Yes—after-PhD-level occupations. Therefore, that person would be exempt.

I mention that to show hon. Members that the £35,000 figure is not just an arbitrary amount; there are proper exemptions. The shortage occupation list includes nurses, as has been said, several healthcare professional categories, many engineers, many roles in the creative sector and some teachers.

The exemption extends to those in jobs that have been on the shortage occupation list at any time in the preceding six years. That guards against occupations being returned to shortage and provides reassurance to workers in those occupations against future changes to the list.

I am sorry that I have come to the debate relatively late. I am sure the point has already been made about nurses, but can the Minister give us some explicit reassurance about nurses? A constituent of mine, Siân Marvelley, is very worried that the threshold is going to affect her and require her to stop working.

I thank the right hon. Gentleman for making that point and he correctly said that nurses have been mentioned several times already. So I shall respond to his point and the points made by several other hon. Members about the same subject. Basically, they were worried that an occupation’s position in the list was temporary and it could be withdrawn from the list at any time, which does not give people any certainty—the very points that the right hon. Gentleman just made.

The MAC, which Members should remember is not a political committee but an independent committee that operates very analytically with skilled staff who study data from the Office for National Statistics and any other data that are available, has just conducted a review of nursing, and the Government will consider that report carefully. We do not know what it says yet, because the MAC has not published its review. There was an interim measure and the change took effect in time for the December 2015 allocation of the certificates of sponsorship, which means that applications for nursing posts are prioritised.

In its latest investment plan, which was published at the end of last year, Health Education England—I am afraid that I do not have the relevant statistics for Scotland—proposed further increases in the number of nursing training places in 2016-17. So there is a lot of forecasting on this subject—the number arrived at is not just an arbitrary one—and there has been a full report.

At this juncture, I feel that I should consider the point about the regional salary thresholds, which hon. Members from Scotland discussed very eloquently. In its November 2011 report on the settlement threshold, the MAC could not see a clear case for differentiation on a regional basis. Its argument, and therefore the Government’s argument, as we have adopted it, was that having a single threshold provides clarity and simplicity for applicants and sponsors. The minimum salary requirements for occupations in tier 2 are for the most part set using annual surveys of hours and earnings. The data generated are very sophisticated and UK-wide, and therefore take account of salary levels throughout the regions.

Of course, I disagree with that assertion. There was a very prolonged debate on the Floor of the House when both sides had the opportunity to put their points of view across. I sincerely hope that the hon. Gentleman’s assertion is proved correct—history will be our judge—but my view is firmly on the other side of that argument. I hope he can respect that difference of opinion.

I congratulate the hon. Gentleman on securing the debate. Like him, I voted against the airstrikes for similar reasons. It is right for us to address the refugee crisis as human beings, and does he agree that a credible proposal to establish, through concerted international action, safe areas within Syria in which people could seek refuge would be worthy of international support?

Yes, of course; I agree completely with the right hon. Gentleman’s comments. Although we must find a solution to the war, that focus should never alleviate our responsibility as human beings to do something more about the displacement and creation of refugees. I have started by summarising the current state of the problem facing us in the hope that Members present will take an open-minded approach, as human beings, to why the UK response to this crisis is inadequate and falls short of the moral and necessary minimum.

Let me be clear that nobody here doubts the efforts made by the UK in the large camps that litter the middle east. I welcome the UK’s leading role in that. I accept that the UK is a major donor to that effort, and I support those initiatives and commend the Government for their efforts in that regard. However, I make this plea to the Minister: when he sums up, will he please not waste time waxing lyrical about our efforts in the camps? We all accept that. The point of difference is what extra we can do, and I hope his comments will be restricted to that point.

I thank the hon. Gentleman for making that point. I was partly instrumental in setting up the no-fly zone: I visited Kurdistan when I was shadow International Development Secretary, and then came back and spoke to John Major about what I had seen—Kurds fleeing over the mountains from helicopter gunships and so on. I am pleased that the hon. Gentleman took part in the no-fly zone.

The numbers are horrific. The armed conflict in Iraq has spread from Anbar to Mosul and into parts of central Iraq. With sectarian clashes growing, already nearly half a million Iraqi citizens have been displaced from Anbar province. After the ISIL takeover of Mosul and large areas of northern Iraq, perhaps half a million refugees fled from Mosul, many of whom took refuge in areas controlled by the Kurds. There are reports that many are now returning to Mosul because they feel that they have no other choice and that the city is relatively calm at this moment.

