Ministerial CorrectionsTo ask the Secretary of State for Education what steps he has taken to assess the morale of teachers.

Letter of correction from David Laws:
An error has been identified in the written answer given to the hon. Member for Huddersfield (Mr Sheerman) on 17 March 2014.
The full answer given was as follows:
We have enormous respect for teachers and the vital role they play. We continue to support teachers by reducing unnecessary bureaucracy. We trust them to use their professional judgment and we reward good quality teaching, including through pay flexibilities which allow heads to pay good teachers more.
A recent survey for the Times Educational Supplement found that teachers generally feel positive about the work they do. Last year, the Varkey GEMS foundation's Global Teacher Status Index found levels of public respect for the teaching profession in England were higher than in Finland or Germany.
It is very encouraging that so many good people are choosing a career in teaching. 74% of new teachers now have a 2:1 or a first degree—the highest ever recorded. 14% of Oxford graduates go into teaching, and the annual Graduate Market in 2014 report identified Teach First as Britain's biggest graduate recruiter.

There is evidence that Shakespeare poorly taught can put children off English literature for a very long time. Do our children not need a broad diet, which might even include our famous poet John Clare this year, the 150th anniversary of his death?
Any author poorly taught can put children off for life, but more and more lessons are being taught well in our schools. As the chief inspector has pointed out, we have more good and outstanding schools than ever before. I had the opportunity recently to see children from a special school, a primary school and a secondary school—Burlington Danes academy—all perform Shakespeare productions in the Chancellor of the Exchequer’s flat. I was blown away by the quality of their verse speaking. I believe that Shakespeare has the power to move and touch every child, and I know that John Clare would have thought exactly the same. That peasant poet understood that he stood in a tradition of great literary figures, of whom Shakespeare was another grammar school boy made good.

Commons ChamberI think there was too much gold-plating in the past, and we have reviewed all 132 directives implemented in the past two and a half years since we tightened the rules on transposition. Of those 132, there is only one example of a directive being gold-plated. That is the consumer rights directive where we took the decision to better protect consumer interests in the use of premium lines.
Do we have to use this language from The Sun about gold-plating? There is good regulation and bad regulation, and we should be in favour of the good and oppose the bad. As the Minister’s Department will know, this morning there is a Financial Conduct Authority report on crowdfunding. Crowdfunding is one way that small businesses can get finance, and they have been let down by the big banks in this country. This regulation comes from this Government. Is EU regulation able to help us where the Government cannot?

Commons ChamberI pay tribute to my hon. Friend for his work. He said that we have more work to do, and I agree wholeheartedly. We have made improvements, but bringing together the worlds of education and employment is a long-term task involving a change of culture. I welcome the fact that, in figures published last week, the number of 16 to 18-year-olds not in education, employment or training hit a record low, but every NEET is one too many and we must do more.
I welcome some aspects of the Minister’s statement, especially engagement with employers. However, may I tell him, on this first day of Lent, that he should resolve over the next 40 days to do something every day to engage the staff, the principals and the whole community of the further education sector? He will not deliver improvements in vocational qualifications unless he has the FE sector on his side, and the recent cuts to post-18 education are not helping at all.
The FE system is an amazing asset to this country in driving up quality and ensuring that we tackle low quality. It is important to highlight the fact that it does a brilliant job of turning around lives. That is why we are introducing new FE colleges for the first time in two decades. I am a wholehearted supporter of the FE system and entirely agree about its importance. The hon. Gentleman, like the right hon. Member for Birmingham, Hodge Hill (Mr Byrne), complains about the fact that we live in tight financial times and must take uncomfortable decisions, but we all know why that happened.

Commons ChamberMy hon. Friend is absolutely right. These plans will ensure that a broader range of culturally enriching activities are available to young people. I am sure that the teaching unions will recognise that this is in their interests, and I hope they will embrace and support these changes.
I know the Secretary of State sees himself as a big beast at the Cabinet table championing educational reform, but is he aware that most of us who wish well for our education system want the big beast to be controlled by good information, good research and good evidence? What is the evidence for the longer school day?
The evidence is there in the gap between, for example, the performance of independent fee-paying schools and state schools. If one looks at those children who get the best results at the end of primary school and what happens to those who go on to independent schools and those who stay in the state sector, one sees that at the moment those who go on to independent schools are more likely to get good GCSEs and A-levels. A longer school day is one of the ingredients that we believe will make a difference. Great state school heads—for example, Greg Martin at Durand academy—have already come out and explained why, in their schools, a longer school day definitely helps children, particularly those from disadvantaged backgrounds, to catch up with their peers.

