Commons ChamberThe Government are committed to investing in our police to drive down crime across Wales. That includes an extra 1,127 police officers for Welsh forces under the police uplift programme. Approximately £9 million has been allocated to Welsh forces through the safer streets fund, targeting neighbourhood crime, violence against women and girls, and antisocial behaviour.
Antisocial behaviour has a devastating impact on communities across Wales and in Cardiff North. My constituent, Sarah, suffered a miscarriage due to the stress of repeated antisocial behaviour. She was not entitled to any support, because this Government consider those who suffer from antisocial behaviour to be second-class victims. My amendment to change that in the Victims and Prisoners Bill was rejected by this Government. How can they claim to prevent crime while failing to support victims?
I assure the hon. Lady that victims of antisocial behaviour are as much victims of crime as anyone else. I absolutely stand with victims of antisocial behaviour; it is a matter that we take very seriously indeed. I have not seen the amendment tabled by the hon. Lady, but she must be aware that this Government have brought in longer prison sentences for the most serious crimes, and made it easier for the police to arrest people carrying out crime—matters that the Labour party has voted against.

Commons ChamberObviously, sport is a devolved matter, but I have had conversations with Nigel Walker and other members of the WRU informally. The UK Government, and I am sure the Welsh Government, were appalled by the allegations. I would be happy to work with the Welsh Government, the WRU or any other body, including the external body that has been set up to look at the issue, to ensure that the allegations are properly dealt with.
Dydd gŵyl Dewi Sant hapus, Mr Speaker. I am sure that all hon. Members are concerned about the allegations of discrimination and misogyny within the WRU that victims have come forward and said they have faced. What conversations is the Secretary of State having with his colleagues in the Department for Digital, Culture, Media and Sport about the matter and the pressure that they can put on the WRU to address these serious allegations?

Commons ChamberFirst, I fully acknowledge that there is a cost of living crisis at the moment. It has come about because the UK Government rightly had to spend hundreds of millions of pounds dealing with the covid pandemic. We then saw inflation increase through the roof as a result of a land war in Ukraine. I recognise that there is a cost of living crisis being faced by countries across the whole of the western world at the moment. The UK Government have certainly not cut funding. We have increased funding for the devolved Administrations. We have increased money for the national health service. It is a shame that in Wales that funding is not being fully passed on to the national health service. Frankly, on the NHS, the Welsh Labour Government are getting more money and delivering a lower service.
My constituent Sarah and her children could not celebrate Christmas this year: they were crippled by the fear of bailiffs and of being made homeless in the minus 2° weather. The toll this has taken on her mental health is unimaginable. She said to me, “My children and I will just break.”
A YouGov poll, out this week, shows that this Tory-made cost of living crisis has had a huge impact on people’s mental health in Wales—significantly more than elsewhere. Thirteen years of Tory Government have crippled this country. Cardiff Council is already £23 million worse off. Is the Welsh Secretary going to push my constituents to breaking point?
There is a cost of living crisis going on all over the world at the moment. This Government have acknowledged that and faced up to it. That is why we have prioritised help for the least well-off. That is why this Government have made sure that the minimum wage has risen in line with inflation, that pensions have risen in line with inflation and that benefits have risen in line with inflation. People on benefits will receive a £900 payment, pensioners are getting a £300 payment and households with a disability are getting a £150 payment. At all times through these crises, which have not been caused by this UK Government, we have targeted our help at the most vulnerable in society.

Commons ChamberThe hon. Lady has not actually contacted me about the issue previously, but it is a reasonable one to raise and I would be happy to see any correspondence from her on it.
Unsurprisingly, the UK Government have repeatedly broken their promises to fund Wales to the tune of nearly £800 million, and they are blatantly trying to undermine devolution at every opportunity. Can the Minister tell me how that serves the Welsh people when they are struggling with the cost of living crisis? While he is at it, can he tell us why he is still propping up a broken Government who promote an abuser and then lie about it?
That statement is completely incorrect. Prior to Brexit, Wales received around £343 million a year in structural funds and £337 million a year was spent on agriculture. Post Brexit, the sums will be exactly the same. My question is why Opposition Members are still supporting a Government in Wales who have left us with lower education standards; lower standards in healthcare; and more taxes on business, such as a tourism tax and a tax on wine producers. Why do they now want to spend £100 million of taxpayers’ money on extra politicians? Those are the questions to which the people of Wales would like to know the answers.

