On Tuesday, we will see the opening of the fantastic Elizabeth line, which will run from east London right through the incredible town of Slough and on to Reading. It shows just what can be achieved when a Labour Government decide to make an ambitious public transport investment, as they did back in 2005 by introducing the Crossrail Bill. That stands in stark contrast to this Government, who are cutting services, jobs, safety checks and infra- structure projects throughout our rail network. The only thing they have increased is fares, and by eye-watering amounts. Will the Minister explain how huge cuts and huge fare hikes will do anything to get people back on to trains and to tackle the climate and cost of living crises?

Without wanting to test your patience with repetition, Mr Speaker, I emphasise again that the integrated rail plan in the midlands and the north is, at £96 billion, five times as big as the Crossrail project. I gently remind the shadow Minister of who the Mayor of London was when Crossrail was given the go-ahead and who the Prime Minister was when it opened. We are very proud of Crossrail and investing in London, but we are also very proud of investing in the midlands and the north.

After 18 years of Tory underfunding, privatising, fragmenting and running our railways into the ground, the priority of the last Labour Government was to invest billions of pounds to modernise our old, inefficient trains. Given the awareness around the climate crisis, the priority during the last decade should have been to electrify our railways, but it has been a lost decade. After abandoning Northern Powerhouse Rail, betraying our northern towns and cities, I was stunned to read reports that Government promises on electrification are being broken because the Treasury has decided to block the £30 billion needed to decarbonise our railways, even though it knows full well that over 10,000 km of rail must be electrified by 2050 to get to net zero. So can the Minister answer a simple question: how is he ever going to meet Government targets on electrification when the Chancellor is blocking the funding needed to get there?

Again, unfortunately, the Opposition are just getting this simply wrong. The integrated rail plan will kick off the electrification of more than 75% of the country’s rail network. If the hon. Member takes the TransPennine route through Church Fenton at the moment, he will see the overhead electrification cables being erected. The midland main line electrification will start before Christmas. I would just gently remind the Opposition spokesman that, in 13 years of Labour Government, they electrified only 63 miles. Over the past 11 years, we have already electrified 1,221 miles.

The hon. Gentleman will know that I know Bradford well, as I represent a constituency just down the road, on the sunny side of the hills. The Government are committed to supporting the aspirations of local leaders across West Yorkshire. We recognise that Bradford is an important economic centre in the north, with a growing and young population. We continue to look at the evidence for building a new station in Bradford, and decisions, as he knows, will be outlined in the integrated rail plan in due course.

My thoughts and prayers are with all those affected by the Salisbury train collision and I wish those who have sadly been injured a speedy recovery. We must, in the near future, get to the bottom of how such an incident could ever have occurred.

After the Budget, northern leaders were left even more bemused than before about Government plans for the north. There was no mention of Northern Powerhouse Rail and nothing more on HS2’s eastern leg or the midlands rail hub. There is still no rolling programme of electrification and no sign of the mythical integrated rail plan, which Ministers have kept referring me to for over a year. What a complete lack of ambition for the north. How did this happen? Was it because the Secretary of State could not convince the Chancellor to invest in our country’s railways, or was it because the Chancellor thought that giving tax cuts to already wealthy bankers was far more important?

Let us not pretend that we are not getting on with the job of investing in the north of England. We have invested £29 billion in northern transport since 2010, and in the Budget that the hon. Gentleman referred to, we announced over £1 billion for Greater Manchester, over £830 million for West Yorkshire and £570 million for South Yorkshire. I am delighted to say that the integrated rail plan is not just coming soon—it is now coming very soon.

Both the HS2 and East West Rail projects undertook full surveys of road conditions for the designated lorry routes prior to the construction works commencing. HS2 Ltd and East West Rail Company must ensure that all road damage as a result of construction works is repaired to the standard reported in those surveys. My hon. Friend continues to be a vocal champion for his constituents, and I look forward to continuing to work with him on this and other issues.

Earlier this year, the Prime Minister told this House that the Government were

“going to develop the eastern leg as well as the whole of the HS2.”—[Official Report, 10 February 2021; Vol. 689, c. 325.]

