The hon. Gentleman talked about devolution. As he will know, 60% of the north is now covered by mayoral combined authorities and metro Mayors thanks to the historic devolution settlement by this Government. Indeed, this Government established Transport for the North.
The hon. Gentleman also asked about Department for Transport staff based in Leeds. I am delighted that, in the past year, we have established a new DFT office there. Last time I visited, 70 staff were working there. I am pleased to confirm that, as of today, the number has gone above 100. I look forward to visiting again to welcome even more staff in the coming months.
We should take no lectures from Opposition Members who, in 13 years in government, did not lay a single mile of electrification in my area, downgraded northern routes, ploughed money into the south and left northerners rattling around on decades-old Pacer trains. I say to the Minister that we are grateful to have received our restoring your railway funding for the Brigg line, because if someone misses that last train on a Saturday they have to wait a week for the next one. Can he look closely at the business case that has been submitted on that? Will he also agree to work with us on the Goole to Leeds line through town deal funding? Can he tell us what improvements there will be to East Yorkshire and north Lincolnshire—the Humber—from the trans-Pennine upgrades?
There was quite a lot in that. I am sure my hon. Friend will be delighted to hear that the restoring your railway fund announcement will be separate from the integrated rail plan, so we have more announcements to come on that along with the rail network enhancements pipeline, which will also be published separately. The £96 billion is not the total of our investment in the north but the core pipeline for the north of England. He will also be pleased to hear that the investment in the trans-Pennine route upgrade will double the number of services from Hull to Leeds, among other benefits.

I am delighted to be here this evening to undertake my first piece of parliamentary business as the new Minister for high-speed rail. I have been given specific oversight of this hugely significant project.
The High Speed Rail (West Midlands - Crewe) Bill, also known as the phase 2a Bill, concerns a section of HS2 that will extend the railway from the end of phase 1, just north of Birmingham, to Crewe. Hybrid Bills are unusual and relatively rare. A hybrid Bill is both a public Bill and a private Bill in one—hence, hybrid. The Bill could be characterised as an alternative planning consent process.
The Bill was introduced into this House in July 2017. It passed its Second Reading in January 2018 and moved into its Select Committee stage. Over 300 petitions were received. In response, two additional provisions were promoted that made changes to the Bill to resolve those petitions. That process took over a year. Hearings finished in the spring of 2019, and the amendments were agreed. The Bill then completed its stages in this place and moved to the House of Lords, where it had its Second Reading last September.
It is normal for a Bill like this to carry over from one parliamentary Session to another. The previous Parliament did not make time available to secure carry-over motions, so I am bringing the Bill back today with this revival motion. Private Bills that are not carried over are often revived. Revival has been used before for a hybrid Bill. For those who may be geeky and interested, the process is set out in “Erskine May”, in paragraph 37 of chapter 45 on page 1,162.
This is indeed very geeky and technical, and all very interesting, but can I urge the Minister, particularly when he responds to the debate, to talk about the benefits of HS2 and how we can bring those benefits online now? May I particularly commend to him the new Siemens rail factory that is coming to Goole, with £250 million of investment, and our excellent steelworks at Scunthorpe, which already supplies Network Rail with all of its railways, thereby demonstrating the benefit to the whole of the country of this Bill?

Commons ChamberI thank the hon. Lady for her question. I have seen her letter, and I will be responding to it later today. I am also happy to meet her. The details of this case are rather more complex than she has suggested to the House. I also gently suggest—[Interruption.] Wait until we have a meeting. I would rather discuss the full details of the case. If she looks specifically at Africa, she will see that we are opening five new missions there and recruiting hundreds more staff. Our consular services are first-rate across the globe. We are enhancing the network. We should be supporting our consular staff in the incredible work that they do. They are being not cut, but totally supported by this Government in their work with British citizens across the globe.
Mr Speaker, you might be from the wrong side of the Pennines, but it is a delight to see you in the Chair and for impartiality to be returned to that office.
As we continue to expand our consular network overseas, may I urge the Minister to look at the proposal that I recently wrote to the Prime Minister about with regard to a permanent consular post in Atlantic Canada, not only to support the very many Brits who travel there every year but to make better use of our trading relationship post Brexit?
I thank my hon. Friend for that question. He did tireless work as the trade envoy to Canada, and I know that it is a country very close to his heart. I will certainly look at his suggestion, but, as I say, we have enhanced our network around the globe. We are always looking for new opportunities to support British nationals. In 2018-19, we provided support to 22,607 new consular cases, with satisfaction ratings of more than 80% reported from the people whom we helped around the globe.

