It is a pleasure to open this debate on behalf of the Opposition. I start by saying that we on these Benches will not oppose the Bill today—that may be more than can be said for some on the Benches behind the Secretary of State. After nearly five years of foot dragging, it appears that they need to be appeased with yet more delays. We disagree. Renters are at the sharp edge of the current housing crisis and urgently need the protections and support in the Bill—protections that, unfortunately, are just too late for many renters struggling right now in this cost of living crisis. But as they say, better late than never.

I welcome the Bill. In fact, I welcome much of what the Secretary of State said in his opening remarks. We have been calling for such measures for some years. We will be pleased to finally see the abolition of section 21, whenever that actually comes. Labour also welcome the simplification of tenancies, which will give renters more flexibility and rights. It is right that periodic tenancies should become the norm, meaning that renters can give two months’ notice and get out of a tenancy at any point.

We further welcome the creation of a new ombudsman; that has the potential to be an essential part of the redress system. For too long, renters have lacked basic power and control over one of the fundamentals of life: their home. Tenants have struggled to challenge unfair treatment without undergoing lengthy and expensive court proceedings. If this ombudsman is given the proper teeth and resources, they will have an important role to play in levelling the playing field. I think the Secretary of State agrees.

We are pleased that the Tory rebrand of Labour’s proposed landlords register has made it into the Bill, too. The register is good for landlords and tenants. Finally, it is good to see the Government build in provisions to make it easier for renters to have pets. As I am sure the Prime Minister agrees, pets are an important part of the family, just as long as we remember not to let them off the lead illegally.

After four and a half years of foot-dragging, there can be no more dither and delay in ending no-fault evictions. The Secretary of State made strong points in his opening remarks, but I am afraid that he did not see the faces behind him—I can see why he has spent years arguing with the landlords on his Back Benches. Tenants across the country have been wrongfully evicted, kicked out of their homes and made homeless. In fact, since his Government first announced the end of no-fault evictions back in April 2019, a total of 71,310 households have been kicked out on to the street. That is more than 70,000 families put at risk of homelessness since this Government first proposed to protect them. Every single day another person suffers the same fate. According to Shelter, private renters over the age of 55 are served a section 21 eviction notice every 16 minutes. It has taken the Government four and a half years to reach the Second Reading of the Bill.

The Secretary of State was at pains to stress that the majority of landlords are good ones. It is almost like saying that there has been a delay to murder legislation because most people do not kill people. The reality is that we need legislation because there are some bad landlords, and the imbalance between renters and landlords is huge. Does my right hon. Friend agree that, although it is welcome that we have finally got to Second Reading, many people have been let down by how long it has taken? It is now the responsibility of us all to get the legislation moving as quickly as we can.

I agree. I hope I can bring the House together when I say that it is right that we get moving on this issue. The Secretary of State has made it clear that the Government will move on it, but I am concerned about potential delays. I will come to those points in more detail.

I beg to move,

That this House –

(a) notes that the Department for Health and Social Care purchased more than £12 billion of Personal Protective Equipment (PPE) in 2020-21;

(b) regrets that the Government has now written £8.7 billion off the value of this £12 billion, including £4 billion that was spent on PPE which did not meet NHS standards and was unusable;

(c) is extremely concerned that the Government’s high priority lane for procurement during the pandemic appears to have resulted in contracts being awarded without due diligence and wasted taxpayer money;

(d) considers there should be examination of the process by which contracts were awarded through the high priority lane; and

(e) accordingly resolves that an Humble Address be presented to His Majesty, that he will be graciously pleased to give direction that all papers, advice and correspondence involving Ministers and Special Advisers, including submissions and electronic communications, relating to the Government contracts for garments for biological or chemical protection, awarded to PPE Medpro by the Department for Health and Social Care, references CF-0029900D0O000000rwimUAA1 and 547578, be provided to the Committee of Public Accounts.

The motion before the House is simple: this is a plea for answers, clarity and the truth. The choice that the House makes today is also simple. Our demand is clear: end the cover-up and begin the clean-up. We already know that the so-called VIP lane for personal protective equipment enabled the shameful waste of taxpayers’ money and inexcusable profiteering by unfit and unqualified providers. We know the Government have already written off £10 billion of public funds spent on personal protective equipment that was either unusable, overpriced or undelivered. Ministers have admitted that they are still paying £770,000 a day of taxpayers’ cash to store gloves, goggles and gowns. That is enough to pay for 75,000 spaces in after-school clubs, or 19,000 places in full-time nursery care. Every day, £106,000 of that money is sent to China to pay for storage costs alone.

