qualification in paediatric first aid, which by the very nature of the fact that it involves dealing with small children—in this case, Millie was only nine months old—is rather more specialist. However, parents would naturally assume—I think we all would—that if they are placing their child in a nursery, the nursery would be covered.
The hon. Gentleman is also right to say that tribute must be paid to the Thompsons; after such a terribly tragic experience, they have made something positive through Millie’s Trust, which is creating a legacy in Millie’s memory. I will say more about that legacy later.
I will go back to the point I was making about the CCTV coverage. Millie’s parents have stated that it was obvious from that footage that when Millie was being taken out to the ambulance she was “like a rag doll” and they believe that at that point she should have been receiving CPR.
The hon. Gentleman is absolutely right about regulation, but regulation will not do everything—it never will. What I discern in the tragic circumstances of Millie’s death is panic. I believe that people were running around and did not know what to do. I am sure that Millie’s parents, being so passionate, have already thought of this, but what we need are not Baker days, but Millie’s days, where every three months there is training for all the staff. That training will trickle down fast if the culture is changed, and then there will not be the panic that we saw.
The hon. Gentleman is absolutely right. He was one of the Members who referred to the rising number of children in nursery schools, which is why this debate is particularly pertinent and topical. More and more people are looking to avail themselves of the opportunity to place their children in nurseries. The Department for Education’s child care and early years providers survey in 2013, which was published in September, revealed that the number of registered places in full day care settings rose by 10% between 2011 and 2013. Due to the introduction of funded provision for disadvantaged two-years-olds, there was a whacking 72% increase between 2011 and 2013 in the number of two-year-olds attending sessional settings in the 30% most deprived areas. This debate is on a huge issue that potentially affects an awful lot of people.
As demand increases, supply rises to meet that demand. As new nursery places are provided, we have a duty to ensure that all children are safe and that all staff are well trained. None of us here will need reminding that children younger than one are extremely vulnerable and need constant care and attention. In the rush for nursery places and with the subsequent waiting lists, I firmly believe that parents are making an assumption that all nursery staff are adequately trained in how to provide the appropriate paediatric first aid, but we now know that that is sadly not always the case.
As an aside, hon. Members may be interested to know that I recently inquired about the provision of training here in Westminster, at Parliament’s nursery. The answer is that all relevant staff are trained in paediatric first aid. If it is good enough for the children of Members and House staff, it ought to be good enough for every child attending nursery anywhere in the country.
I thank the hon. Gentleman for his contribution. He is quite right. As I progress through my speech, I will be discussing the experience in Ireland and elsewhere. The Irish Government are indeed making moves towards ensuring that such regulations are in place. That is credit to the Thompsons, who, at the request of the Irish Government, have had two or three meetings with officials over there to see how that might best be done.
Millie’s parents have taken it upon themselves to use the success of the charity, combined with the recommendations of Mr Pollard, to start an awareness campaign about the current legislation. I turn to what the Thompsons and their campaign seek to achieve. The first thing to say is that they do not stand alone. Thousands of people from my Cheadle constituency, from Stockport, from Greater Manchester and from all around the UK have rallied to their side to sign their e-petition, which now has more than 102,000 signatures. For the benefit of hon. Members, I shall read out the petition:
“Following the death of Millie Thompson and the coroner’s suggestion in December 2013 that ALL nursery nurses should be trained, Millie’s parents are now campaigning to have it made law that everyone working in a nursery MUST be trained in Paediatric First Aid.
Please support and sign this petition in memory of Millie and for the future safety of your children.”
The campaign’s objectives are simple and straightforward, and I do not think that anyone here would demur from the idea that such important issues need addressing now.
Regarding the awareness campaign, it has become extremely apparent to Millie’s Trust that the majority of people, including parents and child care workers, do not know about the current legislation—just as Millie’s parents did not know about it until this tragedy struck them. Most parents presume that when they put their child in the care of a nursery, they are in the safest possible place. In fact, if disaster strikes in a situation such as Millie’s, the reality is that many staff would not know how to help a child who was choking, struggling to breathe or needing CPR. Is that really protecting our children as they should be protected? Is that really what parents should expect when they leave a child in someone’s care, often when paying high costs for the privilege?
Health and safety is up to date in every other aspect in the UK, so why has the simplest safety for children been forgotten about? Why has the legislation been allowed to fall so far behind modern times? If legislation was not there to be changed, we would still be placing children in cars without child seats and we would not be wearing seatbelts. It is time that this legislation was brought into the 21st century.
In June, the Thompsons and I met the Minister then responsible for this area, the Under-Secretary of State for Education, my hon. Friend for Crewe and Nantwich (Mr Timpson). We had a helpful meeting. The Minister listened to the Thompsons’ case and told us about the new requirements in the statutory framework that came into force in September. The Thompsons and I want the requirements to go further and we look forward to meeting the Minister who will reply today at the conclusion of the debate. I should report to hon. Members that the Minister has indicated his willingness so to do.
I am struggling to understand the reticence about moving to a requirement for all nursery staff to be trained in paediatric first aid. Under the Thompsons, Millie’s Trust has been a revelation, providing paediatric first aid training as cheaply as possible and making it available to people whatever their financial situation. The Thompsons do not want any other parent to go through the tragedy that befell them. I sincerely hope that I will not do them a disservice by saying that if they can set up a charity and begin providing the necessary training to thousands so rapidly, why can the Government not do the same, or at least make it a legal requirement?
