Commons ChamberI thank the Prime Minister for advance sight of this statement, and for updating the House on the G20 summit in Rome. It cannot be overstated how crucial the next week and a half is. I am pleased that there has been some progress as the Prime Minister outlined, but the next 10 days need to move beyond prepacked announcements. This is an opportunity for Britain, alongside our friends and allies around the world, to deliver historic change. By taking action to reduce emissions right now in this decade, we can avoid the worst effects of climate change. That cannot just be a political ambition; it is a necessity for humanity.
As the G20 ends and COP26 continues, I assure the Prime Minister that all Labour Members are desperate for it to be a success. We hope that our negotiations can bring people together and deliver urgent solutions to the biggest challenge our world has ever faced. However, there is some cause for concern. The G20 needed to be a springboard to COP26, and a real opportunity to show Britain’s diplomatic strength in bringing people together and applying pressure where it is needed. We need to convince the big polluters to meet the commitment to 1.5°, to find solutions to phase out fossil fuels, to ensure a just transition for workers, and to create a fairer and greener economy. However, the G20 did not achieve that, and the Prime Minister is failing in his efforts to convince world leaders that more must be done. He has welcomed commitments for the distant future, and I accept that, but he knows all too well that we need to halve carbon emissions now, and at least by the end of this decade, if we are to keep global temperatures down. It is time for urgent climate action now, not more climate delay.
We all know how difficult it is to convince the world to curtail carbon emissions, but it is our responsibility to do so. It is the Prime Minister’s responsibility to influence world leaders and lead by example. As we try to convince other countries to phase out coal, the Government are refusing to make their mind up about coalmines within their borders. They could have followed the lead of the Welsh Labour Government and changed planning policy to ensure that no new coalmines were developed, but they did not. As we try to convince big emitters to do more on reducing emissions, unfortunately this Government are agreeing a trade deal with Australia that removes key climate pledges. They are undermining our messages by giving a free pass to our friends. When Britain must convince the wealthiest nations in the world to pledge more money to help developing countries cut their emissions and adapt to climate change, what have this Government done? They cut development aid that would have funded vital climate projects. How does the Prime Minister expect to convince others to do more, when he is setting such a poor example?
I also want to raise global vaccinations. Last week the G20 agreed a vague promise to explore ways to accelerate global vaccination against covid-19, yet in some of the world’s poorest countries, less than 3% of people have received even one dose of the vaccine. We all know that we live in a globalised world, where the more the virus spreads, the greater the threat of new variants. We are not safe from covid here until people are safe from covid everywhere. There is no more time for rhetoric; it is time for action. The Prime Minister mentioned our efforts on vaccines, but last week it was revealed that the UK is lagging behind all other G7 countries bar one in sharing surplus vaccines with poor countries. That is shameful. Our fantastic scientists who developed the Oxford AstraZeneca vaccine are being let down by our Prime Minister’s actions. We need booster jabs in Manchester, and vaccines shared with Madagascar. It is now time for actions, not words. As the world gathers over the next two weeks, we all hope for the breakthrough that we need. Britain has a proud history of building alliances and standing up for what is right, and I have no doubt we will be able to do that again. I wish the Prime Minister well in his efforts, and I ask him to pay attention and go for the detail on this. If he fails to deliver the change we need through this conference, we will all pay the price.
The right hon. Lady asks me to go for the detail, but having said some kind things about her approach just now, after listening to that I think I prefer the forensic—or the pseudo-forensic—approach of the right hon. and learned Member for Holborn and St Pancras (Keir Starmer). She is completely in ignorance of the basic facts. We have cut our CO2 emissions by 44% on 1990 levels, largely by moving from 80% dependence on coal 50 years ago to about 1% or 2% today. It is a massive cut.
We have not cut our investment in overseas development aid for climate change funding—[Interruption.] No, we have not. We have kept it at £11.6 billion. I do not know whether the right hon. Lady was paying attention to the news, but only the other day we announced another £1 billion, which we were able to do because of the growth in the economy. She is completely wrong about the facts. As for what she said about vaccines, I am afraid it is an insult to the incredible work done by the UK vaccine roll-out programme across the world. One and a half billion people have had access to cost-price vaccines, thanks to the deal that this Government did with Oxford AstraZeneca—a record no other country in the world has—to say nothing of the £548 million extra that we put into Gavi, or the extra 100 million vaccines that we are donating by June next year. This country has an absolutely outstanding record in supporting vaccination around the world. If the right hon. Lady wants to look at the detail, I urge her to go off and study it.
I welcome the broad thrust of what the right hon. Lady said about COP26. I think she was saying that she sees signs of progress but there is a lot more to do, and frankly, there she is right. Perhaps I can point to the things that have happened since G20, and draw her attention to India’s massive commitment to cut CO2 by 2030 by cleaning up its power system. I can point to the $10 billion from Japan over the next five years to support developing countries around the world, and I point also not just to Brazil, but to Russia, China and 110 countries around the world that have signed up to the forestry declaration to halt and reverse deforestation by 2030. That considerable achievement will make a huge difference, and we will use consumer power, and the power of corporations and the private sector around the world, to effect that change.