Friend has long been a doughty champion of this scheme, as he has of many other schemes, including the seven UK community renewal fund projects that are going to be delivered in the Vale of Glamorgan and are worth more than £1 million. I simply say to him that we would encourage as many good-quality bids as possible from the Vale of Glamorgan and other local authorities in Wales.
On climate action, the UK must step up to provide the funding that is needed across the whole of Wales. Despite the lack of the funding that we would have seen from the EU, the Welsh Labour Government are already delivering on renewable energy and sustainable transport and achieving the third best recycling rates in the world. Will the Secretary of State tell us what discussions he is having with his Welsh Government counterparts to discuss more climate investment?
I am delighted to answer that, because in addition to all the many programmes that my right hon. Friend the Secretary of State has mentioned—the UK community renewal fund, the shared prosperity fund and the levelling-up fund—we also have the growth deals, which are delivering the very kinds of environmental projects to which the hon. Lady has just referred. Of course the growth deals are funded 50% by the UK Government and 50% by the Welsh Government, who will be receiving an extra £2.5 billion next year as a result of the most generous settlement they have ever had.

Right. I thank the hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) for his comments. He, like many others, including the hon. Members for Cardiff North (Anna McMorrin) and for Aberavon (Stephen Kinnock)—I think everyone did this, actually—mentioned the role played by public sector workers, including local authority workers, teachers and, of course, the police. I want to mention prison officers, because they always seem to get left out. I am not saying that they did any more or less than anyone else, but they have certainly taken risks and, sadly, in my constituency one member of the Prison Service died as a result of covid. I thank all hon. Members for an interesting and perceptive debate, and I will try to respond to as many of the points as I can.
I want to strike a note of unity by saying that covid-19 is the biggest challenge that we have faced for generations. We are tackling this pandemic head-on, and we seek to reduce the risk of transmission and the number of infections and deaths, while minimising the longer-term damage to the economy. I believe that the UK Government have shown clear leadership across the country in fighting the scourge of coronavirus. Every time the UK Government have implemented measures designed to curb the spread of covid-19, we have put in place provisions to support those who are affected, in Wales and right across the United Kingdom.
We started with an additional package of funding in the spring Budget to support the NHS and other public services. We followed that up with support for business through lockdown and beyond, including Government-backed loans, starting with the coronavirus business interruption loan scheme. To date, almost £400 million of UK Government-backed loans have been extended to firms in Wales under that scheme. The bounce back loan scheme, introduced for small and medium-sized enterprises, has supported over £1 billion-worth of loans in Wales. The furlough scheme kept workers in their jobs during lockdown, with the Government paying up to 80% of their usual wage. At its peak, the scheme supported more than 400,000 workers in Wales—around a quarter of the workforce.
The UK Government have pursued a generous approach, designed to work together with all devolved Administrations, and we have given the Welsh Government an up-front guarantee of an additional £4.4 billion of funding, over and above the normal block grant, to help them to deal with the scale and uncertainty of the disruption caused by coronavirus. Various Members, including the hon. Members for Merthyr Tydfil and Rhymney, for Cardiff South and Penarth (Stephen Doughty) and for Cardiff North—in fact, probably all the Opposition Members who spoke—praised the Labour Government. The hon. Member for Cardiff North seemed to use the words “Welsh Labour” in virtually every sentence, saying, “The Welsh Labour Government have delivered this; they’ve delivered that; and they’ve saved X number of jobs.” I am not denying for one moment that they have done those things, but they did them with the £4.4 billion and all the other money that has been provided to them to deal with this crisis.
