Thank you, Madam Deputy Speaker. Can I just say well done to the Education Secretary for the level of creativity and imagination in her opening remarks?

In opening this debate on behalf of the Opposition, Iusb want to offer a note of optimism after the miserable vision for this country’s future presented by the Government. Britain is crying out for lasting change that will see the ambition of our young people harnessed, the drive of our businesses rewarded, and the aspiration that exists around every kitchen table fully realised.

We promise our children and grandchildren that if they work hard, they will be able to get on, no matter what their background. We tell them that with enough graft, everyone has the opportunity to build a good life around what they do best and love most. But opportunity is built on security, so that people can live without fear that they might be evicted or lose their job for no good reason at all. It is built on the foundation of a decent wage and a secure home.

The Prime Minister and his party have taken a sledgehammer to those foundations on which a good life can be built. People can no longer be sure that by working hard they will get on, or that where they come from will not hold them back. The only certainty is that this Government will sit on their hands while working people graft and Ministers promise more of the same.

Last year, it was the then Home Secretary, the right hon. Member for Witham (Priti Patel), who led the second day of debate on the Queen’s Speech for the Government. This year, she was dancing away through her party’s conference with Nigel Farage—dancing the right away, we might say—but it is the current Home Secretary who is dancing to his tune. This week, she told us her answer to homelessness: “Take away their tents.” And her answer to crime? To waste police time arresting charity volunteers for giving the tents out. Then there is the Prime Minister, who is so weak that he does not dare put the proposals to us but does not dare to distance himself from them either. He chooses delay, while his Cabinet argues behind closed doors. We know who is leading this dance and who is following.

That is the story of this King’s Speech through and through: party before country. We needed a King’s Speech that would draw a line under 13 years of Tory decline, but instead we have a party so devoid of leadership that the only fight left in them is to fight among themselves. But while Cabinet Ministers argue over headlines, schools across our country are literally crumbling, with children cowering under steel props to stop the roof falling in. Is there any clearer example of a Government failing in their basic duties than the constant drip, drip of schools being added to the reinforced autoclaved aerated concrete list? At the current rate, over 2 million children are at risk of regularly missing school by 2025. That is one in four of all children currently at primary and secondary school. A lost generation of children in England are facing a tidal wave of mental ill health, unable to get treatment through the NHS.

Yesterday, we waited for a plan for our children and young people that would see aspiration and ambition for everyone, a plan to prevent a child’s background from being a barrier to their getting on, a plan to deliver a broad, inclusive and innovative curriculum, a plan to get to grips with the epidemic of persistent absence and mend the broken relationship between schools, families and Government, and a plan to enable every child to achieve and thrive. Yet this sorry excuse for a Government offer no plan for crumbling buildings, no plan to broaden the narrow, outdated curriculum, no plan for the children missing from classrooms since the pandemic, and no plan for the future.

One of the things that we did not hear about from the Education Secretary is the attainment gap between the wealthiest pupils and the most disadvantaged, which is growing, as evidenced by the Education Policy Institute and many other experts. We have seen that small-group and one-to-one tutoring can be a really effective intervention for disadvantaged children, yet the national tutoring programme is not due to continue beyond this year. Will the right hon. Lady join me in calling on the Education Secretary to extend the national tutoring programme and fully fund it so that schools can help the most disadvantaged pupils?

I will do better than that: I call on the Education Secretary and the Prime Minister to call a general election and let Labour take over. We will make sure that every child in this country has an opportunity. All too often, the prospects of children in Britain are limited by the circumstances of their birth, not opened up by their opportunities in life. Led by our formidable shadow Education Secretary, my hon. Friend the Member for Houghton and Sunderland South (Bridget Phillipson), Labour has a serious plan to boost child development and young people’s school outcomes, as well as to expand training routes so that more people than ever are on pathways with good prospects by 2035.

This starts at school. I do not think the Secretary of State understands that. I remember all too well feeling hungry all day at school and being unable to focus. I am proud to say that Labour will introduce breakfast clubs in every primary school. As my hon. Friend the Member for Houghton and Sunderland South announced, Labour will be on the side of children and families. We will boost standards across schools by reinstating the requirement for qualified teacher status, ensuring that teaching is a respected and valued profession. We will reset relationships with families, schools, teachers and school staff. And Labour will end the tax breaks for private schools to fund that investment in excellent state education for everyone.

The fact is that young people are caught in a vicious Tory doom loop, denied the opportunities their parents had, left behind by their Government from school to employment, and unable to rely on the security of a decent home and a secure job.

What the Tory party has successfully built is a boulevard of broken dreams. The Conservatives have broken their promises to renters, to leaseholders, to house builders, and to all those who dream of owning their own home. Like a bad Santa at Christmas, they are doling out broken promises in every direction. There is a broken promise to renters, with the ban on no-fault evictions kicked into the long grass in an indefinite delay and with the Government blaming a court system that they themselves have broken, appeasing the vested interests on their own Benches rather than doing the right thing for the country. There is a broken promise to leaseholders —not the integrated package of recommendations for enfranchisement, commonhold and right to manage proposed by the Law Commission, but more cherry-picking and space-saving from the Secretary of State. There is a broken promise to house builders: the Government said that they would bring back amended proposals to reform nutrient neutrality rules after their flawed first attempt was rightly rejected by those in the other place, including many Conservative Lords. We stood, and we stand, ready to agree on reform to build the homes that we need while protecting the rivers from pollution, but yesterday we heard not a word. The Government were never serious; they were just playing political games.

