It is incumbent on all involved, from the transmission operators to the developers, National Grid, the electricity system operator and indeed the Department and those across Government, to ensure that where such pieces of critical national infrastructure are being built, developed and planned, plans are proceeded with and laid in a way that is conducive to local sentiment and local support and will provide for that local community for many years to come.
I am grateful to the very polite Minister, as was said by the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone). I am sure the Minister is aware that heat pumps will produce about 2.5 times the energy of the electricity put into them, or four times for ground source heat pumps—they are multipliers of the power put into them. The Government have a plan for 600,000 to be installed by 2028. Will we see those? How many will we see next year? Does he have intervening targets for that? At the moment, they are at only a 10th of where the target would have them.
Secondly, a point asked in my constituency is about the new £10 million community energy fund, which relates only to England, despite energy being reserved. Will he enlighten Euan Scott, my constituent, please?
Yes, I am very pleased to welcome developments in renewable liquid heating fuel. The consultation, which will be UK-wide, will benefit those living in rural constituencies such as Banff and Buchan, and those across north-east Scotland and rural Britain. I welcome the support for the sustainable aviation fuel amendment, to which I will refer shortly.
To back up the point made by the hon. Member for Banff and Buchan (David Duguid), standard consultation and the legislation being in place in 12 months do not show the necessary urgency. That is the point that unites many people. The Minister, with his Thompson gun approach to spitting things out, got that one out very quickly, but we need it done an awful lot more quickly than starting within 12 months. This Government will probably be gone in 12 months.
I am determined to work very hard to ensure that this Government will not be gone in 12 months. However, we are taking the powers now to ensure support for the use of these fuels in heat in future, if needed. I should make clear that we are starting the consultation within the next 12 months, not in 12 months. It will be within the next year.
The Minister may have heard on “The World at One” on Radio 4 last week the head of OVO Energy talking about the movement for the cost of transmission from the unit price to the standing charge price, which has ramped up standing charges and is very concerning to many people because that disproportionately impacts poorer bill payers. Will he look at that issue and discuss it with Ofgem at his meeting?
Yes, I can confirm that I will raise that issue with Ofgem at my next meeting, and at the next available opportunity I have to meet the Chairman of the Energy Security and Net Zero Committee, I will certainly have an answer for him on that question.

As we have heard, trade barriers are a problem for seed potato growers, and yesterday the International Trade Committee heard that the biggest change that a Government could introduce to get rid of these and help the UK economy would be to rejoin the customs union and single market. How much do the Government care about the UK economy?
I thank my hon. Friend—the hon. Member for that question. This Government care passionately about the UK economy. It might interest the hon. Member to know that the EU remains a vital trading partner for the UK. Contrary to the claim that trade with the EU has collapsed, Office for National Statistics figures show that total trade in goods and services between the UK and the EU was worth £652.6 billion in the year to June. That is up by 18%.

Commons ChamberDuly warned and noted, Madam Deputy Speaker. I will not take up much of the House’s time—I am sure that will delight SNP Members more than anyone else—because up and until the hon. Member for Edinburgh East (Tommy Sheppard) spoke, I was struggling for something to say in this debate. The hon. Member for Glasgow East (David Linden), who led the debate, is a passionate campaigner for combating poverty in his constituency and around the country, and I know how hard he works on behalf of his constituents to alleviate the burden that so many people find themselves under across this country.
However, the problem is this: the hon. Member for Edinburgh East said that we would not find any reference to independence in this motion, and he is right, but unfortunately, it does refer to the
“rising costs of the UK leaving the EU”.
Unfortunately, we cannot get away from the deep irony of Scottish National party Members coming here today to talk about the cost of living crisis, which genuinely is one of the most important things we can speak about at this time, and the cost of leaving the European Union while making no reference to the inordinate cost and huge challenges that would be put on businesses and individuals in Scotland if it were to separate from the rest of the United Kingdom. They cannot make one case to answer that.
Is the hon. Gentleman saying that walking out of a trade bloc and increasing red tape, meaning that the UK has to have paperwork with every country that it exports to, is the same as repatriating political powers? Is he saying that Ireland or Finland are not independent, because if he is, he will be laughed at all over Europe?