For me, the single most important thing that came out of COP was an agreement around the world about the basic intellectual approach now being taken by the UK through the clean green initiative and what Joe Biden calls the build back better world initiative. That is the thing that offers greatest hope for humanity. We are not just putting in Government money to help countries around the world clean up, and putting in development aid money—although we are massively supporting that—but we are now leveraging in tens, perhaps hundreds, of trillions of private sector investment. That is the way to make the difference, and if we can get that right at this COP it will be a truly remarkable thing. As I say, however, there is still a long way to go.

Thank you, Mr Speaker. Can I share the Prime Minister’s opening words regarding our armed forces and the tremendous work that they do? I also send my best wishes to all those recovering in Salisbury and give our sincere thanks to the emergency services that responded on that day. I would also like to wish all those who are celebrating tomorrow a very happy and peaceful Diwali.
Let me start with something on which there should be agreement on both sides of the House. The independent standards process found that a Member broke the rules on paid lobbying. Surely the Prime Minister accepts that this is, and should be, a serious offence, yet we have seen reports that he will respond by scrapping the independent process and overturning its verdict. In no other profession in our country could someone be found guilty by an independent process and just have their mates vote them back into the job. Surely the Prime Minister and this Government are not going to do that today.
No, of course we are not going to do that, because paid lobbying, paid advocacy, in this House is wrong. I make absolutely no bones about that. Members who are found guilty of it should apologise and pay the necessary penalties, but that is not the issue in this case or in the vote befor us today.
The issue in this case, which involves a serious family tragedy, is whether a Member of this House had a fair opportunity to make representations and whether, as a matter of natural justice, our procedures in this House allow for a proper appeal, which is something that should be of interest to Members across this House and should be approached properly in a spirit of moderation and compassion.
Let me put it simply. If it was a police officer, a teacher or a doctor, we would expect the independent process to be followed and not changed after the verdict. It is one rule for Conservative Members and another rule for the rest of us.
When a Conservative Member was found guilty of sexual harassment but let off on a loophole, they said the rules could not be changed after the event. So they cannot change the rules to stop sexual harassment, but they can change the rules to allow cash for access. Why is the Prime Minister making it up as he goes along?
All the professions that she mentions have a right of appeal, which is what the House needs to consider. I respectfully say to her that, instead of playing of politics on this issue, which is what Opposition Members are doing, she needs to consider the procedures of this House in a spirit of fairness. Instead of playing politics, we are getting on with delivering on the people’s priorities: 40 more hospitals, 20,000 more police officers and wages up, growth up and jobs up across this country. Those are our priorities. [Interruption.]
Order. Mr Perkins, I do not want to see any more of that.
It is not about playing politics in this place; it is about playing by the rules. As we can see, it is one rule for everybody else and another rule for the Conservatives. When they break the rules, they just remake the rules. I know Donald Trump is the Prime Minister’s hero, but I say to him in all seriousness that he should learn the lesson that, if he keeps cheating the public, it will catch up with him in the end. While the Conservatives are wallowing in sleaze, the rest of the country faces higher bills, rising costs and damaging tax rises. Can he tell us the projected tax increase per household over the next five years?
What I can tell her is that the recent Budget took cash from those who can afford to pay the most and made very substantial tax cuts for the hardest working and poorest families in this country. We cut £1,000 with the universal credit taper relief for hard-working families in this country—2 million families had a £1,000 tax cut—and we are lifting the living wage across the whole country. We are also ensuring that this country gets on with a high-wage, high-skill, jobs-led recovery, and never let it be forgotten that had we listened to the Opposition we would have none of those things because we would still be in lockdown.
I think the Prime Minister missed out the number, so let me help him out. The Resolution Foundation found that by 2026 taxes will be £3,000 more per household since he took office. My constituents and his are feeling the pinch, and they are worried about Christmas as well. Their bills are going up every week and the Budget did nothing to help them. So can the Prime Minister tell them: how much was the tax cut that he gave to the banks instead?
As the right hon. Lady knows very well, it is the banks and the bankers who are paying far more proportionately as a result of our tax measures to cover the cost of the NHS. It is a very moot point because, of the £36 billion, 50% comes from the 14% who are the richest in this country—overwhelmingly, from the banks and financial services industry—who can pay the most. The astonishing thing is that, when it came to voting for that £36 billion increase—for 48 new hospitals, 50,000 more nurses and looking after our public services—the Opposition voted against it.
According to the Prime Minister’s own Budget documents, it was £4 billion in tax cuts to the bankers and £3,000 of tax rises per household. That is good news for the donor who gave his party half a million pounds—his bank got a bonus of nearly £8 million—but not so good news for the rest of us.
This month, as the Prime Minister said, we remember and celebrate all those who serve our great country, all those who have lost their lives, leaving behind loved ones, and those who have sustained life-changing injuries and live every day with the consequences of their sacrifice. Yet hidden in the small print of the Budget was a £1 billion cut to day-to-day defence spending. So will our servicemen and women face pay cuts, or will there be fewer of them, with less support?