In England, there is no mandatory requirement for anyone on a child care course to achieve a qualification in a paediatric first aid course, whether a national vocational qualification or an award from the Council for Awards in Care, Health and Education. In the National Nursery Examination Board course that child carers took during the 1990s, first aid was a requirement. When the course became an NVQ or a CACHE award, that requirement was taken out. Will the Minister address that concern as well? At the meeting with the then Minister, my hon. Friend the Member for Crewe and Nantwich, the Thompsons asked him who made the decision to remove the first aid part of the course and why—a fairly simple and straightforward question. The Minister could not give an answer off the top of his head, and Mr and Mrs Thompson were told that his Department would research the matter and contact them with the findings. It saddens me to report that some six months later they are still waiting for an answer to that simple and straightforward question.
We are not asking the Government to fund the courses for nursery establishments. The majority of nurseries are private and are run as a business, for profit. We simply want the regulations changed to make it clear that, as a business, nurseries have to build paediatric first aid training for their staff into their annual business costs.
I want to touch briefly on precedents elsewhere. For example, in Australia the legislation includes regulation 136(3):
“The approved provider of a family day care service must ensure that each family day care educator and family day care educator assistant engaged by or registered with the service—
(a) holds a current approved first aid qualification; and
(b) has undertaken current approved anaphylaxis management training; and
(c) has undertaken current approved emergency asthma management training.”
Each family day care educator and educator assistant must hold all three qualifications.
The hon. Gentleman asks his question from a sedentary position, but I believe so.
I am sorry. A lot of children in this country are with childminders in small groups.
I am sure that we can check that out afterwards. I am happy to get back to the hon. Gentleman on that.
In Minnesota, in the United States, in June 2010 at a child care centre a young girl called Hannah Kozita, aged only four, passed away after choking on a grape. Within a year, the state had seen fit to pass what is commonly referred to as Hannah’s law. One year after that tragedy, therefore, that particular state had introduced a new law including a new requirement from May 2011 for all teachers and assistant teachers in child care centres to have CPR training, including, specifically, CPR for children and infants. The law also required at least one trained staff member to be present whenever a child was on a school trip, and for training to be completed within 90 days of the law being passed. What is good enough for Minnesota, ought to be good enough for us in the UK.
The hon. Member for Mansfield (Sir Alan Meale) referred earlier to circumstances in Ireland. The Thompsons have been warmly received in the Republic of Ireland. They have made a number of visits there, at the request of the Irish Government, to talk about what ought to be done. Earlier this month, Millie’s Trust was invited to Ireland by Denis Naughten, TD, the Member for the Roscommon, South Leitrim constituency, following an earlier visit to Ireland in April. During their most recent visit, the Thompsons received vital support from Senator Jillian van Turnhout, who is also a successful children’s rights activist.
Mr and Mrs Thompson presented to TDs and Senators in Leinster house in Dublin to make them aware of the state of existing legislation. The Thompsons met with an extremely positive reaction. The TDs and Senators even received a mini-training session, which they all accepted was valuable knowledge, despite the small amount of time available. Following the presentation, a meeting was set up with Ireland’s Minister for Children, Dr James Reilly. I am pleased to report that the outcome of that meeting was also extremely positive. Dr Reilly was surprised to hear how Millie had received only “a few back slaps”. He went on to offer his own experience of watching a valuable member of his staff freezing when having to deal with working with a child in an injection scenario, even though she was extremely competent when dealing with adults. That goes back to the point made earlier by my hon. Friend the Member for Truro and Falmouth (Sarah Newton) about the understandable reaction of some to panic in such distressing circumstances.
Dr Reilly’s Department has since been in touch with Denis Naughten, TD, to ask Millie’s Trust to provide research information on legislation in other countries to see how it was worded when the law was updated. That Department has no problem with encompassing what Millie’s Trust is seeking to have done. That is extremely positive support as a consequence of the awareness that Millie’s Trust has created not only in the UK, but further afield.
In conclusion, I will revisit one or two key aspects of what I have said. The passing of Millie Thompson in a local nursery school was a tragic accident. The circumstances, choking, can happen to any infant at any mealtime in any child care provider or nursery school within the UK, or even at home. We can do nothing about such instances, but we can ensure that those responsible for responding are as well trained as possible.
The requirement for only one member of staff to be trained in paediatric first aid is simply not sufficient; it does not allow for illness, for large numbers of children or for the trained member of staff panicking when faced with a genuine emergency. My contention and that of the Thompsons and everyone behind Millie’s Trust is that the majority of parents assume that most pre-school staff will have paediatric first aid training. The best response to that mistake is to ensure that all staff are adequately trained.
The number of children in nursery schools is going up. We must ensure that they are all safe, not only the ones who go to the most diligent child care providers. More than 100,000 people have signed the Thompsons’ e-petition calling for the Government to introduce universal paediatric first aid training. Parents throughout the country want to see that change implemented. In Australia, in the state of Minnesota and, as looks increasingly likely, in the Republic of Ireland, the requirement for nursery staff to have paediatric first aid training is being implemented easily and straightforwardly. The UK must follow suit.
The last line of the Thompsons’ e-petition reads:
“Please support and sign this petition in memory of Millie and for the future safety of your children.”
That last part sums up our hope for the campaign in the future. It is not about concerns to do with new red tape, additional bureaucracy or even cost; it is about the future safety of all UK children, and it is about doing our utmost to ensure that a tragedy such as Millie’s death is never, I hope, repeated.
