I hope the debate provides the spur to action that is needed. I hope that in his closing speech the Minister will set out in more detail what further action the Government intend to take to address specifically the recommendations in the EAC’s report, and to ensure that the UK is playing its full part in the fight against international wildlife crime.

The task ahead of us remains significant. In the past two years alone, more than 1,600 rhinos have been slaughtered by poachers, according to reports from the Wildlife Conservation Society, the International Union for Conservation of Nature and other organisations. Moreover, about 1,000 park rangers have died in the past decade defending these animals, and I pay tribute to the Daily Mirror’s campaign this week highlighting the sacrifices of rangers and their families.

Illegal wildlife trade continues to generate an estimated $20 billion each year for the criminal gangs and terrorist groups who perpetrate this evil, and that does not even include the products of the illegal timber trade or illegal fishing. Those figures should give a sense of urgency and timeliness, not just to this debate but to the Government’s response. I am proud that the previous Government made important progress in helping to shape the international effort to tackle wildlife crime. As a Minister, I had the privilege of releasing two white rhinos back into the wild in Kruger national park in 2006. It was a wonderful, if—I confess—a slightly scary moment. Close up, they are enormous.

The following year, I represented the UK at CITES CoP—conference of parties—14, in The Hague, where we resolved to strengthen national legislation and penalties to deter illegal wildlife trade; to strengthen public understanding of the benefits of sustainable international trade and of the negative impacts of illegal wildlife trade; and to increase the provision of financial resources for the operation and implementation of CITES. CITES trade regulations now apply to about 35,000 species, about 3% of which are prohibited, which is significant progress, but the fact remains that many species traded internationally play an important role in the provision of ecosystems services and in supporting local livelihoods, so ensuring that the use of, and trade in, these species is legal and sustainable has many and much wider benefits for the local communities and countries of which they are such icons.

I am proud that, alongside our international work, the previous Government set up the national wildlife crime unit in 2006, which is now responsible for assisting with the enforcement of wildlife law and the prevention of wildlife crimes. It is important to understand that its work does not stop at the UK’s borders, and that it has a vital role in reducing the demand for the products of wildlife crime and in targeting UK citizens involved in the international trade.

Despite these steps forward, however, as the Environmental Audit Committee has said, there is a risk that further progress will not be made without clear action from the Government. It is vital that there be no let up in our efforts. Wildlife crime in Africa poses a clear threat, not just to internationally important species but to the whole security of the region. Some of the comments from hon. Members about al-Shabaab, al-Qaeda and others reinforced that point. The UK must, therefore, continue to meet its obligations to clamp down on the trade in the products of wildlife crime, including elephant ivory and rhino horn. Poaching remains a serious problem in Africa. It has strong links to drug and human trafficking and terrorism, as hon. Members have said.

The London conference on illegal wildlife trade, hosted by the Prince of Wales, is, as everyone has acknowledged, a tremendous opportunity to gather together international experts to work together on this issue. I echo the remarks by the Chair of the Environmental Audit Committee about how fortunate we are to have, in the Prince of Wales, someone showing the leadership that he continually does on these issues. The conference is a perfect opportunity for some key pledges to be made. It is time to build on the UK’s strong international reputation, achieved—I hope the Minister will agree—thanks to the diplomatic efforts of previous Governments.

My experience of the international negotiations on wildlife crime is that the countries with the credibility required to improve global law enforcement and to reduce global demand are those that walk the walk. It is the job of the Minister for Government Policy to ensure that our commitment to tackling international wildlife crime continues to have real substance. The substance will not come simply from hosting conferences, important as the London conference clearly is; it will come from delivering. I hope that the Minister will answer some specific questions about how that delivery will be achieved.

The Government’s decision to make the need to reduce demand for illegal wildlife products one of the main goals of the conference is very welcome. Will the Minister tell us what the Government aim to achieve in terms of the strengthening of CITES trade regulations? As has already been said today, the Government’s response to these challenges requires a co-ordinated approach across Whitehall. Does the Minister accept the Environmental Audit Committee’s finding that the Government are failing to work effectively because Departments are not co-operating? Can he describe the conversations that he has had with his colleagues in the Ministry of Defence, the Department for Environment, Food and Rural Affairs, the Home Office and the Foreign Office about improving the Government’s co-ordinated, joined-up response? What, specifically, does he intend to do to ensure better, outcome-focused joint work between DEFRA, the MOD, the Foreign Office and Home Office to ensure that that improvement takes place?

