Commons ChamberIt is an honour to follow my hon. Friend the Member for Ynys Môn (Virginia Crosbie), who has the second most beautiful constituency in the country—of course, St Austell and Newquay is the best.
I left full-time education at the age of 16 and went straight to work for Barclays bank. However, I recently had a conversation with one of my former teachers, who remarked that many of my teachers thought I left school long before. I distinctly remember that, in my early years, the only thing I wanted to be in life was a British Airways pilot. I was fixed on this but, unfortunately for me, just before I started my O-levels—I am old enough to have done O-levels—British Airways closed its airline training school, which threw me into complete confusion about what I would do. I ended up doing my O-levels and, almost by accident, going to work for Barclays bank. I look back now and think, “If only there had been better advice to help me think about my career.”
I have since meandered through various opportunities that life has put my way and somehow ended up in this House, but that was never the plan. There was never a sense that this is where I wanted to go. I very much welcome this excellent Bill, and I am pleased that the Government are supporting it to make sure that good careers advice is available to all our students throughout their secondary education. That is absolutely right.
My hon. Friend the Member for Totnes (Anthony Mangnall) made the important point that we have to be very clear that careers advice is not about closing down the options for young people too early. Very few of us end up doing what we thought we were going to do when we were at school. It is about giving our schoolchildren a sense of aspiration, a sense of all the opportunities that our incredible country provides for our young people, and giving them the confidence and the attitude that they can go and make the most of it, wherever life may take them. It has to be about inspiring them and getting them to lift their aspirations.
I particularly say that because I represent a Cornish constituency, where we struggle with a lack of aspiration among our young people. Very often their view of the horizon is too low, and one of the best things we can do, particularly in secondary schools, is raise the horizon for our young people. Good-quality careers advice can definitely do that, so this is an excellent Bill.
I apologise for interrupting my hon. Friend, because he is making an important point. In the south-west, we know far too well how many people are looking over the horizon and are looking to move away to find their future career. They are not aware of the opportunities within their midst. This Bill presumably allows us the opportunity to find what is both immediately available in such areas but also what can be created or invented.
My hon. Friend makes a very good point. Since I was first elected to this House, I have focused on the need to create better opportunities for young people in the south-west and, in my case, particularly Cornwall. Too many of my peers had no option but to leave Cornwall and the south-west to achieve their ambitions in life. I count myself incredibly lucky that I was able to stay in Cornwall and make a reasonable life for myself, but that opportunity has not been available to many. That is one reason why I have spent so much time in this place championing such things as the spaceport, renewable energy, lithium extraction and all the things that are creating incredible opportunities in Cornwall for the future, so that young people growing up today can think, “I can have a good career in Cornwall. I don’t have to leave the place I love and call home to achieve that because we are creating opportunities.”
Alongside the great career advice that we need to provide, we have to make sure, particularly in some of the most disadvantaged parts of our country, that we create local opportunities for young people who want to stay in their home town and reach their potential in life. That is why the Government’s levelling-up agenda is so important to people like me. We have to create those opportunities.
One of the things that I did was run a business for several years that employed a lot of school leavers. One of my frustrations was that when school leavers came to me, yes, they had academic qualifications but they did not have the soft skills that employers need for them to become good members of the workforce quickly. Sadly, even today when I talk to employers, they tell me a similar story. That is why I really welcome such things as T-levels, which are going to provide an excellent connection between education and the workplace to give our young people the right sort of skills, so that they enter the workplace not just with the academic qualifications and skills that they need, but the attitude that they need to get into the workplace and so they know how to relate and be part of a team. People can only really learn those sorts of things by experiencing them. T-levels will provide that and I absolutely welcome them.
Alongside that, we are moving away from this strange idea that 50% of our students need to go to university. I think that has actually been damaging for far too long. Introducing T-levels and vocational and other qualifications is very important. Technical qualifications are so important and having a really strong connection to the workplace is valuable, and I am delighted with the Government’s efforts and the direction in which we are going in that regard.
I represent the constituency that is the most reliant on tourism and hospitality in the country and I am really passionate about changing the view that working in tourism and hospitality is just a dead-end or short-term job. It is one of the best career opportunities for a young person to get on quickly. It is incredible and provides great social mobility. Yes, people enter it by working in a bar but they can progress very quickly to management or HR, or some other aspect of management. We have to change the perception. I plead with schools, in the career advice that they provide, to get away from the negative view of tourism and hospitality as just a dead-end job. It is an incredible opportunity for the right sort of young person. They can go into that sector and have a really successful career and progress quickly. In any career advice that is going to be provided as a result of this excellent Bill, we need to change the perception of tourism and hospitality to make sure that we are providing good advice in that sector.
In conclusion, I welcome the fact that my hon. Friend the Member for Workington (Mark Jenkinson) has introduced the Bill.

Commons ChamberMy hon. Friend makes the point very well. I will come on to talk about that in a bit more detail.