Last year, he told the House that plans for HS2’s eastern leg remained “absolutely unchanged”. So when reports surfaced over the summer that Ministers planned to mothball the eastern leg, I was absolutely shocked. A U-turn, Mr Speaker? Another broken promise from this Government? Surely not.

Being the helpful person that I am, I want to help the Government put this scandalous rumour to bed once and for all. Can the Minister, rather than giving the evasive answer that he gave me last year about waiting for some sort of integrated rail plan, confirm that the eastern leg of HS2 will be built in full, on time and on budget?

I think the shadow Minister knows my answer. As the Prime Minister announced, we are working on the integrated rail plan, which is progressing well. It is only right that Ministers take time to fully consider all the evidence from all the stakeholders, regional leaders, the National Infrastructure Commission and the Government’s own analysis before making a decision. This is a cross-Government decision, but we intend to publish the integrated rail plan soon.

Through the Manchester recovery taskforce, of which Transport for Greater Manchester is a member, we are working with organisations across the rail industry to develop the service and infrastructure options that will address the congestion and reliability issues across Greater Manchester and, I hope, improve the experience of all rail passengers across the region.

This Government have a track record of over-promising and under-delivering. We know that if the north had received the same investment as London over the last decade, it would have seen £66 billion more. For all their bluff and bluster about levelling up in the north, what do we see? Services between Newcastle and Manchester to be halved, the proposed increase in the frequency of services between Teesside, Sunderland and Newcastle scrapped, Transport for the North’s budget to be cut by 40%, and now Government sources saying that they plan to pull the plug on Northern Powerhouse Rail. Just to ensure that there is no further backtracking, will the Minister guarantee that Northern Powerhouse Rail will be delivered in full, on time and on budget?

Of course, the hon. Gentleman tempts me to prejudge the integrated rail plan, which I will not do, because no decisions have been taken yet. However, I am happy to confirm that we are getting on with investing in Transport for the North; we are not waiting for the integrated rail plan to be delivered. On top of the billions of pounds that we have already invested in transport across the north, just on 26 May we announced two new stations outside Leeds—White Rose and Thorpe Park—and we announced an additional £317 million for the TransPennine route upgrade. Of course, over 60% of the region is now covered with metro Mayors, with historic devolution settlements. We are getting on with investing in the north of England.

I congratulate Plymouth on its status as one of the eight new freeports announced in the Budget last week. Freeports will create national hubs for trade, innovation and commerce, thereby levelling up communities throughout the UK, creating new jobs and turbocharging our economic recovery. We are working across Government to support these exciting developments and will look closely at any changes to transport infrastructure that are required.

Our rail industry must play a pivotal role in fighting the climate crisis with ambitious plans for decarbonising transport infrastructure and extensive electrification. Shockingly, despite the UK’s being the country that pioneered rail, only 38% of our network is electrified—thanks to the Tory Government’s chronic failure to act. We have been left far behind by the likes of Germany, France, Italy and Spain, which have electrified the majority of their railways. Given that we do not have time for further delay and dithering, and to keep costs down, why will the Minister not commit, here and now, to a long-term rolling programme of electrification?

I politely remind the shadow Minister of the statistics: under the Labour Government of 1997 to 2010, only 63 miles of the railways were electrified; since 2010, we have already electrified 1,110 miles, and we continue to invest.

We are currently considering the formal advice from Transport for the North on its preferred way to proceed with Northern Powerhouse Rail following the board meeting last week, and we will respond shortly. We are also awaiting advice from the National Infrastructure Commission on rail investment across the north of England.

The east coast main line has upgrades scheduled over Christmas to help improve connectivity to the north, but many of those long-planned works now clash with the Government’s new Christmas guidance, which will clearly lead to many more people wanting to travel by train. The Government do not seem to have a plan, so perhaps I can help the Minister. Let us scrap peak rail fares, increase testing for our transport staff and delay non-essential works by a few days to help people to travel home. Can the Minister reassure the House that there will be no Christmas chaos on our railways?

This is something we are acutely aware of. We have already taken swift and decisive action to ensure that any disruption is kept to a minimum, and I and my fellow Ministers continue to work to ensure as smooth as possible a rail system during the festive period.