Does the hon. Gentleman, like me, welcome the fact that there is now a Cabinet Committee, chaired by the Foreign Secretary, which draws together DEFRA, the Department for International Development, and other Departments to deal with precisely the issue that he has identified? That has been a real game-changer in helping to develop the different approach of which I spoke earlier.

I do welcome that. It is vital that such sharing take place across Departments, but it must be focused on action and enforcement. That is why I mentioned the Select Committee’s 11 recommendations, only eight of which, I believe, have been accepted by the Government. There is more work to be done. I accept that cross-cutting work is now beginning to take place, but it must focus on action.

The challenge of international wildlife crime also requires a co-ordinated response across the European Union. Does the Minister recognise that, whatever we are dealing with—from illegal fishing off the coast of Africa to the effect of new consumer demand for illegal rhino poaching—the UK will have the greatest effect when it works as part of a European community through initiatives such as CITES?

The Select Committee has made a strong case for bringing together existing disparate pieces of law governing the protection of wildlife. What progress does the Government expect to make, before the election next year, on the Law Commission’s review of wildlife law?

I entirely agree with the hon. Gentleman. I enjoyed his collection of all that information, and his presentation of it to the House. He is absolutely right: when we look at Somalian piracy, we see that the conflicts in the horn of Africa have been driven constantly by environmental degradation. If only a fraction of the money spent by our Navy, and the navies of the world, on policing vessels that pass through the straits there—the costs of increased insurance for ships, for instance—were invested in resolving the environmental problems, we should be in a much better position.

May I ask whether the hon. Gentleman also welcomes one of the steps taken at last year’s CITES meeting? A number of maritime species were listed for the first time, including several shark species, in particular the hammerhead shark. I hope that that process will continue at future CITES meetings.

The hon. Gentleman speaks with great knowledge of and authority on these matters. He has thrown his own cautionary tale to the winds by continuing to intervene, but he is very welcome to do so. He has made a very good point, and I absolutely agree with him. I know that if my hon. Friend the Member for Bristol East (Kerry McCarthy), the shadow Foreign Office Minister, were here now, she would have made some comments about that. She was speaking to me only last night about how the practice of illegal shark-finning needs to be addressed. I wholeheartedly endorse what the hon. Member for Newbury has said.

The Environmental Audit Committee has made a strong case for bringing together existing disparate pieces of law governing the protection of wildlife. What progress do the Government expect to make on the Law Commission review of wildlife law before the election? What is the Government’s view of the specific recommendations in the Law Commission’s interim statement on wildlife crime? There are specific issues involved, including the updating of species listing and the substitution of “deliberate” for “intentionally”. The Law Commission intends to produce draft legislation alongside its final report this summer. Will the Government enable pre-legislative scrutiny of that draft legislation? It would be really helpful if the Minister could answer those questions this afternoon.

There are real concerns that the national wildlife crime unit, set up by the last Government, has been undermined by decisions taken by Ministers. The Environmental Audit Committee specifically warned that the lack of a long-term funding agreement was making it hard for the unit to recruit, retain and develop the specialist staff required to detect and prevent wildlife crime. The Minister should be aware of the claims that the unit has found it difficult to appoint a wildlife crime internet researcher precisely for that reason.

I am delighted to see the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Camborne and Redruth (George Eustice), in his place on the Front Bench today. In a Westminster Hall debate in October last year, he agreed that the Government needed to

“reach a decision on the future of the unit as soon as possible.”—[Official Report, 10 October 2013; Vol. 568, c. 145WH.]

I welcome the fact that the Government managed to reach a decision before this debate. I also welcome the fact that they managed to publish the decision before the debate, albeit at 5.30 yesterday evening. Given the Government’s record, a gap of five months between a Minister calling for a decision and a decision being published might be the best we can expect. The decision is welcome, none the less.

This shows the value of Back-Bench debates and the power that the Backbench Business Committee has to get the Government to address an issue. I see the hon. Member for Southend West (Mr Amess), who sits on that Committee, nodding in agreement. Without the deadline of this debate—

The Foreign Secretary recently convened a meeting of Ministers to do in this country precisely what is happening in the United States. There has been a realisation that this is not just an environmental problem—it is about security, too. In large parts of Africa, organisations such as al-Shabaab and the Lord’s Resistance Army are helping to finance the evil they do through this trade. There is a realisation that we need a cross-government approach and that was the basis of the event that the Prince of Wales hosted at Clarence house. We will formulate that approach in a meeting later this year to ensure that we are co-ordinating things across government while pooling resources with other Governments to ensure that we are doing precisely what the hon. Gentleman suggests.