The hon. Gentleman knows very well that separating Scotland from the United Kingdom would be far more than just repatriating powers to Holyrood; it would be the break-up of an economic, political and social Union that has been in existence for 300 years and, in fact, it would make Brexit look like a cakewalk. I understand the concerns of the hon. Gentleman, who stands up and fights for, for example, his exporters and fishermen, who are struggling with some of the burdens that Brexit has brought—I have said openly that I recognise that—but that is as nothing compared with the burden that independence would put on businesses and people in Scotland.

Commons ChamberWe have a problem in Scotland, as I think everyone has recognised. [Interruption.] We have many problems in Scotland, most of them emanating from Holyrood, but that is for another day.
As a country, we are simply not attracting enough people to Scotland to live, work or invest. According to the Office for National Statistics, between 2016 and 2018 Scotland attracted, on average, only 8% of immigrants to the UK, fewer than the north-west of England, Yorkshire and the Humber, the west midlands, the east of England, the south-east, London and the south-west.
Would the hon. Gentleman concede that one of the problems is that when migrant workers are attracted to come to live in our communities, there are pen pushers at the Home Office who prevent them from coming? I am thinking particularly of the fishing communities on the west coast that are looking for non-European economic area labour. Year upon year, one person in Westminster says no even though the communities say yes.
It might surprise the House to hear that I agree with the hon. Member, although not to the extent of describing some of the hard-working civil servants in the Home Office as pen pushers. They are doing a valuable job, but I think we have to look more imaginatively at how we attract labour to the sectors that are crying out for them, and particularly to the fisheries on the west coast of Scotland, which he ably represents in this House.
Compared with what we were previously, we are now a country of in-migration. We have a growing population in Scotland, but if Scotland’s economy is to continue to grow, there is a concern that, even with freedom of movement, we are not attracting enough people to make up for what will soon become a declining population through a simple lack of natural growth, with deaths already outnumbering births. Last year, there were already 7,000 more deaths than births in Scotland, and the problem is even more stark in rural communities.
There is not a country in the world where the Scots have not left their mark. By virtue of our being part of a larger United Kingdom, the door was open to Scots to travel the world and to build, engineer and prosper in every corner of the globe. That is a fact that, as Scots, we are incredibly proud of.
No, I do not think there is any reason why a UK-wide system could not address those issues. In fact, on the very issue of attracting talent to the fisheries sector, I have written to the Home Secretary to ask if we could develop similar processes to the one we have for seasonal agricultural labour for those who want to engage in the fisheries sector. There is absolutely no reason why we could not find a solution within the wider UK framework.
Just as Scotland has been failing to attract many immigrants to settle in Scotland while we were a member of the EU, so the number of seasonal workers willing to travel to Scotland to perform seasonal labour has been in decline for some years. Castleton Farm, for example, in my constituency—best jam, bar none, you will ever taste—saw a 15% shortage of seasonal labour last summer, leading to an estimated loss of over 100 tonnes of produce. And that was while we remained in the EU. In the same way as we must look at why Scotland is not attracting enough immigrants to stay in Scotland, we must also ask why Scottish farming is not attracting enough labour.
Part of the reason, of course, is that there is a labour shortage across Europe. Belgian, German and Irish farmers are increasingly sourcing their seasonal labour from outside the EU, chiefly from countries such as Ukraine. Non-EU seasonal labour is evidently part of the solution in Scotland, just as it is in agriculture in the remaining 27 states. Much of the decline in available European labour is down to the rapid and, of course, welcome progress that many eastern European countries have made in developing their own domestic economies.
I thank the hon. Gentleman for his earlier kind words, but can I put the political point to him that Ireland can look further and act on its wishes because it has the independence to do so? Unfortunately, Scotland does not have the independence to make the decisions that Ireland can make to get labour from Ukraine when it needs it.
The hon. Gentleman obviously makes a very good point. However, as I said in answer to the point raised by my hon. Friend the Member for Banff and Buchan (David Duguid), there is no reason why we cannot address those issues as part of a wider UK immigration system.
Those who want to travel to work in agriculture have other options apart from Scotland, and Scottish farmers have been in direct competition for available labour with French and German farmers for some time, as well as with farmers from across the rest of the UK. I was pleased to see that the Government have pledged to extend the pilot of the seasonal agricultural workers scheme to 10,000 workers a year, up from the current limit of 2,500—thanks to the lobbying and hard work of Scottish Conservative Members of Parliament, I might say. That is a step in the right direction, but I hope it is a signal of intent and the beginning of a direction of travel. I also hope it will be delivered in a timely fashion. It is critical that farmers have time to plan for next summer.