We have a robust industrial strategy and remain open to a steel sector deal. Since I have been appointed, I have been meeting steel industry representatives and discussing that, along with other issues. I have mentioned the steel pipeline, support on energy costs and a range of things that the Government are already doing. We need to see through the steel sector deal whether we can take that further.
As the Minister knows, part of the Scunthorpe site and probably the lion’s share of workers at Scunthorpe live in my constituency. I thank him and the Secretary of State, on my behalf and that of the hon. Member for Scunthorpe (Nic Dakin), for their frequent communication with us over the past week or so.
Certainty is very important to the industry. That is why, with some reservations, I have consistently supported the Prime Minister’s deal, to end the Brexit uncertainty, and I will continue to do so. I hope that other colleagues will also do that, as British Steel has asked it of Members of Parliament.
Will the Minister confirm that, if the company were nationalised, it would be subject to the same rules on Government investment had it remained in private ownership?
Delivering a negotiated deal from the EU remains the Government’s top priority, and I hope Members will vote for the deal. My hon. Friend is exactly correct: nationalisation is not the solution. If the business were nationalised, the exact same domestic and European laws would apply.

Commons ChamberI thank the hon. Gentleman for his unwavering support for the South Yorkshire and Sheffield city region deal. It is a good deal that will deliver funding and powers to South Yorkshire to help to drive forward its economy. We can look at interim mayors if necessary. I assure him that the Government are absolutely committed to the deal and will try to bring it forward as quickly as possible, but with the agreement of the four local authorities in the Sheffield city region.
In recent weeks and months, we have of course introduced the first northern powerhouse strategy and, more importantly, put £556 million behind it through the local growth funding allocations, with the north receiving the largest proportion from the broader £1.8 billion fund.
I thank the Minister for his recent visit to Pendle and the Government for the £4 million investment that will create more than 1,100 new full-time jobs on the Lomeshaye industrial estate. We have seen strong growth in small and medium-sized enterprises across the north of England in recent years, but what more can we do to help them to grow?
It was a delight to visit the Lomeshaye industrial estate on a wet Lancashire day—is there any other kind?—only the other week, and I thank my hon. Friend for his support for that. On his specific interest in small and medium-sized businesses, just last week I joined other funding partners in launching a £400 million investment fund for northern powerhouse businesses. This will provide loans to businesses of between £25,000 and £2 million, and support our wonderful small and medium-sized businesses across the north.

Commons ChamberIt is a pleasure to follow the hon. Member for Hartlepool (Mr Wright). I do not agree with the last 30 seconds of his speech, but otherwise I could not put a cigarette paper between him and me. I voted for him to be Chairman of the Business, Innovation and Skills Select Committee because he knows how to do this. I apologise if I told anyone else that I was going to vote for them—I tend to tell everyone that—but I actually voted for him. I cannot disagree with the way in which he has just put the case for the UK steel industry. As I said in an earlier intervention, taking the politics out of this is the way to do it. There are things that the Government can do, and things that they cannot. In fairness to the hon. Member for Livingston (Hannah Bardell), she said the same thing. Not everything is in the hands of the UK Government, and the less shouting and screaming we hear from the sides and the more working together we can achieve, the better.
That is not to say that people do not have a right to be angry; they do have that right. I represent a steel area, as do many hon. Members, and I understand the passion. A lot of people have contacted me in the past few days saying, “We’ve bailed out the banks. Why not the steel industry?” Do you know what? I cannot disagree with that. It is a strategic industry and it should be viewed by the Government in the same way as the banking industry is. I pay tribute to the Minister for Small Business, Industry and Enterprise, my right hon. Friend the Member for Broxtowe (Anna Soubry), who has said, time and again, that the steel industry is vital to this country and should be supported appropriately.
I pay tribute to the workers at Scunthorpe, who do an amazing job producing the best steel in the world. I also pay tribute to the unions there, which have responded to this crisis in a sensible and measured way and worked with everyone involved. They deserve credit for that. But where are we at with Scunthorpe? We local Members of Parliament all know that we are in a pretty bad place, and we are all committed to doing everything we can.
We have two prongs to our attack. The first involves supporting those who are affected by the announced and proposed job losses. I met the Minister the other night to put a couple of requests to her, and I shall put them on the record today. We welcome the £9 million that has been announced to support those who are affected. We wish we did not need it, but we welcome it. Our request in relation to that is that we want the support to be spent locally. We do not want outside providers coming in and giving training. We have excellent local colleges, and we have a local council which has a record of delivering through the regional growth fund. It delivered 800 jobs through a £10 million grant when we lost 1,000 jobs four years ago. We want a guarantee that funding can be used to support local small and medium-sized enterprises.
The taskforce, which has been referenced by the Secretary of State, has also put a couple of important asks to the Minister. We know that an offshore wind revolution is approaching the Humber. Some of the skills that have been lost from the site can be used in the jobs that are coming. However, there is a gap between the number of those who will lose their jobs and the number of jobs that are expected in places such as the South Humber Gateway in the constituency of my hon. Friend the Member for Cleethorpes (Martin Vickers). We need support to ensure that the workers can make that transition, and support from the Government to encourage DONG Energy to move beyond its memorandum of understanding with Able.
We need an acceleration in infrastructure projects locally. The North Killingholme flood project would be one that would help, as would bringing forward some of the offshore wind projects.
British steel is a quality product. My hon. Friend talks about bringing forward projects, but when I speak to companies in Pendle they say that they use British steel because they have concerns about the quality of imported steel. Does he share those concerns?
Absolutely. I am sorry that we do not have more time, because there is an awful lot more that I would like to say in this debate.
My hon. Friend brings me to the second part of our asks, which is how we try to secure the long-term future of the site, because we in Scunthorpe cannot afford to lose it. Scunthorpe is a steel town, and, like all local MPs, I want it to remain a steel town. There are things on which we need to take action. Chinese dumping and the quality of Chinese steel are mentioned repeatedly in that regard. It is true that, before this crisis and following pressure from all parts of the House, the Government had taken action in Europe, and we welcomed that. The carbon price floor was a mistake; my hon. Friend the Member for Cleethorpes and I voted against it. I agree with those who say that we need to bring forward the compensation scheme. I also have sympathy with those who say let us pay it and damn EU approval.
It is worth noting that it is this Government who secured new EU procurement rules that make it easier to get local content. We want the HS2 contracts to go to Scunthorpe, new projects being brought forward and a clear message from this Government that they will do everything they can—in fairness, we have had that message—and that, under these new rules, UK content will be used as much as possible. We have been having useful meetings with the Cabinet Office Minister on this, and we will keep on meeting, as there are other things that need to be done around business rates. We need an enterprise zone for part of the site at Scunthorpe. It is a huge site and it is underutilised, and other things can be done there to secure more business. I wish that I could say more, but, unfortunately, I am out of time.

