There is clear consensus that change is needed to address the anomalies in our constitutional arrangements, but no consensus on what form this change should take. The solution must be fair to all parts of the United Kingdom and strengthen the links between our family of nations so recently reaffirmed in the referendum in Scotland.

I thank the Minister for that reply. Does he agree that most Scots, unlike Labour Members, recognise the unfairness of their MPs at Westminster intervening to affect English schools, English health and English councils now that those matters have been devolved from England to Scotland?

[Mr Carmichael]

I think I have already acknowledged that there are substantial anomalies within our constitutional arrangements. I caution the hon. Gentleman, however, about being too enthusiastic about replacing these anomalies with ones that could be even bigger.

No, the amount taken from income tax will now be divorced from the Barnett formula. The Barnett formula will operate for that part of the public expenditure grant to Scotland and the Scottish Parliament that remains after that process.

If legislation on elections is a Scottish matter, does that mean that Scotland decides who gets a vote in Scotland, or is that only so for the Scottish Parliament, while Westminster decides who gets a Westminster vote?

That is in fact the case. That matter is dealt with in some detail by Lord Smith in his report. The responsibility in relation to elections to local authorities and to the Scottish Parliament will be devolved to the Scottish Parliament. However, this House will retain control over elections to it.

3. What recent discussions he has had with the Deputy Prime Minister on establishing a commission on the West Lothian question.

5. What recent discussions he has had with the Deputy Prime Minister on establishing a commission on the West Lothian question. My right hon. Friend the Secretary of State and I have regular discussions with my right hon. Friend the Deputy Prime Minister on a range of issues. The Government remain committed to establishing a commission later this year to consider the West Lothian question. Does the Minister agree that timing is of the essence here? This is a difficult question and the commission will need to consider its recommendations, after which this House will need time to consider the outcome. It would be much better if this were done at a time of constitutional peace rather than at a time of constitutional crisis. I respect my hon. Friend’s passion on this subject. She, of course, has a Bill before the House that touches on these issues. I understand that it will be heard on the first Friday of the September sitting, which will give the whole House an opportunity to debate the issues. I will convey my hon. Friend’s call for urgency to the Deputy Prime Minister.

Does my hon. Friend agree that the last thing we want, having passed the Scotland Bill and with new powers devolved to Wales, is another expensive parliamentary assembly or talking shop in England, as the British Parliament here can cope with English matters, but decided by English MPs?

I agree with my hon. Friend. I have always expressed the view that there is no desire for an English Parliament—and the same two people have always written to me afterwards to say that I am wrong.

The hon. Gentleman makes a good point. The transition from regional development agencies to the new local enterprise partnerships has to be handled carefully, ensuring that such assets are put to good use. So far, the proposals for local enterprise partnerships that are coming in are extremely encouraging and will lead to more of what the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett) talked about—more control locally rather than in distant regions that people do not identify with.

It is claimed that the EU will need a new treaty to legitimise money going to Greece. What is the Prime Minister’s response?

The argument being put forward, particularly by the Germans, is that a new treaty clause is needed to put the eurozone on a stronger footing. Clearly, from our point of view, we are not in the euro and we are not planning to join the euro, so any treaty change would not apply to us—just as, in terms of the new rules on the stability and funding mechanism, we have always had a carve-out from them. We shall be discussing that at the European Council this week.

The greatest priority for Britain should be to fight very hard to get the EU budget under control. It is completely unacceptable, at a time when we are making tough budget decisions here, that we are seeing spending rise consistently in the European Union. I think that is wrong and I shall be doing everything I can to try to sort out the budget for next year, and also to look at the future financing of the European Union, where we want to see strict controls. That should be our priority.