And what about first-time buyers? There are no targets, no ideas and no ambition. The Government were too weak to take on the blockers in their own party and deliver the change that our country needs. The dream of a safe, secure and affordable home is moving ever further out of reach. Instead of homes, all that the Government have built is a house of cards. That is the difference between us. We have a recovery plan for secure homes: a plan to build 1.5 million homes across the country, with a reformed planning regime that will unlock our potential. This is no time to wait. Let us get Britain building again with a generation of new towns, unlocking growth across Britain with the biggest boost to affordable housing in a generation. The Government cannot fix homelessness without increasing the supply of housing, and they cannot boost real growth unless workers have the homes they need. We will not duck the difficult issues as the Tories have. We would abolish no-fault evictions and fix the broken leasehold system once and for all. Labour is the only party that is serious about boosting the supply of new homes to buy or to rent and unlocking the dream of a safe, secure and affordable home for all.

The Labour party talks about 1.5 million new houses; we talk about 300,000 new houses over the next five years. Can you tell me exactly what the difference is?

I think the hon. Lady needs to ask herself whether her Government have ever delivered on any of their housing targets. They have not done so. They can pick a number out of the sky, but they have not delivered on it. They have not taken on the blockers in their own party, which is why we are in this decline and do not have the houses that we want in our country. But Labour will deliver those houses, will take on the blockers, and will make sure that people do have a home for life.

I had a sense of déjà vu when I listened to yesterday’s speech, because some of it sounded rather familiar. Let us take the pledge to

“increase housing supply and home ownership by reforming the planning system”.

That was not said yesterday; it was said back in 2014, nearly a decade ago—and home ownership rates are lower now than they were when the Tories came to power. Or let us take this line, from 2013:

“My ministers will continue to prioritise measures that reduce the deficit—ensuring interest rates are kept low for homeowners and businesses.”

Well, that went well! Since the Government’s disastrous mini-Budget, when they crashed the economy, interest rates have gone through the roof, and mortgage holders have been £580 a month worse off in the last year alone. Or let us take this one:

“My Government will help more people…enhancing the rights of those who rent.”

That was back in 2021, and almost identical words have featured in every single Gracious Speech in the current Parliament. However, the pledge was first made in April 2019, by the then Prime Minister, the right hon. Member for Maidenhead (Mrs May). It is now five sessions, four and a half years and four Tory Prime Ministers later. They do not really like anything involving high speed, do they? Perhaps the Under-Secretary of State for Levelling Up, Housing and Communities, the hon. Member for Redcar (Jacob Young), will at least be able to say later whether he will commit to scrapping section 21 by next April, five years after they pledged to do so. If they do not have support from their own Benches, I can offer ours, and if they do not achieve that in their last King’s speech, we will do it in our first.

This Government have failed young people not only from school to housing, but into employment too. Yesterday’s announcements were utterly out of touch when it came to the basic foundation of decent work. Time and again—in fact, 20 times—Ministers promised an employment Bill that would not only protect workers but strengthen our broken labour market, boosting productivity, retention and growth. They promised that enhanced rights and protections were just around the corner, but they never came. The promise to introduce a single enforcement body, a measure that is backed by businesses and workers alike? Gone. The promise to make it easier for fathers to take paternity leave? Disappeared. The promise to end the cruel practice of fire and rehire? Up in smoke. Instead, the Government have done nothing but fail workers, the public and businesses by doubling down on their failed approach to Britain’s broken labour market. leading to the worst strikes in decades.

Now the Government are getting their excuses in early for Christmas, offering another sticking plaster to distract from the Conservatives’ track record of failure. We all want minimum standards of service and staffing, but it is Tory Ministers who are constantly failing to provide them. I know: I am an Avanti West Coast user. Only Labour can offer the change that Britain needs, with industrial relations fit for a modern economy where issues can be resolved before they escalate. We will bring in a new partnership of co-operation between trade unions, employers and Government, which will mean that issues are resolved before the need for strikes. We will learn from other high-growth economies that benefit from more co-operation and less disruption by updating trade union legislation so that it is fit for a modern economy.

Labour’s new deal is our plan to make work pay and help working people to thrive, tackling insecure work and ensuring good jobs and higher living standards in every part of the country. The next Labour Government will present an employment rights Bill to Parliament within 100 days of taking office. We will offer a new deal for working people, with zero-hours contracts banned; fire and rehire gone; basic rights from day one; and a genuine minimum wage taking into account the real cost of living that every adult will benefit from. We will go further and faster in closing the gender pay gap, making work more family-friendly and tackling sexual harassment.

Our plans will benefit not just working people but be good for businesses and the economy. They will help to keep more people in work, improve productivity and put more money in working people’s pockets to spend—the absolute route to real growth. That will also benefit businesses by ending the race to the bottom by ensuring that good employers are not undercut by those who use exploitative employment practices. By levelling up workers’ rights, Labour will be starting a race to the top, with a future of work that provides opportunity, affords dignity and fuels growth in every part of the country— [Interruption.] The public know you laugh at them, they see it all the time. Sorry, Madam Deputy Speaker, but I think Government Front Benchers need to listen. It would be good for them to understand what it is like for working people in this country after they crashed the economy, sent inflation sky high and put record numbers of tax burdens on working people. I really do think they need to listen.