Of course, the largest area on the planet’s surface given over to the protection of endangered species is the Chagos marine protected area, which we established when we were last in government. The Pitcairn governing Council and the Bermudan Government are now asking the UK to designate marine protected areas in the south Pacific and the Sargasso sea. What technical assistance will the Minister’s Department give to ensure that those excellent proposals become a reality?

First, let me congratulate the hon. Gentleman on his appointment to the Front Bench; I am sure that he will adorn it with his skills. I think that he is the sixth shadow Minister in opposition to me, and he is very welcome.

The hon. Gentleman is absolutely right. The scheme in the Chagos islands is exemplary and we want to see such schemes developed throughout the overseas territories. There are already plans to see proper marine protection around St Helena and a very exciting project in South Georgia. I want to see a necklace of marine protected areas that can be this country’s legacy from our imperial past to the future protection of marine zones.

I congratulate my hon. Friend on the excellent work that he did in drawing attention to the needs of the people of Littlehampton following the floods that they suffered so recently. We are working at a very fast tempo at the highest levels of Government to try to achieve an agreement which will massively improve on the statement of principles, which first does not cover every home and secondly contains nothing about affordability. We want a better system for the future.

The Government will publish a report on the national adaptation programme later this year, which will set out actions to address the impacts of the increased frequency of extreme weather events on the built environment, our infrastructure network, businesses, our farming and forestry sectors, the natural environment and our health. The Government are spending £2.3 billion on reducing the risk from flooding and coastal erosion over this four-year period.

I am grateful to the Minister for his response. He will know that last year in the UK flooding was experienced on one in every five days, while on one in every four days there was drought subject to a hosepipe ban. One in seven houses and 10% of the country’s critical infrastructure are now exposed to flood risk, yet by 2014-15 some 23% less will be spent on these matters. Will the Minister consider the exhortation from the chairman of the Environment Agency to take urgent action now to avoid the coming problems?

The hon. Gentleman makes a very good point about the extremes of weather we have experienced in the last 12 months. We were facing a real problem with drought, and there was a 3% chance of getting a sufficiently wet summer to alleviate it, yet it happened. However, it has of course brought huge other problems. I do not accept the hon. Gentleman’s point about the level of spending—I refer him back to my response to the previous question—and I can assure him that we listen very carefully to experts in the EA. When we asked its leadership what further projects it could bring forward if we found extra money, it told us and we got the money; that was announced in the September statement.

Of course I acknowledge that; I was coming on to talk about it. Possibly through the unguarded way in which I was talking about affordability in the south-west, I may have—heaven forbid—given the impression that I thought that people in the south-west were all millionaires. Of course I do not think that. I am fully aware of the profile of rural life across the south-west and across other parts of the country. The hon. Gentleman is absolutely right—there is deprivation in rural areas as well.

Just to add to the Minister’s caution around the question of deprivation, so much of social housing in the past 25 years has been built in areas that are subject to flood risk. The people who live in that housing had few housing options open to them. Through being on housing lists, they were forced into that accommodation. They are particularly exposed to those risks, in ways which people who have the financial ability to choose where they live are not. For that specific reason, it is important that deprivation is taken into account.

The hon. Gentleman is right, and that relates to the issue of insurance as well. I have been taking forward one measure. Housing associations or council-owned housing stock offer an opt-in scheme on contents insurance. I believe strongly that we should encourage people to do an opt-out scheme. Fifty pence a week can give you £5,000 worth of contents insurance. People would be more likely to have that if it were an opt-out scheme. There is so much that we can do to protect.

I apologise, but I really cannot, because I do not have much time left.

The statement of principles was mentioned by a great many hon. Members. We are working hard with the insurance industry and all relevant parties. A number of hon. Members, including the Chair of the Select Committee, came to our flood summit, out of which came three working parties, which will look at the financial risks from flooding, data provision, transparency and sharing, and the customer experience of resilience to flooding. We had a meeting with the Secretary of State to follow up that work, which we are progressing, and we will come forward with the solutions in the early part of next year—that is a real priority for the Department.

