Commons ChamberI just do not agree with the hon. Gentleman’s assessment. In fact, while it is absolutely unacceptable that people have to go hungry at any time, the Government’s policy has been to introduce universal credit as a means to help people. Some 2.4 million households will be better off as a result of changes we made at Budget. We always provide a strong safety net through the welfare system for those who need extra support. What is absolutely vital is that universal credit itself is a much simpler system that is enabling people, who previously were losing through the complexity of the many different facets of the old welfare system, to get the money they are entitled to. That is absolutely vital.
Further to the question from my right hon. Friend the Member for Orkney and Shetland (Mr Carmichael), Change UK is now a political party and we have 11 Members. Together we certainly are, I would suggest, entitled to an Opposition day debate and we would like to have it on the people’s vote. I and others would be very happy to meet the Leader to discuss how we can ensure we now have Opposition day debates that reflect the real representation across the Chamber.
I am always happy to meet right hon. and hon. Members who want to propose procedural changes and that would be the case in the right hon. Lady’s situation.

What today does is effectively turn that precedent on its head: those who are not in Government are deciding the business, and there are inevitable ramifications to that.
I work constantly to represent Parliament’s voice in Government, and today I am genuinely concerned that the decisions we are being obliged to make could result in Parliament being extremely frustrated. It is highly likely that we could be in a position where the preferences of the House simply cannot be achieved. Whatever the House decides needs to be both deliverable and negotiable, and, very specifically, the European Union has been clear in all circumstances that changing the withdrawal agreement is simply not an option.
This Government want to deliver on the referendum of 2016 in a way that maintains a deep and special partnership with the European Union. Urgent action is needed; businesses and people cannot be left in limbo any longer. There are two sides to this negotiation, so I repeat that what the House decides needs to be deliverable and negotiable and also needs to deliver on the referendum.
I will not.
The Council conclusions agreed last week set out that the withdrawal agreement in all circumstances must be adopted by the United Kingdom, so I urge colleagues to accept that approving the withdrawal agreement—which is complex and which covers wide-ranging areas from citizens’ rights to farming, from overseas territories to security and financial services—has to be the first step. The EU has said that the withdrawal agreement will not be changed, and Parliament needs to accept that before we can look to the future partnership, which is what much of today’s debate will focus on.
Notwithstanding the fact that no amendments have been selected, in particular I hope that should the debate today proceed in accordance with the business of the House motion, it will allow for all motions to be fully considered, rather than just a select few. This would enable Parliament to establish what it does want, rather than what the selection would permit. Mr Speaker, the Government have consistently said that we do not support the approach the House has taken to remove Government control of the Order Paper, no matter the circumstances. For that reason, we will oppose today’s business of the House motion. While it is now up to Parliament to set out the next steps in respect of today’s business, the Government will continue to call for realism in the debate ahead. Any options considered must be deliverable in negotiations with the European Union.

Commons ChamberI am always delighted to see the hon. Gentleman in his place at business questions. We do have some good discussions here, and I am not sure that we ever really lose out. There are some good issues raised. I can tell him that the NHS now has over £14 billion more to spend on caring for people than it did in 2010. He will be aware that new plans will be brought forward for a long-term plan for the NHS, which is absolutely vital for the success of its future. Nevertheless, we are doing more, and there are almost 40,400 more clinical staff looking after patients now than there were in 2010.
My constituent Pamela Corbett is extremely poorly—how can I put it; time is of the essence—but power of attorney would not be appropriate in her case, which is not unusual. However, TSB has frozen her bank account, which has caused her and her daughters considerable distress. May we have a debate on how we can ensure that banks see the human being—the person—in such cases instead of having some over-bureaucratic process?
My right hon. Friend raises an important issue. I am aware that TSB’s chief executive was on the radio this morning to apologise for the awful service that customers have received over the past week and that he pledged to sort it out. My right hon. Friend is right that there are times when personal intervention is necessary to ensure that constituents can access their money, and I encourage her to seek a debate on the subject.

Gentleman will be aware that Government policy is to ensure that there is no hard border between Northern Ireland and the Republic of Ireland, and that when we leave the European Union we have a deal that works for all parts of the United Kingdom and does not seek to undermine or divide any part from any other part. When I read out next week’s business, he might have heard that there will be two days of debates pertaining to Northern Ireland, and he may wish to take the opportunity to speak in those.
May I refer back to the use of statistics? There is nothing wrong with a good, robust argument in this place, but if the Leader of the House, or any Minister, makes an assertion about facts, they can quite properly be challenged and brought back to this place, and made to account for any inaccuracy in the use of statistics as facts. That is not the same for right hon. and hon. Members, particularly on the Opposition Benches, and it does not enhance political debate for people to assert facts, week after week, almost day after day—this is a growing problem—without any accountability in the House. Is there anything that the Leader of the House can do? On Tuesday we had to rely on Channel 4’s FactCheck. The Library is an excellent source of information, but it is imperative that we all act with veracity and integrity, and are held accountable when we make assertions.
My right hon. Friend is right. You will recall, Mr Speaker, that I raised in the Chamber the issue of a private response that I gave to a Labour Member following a question that they asked me privately, but that they then tweeted, implying that I had somehow answered something else. I personally was extremely offended by that. My right hon. Friend is right: social media clips that are deliberately misleading and ignore facts to make political points undermine our Parliament and democracy, and it simply must not happen.

