My hon. Friend makes a very good point. We should remember that the independent inquiry is looking at all the issues historically and up to the present. It is important to let it have the space and support to do its job, so we can make sure we learn the lessons of the past and show that there will be justice for anybody who has been through the kind of horrendous ordeal that some people have been through. We have to be very clear that this type of behaviour simply cannot be tolerated. It is right to make sure that police forces are training officers, as my hon. Friend the Member for South Ribble (Seema Kennedy) said, and it is shocking to think that the Metropolitan police simply did not put that training in place.

Does today’s report not show that the critical work of the independent inquiry into child sexual abuse must continue? We must stop trying to find fault with it and picking holes in it. We need to give the inquiry the space it needs to hear all the evidence and to bring the perpetrators to justice.

As always, my hon. Friend is right. It is important that the inquiry can do its work, has the space to do its work and has support from across the House to get on with the important work of getting to the bottom of the problem.

15. What support his Department is making available for the use of brownfield sites.

We are committed to fulfilling our manifesto commitment of supporting development on brownfield land. To that end, we are creating a £2 billion long-term housing development fund to unlock housing on brownfield land, and we are determined to make sure that we get 90% of that land with planning permissions by 2020.

My hon. Friend, who is working passionately for her local community to make sure that brownfield land is appropriately and properly used, will appreciate that I cannot comment on the particular local plan that is at examination stage. It is true to say, however, that a local authority should be working with its local community to make sure that appropriate brownfield land, with a good understanding of its availability, is brought forward at the earliest opportunity and can take advantage of this new £2 billion fund as well.

Pendle has 46 hectares of brownfield land, 40 hectares of which is assessed as suitable for housing, yet just days ago Labour and Lib Dem councillors voted through an application to build 500 homes on a greenfield site in Barrowford in my constituency. I am a strong supporter of localism, but how can the Government make councils such as Pendle Borough Council step up to the challenge of brownfield development, rather than just taking the easy option and building on our green fields?

My hon. Friend highlights a good case. I know that, with his support, the previous Conservative-led Administration in Pendle was passionate about delivering on brownfield land. We want to see 90% of that land given planning permission. The best route is for the local community to take note of what the authority does and to let it know exactly what it thinks at the ballot box next time round.

First, 86% of the people in our country want the chance to own their home, and we make no apology for supporting them. On right to buy, we are talking about the housing associations building more homes. As we have already heard, a number of them—including some of the largest, such as Sanctuary, Orbit and L&Q—see this as a way of ensuring that their asset base can be used to deliver the extra homes that we need, to ensure that housing supply goes up. For those people in the private rented sector, I absolutely want to continue to do everything possible to support their aspiration to own. That is what Help to Buy is about, and it is what the 200,000 starter homes announced by the Prime Minister and the Chancellor of the Exchequer last week are about. I hope that the hon. Gentleman will support us in our programme of work.

I am pleased that my constituency’s largest housing association, Housing Pendle, is delivering 122 new affordable homes this year. Will the Minister confirm that extending the right to buy to housing association properties will mean more money overall, with money being released to build new affordable homes, thus helping more families to access the good quality, affordable homes they so desperately need?

My hon. Friend makes an excellent point. He has a good example in his local authority area of a housing association that is keen to build, and this scheme will allow it to access its assets to build more and to use that income to make sure it is building more homes to increase supply across our country.

We have introduced a range of measures to support brownfield land development, including the provision of £200 million to help to create housing zones outside London and the release of enough public sector land for 103,000 homes, which is above the target that we set ourselves. The national planning policy framework encourages the reuse of brownfield sites.

The leader of Pendle borough council, Councillor Joe Cooney, recently announced that the council will introduce a new £1.5 million fund for brownfield regeneration, making brownfield sites attractive and viable to developers. Will the Minister join me in welcoming Councillor Cooney’s leadership on this issue and assure the House of this Government’s support for local authorities that take the initiative to prioritise brownfield, such as Pendle borough council?

My hon. Friend makes a very good point, and has spoken to me extensively about the excellent work being done by Councillor Cooney and that council. I am pleased to welcome their positive initiative, which will help to make the planning process faster and more certain for developers in Pendle. I am pleased that we have been able to make £5 million available to local authorities who pilot local development orders that grant planning permission for housing on suitable brownfield sites.