It is important to recognise that some houses that have insurance in name barely do so if we take the excess charges into account. We face a great many difficulties, but our understanding of flooding—in particular we have a greater understanding of surface water flooding—is starting to pay dividends. We can now get a picture, almost house by house, of where risk starts and finishes, and of what we can do. Sometimes the risk can be alleviated merely by putting a row of bricks on top of a wall or by blocking an entrance or configuring it differently, but we must make certain that all our plans are joined up. Our desire to protect the natural environment, which is strong, does not mean that we are flooding homes because we are not thinking of things in an holistic and joined-up way. All agencies are seized of that, and I will continue to drive it.

I am rather concerned by the eponymous nature of some of the proposals and the optimistic view that people might have of my abilities. I hesitate to take credit for so much that has been thrown at me, because it has been a team effort. I pay tribute to how the Environment Agency is approaching this important issue, although I can assure hon. Members that I work closely with it.

DEFRA has spent a lot of money on equipping emergency services and other organisations with training and equipment to deal with flood. The hon. Member for Hayes and Harlington (John McDonnell) raised the issue of a statutory duty, but that is one of the few areas of the Pitt review that we have not taken forward. We have an open mind about it but, having said that, I cannot see why it makes a difference for a fire and rescue service to have a statutory duty. Every fire and rescue service that I have spoken to, and I have spoken to a lot, has done wonderful work when dealing with flood. We are equipping them and we are training. I am happy to talk to the hon. Gentleman with an open mind about whether a statutory duty would make a difference—the wording in the Pitt review is “as necessary”. Sir Ken Knight, the chief fire officer, has come forward with some proposals, and I would not mind discussing them with the hon. Gentleman in a less formal way, to see whether we can find a solution that satisfies everyone.

My hon. Friend the Member for Tewkesbury (Mr Robertson) and other hon. Members made important comments and gave moving descriptions of flooding in their areas—descriptions I recognise from flooding in my own constituency. I hope that hon. Members from the south-west were pleased with the Chancellor’s words in the Budget, which showed a real commitment to deal with the unfairness that they so accurately feel on behalf of their constituents. I assure them that we are following through on that.

The hon. Member for Copeland made many important points. He talked about whether we were taking an holistic enough view and dealing with the problems upstream. He was absolutely right to say that. It is important that water companies, farmers, landowners, local authorities and the Environment Agency ensure that we use the natural environment where we can to prevent flooding further down.

We will not spook the investor when we come to reform of the water industry. We recognise that around £100 billion has been spent by investors in the water industry in the past 20 years, and we want to see much more of that.

With those remarks, I would like to leave some time for the Chair of the Select Committee.

I am grateful to my hon. Friend for facilitating a useful meeting with fishermen in her constituency last week to hear their concerns about our under-10-metre consultation, which, like all things to do with fisheries, is welcomed massively at one end of the spectrum and treated with suspicion at the other. I want to ensure that we can keep as many happy as we can.

The point about the consultation is that it is a UK—or English, in this case—Government responsibility. We can carry it out and make changes that will advantage my hon. Friend’s fishermen and, I hope, not disadvantage others. The Commission paper offers opportunities to rebalance the industry where we feel it is necessary, without disadvantaging either side, through market mechanisms that will see the transfer of fishing opportunity between willing buyer and willing seller in a direction that fishermen in her constituency will find very attractive.

I welcome Commissioner Damanaki’s proposals and ask the Minister to confirm that he will support the proposal to establish a legal obligation to set fishing limits at sustainable levels by 2015. On the question of discards, the requirement to land all catch of specified species and the catch limits will effectively act as a ban on discarding the species most commonly associated with the problem, but will not tackle the problem for all the species. Notwithstanding the comments made by my hon. Friend the Member for Great Grimsby (Austin Mitchell), the Minister will know that if we are to assess stock levels and to obtain the scientific data that we need to consider on an ecosystems basis, that is the only way of achieving the legal—

I applaud my hon. Friend for bigging up her local fish and chip shop. I also applaud the Fish Fight campaign, one benefit of which is that thousands of people have been going to their fishmongers and supermarkets and asking for precisely the species that we have been discarding on a large scale, such as dab and pouting, which are perfectly delicious, and which we should be using more of, because they can be fished sustainably.

Will the Minister commission research into the scientific levels of non-quota stock, and will he consider making it mandatory for scientists to go onboard vessels or at least to ensure that discards are quantified, so that scientists can have that information?