I congratulate my right hon. Friend on securing this debate and commend everything she has done by way of her engagement with Iraq over the years, which I greatly respect. I agree with her about the importance of engaging others in the region, but faced with the humanitarian catastrophe that looms and given the suspicion of Governments, including external Governments, is there a particular role for non-governmental organisations, including those from Britain? How far will they be able to get effective relief to people in the very difficult circumstances of the conflict on the ground?

That is the challenge. I have no easy answers. I was about to spell out those challenges, in fact. One is access for humanitarian organisations to people in need—we know how difficult that has been in Syria, for example. There is also the scale of need in reaching all those requiring assistance. I will be highlighting both those issues as I go along.

Humanitarian organisations’ access to people in need continues to be a significant problem due to the multiplicity of actors. On one side, it involves liaising with the Iraqi armed forces—especially the security forces—Shi’a militia and the Kurdish peshmerga. On the other side, it involves armed opposition groups including Ba’athists, tribal militias and members of the former regime and military, along with ISIL. In addition, there may also be forces from other states such as Syria, Jordan and Saudi Arabia to liaise with.

Access for humanitarian agencies to areas of Iraq under ISIL control is difficult. Humanitarian organisations have limited dialogue with ISIL because of a lack of familiarity with its chain of command, and so often have to get authorisation from different leaders and groups to ensure safe access. So far deliberate obstruction does not appear to be the problem; it is more the time that needs to be taken to establish proper channels of communication, particularly with extremist rebel groups and actors. There are, however, established contact points with the Sunni tribes already, which is helping with gaining access.

Thousands of displaced Iraqi civilians are stranded at checkpoints separating the areas controlled by the Kurdish regional Government and the rest of Iraq. At first, civilians who fled the ISIL-controlled areas were being allowed to enter Iraqi Kurdistan, but in recent weeks and days, access has been severely restricted by the KRG. Some of those who fled are seeking refuge in Iraqi Kurdistan while others want to travel southwards to the capital and beyond. The former are mostly Sunni Muslims who fear air strikes by Government forces and their allies, as well as the possibility of further brutality by ISIL. The latter are mostly Shi’a Muslims from the Turkmen and Shabak communities who are trying to flee southwards to Government-controlled areas of Iraq where the majority of the population is Shi’a and where they feel there is no risk of an Islamic State takeover.

With the withdrawal of the Iraqi army from northern Iraq, the KRG have gained control of the disputed oil-rich town of Kirkuk and other areas. In recent days they have announced plans for a referendum on independence—a move fiercely opposed by the Iraqi central Government. Regardless of the political wrangling between Baghdad and Erbil, it is absolutely imperative that civilians displaced by the conflict are granted refuge in and safe passage through KRG-controlled areas. I ask the Minister, what representations are being made in that regard? What assistance has been and will be offered to the Kurdish regional Government to help them respond to the needs of the displaced in areas under their control?

Although Iraqi and international political discourse both seem largely out of step with the rapidly changing reality on the ground, the sectarian dimension of the conflict is becoming more marked by the day and Iraq’s diverse communities are struggling to grapple with the new reality. They increasingly wonder where and how they can be safe. For example, in both Turkmen and Shabak communities there is now division among Shi’a and Sunnis. Turkmen Shi’a are trying to flee to the Shi’a stronghold in the south, but the Turkmen Sunni are not even contemplating going there: they are staying put in the north, terrified of Government air strikes against areas controlled by ISIL.

A woman whose relatives—two young children and their parents—were killed in an air strike in Tal Afar on 22 June stated:

“We are not with ISIL, but when the government bombs ISIL we are in the middle and when we get killed nobody cares”.

One man, a father of eight who had just driven nearly seven hours from Sinjar, taking a long detour to avoid Mosul and his home town of Tal Afar—both now under ISIL control—told Amnesty International:

“We do not want to stay in Kurdistan; we just want to pass through to get to the road southbound to Baghdad and on to Najaf in the south”.

Many Shi’a Turkmen and Shabak civilians have alleged that their Sunni neighbours are co-operating with the Islamic State, while Sunni Turkmen and Shabak have accused Shi’a members of their community of being linked to pro-Government armed Shi’a militias. No general evidence is provided to support such polarising narratives, but perception can be as important as reality, poisoning relations between communities and adding fuel to an already inflamed situation.