I think it is quite incredible that we are now hearing this from the Labour party, when they would have pulled us out of NATO. I think the hon. Member for Wigan (Lisa Nandy) actually wanted to abolish the Army. The woman sitting next to the right hon. Lady wanted to abolish the Army. What you have got with this Government is spending on defence that is the highest since the cold war; it is the biggest uplift since the cold war and an increase that has restored confidence in this country around the world, in our ability to defend not just our own shores, but our friends and partners. That is what this Government are doing.
The Prime Minister knows that I asked him about the annual defence budget, which his own Budget documents show will drop by £1.3 billion. I hear his fine words, and I am from a military family myself, but I will not take party political lectures from him, because too often the Government’s actions do not match their words. I think of my constituent who fought in Afghanistan, yet was threatened with sanctions because he was unable to physically travel miles to the nearest Department for Work and Pensions office. The Prime Minister’s tax cut for short-haul flights last week cost £30 million—that is 50% more than the Government spend on supporting veterans’ mental health each year. The charity Combat Stress has lost £6 million in funding this year, even as calls to its helpline have doubled. So will the Prime Minister match our proposal to reinvest the £35 million saved from cancelled Ministry of Defence contracts to support our veterans, who surely deserve it?

Commons ChamberI am aware of the private Member’s Bill to which the hon. Lady referred. At this stage, I will say that the Government will respond to that Bill as it passes through Parliament. As I say, we have been clear that fire and rehire should not be used in the way the hon. Lady describes, or as a negotiating tactic, which is why we have asked ACAS to look carefully at the matter and to produce guidance. We will continue to keep the issue under review.
I have noticed the change in personnel on the Cabinet Office Front Bench and I would like to welcome all the Ministers to their place today. I also welcome the Prime Minister’s direction on fire and rehire, which is that he does not accept this bullying practice, but when will the Government take action on this? I accept the Minister’s response on ACAS, but this is just not good enough. If the Minister is committed to having good employment practices, what will he do to end this practice of fire and rehire? I reiterate that he can back the private Member’s Bill of my hon. Friend the Member for Brent North (Barry Gardiner), which will see the practice ended by this Parliament.
We are keeping the private Member’s Bill of the hon. Member for Brent North (Barry Gardiner) under review. I think the hon. Lady knows that, when it comes to protecting the rights of workers, this Government have been doing just that. I ask her to bear in mind the protected earnings for furloughed workers, the review into how employers can support victims of domestic violence in the workplace, and Jack’s law. There are myriad ways in which we have been protecting workers and their rights. We keep a laser-beam focus on that, and we will continue to do so.

Commons ChamberMy hon. Friend is a huge champion of his local NHS and I know of his incredible work on the reinstatement of breast cancer screening clinics among other things. I join him in thanking GPs for the heroic job they have done in seeing us through the pandemic. Although appointment numbers have returned to pre-pandemic levels, of course patients and the public rightly expect to see their GP face to face when necessary. As my hon. Friend will know, the Chancellor has funded a £36 billion package to deal with the NHS backlog as well as pursuing our plan for social care.
The hon. Member for High Peak (Robert Largan) makes an important point that I think Members across the House are concerned about. I join the Deputy Prime Minister in his comments regarding the work of GPs and our local primary care services.
I begin by offering my commiserations to the Prime Minister after he flew away to the US and made absolutely zero progress on the trade deal that he promised us.
Does the Deputy Prime Minister still believe that British workers are
“among the worst idlers in the world”?
I say to the right hon. Lady that, for a start, it is excellent news that, because of our engagement with the US, it has immediately given us a boost to trade and businesses by reinstating travel from the UK to the US.
When it comes to British workers, I say to her that we have got payroll employment back to levels we saw before the pandemic. We have got youth employment rising, businesses advertising over 1 million jobs—a record high—and the fastest economic growth in the G7 this year.
Mr Speaker, still no trade deal. The words were those of the Deputy Prime Minister in his book, which he wrote alongside the Foreign Secretary, the Home Secretary and the Business Secretary. His actions speak even louder than those words. Whatever Conservative Members say, their political choices have made it harder for working families to get by. Can the Deputy Prime Minister tell us how much his universal credit cut and national insurance hike will take from a worker on £18,000 a year, say a shop worker or a travel agent?
The universal credit uplift was always meant to be temporary. We have paid the wages of nearly 12 million workers throughout this pandemic, and we are coming out with rising jobs and rising wages. We would have done none of that if we had taken the right hon. Lady’s advice and not come out of lockdown. Labour has no plan; our plan is working.
The Deputy Prime Minister has lots of words for “I don’t know”, so let me help him: his Government chose to cut the income of a worker on £18,000 a year by more than £1,100. That is almost exactly the same as an average annual energy bill. Just as energy prices are ballooning, the Government have chosen to take the money that could cover a year’s-worth of bills out of the pockets of working people. The Deputy Prime Minister has said that the solution is for people to work harder, so can he tell us how many days a worker on the minimum wage would have to work this year in order to afford a night at a luxury hotel in, say, Crete?