The hon. Gentleman makes a very good point. The fisheries science partnerships have been doing precisely that, and have been doing good work. In prioritising this matter we are going with the grain of public opinion and the opinion of fishermen, who want to see an end to this practice, and yes, we have to do it on the basis of sound evidence. There is good practice going on, with scientists going onboard fishing boats for a variety of reasons, including to get a better understanding of what discards are and how we can tackle them. That work is highly valued.

I am well aware of the national park’s concerns. I have to be cautious because I believe that there might be legal proceedings under way, but I am a firm fan of what it does. It is important to note that the national parks will go back, as a collective group, to the funding of about five years ago. Life did not stop in the national parks back then—they did a lot of good stuff then and they will continue to do a lot of good work in future.

I welcome the Minister’s attempts to reduce inaccuracies in single farm payments and the fines incurred as a consequence, but he will know that fines are also incurred for late payment after the June deadline. Has he conducted any research in his Department about the flexing between inaccuracy fines and late payment fines to ensure that the best and optimal amount is achieved for the taxpayer?

I can guarantee that to my right hon. Friend. I can also tell him that our understanding and the software now available to guide on things such as surface water flooding mean that a small and relatively low-cost building of defences can have an enormous effect in delivering precisely the amount of protection we want. I can assure him that the Environment Agency will continue to work with local people.

In the north-west London basin, 2,000 people have been subjected to repeated flooding in the Mogden catchment area. That was to be addressed through the sustainable urban drainage scheme and the investigations that were going on into that catchment area. Can the Minister assure me that that scheme will go ahead?

I am always happy to meet my hon. Friend, and farmers in his constituency. We are keen to maximise the use of money from the rural development programme for England. For every pound that we put into biodiversity or environmental works through HLS, we receive £3 from Europe, whereas access is funded entirely through Government spending. That does not mean, however, that there is not an enormous amount that we can to do to encourage the kind of access to which my hon. Friend has referred. We will secure the capital spending, and we will make further provision to secure access in other parts of the country.

The loss of primitive access from future HLS schemes will have a very detrimental effect on the improvement of schemes under the Countryside and Rights of Way Act 2000, and various sorts of stiles and benches that are erected in the countryside to provide access for people. How is the Minister going to resolve that, and ensure that the countryside remains open to the entire British population?

I can reassure the hon. Gentleman that people will be able to claim for items such as stiles because they are capital items, as are car parks and the provision of access for disabled people. Those claims can still be made, therefore. The hon. Gentleman is a very strong advocate of HLS, and he and many other Members were worried that we might not be able to protect it under the spending review. We have done, however: we are going to increase it by 83%, but we are focused on reversing the decline in biodiversity and helping environmental works on farms. That is why we have taken the decisions that we have.

I am glad that I have just under two hours to respond to the many and diverse points that have been made this afternoon in what has been a fantastically useful debate. It has unlocked some of the talent that we have in this place, across the House, on these important issues. I will respond in as much detail as I can provide to the points that have been raised and if I cannot respond now, that is either because I cannot speak about financial matters with as much willingness as I would like until after 20 October or because I do not know the answer, in which case I will write to the hon. Member concerned.

I want to start by paying tribute to the hon. Member for Brent North (Barry Gardiner) for what I thought was a very powerful speech, which established the absolute importance of knowing, first of all, where we are on biodiversity. We cannot measure whether we are continuing to see a decline in biodiversity, holding the line or reversing that decline unless we know where we are. There are all sorts of indicators that we use to measure diversity, but they are relatively blunt tools; I am the first to admit that. I think that there are wider measures that we need to apply.

The hon. Gentleman talked about the need to value natural capital. When we talk about our natural environment White Paper or our passion for this subject, some people nod and think, “Oh, good, here’s a Minister or here’s a Department that values our natural environment in the general sense,” and I say, “No, we are actually talking about real value, in the economic sense.” Until we do that, we will not get to where we need to be and I am grateful for suggestions about how to embed the valuation of natural capital into Government decision making.

That is precisely the type of issue that the Secretary of State will be discussing with other Environment Ministers in New York next week, to bring together ideas and initiatives for embedding the valuation of biodiversity and ecosystems across government. It is also a theme that we will take forward in our thinking in the White Paper.