Minorities in Iraq, including Christians, Yazidis and others, feel particularly vulnerable, and rightly so. The Islamic State referred to its Yazidi hostages as “devil worshippers” in one of its recent videos. That and the abduction of two Christian nuns in Mosul on 28 June are just two examples of a string of recent incidents targeting minority groups. Members of Iraq’s majority communities do not feel safe either. Indeed, most of those killed and displaced in this conflict were from the Shi’a and Sunni majority communities, who happened to be a minority in a particular place at a particular time.

Increasing speculation about a possible three-way split of Iraq into Shi’a, Sunni and Kurdish states or entities is raising serious concerns about the further massive population displacement that is likely to ensue. Minorities are very concerned about whether, if that came to fruition, their communities would have a future in Iraq. Iraqi leaders and would-be leaders and their backers in the international community must act responsibly and work towards finding solutions to the current crisis that will ensure that members of all communities are protected and their rights respected.

The recent wave of fighting has also led to many people being detained by the Iraqi security forces and armed groups. It is becoming very difficult to track detainees as areas of control fluctuate and detainees are often moved. Amnesty International has recently spoken to released detainees from the Yazidi community who were captured by ISIL, as well as to family members of those still held by the group. At least 24 Iraqi border guards and soldiers were captured by ISIL last month in north-west Iraq. Some were released later, but the rest are being held by ISIL across the border in north-east Syria. The captives are among scores of minorities who have been targeted in a spree of sectarian detentions and abductions carried out by ISIL in recent weeks.

I initiated this debate because during the last International Development questions I was struck by the comments of my right hon. Friend the Member for Rutland and Melton (Mr Duncan), the International Development Minister—he is not here today because he is on a ministerial visit to Nepal—who said:

“The collapse in the supply of fuel and medical supplies entering Gaza in recent months and the rising price of food are exacerbating the already precarious humanitarian situation caused by restrictions on the movement of goods and people and the devastation of the winter storms.”

He went on to say that he had been in the Palestinian Territories the previous week and had spoken

“directly to a number of people in Gaza. The shortage of drugs is a serious issue, and that has been the case since about 2007. DFID is supporting the UN access co-ordination unit to work with the World Health Organisation, Israel, the Palestinian Authority and the agencies to help to facilitate the transfer of medical equipment and supplies, and patient referrals, in and out of Gaza.”

He then made a stark prediction:

“It is no exaggeration to say that, come the autumn, Gaza could be without food, without power and without clean water. One UN report predicts that it could become an unliveable place, meaning that it risks becoming unfit for human habitation.”—[Official Report, 22 January 2014; Vol. 574, c. 279.]

I visited Gaza twice some years ago during the 2001 to 2005 Parliament, when I chaired the Select Committee on International Development. One visit was under the auspices of Christian Aid, and it is worth remembering that there are Christians among the Palestinians. Palestinian Christians are a minority among Palestinians, and Palestinians are a minority in the middle east, so Palestinian Christians often feel that they are twice a minority and consequently doubly powerless at controlling their own lives. My second visit was with the whole Select Committee as part of an inquiry into DFID support for the Palestinian Territories.

During my chairmanship of the International Development Committee and my period as a Foreign and Commonwealth Office Minister, when the FCO still had responsibility for international development and what was then called the Overseas Development Administration, I saw many terrible tragedies—some from acts of nature, some as a consequence of human folly and some as a combination of both. They ranged from witnessing first hand the horrors of the famine in Ethiopia in 1984 to visiting the camps for refugees and internally displaced people in Darfur.

What distinguished Gaza and struck me was the total sense of hopelessness among ordinary people there. One small example struck a chord. My great-grandfather was a market gardener, and Gazan farmers tried to make a living by growing strawberries; they sought to maximise the potential of what little land they had by erecting greenhouses. They were not allowed to export the strawberries as Palestinian strawberries, but at the time they were at least able to export them. Sadly, almost all their greenhouses were destroyed by the Israeli army. After my second visit, I recall returning home and telling my children that I had no fear of death and I had been to hell, or rather that I could not imagine a state of existence or purgatory of such total hopelessness as being trapped in Gaza.

The Chamber may recall that, back in 2012, the Prime Minister urged Israel’s then Prime Minister to “do everything possible” to end the crisis in Gaza. As far back as July 2010, the Prime Minister described Gaza as a “prison camp” and appealed to the Israeli Government to allow the free flow of humanitarian goods and people out of the Palestinian Territories.