On a point of order, Madam Deputy Speaker. My hon. Friend on the Front Bench was accused of lying. Is it right for the Secretary of State to accuse him of lying?
I most certainly did not hear that, and I would have done. As far as I can see, there is a dispute with regard to the accuracy of each Member’s interpretation of the said advert, but the Secretary of State most definitely did not accuse the hon. Gentleman of lying. He has put very forcefully exactly why he is of the view that he is with regard to the said advert. I am afraid that that is not a point of order.
I had hoped at this point in my speech to unite both sides of the House by quoting the words of Sir Michael Wilshaw, the head of Ofsted, who said:
“I would expect all teachers in my schools to be qualified.”
However, after last Friday’s remarkable briefing war by the Department for Education against Her Majesty’s chief inspector, I realise that he is not the unifying force that he might once have been. The achievement of qualified teacher status is not on its own a guarantee of teaching excellence; it is merely a starting point. We need to look at new ways of getting the best candidates into the teaching profession and the best teachers into underperforming schools.
Does my hon. Friend agree that a very good chief inspector of schools such as Sir Michael Wilshaw may find such a situation very difficult—I am not making a party political point here. Going back to the foundation of the chief inspector, he is not allowed to look at a chain of schools. If he cannot do that, he has to look at an individual free school and an individual academy. That is restrictive because he cannot see the environment in which that failing school, in some circumstances, can be supported.
My hon. Friend, the former Select Committee Chairman, makes a powerful policy point. It will be policy under a Labour Government that Ofsted will be allowed to inspect academy chains so that we can root out underperformance.
We need to ensure that initial teacher training is preparing teachers properly for the pressures of the classroom, especially when it comes to discipline and behaviour management. Similarly, retention rates are a cause for concern and so too is the loss of talent to the classroom. The second plank of Labour’s drive to enhance teaching quality is effective training and new career pathways for teachers.
In England, the most effective teachers are often encouraged to go for leadership promotion and are therefore out of the classroom within a relatively short space of time. The Labour party will develop pathways to allow teachers to pursue their own particular strengths and interests whether in pedagogy, leadership or in an area of specialism such as behaviour management or curriculum development. Just as the medical profession allows for the development of consultant-level expertise, that must be our ambition in education.
I, too, have been in the House a very long time, Madam Deputy Speaker. The conventions are what they are. [Laughter.] I respect all of them. They make this a charming place to work.
I am speaking in favour of the Opposition motion, but I will try to be reasonably balanced. My 10 years as Chairman of the Education Committee or whatever it was called taught me that we have made a lot of sound and fury about the differences between the Conservatives and Labour over the years, but an awful lot joins us together in policy development over the period.
I say to the Secretary of State that the debate is an important one. I have a great deal of respect for him, but his speech exemplified the Walter Mitty attitude he puts over to the world. I know that, in his heart and in his brain, he loves education and the job of Secretary of State, and that he is passionate about driving standards up. However, the way in which he often puts his case in the House and outside drives everyone mad. He spoke for more than 20 minutes, and I tried not to make an unhelpful intervention. There were lots of party political jibes and counter-jibes. A lot of people out there who are interested in education want Government and Opposition Members to address the issues. They want us to say, “Look. There are important challenges. Together, we can get it right.” I am getting to the age at which I am intolerant of the argy-bargy that goes on in such debates. On today’s performance, the Secretary of State was the one who lowered the tone—I say that even though I respect him.
Let us concentrate on the quality of teaching. There is a great deal of stuff out there on the priorities. I still go to more schools than most Members of Parliament. My great hobby and passion is going to schools and assessing them. When I became Chairman of the Committee, I did not know how to read a school. Only when I did my first inquiry into primary education did I learn. Really good experts took me into schools and said, “This is how you read a school. This is how you can be conned by the up-front presentation.” I got a kind of Ofsted inspector’s short course on ascertaining the quality of a school and have gained a lot of experience.
There is a lot of codology. I assure hon. Members that they can go to schools where somebody on the staff will say awful things such as, “You realise that we can’t teach here. We’re just social workers.” It drives me mad when they say that. The fact is that all good teachers look at the child holistically. Many of a child’s barriers to learning are found in a bad home environment or the lack of the English language. Children have a complex range of challenges to surmount to learn.
Another thing people say is, “What do you expect us to do with the children in an area like this one?” They suggest that, because there is a great deal of poverty and deprivation, children cannot be taught. One of the great things about Sir Michael Wilshaw as a chief inspector is his ability to say, “When someone says that to you, look to the school.” He can say to the head teacher and staff, “Funnily enough, there is a school not far from here”—it could even be on the other side of the country—“with exactly the same social composition in the neighbourhood. It is doing so much better than you. What is the reason for that?” That is why I am a great admirer of Sir Michael Wilshaw. I hoped that the Secretary of State, in his speech today, would have said what had happened last week to make a modest man, who I have known for a long time and who ran one of the best academies in the country, so angry as to accuse the Department for Education of briefing against him. It has been said outside this House, but I have not heard the Secretary of State explain why the chief inspector was driven to make that statement in The Sunday Times.
We depend on the inspectorate to drive up standards. It is key to knowing the quality of teaching in our land. If we do not have an inspector and an inspectorate that does the job properly we are in trouble. The inspectorate is not perfect. I think it is well led at the moment: the chief inspector is excellent and he has a core team. He still struggles with something that I think goes back to 1972, which is that many people believe that Ofsted inspectors are independently trained within Ofsted. They are actually—