Before I go any further, it would be wrong of me not to mention the Isles of Scilly, largely because my wife hails from there. She was born and bred there and her family still live there. It is also another unique part of our force area. The five inhabited islands that are 25 miles off the mainland need to be policed by Devon and Cornwall police, and that adds further complexities to their work.
The Devon and Cornwall police area has a number of very particular challenges. When taken together, it is clear that no other police force in the country has to face this combined complexity. None the less, the Devon and Cornwall police do an incredible job. Devon and Cornwall is the second safest region in England and Wales and has the lowest rate of victim-based crime nationally. But what is incredible is that, despite all those challenges, the force provides an excellent service in keeping us safe with lower than average national funding. The Devon and Cornwall force receives 52p per day per person in police funding, compared with the England and Wales average of 61p per person per day, while having to cope with the challenges that our rural peninsula presents.
In addition to all this, as colleagues have mentioned, we must include the impact of tourism and the summer surge that we see every year. The funding gap is even more significant when we consider that Devon and Cornwall experience the highest level of visitors in terms of overnight stays, second only to London. In fact, I learned during the lockdown that the constituency I have the pleasure of representing has the highest number of overnight stays, at 4.7 million a year, of any individual constituency in the whole of the UK. During the extended tourism season, we experienced a 14% increase in the number of incidents, including an 11.7% increase in recorded crime. This represents the highest seasonal increase in recorded crime across the whole country. The intensity of calls for service seen in the extended summer period places considerable pressure on our services for the rest of the year, as staff seek to catch up on training and annual leave and to address the toll that the summer season pressure takes on their workloads. So the pressure of tourism is not just felt during the peak tourist season; it has an impact on policing across the whole year.
I thank my hon. Friend for his comments and for securing this Adjournment debate. If he would like to have a vote on whether Devon or Cornwall is better, I would take our odds as a good chance. He is talking about the geographical issues as well as the population influx that we have in the south-west. Would he support what has been done by our police and crime commissioner in the councillor advocate scheme, which gives new mechanisms for people across the area to support their police officers and help to eradicate crime?
I am grateful to my hon. Friend for that intervention, because he highlights a point I was going to make. The pressures and the below-average funding that our police face mean that the Devon and Cornwall force is often at the forefront of innovation and finding new ways in which to work and use its resources in the very best, most efficient way. The example he highlights shows a way of working within the community to ensure that effective policing takes place despite having lower than average funding. We should praise our police force for the work that it does but at the same time make the case that it deserves better funding.
I also want to take this opportunity to mention the excellent piece of analysis that the office of the police and crime commissioner for Devon and Cornwall has put together. It is entitled “Understanding the exceptional policing challenges in Devon and Cornwall from tourism, rurality and isolation”. I am sure that the Minister is familiar with this piece of work. It shows in much greater detail the unique challenges that our police force faces.
I want to talk a bit more about funding. The current funding gap between rural and urban police forces needs to be addressed. This is something that I have raised continually since I was first elected five years ago, and I know I was not the first to do so. It is a long-standing issue that needs to be addressed. I would again draw the Minister’s attention to the fact that funding for Devon and Cornwall police is 9p per day less than the England and Wales average, and that when we factor in the adjustment to the population for tourist numbers, it is 13p per day. That situation needs to be addressed, so I seek confirmation from the Minister that any future review of police funding will factor in these different elements and ensure that police funding better reflects the position on the ground and the challenges that the police force actually faces. We need a better funding formula that really reflects the complexities that policing in rural areas, particularly in Devon and Cornwall, faces. The current formula fails to reflect the very high volume of calls for services faced by the police, which cover a very broad nature of incidents. Last year, as much as 84% of Devon and Cornwall police force’s total demand fell under the non-crime categories, many of which occur in rural and remote locations that are very time-consuming to get to, and so are an intensive use of resource. The role that our police officers play in rural areas, more than in urban parts of the country, is much broader than what is captured in the recorded crime figures.
I would like to make reference to the allocation of police numbers. I believe that all colleagues here will have welcomed the 141 new police officers that Devon and Cornwall was allocated out of the initial 6,000 tranche of the 20,000 new officers that we are going to put on to the frontline. However, we await the Government’s decision regarding how the remaining 14,000 of this 20,000 uplift will be allocated. If we are truly to deliver on the Government’s levelling-up agenda across the board, we need rural areas such as Devon and Cornwall to get a better share of new police officers in future. An allocation model based on population, for instance, would provide a truer reflection of the universal service demands placed on policing, given that the vast majority of all emergency calls do not in fact result in a recorded crime, particularly if such calculations include the increase we face through tourism. We do not want an approach that is largely based on recorded crime or levels of specific crimes such as serious violence, because that is urban-centric and favours inner cities over rural areas. When it comes to allocating the new police officers we are recruiting, I ask the Minister to consider these matters carefully to ensure that new officers are deployed in the best way to meet the challenges our police are facing.
I again pay tribute to our police officers across Devon and Cornwall for their hard work and dedication as they continue to work to keep us safe. I am grateful to the Minister for taking the time to listen to this case this evening. I hope he understands the unique challenges and circumstances that we face in our two counties. I look forward to working with him positively, going forward, to ensure that we get the results that we need in Devon and Cornwall.