Commons ChamberI am grateful to my hon. Friend for his intervention. The need for action is absolutely vital. Each of the motions provides that opportunity, but it is vital that the House itself makes the decision.
I say a huge thank you to my right hon. Friend and her team for all their excellent work, but does she not agree that the time for talking is over? We have to grasp this do the right thing. I cannot believe I am going to say this, but in this instance, in supporting amendment (b), absolutely everybody vote leave.
I thank my right hon. Friend for joining that sentiment. I point out that in terms of progress of work, neither motion 2 nor amendment (b) is suggesting any faster progress. As I set out, the difference between them is that amendment (b) offers only one solution. The motion 2 offers the opportunity to discuss the best combination of value for taxpayers’ money as well as solutions for parliamentarians.

Commons ChamberI thank the hon. Lady for her urgent question earlier this week, which gave rise to this statement today, where we have had a bit more to say. I commend her for her efforts in this area, and I am very happy to speak to her directly at any time on any concern she has. I hope that she is reassured that I have said that we will be bringing in an independent expert in sexual harassment to be a special adviser to the working party for our subsequent meetings.
The hon. Lady raises some specific “what ifs”. As this is a working party that has not yet completely set out the parameters of who will be able access it, I do not want to make decisions on behalf of my colleagues on the working party, but we will absolutely take away every one of her “what ifs” and will make decisions and announcements as soon as we can.
I commend the Leader of the House on the progress made so far and her statement, and the work of my right hon. Friend the Prime Minister in all this. It is important that we get on with it, that we have this great leadership from the top and that we work cross-party. I fully support the comments of the hon. Member for Birmingham, Yardley (Jess Phillips), which I will not repeat because I completely agree with her.
We accept that this is going to be very complicated, but there are some simple principles that must underpin it. For example, first, this independent system could apply to all passholders. Secondly, there must be sanctions somewhere along the line, and everybody must sign up to the system. Thirdly, as an underlying principle, it must confer rights, duties and responsibilities on all workers in this place just like workers in any other place.
I am grateful to my right hon. Friend and think I can give her reassurance on each of her points. The complaints and grievance procedure will include all passholders, as the working party has accepted. It will also ensure that people are very clear about rights and responsibilities, and that they all have a duty to abide by the rules as set out.

I absolutely share the right hon. and learned Lady’s concerns about allegations, and I share her determination to stamp this out. We are absolutely determined to get a grip on this. She is right that all parties must agree on the rules and that there must be an independent grievance procedure. I absolutely share the concern that it is particularly difficult for young people who come to work or to do work experience in this place to come forward themselves with allegations, for fear of what might happen to them. That has been the case throughout all areas of life in which those in power seek to abuse those who are younger and less powerful than they are. It is absolutely appalling and unforgivable. I also share the right hon. and learned Lady’s view that complainants should be given anonymity and that there should be proper and thorough investigations of all complaints.
May I, too, congratulate you on and endorse your comments, Mr Speaker? I thank the right hon. and learned Member for Camberwell and Peckham (Ms Harman) and my right hon. Friend the Leader of the House for all that they have said. We do indeed need change; things cannot go on as they are. I very much welcome the notion that we are going to set up an independent grievance procedure to provide to everybody who works in this place the same protection as any other worker would have. Will my right hon. Friend look into extending that protection to every parliamentary passholder or parliamentary email account holder? Will she set out a timetable? Does she agree that this is not only about sexual harassment but extends to other forms of abuse? It is important that we recognise that.
My right hon. Friend is exactly right that this must include all passholders and all work experience people and members of the media who come to this House. It is absolutely clear that there needs to be a proper means for people to come forward with grievances. She is also right that this is a matter not just of sexually inappropriate behaviour, but of bullying, accusations and all manner of inappropriate behaviour. The procedure should be all encompassing, and that is exactly what we intend to achieve.