He has experienced those visits and the horrors he is describing so eloquently. Why does he think the international community has proved so ineffective at putting effective pressure on Israel to relax the horrific stranglehold on Gaza? What steps does he think could be taken now?

I do indeed, and I will name some of them later, but there are many others that I will not have the opportunity to name. I recognise that that co-operation and collaboration is an important part of trying to expand the network of sanitation and clean water internationally.

I congratulate the hon. Lady on calling this enormously important debate. Does she agree that initiatives such as Oxfam’s water week, which engages children in both education and fundraising for specific projects in specific countries—Mali last year and Niger this year—are an important way of raising awareness and achieving practical results?

I agree entirely. It is important to engage young people in that work, because they will no doubt carry it forward.

Annually, more children under five die as a result of diseases arising from inadequate sanitation and hygiene than from HIV/AIDS, malaria and measles combined, so the impact is huge. Open drainage channels and sewers provide the environment conducive to the breeding of mosquitoes, which spread such diseases.

I am a former civil engineer with a long-standing interest in international development, and this issue is particularly close to my heart. During my term as lord mayor of Belfast, WaterAid was one of my nominated charities, and since my election to Parliament I have continued to work closely with it and other charities, such as Tearfund, to pursue this issue with the UK Government. I thank both charities for their support to me in preparing for today’s debate and, more important, for their work with others to maximise access to clean water and sanitation globally.

It is a pleasure to follow the hon. Member for Banbury (Tony Baldry), my colleague from Oxfordshire. I agree with everything that speakers on both sides of the House have said so far. It is very heartening, faced with such an appalling situation, that there is this extent of agreement between us. I join what has been said in commending the response of the British public, the Department for International Development, the non-governmental organisations and the diaspora communities. That is good to see, but we are all aware that there is so much more to do.

First, I stress the importance of global action to counter the role of financial speculation in driving up food prices and increasing their volatility, as shown in research by the World Bank and UN bodies. It would be helpful if the Government could confirm UK support for effective EU regulation in this respect, as well as action at the G20.

Secondly, I draw the House’s attention to a good point that has been made to me in a helpful briefing from CABI—the Centre for Agriculture and Biosciences International—which is based in Oxfordshire: that losing less food is as important a contributor to food security as growing more. Currently, farmers lose an average of 40% of their crops to pests and diseases, and most of that is unnecessary. Using existing knowledge and providing timely, practical and specific advice through local clinics to farmers on the management of plant pests and diseases can have a significant impact on food security right now, with no need for additional water, land or other resources. Obviously, people need extra water in places where there is not any, but the point is well made. To this end, I commend the Plantwise initiative, which is supported by DFID and by the Swiss aid agencies.

Friend agree that, tragically, these countries will suffer worse conditions, certainly with less water, if climate change continues unabated, and that in the interests of preventing famine in Africa, the international community needs to redouble its efforts to tackle climate change?

I wholeheartedly agree with my right hon. Friend—that is imperative. When we see these awful experiences of people, we are reminded of the real human consequences of climate change and the necessity of action.

Thirdly, I want to refer to the situation in Sudan. The role of conflict and political strife in creating and exacerbating chronic food insecurity is well known, and it is important to push for greater humanitarian access into regions of Sudan, including Darfur, Nuba Mountains and Blue Nile. However, we have seen in the past how the Government of Sudan have used negotiations over access to further their own narrow political interests—for example, tactically negotiating for restrictions on its opponents during the wet season, when their own army is at a disadvantage and guerrilla groups have the advantage, and then nullifying agreements for humanitarian access during the dry season, when traditional forces have the advantage. I urge the UK Government to take that into account when engaging in the vital discussions that are necessary on improving humanitarian access.

I should also like to highlight the importance of engaging with diaspora organisations that are organising relief—for example, the Nuba Mountains Welfare Association. We can all see how, in politically sensitive situations, these organisations may get more access to displaced people through informal networks than established NGOs, which may be understandably cautious about getting involved or directly blocked by restrictions imposed, in this case, by the Government of Sudan, or in other areas by local warlords. Improving DFID’s relationship with diaspora groups and pursuing innovative partnerships can bring real benefits for civilians in conflict areas who cannot be reached through traditional means.