Commons ChamberI am very grateful for that intervention, and I wholeheartedly agree with my hon. Friend. One of my hopes is that as we leave the European Union, we can perhaps turn some of our focus more starkly to our overseas territories, which, perhaps in recent years, have felt a little ignored. Leaving the European Union gives us the opportunity to strengthen our relationship with our overseas territories and make more of them, because we will be free from the shackles of the European Union. I absolutely agree with what he says.
It is absolutely vital that this House does now adopt an optimistic and positive vision for our country as we leave the European Union. I have found that since the general election every business I have spoken to now has a much more optimistic and positive view of what we can achieve as a nation as we leave the European Union, and we in this House need to adopt that same attitude.
Leaving the EU presents us with a number of opportunities. We have heard a lot already in this debate, including from the Secretary of State, about the opportunities for free trade and the opportunities that having our own independent trade policy will bring. There is the opportunity for us to have our own immigration policy. I believe that we can have a fairer, more compassionate, more effective and better immigration policy that works for our country and is not tied into the discrimination that the EU policy of free movement has forced on us
As someone who represents a constituency that has a number of fishing communities, I believe that leaving the common fisheries policy will present a great opportunity for us to revive our fishing industry and make sure that it gets a fairer share of the quota. Overall, I like to think that as we leave the European Union we have starkly contrasting choices of what our country could be like: it is the difference between being an oil tanker as part of the European Union, or a speedboat as an independent country outside the EU. No longer will we be tied to 27 other nations and need their agreement before we can do anything. We can be much more flexible, and much quicker to respond to global events and to demands that the world places upon us. That, for me, is in a nutshell how I see the opportunity of our leaving the European Union. We can be much more responsive and much more flexible in today’s ever-changing world.
I am sure that Members of the House would be surprised if I were to speak on this subject without specifically referring to Cornwall. I absolutely believe that Cornwall can play a significant role in ensuring that we deliver on the vision of a truly global Britain outside the EU, but that is not new. Throughout its history, Cornwall has played a significant part in delivering on global Britain. Today many people see Cornwall as a place for holidays, ice creams, pasties and perhaps fishing, but our history is about our being a major contributor to Britain’s global standing.
First of all, Cornwall has not only excelled at mining but has exported around the world. We have contributed our Cornish expertise and ingenuity to many places, particularly to many Commonwealth countries, and to North and South America. In Cornwall we define a mine as a hole in the ground anywhere in the world with a Cornishman at the bottom of it, because so many left after the decline of the tin mining industry that they formed a diaspora around the world.
There is good news, however, because Cornwall has an opportunity to become a global player in the extraction of precious metals once again.
Does my hon. Friend recognise the value of a great south-west partnership, with all the counties of the south-west being able to attract foreign direct investment and act as a regional bloc?
I welcome my hon. Friend’s comments and agree with him, but only up to a point, because I would be failing my constituents if I did not say that there is still a proud independent streak in Cornwall. The partnership with Devon and the other counties in the south-west goes only so far, particularly when it comes to the order in which we put cream and jam on a scone.
The recent identification of large deposits of lithium in Cornwall presents a great opportunity not only for Cornwall but for the whole UK, which could have its own secure domestic supply of what will be one of the most in-demand and crucial elements of our future. The more we need batteries for electric vehicles and other forms of energy storage, the greater the demand for lithium and other elements will be. In today’s ever-changing global climate, we cannot overstate the importance of having our own domestic supply of significant amounts of lithium, not only to supply the car industry and other industries in this country, but to export an element that will be in huge demand in the years ahead. I do not think that can be ignored. Cornwall is ready once again to contribute significantly to global Britain through the extraction of precious metals.
Another way in which Cornwall’s history links to our future is in telecommunications, which in recent days has been mentioned a lot in the news, and indeed in this House. Many Members might not realise that Cornwall was once the most well connected place on the planet, for in June 1870 the final section of the submarine cable between Great Britain and India came ashore at Porthcurno, a small cove in the far south-west of the county. Just a few days later the first ever telegraph message from Bombay was sent to Britain via that cable. That station went on to become the world’s largest submarine telegraph station, and it remained a training centre right up until the late 1990s. Even back in the 19th century Cornwall was right at the heart of connecting the UK to the rest of the world. Cornwall is once again ready to play that part.
Hon. Members will not be surprised to hear me mention Spaceport Cornwall, which we are ready to roll with. We are still hopeful that, as planned, we will be launching satellites from Cornwall’s spaceport next year, once again playing a key part in helping the UK stay connected to the rest of the world and fulfil the vision of global Britain.
In summary, I believe that great opportunities lie ahead as we leave the EU tomorrow night. I believe that it is incumbent on us to take a positive stance, to have a positive vision of the part that the UK can play globally outside the EU as an independent, free-trading nation once again, and to ensure that we provide the positive lead that I believe our country needs us to play.