The British people deserve a Government who match their aspirations; a country where families have more money in their pockets, decent pay and good jobs; a country where their children have the opportunity they deserve to thrive, where young people are not held back by their background; and a Britain where no one is written off and no one is left behind. [Interruption.] The Secretary of State chunters. Call a general election and let’s test.

I thank the Secretary of State for advance sight of his statement and for the discussions that we have had over recent days. As he knows, I have written to him with a number of questions about his Department’s dealing with the fallout of covid-19. I hope he will be able to provide some of the answers now, but I also look forward to his detailed response as soon as possible.

I know that these are extraordinary times, and that parents and carers are worried. Let me put on record our thanks to and support for all those working in our education and children’s services through this crisis. They, along with parents and learners of all ages, now seek both reassurance and guidance from Government. The steps that have finally been taken today are welcome, but can the Secretary of State tell us how the reduced service provided in schools will work? In particular, may I press him on free school meals. He says that he will give schools flexibility, but with millions of children in poverty, and many families now facing even worse, can he guarantee that free school meals will be made available to all those eligible, and will he take steps to extend that to breakfasts and over the school holidays?

Children with disabilities and underlying health conditions are at particular risk. Can the Secretary of State tell us what steps he is taking to support them and their parents and ensure that the guidance is easily found? Where is the guidance available for parents who have underlying health conditions? Can they take their children out of school if they are themselves in isolation or at risk, and will the new guidance be issued on fines for parents who withdraw their children from school? What advice and support is he offering to special schools serving those with particularly serious physical conditions, which are often residential?

The same is true for the education workforce. Will the Secretary of State make it clear to all employers that workers in the vulnerable categories identified by the Government must not now be placed under pressure to be in work and should be sent home? Staff are also worried about being paid. What reassurances can he give, especially to those sadly now on casual contracts or insecure terms, and what is his plan for supply teachers?

There is widespread concern about the exams. Clarity is required about pupils who were due to sit their SATS, GCSEs or A-levels and will now not do so. Can the Secretary of State tell us when decisions will be made and how they will be communicated?

The Secretary of State mentioned that he expects childcare providers to close. Many are already close to collapse. Can he confirm what support is available and whether emergency business rate relief will apply?

The Secretary of State also said that he will support vice-chancellors in their decision making in higher education, but is it not now time for him to avoid all doubt by issuing clear guidance, protecting staff and students alike? Can he share the evidence and modelling behind his decision not to do so?



Finally, let me turn to an area that the Secretary of State did not mention, but that is vital to the most vulnerable—children’s social work and youth services. Children’s services are already suffering from years of cuts. They will now face staff shortages at the time when there will be a greater need for them than ever before. The poorest and most vulnerable paid the highest price for austerity. We cannot allow them to pay the highest price for the latest crisis too. Will he commit to return to the House next week with a statement on that area of his responsibilities and, I hope, with new resources to support those on the frontline?

The crisis will test us all. Our communities and public services have all stepped up, and I am so proud of them. Schools are already working to assist parents and pupils in putting systems in place. The Opposition place the greatest priority on protecting the most vulnerable. I urge the Government to do the same.

The hon. Lady makes the same point that every single Member on this side of the House would make. We are all acting to try to protect those who are most vulnerable. She raised a number of issues, including free school meals. To ensure that no child is in a situation where they will not receive free school meals, we will give schools the authority and the ability to issue vouchers to every child immediately for next week. I would like to progress to a stage where, in a large number of schools around the country, there is also the ability to provide meals there, but that will depend on staffing in each school.

On the serious disability guidance, that will be coming forward. We recognise the importance of it and we are working with Public Health England to get that published. On guidance for children who are absent, that will be included in the Bill that we will bring forward to the House, which will give clarity and assurance to parents and schools as to what the situation is.

The hon. Lady raised an important point about exams, the importance of exams and, most importantly, ensuring that every child gets the recognition that they need for the work that they have put in towards their GCSEs, A-levels or other applied general qualifications. We will make sure that every child gets the proper recognition that they deserve. We will obviously update the House on that. We are working closely with Ofqual on a detailed set of measures that make sure that no child is unfairly penalised.

The hon. Lady also touched on the point of how we ensure that early years providers are properly supported. We have already announced that there will be support through business rates. We have also written to all those providers that the funding that we have been giving to them will be maintained through this period, despite the fact that their operations will obviously be running quite differently from how they have in the past.

I should highlight the point about children who are most vulnerable. The reason we know that it is incredibly important to keep educational settings open, not just for key workers but for those most vulnerable children, is that those are the children every hon. Member has the greatest concerns about. Often, their school is the safest place for them. That is why we have taken the action that we have to make sure that they are included in the support alongside key workers. We recognise that there will be a lot of work to do with local authorities and social services to make sure that there is continued support for every one of those children in this difficult and challenging time.