If the right hon. Lady wants to talk about taxes and easing the burden on the lowest paid, I will remind her that, whenever the Labour party has gone into government, the economy has nosedived, unemployment has soared and taxes have gone through the roof. Under this Government, we have cut income tax, saving every worker £1,200 each year. We have introduced and extended the national living wage, so that full-time workers are £4,000 better off each year. We have doubled free childcare for working parents, worth up to £5,000 for every child every year. When Labour takes office, unemployment goes up and the economy goes down.
The Deputy Prime Minister talks about the economy; he does not even know how much his own holiday cost. Let me tell him: a worker on the minimum wage would need to work an extra 50 days to pay for a single night at his favourite resort—and probably even more if the sea was open.
The very same week that the Government are cutting universal credit, working people face soaring energy bills. The Prime Minister has said that it is just “a short-term problem” and we will leave it to the market to fix. Can the Deputy Prime Minister guarantee that no one will lose their gas or energy supply or be pushed into fuel poverty this winter?
The Business Secretary has made it very clear that energy supplies will continue and that our No. 1 priority is to protect consumers.
Let me remind the right hon. Lady of her words. This was in The Guardian on 11 May, so it must be true. She said that the Labour party must stop
“talking down to people…Working-class people don’t want a handout”,
they want “opportunities”. They are getting those opportunities under a Conservative Government, with catch-up tutoring for more than 2 million children this academic year and hundreds of thousands of jobs for young people under our kickstart scheme, and we are helping more than 1 million people on long-term unemployment under the restart scheme. The right hon. Lady is right: Labour talks down to working people. Under the Conservatives, they get to rise up and fulfil their potential.
I notice that we have a shortage of hot air this week, but although the Prime Minister is not here, the Deputy Prime Minister is doing his best to shore up supplies.
You know what, Mr Speaker? The Deputy Prime Minister talks about opportunities, but the Government have axed the green homes grant, scrapped the zero-carbon homes standard and lost the storage facility that held three quarters of our gas. Their failures paved the way for this crisis, which will hit families and businesses, and as usual it will be the British people who will have to pay the price. Will the Deputy Prime Minister guarantee that none of the workers employed by the energy companies will end up unemployed because of his Government’s failures?
Well, there is no shortage of hot air on the Opposition Benches.
The Business Secretary has been crystal clear: we have seen the challenge of wholesale gas prices rise all over the world, and we will maintain supply this year. He has taken targeted action to support the two critical CO2 plants to ensure that we see through not only energy supplies, but food distribution. The reality is that, for all the Opposition’s cheap political barbs, they have no plan. If we had listened to the Labour party, we would not have opened up, we would not be bouncing back, jobs would not be rising and wages would not be rising.
Maybe the Deputy Prime Minister should go back to his sun lounger and let me take over. The truth is that the Government were warned about the problems and the energy crisis that we face. And there we have it—absolutely nothing to help the people up and down the country who are working themselves to the ground and are still struggling to make ends meet. This is a Conservative party that does not care about working people.
Families across the country are worried about heating their homes, while the Deputy Prime Minister is complaining about having to share his 115-room taxpayer-funded mansion with the Foreign Secretary—the truth hurts, doesn’t it?—just as his Government are making choices that are making working families’ lives harder. A typical family are facing a tough winter this year: universal credit down 1,000 quid, rent up 150 quid, gas bills up 150 quid, taxes up and food prices soaring. Working people will have to choose whether to feed their kids or heat their homes. The choice for the Deputy Prime Minister is whether he will make their lives easier or harder—so what will he choose? Will the Government cancel the universal credit cut?
The right hon. Lady should check her facts, because Chevening is funded by a charity—not a penny of taxpayers’ money.
The most disastrous thing for the energy bills of hard-working people across the country would be to follow Labour’s plan to nationalise the energy companies, which the CBI says would cost as much as £2,000 in bills. This Government are the ones taking action to take the country forward, with a plan for the NHS and a plan for covid, and our plan is working: employment up, job vacancies up and wages up. If we had listened to the Labour party, we would never have come out of lockdown. We are the ones taking the difficult decisions and getting on with the job, and our plan is working.

Commons ChamberI thank the Prime Minister for advance sight of his statement. First, may I give my apologies on behalf of the Leader of the Opposition, who is on a long-planned visit to meet political leaders in Northern Ireland? May I also associate myself with the Prime Minister’s comments regarding British service personnel and the collective efforts of our partners in NATO?
This is a profound moment for the more than 150,000 UK personnel who have served in Afghanistan during the past 20 years, including my hon. Friends the Members for Barnsley Central (Dan Jarvis) and for Norwich South (Clive Lewis) and many more Members across this House. My own brother served in the British armed forces during that period, too, so I know how it feels to say goodbye to a loved one before a tour of duty. Thankfully, I do not know how it feels not to see your loved one come home again, and the pain that those families have gone through is unimaginable. Hundreds of British men and women lost their lives in the service of our country. Many more were wounded or injured and still suffer the physical and emotional scars. They have shown extraordinary bravery, skill and courage so today, to everyone who served in Afghanistan and to all who loved them and supported them, we say a huge thank you.