The hon. Gentleman and others, including the hon. Member for Ogmore (Huw Irranca-Davies), made the point that the impoverishment of our natural environment hits worst those who are least able to deal with it the poorest. That is why this issue is not something for some leafy backwater of Government; it is absolutely at the heart of every single Department.

If our constituents are concerned about the pressures of international migration, they should be interested that we are supporting forests, environments and ecosystems that will sustain agriculture and life, and they should also be interested that the marine environment is sustained in parts of the world where it is currently being degraded at an alarming rate. They should be interested because that environmental degradation puts pressure on societies such as ours, both through migration and the impending catastrophe that is a war brought about by poverty and all the other related pressures. So this issue of biodiversity is absolutely at the heart of everything that we are talking about; issues do not get much more important than biodiversity.

Given what the Minister has just said, he will perhaps reflect on the fact that, in the horn of Africa, we have seen what are often referred to as the first climate change wars. The desertification that has gone on there has seen the collapse of civil society and spawned the lawlessness that has given rise to piracy on the high seas around the horn of Africa. From that perspective, we see countries such as our own and the US, and international shipping generally, spending millions of pounds in that region on insuring ships and providing navies to escort and safeguard ships in that region. Yet we spend nothing, relatively, on sorting out the ecological and environmental problem of the desertification that has caused that piracy in the first place. Does he not agree that that is the case?

As before, the hon. Gentleman has got it exactly right. Elsewhere in Parliament, Members are debating the strategic defence and security review. Part of that review involves how we will fund the type of operations being carried out in the seas off the horn of Africa. It is precisely because fisheries in those seas and agricultural systems in the region have been degraded, as well as the fact that the governance that supports a civilised society has been allowed to collapse in that region, that we now have to spend millions of pounds every year as part of an international campaign to counter that issue of piracy.

To reinforce what I know is the consensus here on the importance of uplands management, it may be useful in discussions if the Minister asks his civil servants to prepare a document along the lines of the valuation of natural capital, which we discussed earlier, that includes a precise valuation from a tourism and aesthetic point of view, as well as other elements, of natural capital valuation. Those are the arguments that will have to be weighed in the Treasury, as we all understand, so those methods can be used to protect an incredibly important subsidy scheme for farmers and keep some of the most important hill farmers going.

I entirely understand that point, but we cannot support HLS to the exclusion of other systems. The benefit of entry-level stewardship is that it is done over a lot of space. Others have spoken today about the need for connectivity between our natural sites; agricultural land is the key to getting that right. It is important to get the balance right. I assure the hon. Gentleman that I hear the points that have been made.

My hon. Friend the Member for Richmond Park (Zac Goldsmith) spoke in support of the points made by the hon. Member for Brent North, and noted, as I have done, the important work being done with farmers by water companies. That has been a revelation to me, and I have started to think about how it can be extended. I applaud the water companies that are doing such work for showing us how caring for the natural environment saves the taxpayer from having to build large constructions, nitrate-stripping plants and so on. Ultimately, too, the customer gets better-quality water at less cost, the environment is protected and the farmer is rewarded. It is an entirely virtuous circle for ecosystems, and I am slightly incredulous that I did not twig earlier in life that that is obviously the way forward. I applaud those doing it.

I will try the English version. The hon. Gentleman mentioned the Darwin initiative. I spoke about it earlier, and I know of its value. In my conversation with Professor Macdonald, I discussed things that I had seen in parts of the world where there is great pressure between local people and certain species that we in the west might value, such as elephants, large cats and tigers. We need to lever funding to encourage local people to value those species, rather than see them as a threat to their existence. That is very much the case with elephants in northern Kenya, for example, where group ranching schemes can be operated with local people. Such schemes allow local people to get value from tolerating those animals. Those are the sorts of things that the Darwin initiative has been particularly good at, and I want to see it do such things in future.

There has been much talk today about the Treasury. My experience of those who work in the Treasury is that they are very warm and cuddly souls who have nothing but the milk of human kindness flowing in their veins, so I hope that some of the apocalyptic views of the future of funding will not come to pass. Ultimately, it comes down to how these matters are viewed at the highest levels in Government, and the issues of the natural environment and biodiversity are absolutely at the core of the highest levels of this Government. In our Department, those issues are part of our three main areas of priority.