Commons ChamberThe short answer is that a great deal of progress has been made. As Members will know, in December 2012 the Chancellor transferred £35 million from fines levied on the banks following the LIBOR scandal. The whole of that £35 million has now been allocated to almost 100 projects that will provide support to members of the armed forces community. In addition, we can now look forward to the £40 million recently announced for the veterans accommodation fund, the £20 million about which I have already given details and, in perpetuity, £10 million each year for our service charities.
I am grateful to my hon. Friend for her answer. Will some of the money from the LIBOR fines be used to deal with the awful mental illness that comes to those who have lost loved ones in conflict, and to help the families of those who have suffered mental health problems after spending time overseas in conflict areas?
I am happy to confirm that Cruse Bereavement Care, a wonderful charity that comforts bereaved people—not only service families but anyone who has lost someone—has received £500,000 of LIBOR funding. An additional £2.77 million has gone to Combat Stress, and SSAFA has a number of projects that have benefited, to the tune of £2 million. I hope that shows that we take this work very seriously.

Commons ChamberThe hon. Gentleman makes a good point. Anything that helps to prevent a repeat is to be welcomed.
I want to focus on a topic that we do not often discuss in the Chamber: the importance of love. Love in a prevention context begins with conception. It needs to go on throughout the baby’s life, but the critical period is conception to the age of two years. There is a very important reason for that: a loved baby who has his needs met will generally learn that the world is a good place and that people are generally kind. That baby will grow up expecting to be able to form secure bonds, make friends and hold down a job, and will generally have more capacity to lead a normal life.
On the other hand, the baby who is neglected or abused, or inconsistently treated, suffers two profound impacts. First, the baby who is left to scream is unable to control or regulate his or her feelings. When a baby knows something is wrong, he does not know whether it is because he is too hot, too cold, bored, tried or hungry—he just knows something is wrong, and he looks to an adult carer to sooth his feelings, relax him and get him back off to sleep.
When a baby is left to scream all the time, the stress hormone in the baby’s body—cortisol—rises to a level where it harms his immune system, and that harm can be permanent. What is more, if the baby constantly experiences raised stress levels, he becomes tolerant of his own stress level. You or I, Madam Deputy Speaker, might be excited by a scary episode of “Doctor Who”, but somebody with a high tolerance of their own stress level might need to go out to stab somebody to get the same level of excitement. Being permanently left to scream therefore has a profound impact on a baby.
The second impact is even more amazing. When a baby is born, his brain is barely developed; he simply has the amygdala, with the fight or flight instinct. Between six and 18 months old, the frontal cortex—the social part of the brain—starts to develop and puts on its peak growth spurt. That growth is literally stimulated by a loving relationship between baby and carer. Playing games such as peek-a-boo or gazing into baby’s eyes and saying, “I love you” and “Aren’t you beautiful?” literally stimulates the development of the baby’s brain. Conversely, as we saw from the appalling situation in Romanian orphanages, the orphans, who had no human contact at all, literally suffered brain damage; they were unable to communicate in any way, because they had had so little human contact.
I congratulate my hon. Friend on the debate and on all the sensible things she is saying with great passion and clear knowledge. Does she agree that it is imperative if children born into the most terrible circumstances are to be adopted, we make sure they are adopted as quickly as possible, given the excellent evidence she has placed before us this evening?
I thank my hon. Friend for that point, and I will come to it later.
If someone does not love their baby, and they do not bond properly with him in those first two crucial years, they are literally impairing their capacity to lead a normal life. The sad truth is that research shows that 40% of children in Britain are not securely attached by the age of five. That does not mean that they all go on to become criminals, psychopaths, sociopaths, paedophiles or drug addicts, but it does mean that their capacity to deal with the things life throws at them and the problems they will encounter is much lessened. They are less likely to be able to cope with holding down a job, making friends, and forming and keeping a relationship. At the extreme end, a baby will have been severely neglected or abused, and that is where we will find sociopaths. Sociopaths are not born, but made by their earliest experiences in the first two years of life.
Before we all go out and throw up our hands in despair, I want to make the case that there is a huge amount that can be done. Things do not have to be like this. If we as a society committed to making the very earliest intervention to provide the support needed for families, we could do so much in the first two years of life, when the baby’s brain has the ability to reach its full potential. We could turn things around and do great things.
The Oxford Parent Infant Project—a charity that I chaired for nine years, and of which I have been a trustee for 12 years—does precisely that work in Oxfordshire. In the past few months, I have launched a sister charity, the Northamptonshire Parent Infant Project, to do the same work. We work together with families—normally the mum, but it can be the dad or the grandparents—and the baby to help the carers understand, first, their own feelings about caring and parenting, and, secondly, the baby’s needs. We literally enable the adult to love the baby; we reintroduce them to each other, with astonishing results.
When Oxpip and Norpip get their referrals, the parents are desperate—they are about to commit suicide, infanticide or both. We have referrals from health workers, midwives and social services, which, in Oxfordshire, certainly often use Oxpip as their emergency service. If they have tried everything else, they will come to us to see what we can do. As I said, the results have been astonishing. An enormous amount can be done, therefore, to reverse this cycle of deprivation. The problem is that so often a failure to attach in those early years is the result of the parents’ own terribly unhappy lives.