It was right that the Welsh Government be given extra funding in order to deal with this crisis. It is perfectly reasonable to praise one’s own political party or Government—we all do that from time to time—but I was disappointed to hear the hon. Lady say that we must all try to work together and take politics out of this, and then not even to acknowledge that the Welsh Labour Government were able to deliver that help, which she spoke about in such grand terms, only because extra money was rightly given by the UK Government.
Does the Minister not agree that the Government in Westminster have acted across the UK in a way that could be described as politicking, at best, and downright dangerous, at worst? He fails to realise that by not engaging with Wales, Scotland and the regions, he and his Government are leaving people desperate and dying.
It is disappointing again that the hon. Lady uses the word “politicking” in one sentence and “dangerous” in the next, and then goes on to suggest that one Government’s approach is leaving people dying. If she wants to talk about poker games, she might want to look at what happened in Manchester, where a Labour local authority leader did everything possible to avoid locking down unless he could get some more money out of the Government. That is playing poker. That is politicking with people’s lives. The UK Government’s approach has been to try and avoid the narrow politicking. That is why you will not catch me saying that a policy that is being pursued by the Labour Government in Wales, even though it may be different from the UK Government’s policies, is causing people to die or causing danger. That is not a comment that I ever want to make.
The Minister is picking on my speech, so I seem to have got under his skin. Can he point out the scientific evidence that the UK Government are following? It certainly is not the scientific evidence that we have seen from our scientific advisers across the country and, specifically, in Wales.
It is not that the hon. Lady has got under my skin, but if she suggests that the UK Government are deliberately leaving people to die, that is something that I have to tackle. As far as the science goes, at the first Cobra meeting I attended—I have attended a few of them when the Secretary of State has not been available—I saw the Prime Minister ask the chief scientific adviser, “How can we save the maximum number of lives?” The UK Government’s whole approach has been about asking the scientists not, “What will be good for the economy?” but, “What will save lives?” The hon. Lady will be pleased to know that a member of the Welsh Government—I cannot remember if it was the Health Minister or the First Minister—was present at that meeting.
I will probably completely mess up my speech, now but I want to talk about co-operation. I have never seen such co-operation between the UK and the Welsh Governments. From the very start, Welsh Government Ministers have been invited along to every Cobra meeting and to the ministerial implementation group meetings, which are at the level below that, where a lot of decisions are also taken. We have had Welsh Government Ministers, SNP Ministers and Northern Irish Ministers there, all listening to the evidence and all taking part in the decision-making process. It is right that that was the case, because we wanted to approach the matter from a UK perspective.
At the same time, it occurred to the Secretary of State for Wales that it might be useful if he or I had some knowledge of what the Welsh Government proposed—not to take part in any decision-making process, but to have an idea of what was taking place. We wrote to the First Minister, pointing out that his Ministers rightly come to many UK-level ministerial meetings and asking if it would be possible for us to attend Welsh Government ministerial meetings—not to take any part in the decisions, and not necessarily even to say anything, but simply to listen and understand the process in Wales—but we received little response.
In the end, we were told that we could perhaps sit in on some of the meetings, but only for the moments where non-devolved matters were being discussed. I think we have had one invitation in the last six months. That is a disappointing lack of co-operation. It is extraordinary to me that anyone has the audacity, frankly, to suggest that the UK Government are not working hand in hand with the Welsh Government, when the UK Government have fallen over themselves to invite Welsh Ministers to these meetings.
The hon. Lady shakes her head, but it is a matter of record that Welsh Government Ministers attend Cobra and ministerial implementation group meetings.