Some of today’s comments have been about how to get across the message on biodiversity, and how we brand it in a way that people understand. I was very taken by the words of Jonathon Porritt, who some years ago admitted that if the green movement has a problem it is that it can be unutterably miserable about the prospects for our globe, planet, society and existence. He said that if the green movement could be more optimistic, it might be listened to by more people. That was very self-effacing and courageous. If we try to communicate the problems about biodiversity purely by saying that the situation is miserable and terrible things are happening, it becomes a weight on people’s shoulders that, in their busy lives, they do not want to bother with. We need to make people feel close to the issue and encourage them to become involved with it—whether that is with the local countryside around where they live, or through concern for an international species that is under threat or the marine environment where they go on holiday. Those are the sort of drivers that will be much more effective in unleashing the undoubted enthusiasm that exists in society for this key cornerstone of our existence.

The hon. Member for Ogmore talked about his experience on ministerial visits. I had a fascinating visit to Bristol where, just a few yards from 500,000 people, I saw some plants being protected that do not exist anywhere else within the Avon gorge, and I was practically dive-bombed by a peregrine. All of that existence was being maintained locally by enthusiastic volunteers, a committed local authority, and government in the form of Natural England and others doing their bit and working together. I completely understand the need for partnership. I also understand the importance of uniting the environment, the economy and society in one concept to deal with the issue.

I will now tackle the specific questions that the hon. Member for Ogmore put to me. We very much hope that the issues of access and benefit sharing can be taken forward at Nagoya. That is an absolute priority. Some people are depressed about the prospects for Nagoya, but that should not mean that we do not try our hardest. We do not want a clash between the developed world, the fast-developing world and the developing world, which is way behind. That dynamic is not insurmountable; we can find a way through. I welcome the fact that a number of different people are going there. I also welcome the fact that GLOBE is so much at the centre of trying to push the concept of doing the work set out in TEEB, and of putting the issues of biodiversity, ecosystems, and green accounting—valuing our natural environment—at the heart of Government.

On Lawton, I share the hon. Gentleman’s enthusiasm. National parks and AONBs all have a role in our campaign to reverse the decline in biodiversity. That will be absolutely vital for a host of organisations, including those that are voluntary or member-led—the National Trust, the Wildlife Trusts, small local groups and many more. I look forward to hearing what Sir John says in his report and I applaud the work that he and others have done. I have seen at first hand—well, through a video link—a BioBlitz in Bristol. They are very impressive. It was truly impressive to see young people engaged in that way.

The hon. Gentleman wants to know how we are going to take the matter forward and whether at the end of the international year of biodiversity we are going to forget all about it. No, we are not. He and others would not let me, and we would not want to. It is very important that we build up a head of steam through the international and national work that is taking place, particularly through our White Paper. We can carry that forward and translate it into real, positive action on the ground. That head of steam, or wave of enthusiasm, will not be allowed to diminish.

The Minister will know that the bulk of Britain’s biodiversity is not within these islands; it is within our overseas territories. Will he give a commitment that the White Paper will include a very clear focus on the work that we need to do in those international territories? Our responsibilities for biodiversity do not stop at these shores or at the 12-mile limit; they go right across the oceans and islands of this world, because of the commitments we have in those overseas territories.

My hon. Friend is to be credited for her assiduousness on behalf of her constituency’s fishing community. She badgered me when I was sitting on the Opposition Benches, and she continues to do so now. My answer will be in three parts. First, there is a longer-term strategy of reforming the CFP and getting an improved deal for vessels under 10 metres in length. In the medium term, we support the very good initiative on sustainable access to inshore fisheries, which was started by the previous Government. The project will report in the next few months and we will take forward its recommendations. In the short term, we can take on board the good suggestions made by fishing communities and hon. Members and try, when we can, to improve the lot of those communities through methods such as swaps of quota. This is not easy, but I assure my hon. Friend that I shall listen to the honest pleadings of her fishing community and do what I can to help them.

I am grateful to the Minister for attending the meeting of the Global Legislators Organisation for a Balanced Environment commission on fisheries on world oceans day. Has he had the opportunity to read the letter that I sent him following the meeting in which I outlined the proposals for a marine fisheries recovery strategy that were made by the 16 nations represented on that day, and when might I expect a response?

I must apologise if I have not replied already. I thank the hon. Gentleman for inviting me to the event, which brought together people from across the world, and for chairing it so well. The event gave us the opportunity to show that what we are doing on marine conservation in this country is ahead of what is being done in many other countries, so people can learn from what we do. I assure him that I will reply to him as soon as I can and take forward the recommendations of that excellent organisation.