I start by wishing my hon. Friend the Member for Easington (Grahame Morris) a happy birthday—[Hon. Members: “Hooray!”] I congratulate my hon. Friend the Member for Weaver Vale (Mike Amesbury) on introducing this important Bill and thank all hon. Members from across the House who have spoken in today’s debate. He is not just an hon. Friend, but an actual friend, and not just mine, because it seems that the hon. Member for Bury North (James Daly) and other Members have taken to him as well. I do not think that that is down to his good fashion sense—[Laughter.] As he pointed out, school uniforms can hide some of the disastrous fashion mistakes that many of us have made. My hon. Friend the Member for Ilford South (Sam Tarry) mentioned his school uniform fashion, his trainers in particular, and many Members will know that I have an obsession with shoes, and I have put my own little twist on things with the ones I am wearing today.

I join my hon. Friend the Member for Weaver Vale in paying tribute to the former Member for Peterborough, Lisa Forbes, who introduced a similar Bill in the previous Parliament and did so much to bring the issue to the nation’s attention. My hon. Friend’s Bill is important because there are no binding rules on school uniforms in England. I hope the Minister’s response will answer my hon. Friend’s points about limiting branded items and breaking down the monopolies of single suppliers, and many Members quite rightly mentioned the quality of school uniforms.

I reiterate that this Bill is not anti-school uniform, as my hon. Friend the Member for Feltham and Heston (Seema Malhotra) outlined in her valuable contribution. We also heard from the hon. Member for Bolton West (Chris Green) and the new hon. Member for Blackpool South (Scott Benton), who continues the legacy of the previous Member for his constituency with his passion for education and his personal experience, from which I am sure the House will benefit. I also acknowledge the expertise of the hon. Member for Wantage (David Johnston) shown in his contribution. The hon. Member for Witney (Robert Courts) made a pithy speech—[Laughter.] There was so much of value in it that there is not enough time for me to go through it all, but he clearly has a talent that will be used many times in the House in the coming months and years.

I am pleased that there is a consensus across the House today on this Bill. It was in November 2015 that then Tory Chancellor promised to legislate on such issues, but we are now four years and four Education Secretaries on. I have responded to three Conservative Queen’s Speeches and still nothing has happened. It has fallen on Labour Members to step in, introducing two Bills in six months. My hon. Friend the Member for Weaver Vale, with the help of Back Benchers from across the House, including the hon. Member for Thirsk and Malton (Kevin Hollinrake), has had to do the Government’s job for them, and I hope they will now offer him their full support.

As my hon. Friend the Member for Weaver Vale mentioned in his opening speech, school uniform costs blight working families in England, and many Members have spoken about examples from their constituencies. Although I am in a privileged position now, I remember all too well just how expensive it was to put my first son through school. It is a problem that still affects my constituents today, as well as the friends I grew up with. My hon. Friends the Members for Vauxhall (Florence Eshalomi), for St Helens South and Whiston (Ms Rimmer), for Liverpool, Wavertree (Paula Barker), for Liverpool, Riverside (Kim Johnson), for Putney (Fleur Anderson) and for Barnsley East (Stephanie Peacock) all expressed that point eloquently in their passionate contributions today. Their complaints echo the concerns of the mums who gave evidence to the Select Committees on Education and on Work and Pensions last summer and spoke of the strain of school uniform costs and the huge pressures put on their budgets in the school holidays. The Minister will know that the previous Chair of the Work and Pensions Committee warned the Government that school uniform costs reinforced the financial difficulties that many parents face during the summer holidays. I pay tribute to the organisations and MPs who assist with the swap of school uniforms to help those parents.

Many Members mentioned the figures from the Children’s Society that were released today, showing that parents are spending over £300 on uniforms and that hundreds of thousands of children across England are going to school wearing incorrect or ill-fitting uniforms. I know that some Members question that research, but many families watching this debate know the reality, and I welcome the work of the Children’s Society that has contributed to today’s debate. Parents have reported that they have had to cut back on essentials like food to cover the cost of school uniforms, and children have been sent home and denied their education, but this Bill will change that. The hon. Member for Northampton South (Andrew Lewer) and others made important points about pragmatic considerations, and it is right that we consider them, but it is also right that I share that I also have a love for “The Simpsons” and that I am about to hit a milestone which means that I am old enough to remember the Bartman—[Laughter.]

The Bill will ensure that hard-pressed parents will not suffer the indignity of their children being sent home because they are wearing the wrong uniform. It will free up money for parents to spend on activities for their kids during the summer holidays. Above all, it will ensure that no child is priced out of school, because our fundamental belief is that education should be free, and under my national education service it would be free and lifelong at the point of need as well. This Bill takes us one step towards that ideal. I am proud to endorse it today, and I urge all Members to support it.

I thank the hon. Lady for her question. All the evidence shows that work offers families the best opportunity to move out of poverty and towards self-reliance, which is why it is such good news that there are 730,000 fewer children in workless households now than a decade ago—that is a record low. Our programme of holiday food and activities is already helping about 50,000 children, and the successful bidders for next summer will be announced shortly.

May I welcome the new Ministers to their places?

It is a damning indictment of this Government that the United Nations found children in our country regularly turning up to school with empty stomachs, with more than 2 million suffering from food poverty. Hungry children struggle to learn, so it is shocking to see reports that the Chancellor is considering scrapping free school meals in the upcoming Budget. I know that the Secretary of State stated earlier that he would make representations to the Chancellor, but will he state categorically today that he would resign rather than implement such cuts? While he is at it, should he not also adopt our proposals for free school breakfasts, which I know he once supported?