Commons ChamberI welcome today’s debate and commend the Members who were responsible for securing it. I want to highlight the scale of the problem in Pendle, where losses from metal theft have risen sharply in recent years. The impact of metal theft, as many Members have said, is not restricted just to the railways, although they are the main victims of the crime. In my area of East Lancashire, in particular, it is having a real and acute effect on smaller businesses.
In Pendle, metal theft has become a major concern of the local council and police. They have both told me that it is now one of their top priorities. The leader of the borough council, Councillor Mike Blomeley, wrote to the Secretary of State in November to describe the problems that we were having in Pendle and call for a ban on cash payments. I am pleased that the Government have announced that that will happen. Councillor Blomeley wants the criminal justice system to focus on the impact of the crimes on individuals and communities, not the value of the metal stolen. I am sure that many other hon. Members would agree that that is the most appropriate approach, particularly given how all our communities have suffered due to metal theft. We have heard from several Members about theft from war memorials and other sites of particular interest.
While my hon. Friend is discussing war memorials, I want to place on record the fact that last July in Hull, East Yorkshire, we lost a 6-foot bronze statue, a memorial to dead fishermen—trawlermen who lost their lives at sea—given by the people of Vik in Iceland. Does he share my disgust at that and similar thefts?
I share my hon. Friend’s disgust. It is a classic example of some of the disgraceful incidents that have happened.
In Pendle, historic churches such as St Mary’s in Kelbrook have been stripped of lead. Boilers, pipes and outside taps have been ripped from both occupied and unoccupied homes. Some businesses that have been targeted are now struggling to cope, putting many jobs at risk. The head teacher of Barrowford primary school told me just today that it cost more than £60,000 to repair the damage caused by lead theft from the school roof. Another example is the town of Colne, where I live. The theft of metal grate covers from back streets has been so great that the Colne area committee has had to allocate a special budget of £5,000 to replace them.
According to figures made available to me by Lancashire police, there were about 2,228 metal theft crimes in Lancashire in 2010 and about 3,400 last year, representing a 50% year-on-year increase. In the whole of 2006, there were only 508 offences. That is a fivefold increase in five years. Lancashire police think that £7 million is a conservative estimate of the value of metal stolen since 2006 and tell me that currently only 13% of offences are detected. Lancashire constabulary confirms that the rise in offending is consistent with the rise in metal prices, especially copper. Officers who have spoken to me feel hampered in identifying stolen metal and frustrated by the light sentences received by offenders who are caught.
An ongoing police operation, Operation Starling, is addressing metal theft in Lancashire. However, the problem is now so significant that it is having a big effect on local crime statistics. Despite a good record on most fronts, the huge increase in metal thefts in East Lancashire makes it look as though the police force are actually doing badly. That is not the case. They are doing a great job, but they need Government support to tackle metal theft.
I will briefly highlight the case of one of my constituents, a local businessman in Colne who has been the victim of metal theft in the past two years. He estimates the losses to his business in the past 24 months at around £100,000. He has been targeted repeatedly. Everything from lead on the roofs to electric cabling inside properties has been stolen. One gang, spotting a “for sale” sign, hit one of his buildings over a bank holiday weekend, taking so much metal that the building, with 80,000 square feet of commercial space, will now have to be demolished.
My constituent attributes the crimes to the increase in metal prices, which we all know are expected to rise even higher in the coming months. He supports the Government’s ban on cash payments and the other steps that we are taking, and thinks that we should consider other measures. I pass to the Minister his suggestion that the Government consider the old 715 vouchers that we used in construction, where tax was paid up front but receipted so traders could claim it back. He feels that a similar scheme should be introduced for scrap metal dealers. The Minister might wish to consider my constituent’s suggestion along with the others that the Government are considering. I urge the Government to continue doing everything they can to support the police and councils in their efforts to tackle the problem.