Indeed, many individual companies—quite apart from the banks—have become highly risk-averse, but I do not doubt that the supply of credit is a serious problem. That is why we have made interventions, such as the British business bank, that are already making a significant difference.
19. May I tell the Secretary of State that in Yorkshire, too, small and medium-sized businesses in particular find it difficult to borrow money from conventional banks, which is why they increasingly look to crowdfunding for finance? Has he seen that Nicola Horlick has set up a new organisation to get into the crowdfunding market, because she too believes that conventional banks do not respond fast enough or efficiently enough?
The hon. Gentleman is quite right. Indeed, one of the more encouraging signs over the past year is that unconventional forms of lending, such as crowdfunding, are becoming increasingly common. The Government are supporting two of the main schemes that operate on a peer-to-peer lending basis. Lending is expanding very rapidly in that sector for the small and medium-sized companies that need it.

Commons ChamberI agree with my hon. Friend’s concerns. Under the previous Government, we saw a drop in compulsory languages in 2004 and a decline in the numbers of students taking languages. Over the past year, we have seen a 14% rise in the number of students taking languages at GCSE, and we expect that to feed through to A-level. From this September, we are introducing compulsory languages from the age of seven, so that all our children get the experience of learning languages and are able to build up a level of fluency that will help them in their future careers.
Does the hon. Lady agree that where it is right for a young person to pursue academic subjects it is good that they do so, but many young people in our schools are never given a full choice and the option to do more practical subjects? Is that not part of the reason why the excellent report “One System, Many Pathways” by the Skills Commission, which I co-chair, should be looked at closely by her Department?
I think it is good for students to be doing both academic and practical subjects. In countries such as Germany and Poland, which have improved their programme for international student assessment— PISA—scores, all students do a core of academic subjects, including languages, sciences, history and geography, until they are 16. It is an important principle that students need to do both, because that is what will help them to get good jobs when they leave school.

Commons ChamberLike my hon. Friend and many Members across the House, I will be celebrating small business Saturday this weekend. We are constantly vigilant and listening to small businesses to make sure that their task is made easier and the burdens we place on them made smaller.
If the Minister is in listening mode and cares so much about regulation, will he look very carefully at the threat to crowdfunding, which is a real alternative for small business and community group start-ups? The Financial Conduct Authority is conducting an inquiry and consultation. If we get this wrong and implement inappropriate regulation, it will kill something wonderful that can regenerate communities and business.
I agree with every word that the hon. Gentleman says. We are supporting crowdfunding on financial terms, not least through the new business bank, but we are also making sure that it can operate in a high-quality framework. The fact that there will be a regulatory framework around crowd-sourced funding has been welcomed by the sector. We have to get it right, and I will meet Martin Wheatley of the FCA to make sure that we get the details right.

Commons ChamberMy hon. Friend is absolutely right. We have introduced a system of more effective performance management and performance-related pay. I hope that the Labour party will support it in the interests of all students.
Does the Secretary of State agree that it is important that the message goes out that the reaction to the PISA results is positive? The teaching profession and the people who work in and run our schools must know that we have a good education system. It is not perfect, but we undervalue the work that many of our teachers do. At the moment, however, they do not do enough for the 30% lowest-achieving students. That is where we should concentrate our activity.