In the specific case of Abyei, where displacement following the invasion and occupation of the region by the Sudanese armed forces disrupted the traditional planting season, it is imperative that the UK Government prioritise the pursuit of a solution on its political status and do not just focus on implementation of the temporary interim agreement.

On the humanitarian efforts, we have given substantial funds and indeed pre-positioned resources to the common humanitarian fund. On Abyei and the border, which the right hon. Gentleman is right to prioritise, we continue to give strong support to the process led by President Mbeki to get all parties together.

I welcome what the Secretary of State says. I am sure that he will take into account the repeated and as yet negated promises for a referendum for the permanent residents of Abyei. Continued political insecurity, even after the displaced people have returned, may lead to a near-permanent reliance on food aid in a region that is actually fertile and where communities could otherwise return to self-reliance in the medium term.

My final point relates specifically to South Sudan, but has broader application elsewhere. It relates to points that others have already made. It is vital that resources are focused on programmes that support individual farmers and that, in particular, support is targeted towards women, given the traditional breakdown in responsibilities, whereby women are often the agents in cultivation among the Dinka and other significant tribes in the region. That will help to ensure that aid improves cultivation, rather than simply increasing cattle herd sizes or inflating bride wealth prices. Support for the formation of co-operatives, offering advice on issues such as the management of plant pests and diseases, and helping with marketing and so on would be especially useful.

To conclude, although the volume and reach of aid is clearly crucial in the short term—I echo what has been said about the importance of keeping up our efforts and of other countries starting to match them—it is critical that there are well-directed measures on conflict resolution, security, farming methods, pest control, infrastructure and price stability, because it is those things that will enable the parts of Africa that are suffering to become more self-sufficient in the long run. It is vital that international effort is directed towards that end.

The hon. Gentleman is absolutely right. The introduction of free primary education in Lesotho is having a massive positive impact. I will say a few words about the thirst of people in Lesotho for education. They see it as a way to progress within their lives, become teachers or entrepreneurs and develop the skills that they need to take their country forward. It is such a recent innovation—it has only happened within the past decade—that many lives previously did not reach their full potential.

People in Lesotho understand the importance of education, and it is valued in their schools. Both teachers and pupils are enthusiastic about education and its transformative power. I wish we saw that more often in some UK classrooms; I never heard a pupil in Lesotho say to me, “I’m bored.” I would love never to hear such a comment in the United Kingdom.

The hon. Gentleman mentioned the links between schools in Wales and in Lesotho. I commend the Department for International Development for focusing over many years on global schools partnerships, which have been positive as far as Wales is concerned. I particularly commend the fact that the partnerships require commitment from UK schools to work with schools in developing countries, so that they can learn from each other. What I have seen in the Wrexham schools involved in the project is a strong sense that not only is Lesotho learning from us, but we are learning from Lesotho.

That is an important part of the process of developing the global schools partnerships; the schools are working together. Countries at completely different stages of development are engaging and working together to confront the problems of developing countries and the developed world, and that engagement creates a much stronger understanding of what developing countries’ problems are.

That understanding is transmitted not just between staff but between the pupils who are fortunate enough to visit the others’ country. Perhaps I should declare a sort of interest: my wife is a schoolteacher just outside my constituency, in Clwyd South, which recently had a visit from some schools in Lesotho. That link has developed over three years. It has added hugely to the understanding of those in the senior school, as well as those in the two Wrexham primary schools involved, and it has massively benefited our experience and knowledge of international development.

DFID has played a major role in that. I know that securing finance for the global schools partnership is demanding and requires a lot of commitment. There is an element of form-filling that is not popular with the applicants, but it is positive in that it requires those applying to think constructively about how they approach the global schools partnership and how they can engage, for benefit in two directions, in the work being done.

The link between Lesotho and Wales is massively important, and it is keenly felt in Wales. Established some years ago, it has developed hugely and is important in both countries. Lesotho is somewhat similar to Wales in that it is dominated by a slightly larger neighbour. Lesotho has South Africa; Wales, of course, has England. I think that Lesotho sometimes feels a little undervalued by the UK Government—for example, when its high commission closed. It supported the movement against the South African apartheid regime, but was not valued as much as it should have been.

The DFID office in Maseru is the only UK Government presence in Lesotho and it is greatly valued. It would be a major step backwards if there were any thought of closing that office because it is the only representation that we have in the country. For many years, Lesotho was our window into southern Africa. It was a place where people sought refuge from the apartheid regime and that offered assistance to people from outside who were threatened by the appalling policies of South Africa at that time.

