My hon. Friend raises an extremely important point about PTSD in the NHS, and NHS staff, who do an amazing job treating us all. I will certainly look at the particular recommendation that she now makes; but clearly, as part of the £52 billion package of investment in the NHS that we have been making in the last year, we will be ensuring that we support the mental health of staff working on the frontline, and making sure that they have all the health and wellbeing helplines, all the advice and counselling, that they need to get through what has been, for all of them, a really difficult time.

Yesterday, the Scottish Government announced that they would go further than the Prime Minister and introduce a comprehensive system of supervised quarantine for those entering the country. It is evidently clear that countries that have employed effective international quarantine measures are now reaping the rewards of reopening their economies and reducing the unnecessary loss of life. Faced with the overwhelming evidence that importing new cases of variants could undermine our efforts again, why is the Prime Minister watching, waiting and hoping for the best, when we know that his dithering on crucial decisions has already had catastrophic consequences?

I do not think anybody wants to take any lectures on speed of roll-out or delivery of programmes from the Scottish nationalist party, but I want the hon. Lady to know that the Government will be very happy to help with accelerating the roll-out of the vaccine programme, as we said yesterday. The offer is there. The vaccination of the people of this country is the single most important thing that we need to do now, together, to beat this pandemic.

Absolutely. We want young people to have the self-confidence brought by the experience of work, to keep learning on the job and to get the jobs that they need. If my hon. Friend waits just a few minutes, he will hear rather more from my right hon. Friend the Chancellor about that very matter.

Hundreds of my constituents have been excluded from the furlough scheme or support for the self-employed due to gaps in the legislation. Barriers to that support include real-time information cut-off dates and the 50% cap on non-trading income. The Government’s solution for those constituents is to take out loans, which for many is untenable and will lead to unemployment and bankruptcy. Will the Prime Minister commit to widening access to these schemes for the many people who are left behind?

There are, in fact, 12,000 people who have taken advantage of the furlough scheme in the hon. Lady’s constituency. They are getting 80% of their income up to £2,500 a month. It is a fantastic, massive scheme. In addition, for those she rightly identifies who have had difficulties accessing furlough, we have massively increased universal credit, which is up by £1,040 for families across the country. That is in addition to the panoply of other loans and grants we have made.

If I might politely say so, the hon. Gentleman is being a little selective with his examples. I would point him to the employment figures. The real figures show that foreign direct investment last year created 3,107 new Welsh jobs, which is a 20% increase. I understand why he might want to paint a gloomy picture. Airbus has made it perfectly clear that it does not want no deal. It wants a deal, and the best thing that he and his party could do is support the deal when it comes before the House.

2. What steps he is taking to secure the legislative consent of the National Assembly for Wales for the European Union (Withdrawal Agreement) Bill.

This is the first Welsh questions since the sad passing of our friend and colleague, Paul Flynn. He leaves a significant space on the Labour Back Benches.

The Government are engaging extensively with the Welsh Government in preparing the European Union (Withdrawal Agreement) Bill. This includes bilateral engagement and meetings of the Joint Ministerial Committees.

The National Assembly for Wales backed the Plaid Cymru motion calling for work to begin immediately on preparing for a public vote. A recent poll by YouGov also found that more Welsh voters back a people’s vote than do not. If the Secretary of State is truly Wales’s voice in Westminster, as he so boldly claims, will he outline the preparations he has pressed the Prime Minister for to facilitate a people’s vote?

I am grateful to the hon. Lady for her question, but I would politely point out to her that Wales voted to leave the European Union in even stronger numbers than the rest of the UK. We have an obligation to act on the instruction that comes from that referendum, but in doing so we will continue to work closely with the Welsh Government to ensure and secure a smooth and orderly exit.

I am happy to give my right hon. Friend that confirmation. This was an illegal annexation of Crimea by Russia, and we have been doing everything we can to ensure that the appropriate sanctions are imposed that will have an impact. We have been one of the voices around the EU Council table that has been advocating the roll-over of sanctions at every stage and ensuring that, as we look at the actions of Russia here and elsewhere, we enhance those sanctions and rightfully put pressure on those who are responsible.

Q15. The Scottish Government have used their powers to increase carer’s allowance to the level of jobseeker’s allowance, yet this top-up is being under-mined because carer’s allowance is regarded as income under universal credit. If carer’s allowance is meant to help cover the extra costs incurred by providing care, why are carers on universal credit being penalised?

The hon. Lady knows full well the way in which universal credit operates to encourage people into work, but I will ask the Minister in the relevant Department to write to her on this matter.

With your permission, Mr Speaker, before I answer the questions, may I say that I am sure the House will want to join me in paying tribute and respect to Assembly Member Steffan Lewis, who sadly died just over a week ago? He was a bright and dedicated politician who had an exceptional future in front of him, with so much to offer Wales. My prayers and thoughts are with his wife, Shona, and son, Celyn, at this most difficult time.

I can update the House that the UK air accidents investigation branch is working with the relevant rescue and transportation authorities in relation to Emiliano Sala and the pilot who went missing on Monday evening. I am sure that the whole House wishes to join me in hoping for a positive outcome.

The Government are working to identify the broadest possible consensus on a way forward so that we leave the European Union in a smooth and orderly manner. We are engaging with Members on both sides of the House and with representatives of business groups, civil society, trade unions and others.

A recent report by The UK in a Changing Europe has found that almost half of all respondents oppose the Prime Minister’s deal, with only 23% in support. How can the Secretary of State reconcile his position of being Wales’s champion in Westminster when this place is working contrary to Welsh public opinion?

In the first instance, I remind the hon. Lady that Wales voted to leave the European Union in even stronger numbers than the rest of the United Kingdom. The withdrawal agreement sets out the basis on which, and how, we will leave the European Union. In the light of last week’s votes, we are determined to make amendments and to develop a document in consultation with colleagues across the House in order to win the House of Commons’ support.