Commons ChamberI am fully aware of that, Mr Deputy Speaker—I know I am chancing my luck. I start by paying tribute to two individuals who, when I was advising on fisheries issues in the European Parliament, did much to educate me in the world of fisheries, which to many is a foreign language. One of them is sitting in the Gallery this afternoon—Simon Collins, the CEO of the Shetland Fishermen’s Federation—and the other is a constituent of mine from the beautiful fishing village of Stonehaven, Mr Mike Park, who today received an OBE at the palace for his services to marine conservation. It is therefore more of an honour than usual, for professional, personal and geographical reasons, to speak in this debate, as we set a new and historic course, for the first time since 1973 setting our own regulations for management of the seas and determining who may fish in our waters and on what terms.
I strongly associate myself with the comments of the Secretary of State for Scotland, who, outwith this place, has said he is not interested in playing the resignation soap opera. [Laughter.] No, he is not. He has not resigned because, unlike SNP Members, he cares about fishermen and is working hard on this issue. He thinks it far too important to play politics with, which is something I wish the SNP would remember. As my hon. Friend the Member for Moray (Douglas Ross) said, it might be why there are far fewer of them in the House than there were before the general election. If there was ever a time to focus on outcomes for Britain’s and Scotland’s fishing industry, that time is now. We face a sea of opportunity. The House today has a chance to develop a tangible legal framework in which the UK can operate as an independent coastal state, free from the restrictions of the hated CFP.
I am conscious that today’s debate is on the Fisheries Bill, not wider EU relations—not that anyone would know it—but for the Bill to be worth the paper it is printed on, colleagues need to take seriously the reaction across the channel to the withdrawal agreement. As was reported in yesterday’s Times, the French, Spanish, Belgian, Danish and Portuguese Governments want the Commission to reopen negotiations on fishing and impose tougher level playing field rules, and according to reports, and as confirmed by conversations I had today with British fisheries advisers in Brussels, France is leading a charge to guarantee a fisheries agreement giving French and other European fishing fleets access to British waters. I think that everybody in the House would agree that this is completely unacceptable. The Prime Minister has robustly opposed this from day one, and she needs the support of everyone in the House to continue to do so.
This is a good Bill. We are taking back control of our waters, but as it makes clear, we are not pulling up the drawbridge or building some imaginary sea wall down the North sea. We will continue to work with our European neighbours, but we will be negotiating with them as an independent coastal state in the same way as Norway and Iceland. Clauses 7 and 8 make that very clear, by revoking the existing shared equal access policy, setting conditions on non-British boats entering the UK exclusive economic zone and giving us real teeth as an independent coastal state.
As for those shrill siren voices in the environmental lobby suggesting that British control of our own waters will lead to a diminution of standards or a reduced commitment to the marine environment, I would remind them that it was the British Government who were most vocal on the need to implement a discard ban across the EU and who have driven up standards and pushed other countries to be as committed to sustainable fisheries as us and our fishing industry. The UK has always advocated a science-based approach to fisheries management and argued that total allowable catches should be in line with the CFP’s objective and be proposed and set at levels that are at least moving towards maximum sustainable yield-based exploitation rates. That said, DEFRA and the devolved Assemblies could do more to help fishermen and fishing organisations at the quayside to implement some of these environmental policies, as our MEPs demanded in 2015.
Does the hon. Gentleman still stand by the words he uttered on 27 February 2018, at about 3.22 pm—as Hansard helpfully tells us? He said:
“That is why we cannot let fishermen down now, and why before my election I signed a pledge committing me to do what I can to ensure that the UK is taken out of the common fisheries policy at the earliest available opportunity. That means 11 pm on 29 March 2019.”—[Official Report, 27 February 2018; Vol. 636, c. 304WH.]
Does he stand by those words?
Of course, I still stand by those words. We will leave the CFP on 29 March 2019 and will be negotiating as an independent coastal state from December 2020, none of which would be the case if the SNP had its way. If it did, we would be back in the EU, as full members of the CFP, because—I hate to educate the SNP—a country cannot be a member of the EU and not a member of the CFP, with all that that entails. [Interruption.] Mr Speaker, I urge all colleagues to back this fantastic Bill, as I am being coughed at by the Whip to my left.