There have been moments of huge difficulty in the past two decades, and the situation on the ground in Afghanistan today is more concerning than it has been at any point in many years. That must not take away from the many positives our engagement has brought to Afghanistan and the real difference our services and development sector have made in a country that has suffered so much. We have supported improvements in security, governance, economic development and, as the Prime Minister said, advancing the rights of women and education for girls. Yet these gains have not been secured; the Taliban are making gains on the ground, and serious questions remain about the future stability of Afghanistan.
A security threat remains to the wider world, including to the UK. Nobody wants to see British troops permanently stationed in Afghanistan, but we simply cannot wash our hands or walk away. It is hard to see a future without bloodier conflict and wider Taliban control. Already, they are on the brink of gaining control of provincial capitals, and Afghan security forces are at risk of being overwhelmed. This spells jeopardy for the Afghan people, particularly for Afghan women and girls—and for all the things the Prime Minister talked about earlier—who in a just world would have had the same rights as women everywhere deserve.
In the words of the Prime Minister, this is a situation fraught with risk, and I understand that. So can he tell us whether he argued for or against the withdrawal by the US Government and NATO, and what other steps he proposed? Our British troops made enormous sacrifices and we believe, as a nation, that we have a responsibility to our veterans. Can the Prime Minister really tell them that our work as a nation in Afghanistan is done and that their efforts will not be in vain? On their behalf, I ask the Prime Minister: what plans are now in place to ensure that Afghanistan does not become a failed state and a breeding ground for those who wish to oppress their own citizens and threaten ours? What additional threat does our country now face? What diplomatic plans will be in place in the region to support the peace process? Are the UK Government engaging with the Government of Pakistan about their role? Will the UK embassy in Kabul remain? How will we keep our UK staff there safe?
Afghanistan remains one of the poorest countries in the world, yet our aid funding to that country is being cut by more than £100 million—the Prime Minister referred to this today. The UK funded a project involving 6,000 women that has already been cancelled. When he visited Kabul as the Foreign Secretary he said that girls’ education was our “crowning achievement”, so can he tell the House what impact his cuts to the aid budget will have on programmes there? Will he not rethink those cuts?
I reiterate that we all want to see an end to UK military operations in Afghanistan, but if we leave without putting a plan in place to ensure that Afghanistan does not go back to the conflict and violence of the past, we will have failed those who have given so much over the past 20 years. Building and maintaining the peace and prosperity of Afghanistan, protecting women and girls, and in turn protecting our own nation, should always be our priority. To honour the legacy of those who have served and the lives that were lost, let us make sure, Prime Minister, that we get this right.
I am very grateful to the right hon. Lady for what she said and particularly the spirit in which she said it, so let me try to address some of her points. It is clear that what is happening now is a follow-up to what was very largely the withdrawal—the end of military operations—in 2014. The presence since then has been much smaller, but a great deal of good work has continued to be done by British aid workers, the British armed forces and British diplomats.
The right hon. Lady is right to draw attention to the work of educating girls and young women. The whole country can be proud of what has been achieved. I reassure her by saying that this country will not only continue to fund education in Afghanistan and continue to support Afghanistan to the tune of £100 million, but we will also increase our funding for the Global Partnership for Education. We will be making further announcements about that later this month, when the Global Partnership for Education summit takes place here in London.
The right hon. Lady asks the most important question that I think veterans of the Afghan conflict will want to have answered, which is whether we think that the threat from Afghanistan has now been reduced. The answer is yes, we do think the threat from al-Qaeda is very substantially lower than it was in 2001. There remain threats from Islamic State Khorasan and the Haqqani network—of course there remain terrorist threats from Afghanistan—but the answer is to have a peaceful and a negotiated solution and that is what our diplomats will continue to work for.
I would just say to the Taliban that they have made the commitment that I read out to the House, in their negotiations with General Khalilzad. They must abide by that commitment. I am sure they will be aware that there is no military path to victory for the Taliban. There must be a peaceful and a negotiated settlement for the political crisis in Afghanistan, and the UK will continue to work to ensure that that takes place. I believe that can happen—I do not believe that the Taliban are guaranteed the kind of victory that we sometimes read about.
The UK will continue to exert all its diplomatic and political efforts to ensure that there is a better future for the people of Afghanistan, for the women of Afghanistan and for the young people growing up in Afghanistan, and to ensure that the legacy of the 150,000 British serving men and women who went through Afghanistan and, above all, the 457 who laid down their lives, is properly honoured.

Commons ChamberMy hon. Friend chairs the Committee brilliantly, but there are rules—the Osmotherly rules. They stress that serving civil servants act only in accordance with the wishes of Ministers and therefore it is rarely appropriate for them to appear to be questioned in the way that my hon. Friend would like. So I am ready, willing and able to appear in front of the Committee, but it is my view that it would be inappropriate for a serving civil servant to appear in the way that my hon. Friend requests.
Football is indeed coming home, but I also think that the chickens are coming home to roost for this Government. The Government’s spokesperson said last week that
“there was no high priority lane for testing suppliers…and there was no separate ‘fast track process’”.