We already know that £4 billion-worth of unusable PPE was burned to generate power after 70 million PPE items were sold off for just £400,000. What we do not yet know is what was said in correspondence between the key participants on the Government Benches and their unqualified cronies on the make and on the take. We do not even know exactly where our money ended up, but we do know that, if Ministers get their way, the system could be used again and the scandal repeated, enriching fraudsters at the expense of the taxpayer and creating a new mountain of waste.

My right hon. Friend is absolutely right that this is a scandalous waste of public money. Equally important is that our care sector and health sector were desperate for PPE during the pandemic. Specialised Canvas in my constituency changed all its manufacturing to be able to make PPE and got a large number of contracts from individual trusts, but it was completely unable to get any contracts out of the Department of Health and Social Care. So alongside the public money wastage, we also had nurses and carers unable to access PPE at the height of the pandemic when they desperately needed it.

My hon. Friend is absolutely right. He made two points, which I will come to in greater detail in my speech, but one was the lack of PPE for those on the frontline, as well as the total disrespect in the way that contracts were handed out through the VIP lane, at the expense of businesses up and down the UK that had experience and could have helped during the pandemic, but which were not party to WhatsApps or whatever else got them to Ministers and access to the VIP lane.

Take the mystery of a PPE company with links to a Tory politician. While it is for the authorities to decide whether any law is broken, and I will not comment on the ongoing investigations, we do know that PPE Medpro was referred to the VIP lane by a sitting member of the Cabinet after lobbying from another Tory politician five days before it was even legally registered as a company. The House may recall that that particular company was subsequently awarded two contracts worth £203 million to supply PPE, with £81 million to supply 210 million face masks awarded in May 2020 and a £122 million contract to supply 25 million surgical gowns awarded in June 2020. The face masks were bought by the Government from PPE Medpro for more than twice the price of identical items from other suppliers, and the surgical gowns were rejected for use in the NHS after a technical inspection. All of them were never even used. It points to a total failure of due diligence and the rotten stench of cronyism.

I entirely agree with the hon. and learned Lady. It is important to note that this Prime Minister has a long history and a long-standing pattern of behaviour that render him unfit for prime ministerial office. Since he had the privilege of becoming Prime Minister, all he has demonstrated is that he was not worthy of that office, and he will never change his behaviour. Conservative Members need to understand that, because he is dragging the Conservative party down. It has been suggested to me many times by the media that that may be a good thing for the Labour party. Well, it is not a good thing for the Labour party, and it is not a good thing for the country to have a Prime Minister who acts in a reckless way and does not believe that the law applies to him.

My right hon. Friend has hit on an important point about the status and importance of the Prime Minister’s office. During the time that I have been interested in politics, there have been four Conservative Prime Ministers—Mrs Thatcher, John Major, David Cameron, and the right hon. Member for Maidenhead (Mrs May)—all of whom I disagreed with politically, but none of whom remotely besmirched the position of Prime Minister and denigrated our politics in the way that this one has.

That too is an important point. The opposition to the Prime Minister comes from many different walks of political life—from his own Back Benchers, from some of his predecessors, and, obviously, from Members on these Benches. This is not really a political issue; it is more about the question of what our democracy stands for. If we do not draw a line in relation to these standards and ensure that we hold to them, the public will have a mistrust of politicians, and that is damaging for everyone, not just Conservative Members.

The hon. Member invites me to be clear and honest, and the one thing that probably most people know is that I tell it how it is and I always have. I can be clear and honest with him: the Prime Minister’s plan, as it currently stands, will not protect the people of Greater Manchester and will plunge us into more poverty. We have seen the evidence that says that. I promise him and other hon. Members across the House that the Labour party will always put the people, and the protection and security of the people, first. I ask the hon. Member to get the Prime Minister to do the same thing, instead of playing party politics with people’s lives and livelihoods.