The hon. Lady is right to raise the issue of a healthy breakfast, because we know that a healthy breakfast helps children to concentrate, learn and reach their potential in life. That is why we are already investing up to £35 million in our breakfast clubs programme; 1,800 schools in more disadvantaged areas have already signed up. The programme can be extended to nearly 2,500 schools, and Family Action has estimated that about 280,000 children are already receiving a free breakfast through the programme every day.

My hon. Friend raises an important point about how we make sure that we get the highest level of training to every business—not just to large businesses but to the small and medium-sized enterprise sector as well. The apprenticeship levy has revolutionised how people think about apprenticeships, and we need to continue to build on that. I look forward to working with my hon. Friend to make sure that SMEs get the benefit.

Across the country, hard-working staff in universities and colleges have been forced to strike against effective cuts to their pay and attacks on education that hurt students and staff alike. So far, the Education Secretary’s response to the crisis is much like the Health Secretary’s response to the coronavirus: wash your hands of it and hope it goes away. Will Ministers finally step in, respond to the urgent letter they received from the University and College Union, urge universities to make a fair offer, and ensure that next week’s Budget gives teachers in colleges the pay that they deserve?

I thank the hon. Lady for raising this issue. I want to see a resolution to this matter as swiftly as possible, and I urge both parties to come to a resolution. The people suffering most of all are the students whose studies are being impacted. We need a resolution as swiftly as possible, and I urge both the unions and the universities to get an agreement within the next few weeks.

I thank my hon. Friend for that question. He is quite right: sometimes, it is in the best interests of the child to be placed out of the area. The important thing is that we have a child-centred policy that is always placing their best interests first. They could be at risk of sexual exploitation and gangs, or need specialist provision.

One of the most important responsibilities of Government is to protect and support children in care. However, we now know that, over a decade ago, there was a terrible failure to do so in Manchester: at least 57 children, almost all girls, were victims of child sexual exploitation. I welcome the report from the Mayor of Greater Manchester, Andy Burnham, on Operation Augusta and the work of Jennifer Williams from the Manchester Evening News. We must learn the lessons from these terrible events and ensure they never happen again. So can the Minister tell me what the Government are doing in the wake of these revelations and, most importantly, what support is being offered to the victims and survivors?

The great tragedy and announcements that have come out of Greater Manchester are awful, and my heartfelt thoughts go to anybody affected and their friends and family. Things have moved on since then. As the hon. Member pointed out, this is over 10 years ago. Since then, the most important reform that we have made is to link up agencies, including health, police and local authorities, so that we can have a combined approach to deal with these issues.

At the last election, as she mentioned, both parties agreed to a review of the care system, so can she tell the House when that review will begin and what will be included in its terms of reference?

The wholesale care review was a central part of the Conservative party manifesto and we are committed to ensuring that we get this right. It will be comprehensive, but at the moment I am working on the scope and setting it up. I think that the important thing is ensuring that it delivers for all children within the system, and preventing more from becoming part of the system.

Let me welcome you to the Chair, Mr Deputy Speaker. I also welcome the new Members to the Chamber for today’s debate. We look forward to hearing some fantastic maiden speeches, so I will keep my speech relatively brief. That will be easy because, quite frankly, there is so little actual substance in this Queen’s Speech for us to respond to.

Today, the Secretary of State made his first speech since November. Education was the issue that the Conservatives did not want to talk about in the election. When they did, they had a lot more to say about our policies than their own. I am glad they paid particular attention to an area that gets little attention in these debates: the care of the most vulnerable children. Our manifesto committed to a wholesale review of the care system and a replacement for the troubled families programme. A week later, their manifesto promised a review of the care system and an improvement to the troubled families programme—to think that Ministers once promised to crack down on plagiarism!

I hope that that was not simply a cheap imitation. Will the Secretary of State confirm that their review will include kinship care, and consider the need for national standards for fostering and proper regulation of semi-supported housing? When will the review begin? What will its terms be? Who will undertake it, and precisely what does he want it to achieve? Can he tell us what improving the troubled families programme means, and whether any successor programme will not just fall victim to yet more local government cuts?

Let me offer this in a genuinely constructive spirit. I proposed a simple policy that could transform the lives of children who have experienced care. Many do not have a permanent home address and going to university with only term-time accommodation available is a challenge. Barely more than a tenth of children leaving care go to university and 40% drop out—the highest among all groups of students. Yet those who stay on are as likely to attain the best grades as any other. Providing free all-year-round accommodation for those students would transform their lives. The cost is tiny and would be repaid many times over, not just economically but with something more than money: human potential realised.

The Conservatives made another election promise to the most vulnerable children. Their manifesto pledged to

“grant asylum and support to refugees fleeing persecution”,

yet last week, just two weeks into the parliamentary Session, they rejected an amendment protecting the right of unaccompanied child refugees to be reunited with their family after Brexit. Surely, it is our most basic moral duty to ensure that children can be reunited with their families. If we judge the Government on how they treat the powerless and penniless, then the judgment on this must be damning. It is a betrayal not just of those children, but of the best traditions of this country. Frankly, I hope that Members—even Conservative Members —will urge the other place to overturn it.