Can the Minister for the Cabinet Office tell me what exactly the role was of the consultant to the testing procurement programme who described his role as
“to lead VIP stakeholder engagement with…Lord…Bethell”,
who is still somehow a Minister. If there is no fast track, why did the right hon. Gentleman’s own procurement director order officials to mark bids that came from Ministers’ email addresses as “fast track”?
There were lots of interesting questions there. The first thing that I should say is that Lord Bethell is doing a fantastic job in the Department of Health and Social Care. I think that it is quite wrong for the right hon. Lady to cast aspersions on his dedicated public service and the work that he has done as Minister for Innovation.
The second thing that I should say is that every single procurement decision went through an eight-stage process in order to ensure that every single piece of personal protective equipment, or everything—[Interruption.] Useful commentary there from the Alan Hansen of politics, but the truth is that actually we have always been in compliance with the rules, unlike the Scottish Government. Audit Scotland has pointed out to the Scottish Government that they need to do better, and indeed they must.
I listened to the Minister’s answer, and I can tell him that Lord Bethell is no Sterling. The Prime Minister’s official spokesperson stated last week that no Ministers had used private emails to conduct Government business. Surely the Minister now accepts that that is untrue. Will he tell us when the Prime Minister will correct the record?
I listened to the Minister’s response to my hon. Friends the Members for Denton and Reddish (Andrew Gwynne) and for Birmingham, Selly Oak (Steve McCabe). We have already submitted freedom of information requests to seek the publication of emails, but will the Minister agree now to publish every such email about Government contracts? Can he make a guarantee to the House today for bereaved families—including my hon. Friend the Member for Slough (Mr Dhesi), who made a very passionate speech at Prime Minister’s questions yesterday—that every single one of those emails is secured for the public inquiry?
The right hon. Lady quite rightly refers to the very powerful question from the hon. Member for Slough (Mr Dhesi), and I think all of us deeply sympathise with the family loss that he has had to endure, as so many others have had to. It is precisely because we take these things seriously that we took steps to ensure that we could source personal protective equipment as quickly as possible. Of course, we did so in a way that was entirely consistent with good procurement practice. We used the measures that were used by the Labour Government in Wales and by the SNP Government in Scotland to ensure that we could get things to the frontline as effectively as possible and in accordance with fair procedure.

I thank my hon. Friend for pointing out just how fantastic the co-operation has been between all parts of our United Kingdom. The UK Government have provided huge support to the Scottish Government and other devolved Administrations—that comes in testing capacity; we have helped with PPE; we have obviously helped with the furlough scheme—and, as he says, that should be celebrated, not denigrated.
I think it is worth reiterating that the Government have been found to have acted unlawfully over the contract with Public First. Their attitude is that the rules do not apply to them. Given that the judge found apparent bias, surely this must now be referred to the independent adviser and the Cabinet Secretary. What are they scared of?
I know all too well, on the point made by the hon. Member for North West Durham (Mr Holden), the need to secure PPE for our frontline NHS and social care workers, but while nurses were working in bin bags, others were filling their pockets at the taxpayer’s expense. The Minister quoted the National Audit Office, but the Comptroller and Auditor General said that the evidence shows that
“standards of transparency…were not consistently met”.
Perhaps the Minister can explain today why the National Audit Office found that PestFix, for example, was wrongly added to the high priority lane and awarded over £300 million after a shareholder reminded a senior official that he was a friend of his father-in-law.
The Minister claimed that a full eight-stage process always took place, but the NAO found over 70 contracts awarded before that process even existed. Can she confirm that Ayanda Capital was placed on the VIP list without that process, thanks to an adviser to the International Trade Secretary? Officials admitted that due diligence had not been carried out on Ayanda, and the bar seems to have been lowered in that case.
Mr Speaker, £150 million was spent on entirely useless PPE, so can the Minister confirm how much equipment bought this way was not fit for use? We already know that over £10 billion has been awarded without a competitive tender—for example, the £100 million given to Pharmaceuticals Direct Ltd after lobbying by the Home Secretary, with millions apparently ending up in the hands of her close associate, the “broker” to the deal. Will the Home Secretary be referred to the independent adviser—and if not, why not?
Yesterday, the Minister accepted that private emails were used by other Ministers in the process of awarding contracts, but the Prime Minister’s official spokesperson denied it. Will the Minister ensure that the record is now corrected?
Finally, the Minister promised that all such emails are covered by freedom of information. We have submitted such a request, but how will the former and current Health Ministers be prevented from permanently deleting the emails first? I urge her to refer the whole issue to the Information Commissioner. Surely she can see why only an independent process can restore trust. If Ministers want to be taken seriously by the public, then, quite frankly, they need to stop taking the hit and miss.
I have listened over this past year to the criticisms and attacks made by the Opposition and campaign groups on covid contracts, and I take them very seriously. That is why I took the time, when I assumed my role after maternity leave, to understand what happened. I do not think anyone is standing here suggesting that everything went smoothly during the height of pandemic. It did not. A whole series of challenges were faced and shortcomings highlighted. I have now twice set out in some detail the problems that have been described to me, and I have set out what we are doing to resolve them.