Today this House can vote for a fair deal for all and to end these political games. No more will the Health Secretary have to tour the country like a pound shop Noel Edmonds, announcing “Deal or no deal?”. The Government can honour their own promises that every worker facing hardship on the job support scheme will get at least 80% of their previous income, because what is good enough for the office worker in the City of London is good enough for the caterer in the city of Manchester, and what was good enough for the whole country in March is good enough for the midlands and the north today. We are trying to hold the Government to their own promises. Businesses need consistency, and they need that promise honoured.

The Prime Minister told the House on 14 October that

“whatever happens, a combination of the job support scheme and universal credit will mean that nobody gets less than 93% of their current income.”—[Official Report, 14 October 2020; Vol. 682, c. 368.]

He then said that those on low incomes will get at least 80% of their income. Perhaps he can tell that to the waitress in my constituency who earned £9 an hour on a 32-hour week, serving in a central Manchester bar that has now closed. The Resolution Foundation has shown that she will end up with less than 70% of that wage under the Government’s current plan. So the Government are telling my constituents to survive on less than the minimum wage for months, because the Government cannot tell us when an area will leave tier 3 and how those restrictions will be lifted.

I am grateful to my hon. Friend for giving way and thank her for the case that she is making. Is she interested, as I am, that not a single one of the interventions that she has faced from the Conservative side has been relevant to the motion that we are debating? They all seem to be dragging us back on to Labour party policy, rather than standing up for the financial settlement that they are offering to Manchester, and that we know will be going to so many other areas. So can she help me in inviting them to actually speak about the 80% that we are trying to ensure gets into some of the most impoverished people’s—some of the most impoverished workers’—pockets, rather than trying to change the debate into the one they want to have?

I thank my hon. Friend for his contribution. I will go a little bit further and compliment some of the Tory Members who have stood up as part of Greater Manchester, and I will be incredibly disappointed if what I have seen over the past 24 hours results in this becoming a party political fight. Because in Greater Manchester, despite what the Prime Minister and the Health Secretary were trying to suggest, we were united in trying to support our citizens across the conurbation in doing the right thing, bringing the virus rate down and supporting our economy. I hope we can continue to do that. I hope we do not get distracted by messages that are not in the motion, and I absolutely hope the Prime Minister does the right thing, because this is not just about Greater Manchester—this is coming to a town near you. In so many areas now, the R number is increasing. So many areas are in tier 2; so many areas are going to go into tier 3. This is a marker to ensure that our economy survives through those problems.

School Funding

I beg to move,

That this House notes the Conservative Party manifesto pledge to make sure that no school has its budget cut as a result of the new national funding formula, the statement by the Secretary of State for Education that each school will see at least a small cash terms increase and the Chancellor of the Exchequer’s guarantee that every school would receive a cash terms increase; endorses the aim of ensuring that there is a cash increase in every school’s budget; agrees with the UK Statistics Authority that such an increase is not guaranteed by the national funding formula, which allows for reductions of up to 1.5 per cent in per pupil funding for schools; and calls on the Government to meet its guarantee, ensuring that every single school receives a cash increase in per pupil funding in every financial year of the 2017 Parliament.

The last time I moved an Opposition day motion, I know I upset the Government. With the support of every party except theirs, our motion rejecting the regulations that increased tuition fees was passed by the House. After that, the Government announced that they would no longer vote on Opposition days. Today, they should find our motion more helpful.

As I suspect Members on both sides of the House know all too well, the Conservative party lost hundreds of thousands of votes at the general election due to its school cuts. With another polling day coming up, I have decided to extend an olive branch. Today’s motion is extremely modest. It does not even call on the Government to commit to Labour’s spending plans. It simply asks Government Members to implement the commitment in their own manifesto and support the positions of the Chancellor and the Secretary of State for Education.

In January, the Secretary of State told us at the Dispatch Box that every school

“will see at least a small cash increase.”—[Official Report, 29 January 2018; Vol. 635, c. 536.]

Then, during the spring statement, the Chancellor told the House that the Government had given a

“guarantee that every school would receive a cash-terms increase.”—[Official Report, 13 March 2018; Vol. 637, c. 742.]

He reiterated: “That guarantee stands today.” There was one problem: that guarantee did not exist.

My hon. Friend is absolutely right. Brampton Primary School in Chesterfield got in touch with me on Friday to say it has had a £130,000 budget reduction this year. That school has one of the few autism units in the area. Spending on special needs has been halved. The most vulnerable pupils in the schools that most desperately need funding are the victims of that broken Tory promise.