The Prime Minister described the Queen’s Speech as a blueprint for the future of Britain, so it is telling that education is missing from the blueprint. I have now responded to three Queen’s Speeches with three Education Secretaries in three years. Between them, there has not been one single piece of primary legislation. The only education bills produced by the Government are the ones being handed to parents by headteachers desperate for donations for their school gates to stay open. Despite the Education Secretary’s boast, the Government will not even reverse the school cuts they have imposed since 2010. As the Institute for Fiscal Studies found, even in the financial year 2022-23, when the new money that was promised is due finally to appear, schools will still be hundreds of millions of pounds worse off than they were in 2010. Capital funding for education, which has already been cut by 40% since they came to power over nine years ago, will continue to fall even further. The money that they are slowly putting in has been deliberately taken away from the schools and the pupils who need it most. They call it “levelling up”, Mr Deputy Speaker. What I call it is an absolute joke.

The Government are not targeting help at the most disadvantaged; they are keeping them in their place. As the Education Policy Institute found, under these plans a child on free school meals will get less than half the funding of a child who is not. What of the previous Conservative Government’s totemic policy, the pupil premium? The past two Tory manifestos promised to protect it. The past two Tory Governments went on to cut it. This Prime Minister has solved that problem: he has given up even making the promise in the first place. The Conservatives’ manifesto contained not a word or a penny for it, so the Secretary of State has the chance to make his intentions plain today. Will they keep the pupil premium, and will they finally increase it in real terms, rather than continue to see it fall year on year?

Another set of pupils deserve more support but are not getting it. By the financial year 2020-21, local councils face a spending shortfall of over £1 billion for children with special educational needs and disabilities. Despite what the Education Secretary said, his Department is not offering to make up that shortfall—and, even then, there is only a one-year deal. Councils and schools have no idea how much more funding, if any, they will get to support pupils with high needs in the years ahead. They cannot plan their provision and ensure that every child gets the support that they need. When will the review of high needs funding be completed, and will the Government guarantee that local government will not simply be handed yet more responsibilities without resources?

What of the parents struggling with the basic costs of school thanks to the stagnating wages, axed tax credits and years of cuts that the Government have overseen? How many times have we heard Ministers pledge action on the cost of school uniforms and equipment? They first did so in November 2015. We are four years and four Education Secretaries on. Just before Dissolution, the Minister for School Standards told the House that the Government were waiting for a “suitable legislative opportunity”. Perhaps the Education Secretary can answer this: if the Queen’s Speech is not a suitable opportunity for legislation, what on earth is? In the previous Session, the then hon. Member for Peterborough tabled a private Member’s Bill that would have addressed the issue—frankly, she managed more legislation in six months as an Opposition Back Bencher than the Government managed in four years in office. Labour’s Welsh Assembly Government have done the same, using existing powers to regulate. I have yet to hear why this Government cannot also do the same, so perhaps the Minister will tell us whether, if they will not act, they will at least support a private Member’s Bill from an Opposition Member who will.

While we are on the subject of Bills that are missing in action, perhaps the Government can tell us what has happened to their legislation to regulate home education. The right approach would have cross-party support, but we cannot scrutinise what does not exist, so where is it? The same goes for their school-level funding formula, which they said needs primary legislation. There was also no detail on the expansion of childcare, maintained nurseries, or Sure Start funding. The Secretary of State must be aware that the funding for early years that was announced in the spending review does not even begin to meet the cost of inflation.

The story is the same in further and higher education. The Augar review went from being a flagship to a ghost ship. The last Education Secretary, the right hon. Member for East Hampshire (Damian Hinds), promised when it was published that the Government

“will come forward with the conclusion of the review at the end of the year, at the spending review.” —[Official Report, 4 June 2019; Vol. 661, c. 58.]

Both have gone by and we have had just vague words. Further education is meant to be the Education Secretary’s passion, but since 2010 the Government have cut funding for this vital area each and every year. In real terms, funding has been cut by over £3 billion. In adult education, with over £1 billion cut from annual funding, the national skills fund will embed hundreds of millions of pounds in annual cuts.

My hon. Friend is talking about areas that the Government failed to address and Bills that they should perhaps support. In the last Parliament, I introduced a Bill on youth work, which the Government have cut by £1 billion annually. They have proposed a fund of £500 million for estate rebuilding but there is none for youth workers, the people who interact with young people. Is that not another area in which the Government have let down education and young people?

I commend my hon. Friend for the work he has done since coming into the House to ensure that we have a great universal youth service. What the Government have done to our youth services is an absolute scandal, not only plunging our youth into lives where they do not reach their full potential, but failing to address many of our young people’s concerns.

The funding that the Secretary of State boasted about does not even come close to reversing the extent of the cuts that his Government have delivered. When it comes to Ofsted, instead of weaponising the inspectorate, they should adopt another of our promises: to produce an independent Her Majesty’s inspectorate that has the faith of teachers, school leaders and parents and that is resourced effectively so that it can do the job.

The Secretary of State said that education is a mirror on society, and sadly that is true. Our education system today reflects the society that 10 years of Tory Government have left. There is a simple lesson that we have learned: education and austerity simply do not mix.