Let me go through some of them in relation to PPE. Some 450 people from across Government were moved into the Department of Health and Social Care to become a stand-up virtual team to assist with securing PPE. That team is normally only 21 people strong. That meant a lot of people who did not know each other working remotely on a range of different IT systems, with suppliers they did not know, on product they were not familiar with, in the most highly pressured market of their careers. That has led to lags in contract publication, as paperwork has been very tricky to join up across systems.
Faced with exceptional global demand, the usual vendors in China, which service the central procurement function, very quickly ran out of supply, and the world descended on a few factories in that country to bid for available items. It was in that market context that the Government had to procure with extreme urgency. That was often through direct award of contracts. If we did not do that, we risked missing out on vital supplies. We never ripped up procurement rules. It was a situation of genuine crisis and extreme urgency, where offers had to be accepted or rejected in a matter of hours or days, and it was simply not viable to run the usual procurement timescales.
The effort to secure PPE was herculean and involved setting up a new logistics network from scratch. I have explained in Parliament on a number of occasions that the VIP fast-track lane that has been touted often by the Opposition, was actually a mailbox set up by officials during the height of the pandemic to consider some of the 15,000 offers of assistance to supply PPE. In the early months, leads were coming in a lot faster than they could be processed. When they were rejected, or if they were delayed, people started chasing them through their MPs or through Ministers. To manage that influx of offers, a separate mailbox was set up to handle this area of work and sift credible offers.
I addressed yesterday concerns about private email use and the rules governing it. Government guidance is that official devices, email accounts and comms applications should be used for communicating classified information, but that other forms of electronic communication may be used in the course of conducting Government business. Each Minister is responsible for ensuring that Government information is handled in a secure way. We also set out that where business is conducted on non-official IT, relevant information should be recorded on Government systems, but we are keeping the guidance under review to ensure that it is up to date.
The most important thing to note, as the right hon. Lady does, is that all PPE offers, no matter where they came from, went through the same eight-stage checks. The PPE team compared prices with those obtained in the previous two weeks, to benchmark the competitiveness of those offers. Separate approval and additional justification were required for any offers not within 25% of the average that were considered for possible approval. It is also important to note that of the 493 offers that went through the priority mailbox, I understand that only 47 were taken forward—in other words, 90% were rejected.
There have been judicial reviews in respect of some of those contracts. The case relating to the Department of Health and Social Care looked not at the awarding of contracts, but at the delays in publishing their details. Health Ministers have always been clear that transparency is vital, and the court found that there was no deliberate policy to delay publication. In the judicial review relating to Public First, the court recognised
“that everyone involved was acting under immense pressure and the urgency of the…crisis did not allow time for reflection. The time constraints justified the…derogation from the usual procedures required under PCR 2015. But they did not exonerate the Defendant”—
us—
“from conducting the procurement so as to demonstrate a fair and impartial process of selection.”
We recognised very quickly that there was an issue of process where we could do much better. That is why we investigated what happened to prepare for that court case and launched an internal review into the contracts that were undertaken. Public First has cross-party directors and, as I mentioned, we already have a programme of work in the two Boardman reviews.
I appreciate that throughout the pandemic the Opposition have wanted to raised questions about the contracts. I hope that I can address them as best I can. If there are any questions that the right hon. Lady feels I have not covered, I will come back to her on them.
The hon. Gentleman is right to highlight how fantastically the devolved Administrations have worked with central Government on some of the critical issues that have faced us during the pandemic. He raised the issue of large firms. One hope in our procurement Green Paper is that our procurement reforms will make it much easier for small and medium-sized enterprises to bid for key Government contracts.
On a point of order, Mr Speaker. In the last 24 hours, we have had two urgent questions; the Minister for the Cabinet Office has not appeared, although the Parliamentary Secretary, Cabinet Office, the hon. Member for Hornchurch and Upminster (Julia Lopez), has done her best. In the last hour, we have heard media reports that No. 10 has confirmed that Lord Bethell used his private email address in regard to procurement. I seek your advice as to how we get clarity on this matter, because there have been misleading reports over the last 24 hours. How can we get an independent inquiry so that we actually get to the facts of the case?
Obviously, I am not aware of what has just been announced. If we are going to criticise, there needs to be a substantive motion, but the right hon. Lady is asking about the internal arrangements. Her point is now on the record; I hope that people have been listening to her request. We will take it from there. I am sure that this will not be the end of the matter being raised. I know that she will use her best endeavours and offices to ensure that the issue continues to be addressed.

I appreciate that clarification, Mr Speaker, which is important.
I wish to assure my hon. Friend that we do endorse the Wilson doctrine, and I agree that it is unacceptable should there be any secret recordings within Government offices. My understanding in this case is that this was a CCTV camera operated by the Department of Health and Social Care, which is why it is being investigated by that Department. We do not believe that there are covert concerns at this moment, but there is an ongoing investigation into this, which, unfortunately, we are going to have to be patient on and wait for the details of. But once that investigation has been completed, notwithstanding the security concerns, we will want to provide him with reassurances on a number of the extremely important questions that he has raised.