As I have outlined, the ambition is to ensure that we are building the houses that this country needs. Those 200,000 starter homes will give people opportunities that the Labour party simply cannot match. As my hon. Friend the Member for Hertford and Stortford—my predecessor—outlined, we are at the start of a programme that is building affordable housing at the fastest rate the country has seen in more than 20 years.
The hon. Member for York Central made a good point. People often expect the challenge for the development industry over the past couple of years to have been land supply, but it is not, thanks to the changes that we made to the top-down rigours and structures in planning that stopped development under Labour. Through that, our driving of planning locally and because we have kept interest rates low, we are seeing benefits. Some 240,000 homes have been given planning permission in the past 12 months. Members touched on the changes the Government have made to finance for small building projects, which have made that finance available. We went further a couple of months ago. One area that developers consistently mention is the supply chain. I was delighted yesterday to reopen a brick factory that shut down in 2008 during Labour’s recession. It reopened on Monday and will deliver 2 million bricks a year to the industry.
The construction industry is working and hiring at the fastest rate since 1997, and the hon. Gentleman is right that that delivers the second challenge to the industry, which is skills. One thing we can all do—I hope that all parties agree on this—is encourage more people to come into the sector. It is a phenomenally rewarding career, with wide opportunities at home and, potentially, abroad. There are a wide range of careers in the industry. We need to change some of the perceptions of the construction industry to encourage more people into it. That is why I hosted a skills summit with the Minister for Skills and Equalities, my hon. Friend the Member for Grantham and Stamford (Nick Boles) just before Christmas at the fantastic new Olympic park. Developers, apprentices and colleges discussed those issues to try to ensure that we are delivering the skills we need for the future. Construction is no doubt one of the opportunities we have to see more jobs coming to this country, beyond those we have already seen.

Does the Minister agree that for parts of the north of England, such as the area I represent, it is important that we focus not only on new build homes, but also on bringing long-term empty properties back into use? I thank him for the support he has provided to Pendle borough council. We have done fantastic work to reduce the number of empty homes in the borough from more than 2,000 to just 1,200.

My hon. Friend makes a good point. I know from when I visited his constituency that he makes that point passionately and has worked hard with the excellent leadership of Pendle borough council to develop that work. Earlier, Members talked about the work that is often unsung. The work to bring empty homes back into use under this Government has been phenomenal. Empty homes are at the lowest level pretty much since records began. That is a big step forward in replacing and moving forward from that loss of 420,000 socially rented homes under Labour, as Members have touched on.

14. What steps he has taken to encourage the development of brownfield sites in Pendle.

We are working with the Lancashire local enterprise partnership and Pendle council to support development of the iconic Brierfield mill site. We have provided £2.5 million to help bring over 600 empty properties back into use in Pendle. Brownfield sites in the Burnley-Pendle corridor have also been shortlisted for housing zone status.

I welcome the news that east Lancashire has been shortlisted as a possible housing brownfield zone. However, more needs to be done to unlock previously developed sites and take pressure off greenfield areas like the Rough and the Meadows in Colne, which are currently subject to planning applications. What more reassurance can the Minister give me that the Government will support councils like Pendle to prioritise brownfield?

My hon. Friend is absolutely right and he has spoken to me extensively about the excellent work going on in Pendle to make sure that brownfield sites are being developed, and I am pleased that that is part of the housing zone programme. We are in the process of encouraging further development on brownfield land. We want to develop 200,000 new homes by 2020 on brownfield land, and just last week we launched a £4.4 million incentive fund to support the preparation of local development orders on brownfield sites.

I am not sure whether the hon. Lady is arguing that councils should increase the tax, but that is certainly not something that we would support. We think that freezing council tax in order to make families several hundred pounds a year better off is a good thing to do for hard-working families.

I thank the Minister for taking the time to visit Pendle and meet the council’s leader, Joe Cooney, and its chief executive, and for meeting them again when they came to London recently. Will he join me in congratulating councils such as Pendle, which has already made significant savings by, for instance, reducing by 35% the disgraceful number of properties in the borough that were left empty by the last Labour Government?

It was a pleasure to meet Joe, the leader of Pendle borough council, a couple of weeks ago, when I met a number of council leaders. Pendle is a fine example of a small authority that has worked hard to make really good savings while protecting front-line services. I congratulate that council, and other councils that are taking similar measures, on their excellent work.