Well, well, well. The Secretary of State has had quite a start. Rumour has it that he forgot to appoint a Skills Minister, and we are now waiting for our fifth Higher Education Minister in just two years. Will he tell us the fee status of European students after 2020, and will our universities still benefit from Horizon, Erasmus, and the European University Institute or not?

Well, I am sure that the Secretary of State would like me to shut up and go away, but I am not going to do that. He has to try harder with his answers. Will he publish officially his no-deal impact assessment and contingency plans, and tell us how much his Department is spending on no-deal preparations? Can he give us a clear guarantee that his no-deal plans do not include suspending or weakening food standards in our schools?

Let me welcome the new Secretary of State to his place and thank him for advance sight of the statement. Of course, we already had some advance sight of it thanks to the norm now being that the press get the information before this House, but unfortunately today’s announcements do not quite live up to their billing. The new Prime Minister said, “I will reverse the education cuts.” Judging from his performance today, he has a tendency to over-promise.

Perhaps the Secretary of State can confirm just how much funding has been cut since 2010 and how many of those cuts are left in place. As welcome as it is that the Government have finally accepted the failures of austerity, they will not fool anyone into thinking that it is over. As teachers and parents start term this week, too many will be in schools that are facing an immediate financial crisis. Will he tell the House why there is nothing for this year and why next year’s funding falls a full £1 billion short of reversing the cuts to school budgets? Is it not the case that this commitment will benefit the most affluent areas while disadvantaged schools get less? The Education Policy Institute found that a pupil eligible for free school meals would receive less than half the funding of their affluent peers. How fair is that? How can the Secretary of State start his tenure by refusing resources for those who need it most? Perhaps it is about starting as they mean to go on—no more nice Conservatives, but the same old nasty party, trying to hoodwink the public.

On teachers’ pay, I am glad that, after six years running of missed recruitment targets, the Government have finally recognised the damage done by austerity, but the devil is in the detail. Will the Secretary of State assure us that this will not be funded by flattening or cutting the pay of more experienced teachers—the very people, I am sure he will agree, we need to keep in the classroom? Will he increase the teachers’ pay grant or will schools have to fund it? Are academies still exempt or does he now accept that national pay must apply to all schools?

Above all, will the Secretary of State reassure us that support staff will not pay the price? The leaked document in the media was rather revealing. It admitted that

“No 10 and…the Treasury… have been keen to…express concerns about the rising number”

of teaching assistants. Let me say that I join parents, teachers, heads and those who care for our children with special educational needs and disabilities—I, too, value teaching assistants—and I declare a direct interest because my son started a mainstream secondary school today. With the help of valued teaching assistants, he was able to do that. The question is: do the Government value them, too? Will the Education Secretary promise us now that he will defend school support staff who do such a vital job? That is all the more important, given the work that they do with children with SEND. He has promised £700 million next year, but that is the shortfall that councils already face. The Local Government Association has put next year’s deficit at £1.2 billion, so will he tell us whether he accepts that estimate and whether there will be any further funding on top of that amount in future years?

The Government have finally admitted that there is a crisis in further education, but we know that the Education Secretary came back from the Treasury with just half of what he thought was needed. Will he confirm that there is less than £200 million for increasing the base rate, little more than a real-terms freeze? Other funding is ring-fenced for certain courses—will he tell us which subjects and how that will be distributed? The Secretary of State has made welcome commitments on teachers’ pension costs, but will those commitments extend to further and higher education? Is there any sign of an increase in pay for further education staff, or will they continue to fall behind teachers in schools?

Why was there not a single penny for adult education? The same goes for early years. The hourly rate for providers has not increased since 2017. Sure Start funding has collapsed and the additional funding for maintained nursery schools runs out at the end of the next financial year. Will that be addressed tomorrow, or have the youngest children been forgotten? It is the same story with this Prime Minister: empty promises, hollow words and numbers so dodgy he would probably put them on the side of a bus. If he thinks he will fool anyone, he better think again.

I thank the hon. Lady for such a kind and warm welcome to me in my new role; it was very generous of her. She raises a number of important points. We are talking about cash and a total settlement—including pensions— for schools that is worth £18.9 billion over three years. That does not even touch upon the Barnett consequentials for the devolved nations of Scotland, Wales and Northern Ireland.

The issue of 16-to-19 education is one close to my heart, and the hon. Lady was right to highlight the fact that we are delivering an extra half a billion pounds—the £400 million plus £100 million to deal with pension pressures. I think most people would welcome such an announcement. She is right to highlight the important issue of children with special educational needs and making sure they get the right level of support and everything they need in the classroom, which is why, in the next financial year, we will deliver more than £700 million extra for those children. Even Opposition Members should recognise that is a significant increase, and those increases will continue over the following three years.

We have set out a three-year settlement for schools to give them the confidence to plan for and invest in their future. The hon. Lady raises the important issue of teaching assistants. I absolutely agree with her: they are incredibly important. My wife, who is a teaching assistant, tells me repeatedly how important they are, and I would never disagree with my wife.

Yes, my hon. Friend is right. The current controversy is about a curriculum that is in place now. Of course, we still support the school in wanting to teach LGBT issues. She is right that the guidance states, in paragraph 20:

“In all schools, when teaching these subjects, the religious background of all pupils must be taken into account when planning teaching, so that the topics that are included in the core content in this guidance are appropriately handled.”