Commons ChamberThroughout this pandemic, the Government have listened to a wide range of scientific advisers, some of whom will be advising circuit breakers, whereas others will be suggesting that measures are too strict. The Government have listened to all and tried to steer a course through the middle of this. They have listened to Welsh Government Ministers on numerous occasions, with more than 100 such meetings having taken place. We will continue to listen with an open mind and to follow the evidence.
Unlike this Tory Government in England, our Labour Government in Wales do follow the science. The rules in Wales have stopped people taking the virus with them from high-prevalence to low-prevalence areas, thus protecting people’s lives. We want the same for visitors to Wales from across the rest of the UK, where rates are even higher, so why are this Tory Government ignoring the First Minister yet again, failing to stand up for the people of Wales and playing politics with people’s lives?
We certainly are not playing politics with people’s lives. The hon. Lady will be aware that 25% of the workforce of Wales travel over to England to work there, and playing politics with people’s lives potentially means looking at livelihoods as well. The reality is that we have followed the science all the way through this process and, more or less, the Welsh Government have followed exactly what the UK Government are doing.

This pattern does not seem to bother our UK Government, intent as they are on delivering a Brexit whatever the cost. That cost will be great, but it will be the greatest in Wales as we are dependent on those and other such jobs. We have been at the mercy of a Tory Government’s austerity measures for the past nine years. I see the struggle in our public services and in our communities. Our people who were left bereft following the ruthless Thatcher years are once again feeling the brunt, and Brexit is only set to make things worse. Why do we in Wales have to put up with this again?
Wales is an outward-facing international country with our own values, our own language, and our own culture and history. We do not want this right-wing Brexit ideology, which only harms our communities, our people and our services. We know that Brexit—any Brexit—only aids the right. It is a project driven by the right and for the right. As a progressive forward-looking Wales we know that the best deal for us, for our hard-working families, for our public services and for our businesses is the one that we have now as full members of the European Union.
Does the hon. Lady not recognise that that is not the vision that Wales has? Wales voted to leave by a much greater margin than it voted for the Welsh Assembly.
I thank the hon. Gentleman for his point. Has he not seen the recent polls that say that the majority of Welsh people have changed their minds? In any case, this is not what they voted for. That is why we should put the question back to the people for final ratification and confirmation and for a final say.
The Secretary of State for Wales has done perilously little to stand up for our country. When I asked him in the Welsh Affairs Committee to name an infrastructure project in Wales that he has helped to secure during his time as Secretary of State, he could not name one. It was no to rail electrification, no to the tidal lagoon, no to Wylfa Newydd, and no to onshore and offshore renewable energy projects. What is this Secretary of State for? What is his purpose, as he certainly does not stand up for Wales?
I want to see more investment in our country, greater powers being devolved to Wales and reform of our institutions.
I fought for the Senedd back in 1997, and then again for greater powers in 2011 and 2017. I will continue to fight for more powers and for our country to be better able to govern without being hampered by this Tory Government. In fact, I would like to see Wales’s powers equal to there of Scotland at the very least. But what matters is how we use those powers. We regularly need to go cap in hand to this Tory Government in order to effect change; that cannot be right. It cannot be right that our country needs permission to build Wylfa Newydd or a tidal lagoon. We need a settlement to enable us to do that—in Wales and by the people of Wales.
It cannot be right that we are unable to tackle the serious problem of mental health in prisons, as the broken devolution settlement means that this is impossible. Justice is not devolved, while mental health is. This must be put right. Criminal justice should be devolved to enable us properly to resolve these issues and create a solution that suits us as a country. It is also certainly not right that air passenger duty is not devolved when it is devolved to both Scotland and Northern Ireland. These anomalies must be put right.
Although this place is in need of much reform, I agree that the Senedd needs some too. I welcome the Senedd and Elections (Wales) Bill brought forward earlier this month, which sets out the exciting opportunities to strengthen our Welsh Assembly, bringing about reform and democracy, lowering the voting age to 16 and introducing more Assembly Members.
Reform and change take time. In Wales, we are proud that we can grasp this change. I only wish that this place would take some lessons from that. We must look towards the sort of Parliament we want in Wales, and I hope that we wholeheartedly embrace it, creating a positive future for our children. As the historian Gwyn Alf Williams said:
“Wales is a process. Wales is an artefact which the Welsh produce. The Welsh make and remake Wales day by day, year by year, generation by generation, if they want to”.