My hon. Friend also asked about the extent to which offices are regularly swept. There is an organisation called UK NACE—UK National Authority for Counter Eavesdropping. It is the Government lead for counter-eavesdropping and this includes the technical manipulation of protective security systems, including CCTV. This is an area where it works very closely with the Government Security Group. My understanding is that it takes a risk-based assessment when it comes to sweeping, so in Departments where there are particular security sensitivities and concerns, those sweeps are taking place on a relatively regular basis, but Departments are accountable for the way in which their security is maintained within the Departments. The Cabinet Office plays a supporting role through the Government Security Group, setting out standards to which Departments are expected to adhere.
I congratulate the hon. Member for Wellingborough (Mr Bone) on securing this urgent question, and I thank the Minister for her opening comments regarding CCTV and the limitations, but, given how little we currently seem to know, will she come back to the House when she does have some answers regarding this?
Incredibly, this is not even the biggest scandal of the day when it comes to ministerial security and communications, and the Minister alluded to this comments. This morning, a Government spokesperson claimed that all Ministers only conduct Government business through their departmental email addresses yet I have, right here, the minutes of a departmental meeting in which senior civil servants report Government contracts being approved from a Minister’s private email address. Who is telling the truth? It is a pity that the Chancellor of the Duchy of Lancaster could not be here in person, given his personal experience of the perils of using his private emails to conduct ministerial business and to try and avoid freedom of information laws.
And it goes well beyond one Department. Last week, the Cabinet Office refused to answer my questions about the Prime Minister’s mobile phone. Today, it has been reported that he, too, will not deny using private email addresses. Can the Minister now say from the Dispatch Box, categorically and on the record, that no Minister or Prime Minister has used, or does use, private email for Government business, especially when it involves spending public money?
This morning, the Justice Secretary agreed that private email was a huge security issue. He admitted that this revelation does raise legitimate questions. On this, he is right. Now it is time to answer those questions. Will those involved refer themselves to the Information Commissioner so that a genuinely independent investigation can take place? If any Ministers have used private email for Government business, what action will be taken and what will be done to prevent it from happening again? What steps have been and will be taken to preserve private emails as evidence for the public inquiry into the Government’s mishandling of the covid pandemic?
Our country faces daily threats from hostile foreign states that have already, for example, hacked the private email account of the right hon. Member for North Somerset (Dr Fox). What advice have the Government taken on the security of Ministers’ private email accounts? What does it say about this Government that they will launch an inquiry into leaks of CCTV but not into their own Ministers?
I thank the right hon. Lady for her important questions, which I will seek to answer. It is important to understand that Government guidance is that official devices, email accounts and communications applications should be used for communicating classified information. The right hon. Lady asked about the procurement of personal protective equipment, I believe, or a covid contract that was conducted allegedly via a private email address. I am happy to look into that. But there needs to be understanding of the fact that when we were at the height of the pandemic, a huge volume of correspondence was coming to Ministers via their personal email addresses, their parliamentary email addresses and their ministerial email addresses.

Commons ChamberI am a great fan of Wagner, but I also recognise that the young tenor voice of my hon. Friend as Chairman of the Public Administration and Constitutional Affairs Committee is one that deserves to be heard in the debate about how the inquiry should go forward. How exactly that voice is heard and amplified, and as part of which chorus, will be a matter for the whole House, I think.
I welcome the Chancellor of the Duchy of Lancaster to our first exchange at the Dispatch Box, but I only wish that it were in better circumstances. The testimony that we heard yesterday has left families across the country wondering what happened to their loved ones and how they died. It has left all of us fearing that the Government have not learned the lessons or taken the action needed to prevent more avoidable loss.

“reluctantly but firmly”
concluded that the Prime Minister was
“not capable of…leading the party and the country in the way that I would have hoped.”
The Chancellor of the Duchy of Lancaster knows Dominic Cummings very well as his former chief of staff—better than anyone else in this House. Does he believe him to be a credible and truthful witness?
First, may I welcome the right hon. Lady to her place? She is someone who started her working life on the frontline of social care, who has been a highly effective trade union representative and who has spoken passionately and movingly in this House about the need for greater social mobility and educational reform, and it will be a pleasure, I hope, to work with her over the weeks and months ahead.
As far as yesterday’s testimony went, people will make their own judgment on everything that was said then. I would say only two things. It has been a privilege to work closely with both the Prime Minister and the Secretary of State for Health over the course of the last 12 months. They have given unstinting service. It is thanks to their leadership, for example, that we have a world-beating vaccination programme, and it is a privilege to serve alongside them. I think the Prime Minister is doing a fantastic job, and I also think the Secretary of State for Health has shown unstinting—
Order. Can I just say that topical questions should be short and punchy? They are not for making statements. Of course we all welcome the right hon. Lady to the Front Bench, but we really need to get answers to the questions that have been posed.

A candidate for the deputy leadership of the Labour party, the hon. Member for Ashton-under-Lyne (Angela Rayner), invites me to go further than I would want to at this moment, but I shall not.
On a more serious note, the vital thing that we all recognise is that all Governments face entirely understandable and legitimate media scrutiny, but the real test of any Government is not what may preoccupy commentary at any given moment, but the delivery of the people’s priorities, the keeping of manifesto pledges and making life better for the people of this country, and that is our relentless focus.