Most schools will want to do that. My understanding and belief is that when parents are consulted and when they see the materials, the policy and the curriculum that the schools intend to teach, the vast majority of them will support the school in delivering that curriculum.

I thank you, Mr Speaker, for granting this important urgent question, and I thank my hon. Friend the Member for Kingston upon Hull West and Hessle (Emma Hardy) for asking it with such passion.

I commend the Department for Education and Ministers for their work—we have made great progress—but I urge them to go further and support the school. If they did, they would have the support of this House and the other place. This is not about consultation—I do not believe that the issues that have arisen are about consultation; they are about LGBT rights, the misinformation being put out and the bigotry being displayed by some minorities on our streets. We have to hit back.

I saw it myself only a few weeks ago after marching with the Terrence Higgins Trust at London Pride. I was trolled for supporting the LGBT+ community, but the support I have received from hon. Members across the House is evidence to all that we will not opt out of equality in this place. It is time for Ministers to provide the right guidance, resource and support to face down the protests and prejudice. Many parents will not be watching this debate. In addition to the measures the Minister has already outlined, what will his Department do to combat the misinformation and to allay parents’ fears?

In addition to the information for parents, training is meant to be available for teachers, but there is only £6 million to fund it, which averages at just £254 per school. Will the Minister confirm that his Department’s estimate of the amount needed was actually over £30 million and will he share details of how that funding is being allocated? The early adopters will be starting in September—just weeks away. Will that funding be available only for early-adopter schools? If so, what resource is available for others wishing to take up the programme?

We must provide the most comprehensive support for the teachers on the frontline, and this must continue under the new Prime Minister. Inclusive education must be a right for every single child. We will not go back to the days of section 28. Every child is a gift. I hope that the Minister will ensure that his team and the Government take every step over the summer to reinforce this.

I am grateful to the hon. Lady for her support for what is a landmark piece of legislation and statutory guidance. We should not allow this debate to overshadow the importance of what has been achieved. Thousands of schools do wish to adopt this policy early—in September—and we are producing an implementation guide for those early adopters on how to plan and develop the curriculum and to engage parents. We are also producing a guide on parental engagement planned for the early autumn about what the consultation means, what good practice is and where schools can get more support when they encounter the kind of problems we have seen in Birmingham.

The hon. Lady is right: we need to tackle misinformation. That is why we have produced these myth busters, which have been widely disseminated and are having an impact. On training, we are spending £6 million a year to develop online portals and material that we can spread to teachers who require that training. There should be a consensus in the House about the importance of updated guidance. It is 20 years since the last set of guidance on how to teach sex and relationships education in our schools, and she will know how much her party has helped achieve equality for LGBT people in this country in those 20 years and how the Conservative party, under the last Prime Minister, introduced the right of gay people to marry—a right that I am personally extremely grateful for. We have had to ensure that our guidance reflects modern society. I am convinced that when this guidance and the curriculum are rolled out nationally we will be helping people better to prepare for life in modern Britain.

All I can say on your 10th anniversary, Mr Speaker, is that you do not look old enough.

Article 23 of the convention guarantees the right to education for children with disabilities, yet just this weekend we heard how that basic right has become a privilege, with parents forced to go to the courts to get support for their children. Years since the Prime Minister promised to tackle the burning injustices, and just weeks before she is due to leave office, they burn brighter than ever before. Can the Minister tell us when the Prime Minister and the Chancellor will stop haggling over our children’s future in the press and come back to this House with a statement announcing the funding they so desperately need?

I would be delighted to meet my hon. Friend and the headteachers of the schools concerned. We do specifically, in most cases, fund PFI costs that relate to schools through the national funding formula, but I do understand the pressures and problems that PFI can cause during the process of academy conversion. Our officials are becoming increasingly experienced at handling those challenges, but I will meet my hon. Friend with those headteachers.

The Minister talks about the funding going into schools, but the fact that he admits that those schools have increased costs shows that there are real-terms cuts to those schools. Members across the House have told him that many times, and he would be advised to take that on board. Let me see whether he will be more open about another report, which suggests that the national funding formula will be delayed by the Treasury in order to reserve money for a no-deal contingency fund. Can he give us any guarantee today on the timetable for that much-needed formula?

We are having discussions across Government on these issues of school funding and as we lead up to the spending review. We understand the need for schools to have clarity about their level of school funding and we are committed to the national funding formula, which is a much fairer way of distributing funding to our schools.

I am not sure we are any wiser about the outgoing Prime Minister’s plans, so let me turn to the future. The leading candidate—the blond one, not the bland one—promises minimum funding of £5,000 per pupil, but can the Minister confirm that this is under £50 million a year, an increase of just 0.1% in the total schools budget? Does he accept that this amount is less than the increase promised in his party’s manifesto, less than the amount that the outgoing Prime Minister apparently accepts is needed and, I hope, less than the amount that he will ask for at the spending review?

It would not be appropriate for me to comment on the specific proposals of the contenders, although I am very pleased that all the contenders in the leadership contest have made education a focus of their platforms. We are committed to ensuring that schools are properly funded, and that work is happening now as we prepare for the spending review.