I congratulate my hon. Friend on securing this important debate and commend the links with Wales to which he has been referring. I strongly support the remark that he has just made about the value of DFID’s presence in Lesotho. On the overheads involved in aid programmes in relatively small countries, the last evaluation report on DFID aid to Lesotho that I was able to find referred to the importance of partnerships with other European donors and better close working with the Foreign and Commonwealth Office. Would he care to comment on that?

My right hon. Friend is absolutely right. I know that both Germany and Ireland contribute to development in Lesotho and have been very active in the country—along with China, which is also becoming an increasing presence in Lesotho. The link with Wales is really valued within Lesotho. In celebration of the links between the two countries, the Queen of Lesotho recently visited Wales and went to a school in Penley to see the development of the global schools initiative. She saw how well that project is progressing and how much benefit both countries are securing from it.

If we are to have a partnership, it is crucial that the Government do not withdraw from activity in Lesotho and that they retain their presence there. We need to have a presence to facilitate the involvement of more private sector and non-governmental organisations, because the need in Lesotho is massive. I have already referred to the rate of AIDS infection within the country. That is a major problem with which Lesotho has to cope in a way that few other countries do. That issue requires our immediate attention. We all understand that there are tough times at home, but the people of Lesotho are having a tougher time. They have a massive rate of HIV infection in their country, and it is draining away enthusiastic young people who are keen to get on.

I thank the hon. Member for Wrexham (Ian Lucas) for initiating this important debate. It is clear that global poverty is an issue about which hon. Members care deeply. Britain can be proud of that. I am proud that the coalition Government have not merely reaffirmed Britain’s commitment to meet the goal of 0.7% of gross national income spent on aid from 2013, but that they have reflected that in concrete terms through the recent spending review.

The hon. Gentleman is absolutely right to speak of Britain’s important relationship with Lesotho. Our relationship has a long and complex history. Back in 1868, Lesotho became a British protectorate under Queen Victoria and, in 1966, the Kingdom of Lesotho gained its independence from Britain. We now value Lesotho as a fellow member of the Commonwealth and, in 2008, Lesotho attained lower middle income status. Considering that long-standing relationship, I was pleased to learn of the personal links to the country maintained by the hon. Gentleman and his interest in the country’s development. I confess I never quite expected ever to hear in this Chamber the words “Wrexham twinned with Lesotho”—although I appreciate that there is a wider Welsh interest—and I am slightly envious that he was able to welcome Queen Masenate Seeiso to his constituency. That trumps me.

There are good reasons for all of us to be interested in Lesotho’s development. It is the fifth most unequal country in Africa and, as a result, poverty remains widespread and deep. Some 30% of people are living on less than $1 a day. Food insecurity and hunger mean that 41% of children under five years old are stunted, and Lesotho has the third highest HIV rate in the world, with almost one in four people living with the virus. The British Government are committed to using the wide range of tools at our disposal to champion justice, fairness and prosperity for the poor people of countries such as Lesotho. That includes not only our bilateral aid programmes but, often more significantly, our work through the EU and the World Bank, debt relief, trade facilitation, skills transfer and more.

In that context, let me comment first on DFID’s bilateral programme in Lesotho. The programme is relatively modest in scale at some £3 million per year, which is less than 2% of the overall aid that Lesotho receives. However, the programme has changed many lives. For example, our support in preventing and treating HIV and AIDS among workers in the garment industry—predominantly women—has reduced HIV prevalence in young female factory workers from 37% in 2007 to 29% in 2009. We have doubled the uptake of HIV testing by garment factory workers over the same period. An increase of £1 million in support to that programme over the year ahead will help to improve women’s lives, tackle a major cause of maternal death and support private sector growth by sustaining a healthy work force.

However, our bilateral support is much less than the substantial total funding—about £10 million each year—we provide to Lesotho through multilateral channels, including the EU, the World Bank, debt relief and international NGOs. We are stepping up our scrutiny of the performance of those partners around the world to ensure that UK aid is well spent.

It is also abundantly clear that the future of a land-locked country, such as Lesotho, cannot lie in aid alone. It will lie as well in Lesotho’s ability to trade with neighbours and Africa’s ability to trade with the rest of the world. The Prime Minister has made clear his commitment to supporting Africa’s ambition to establish a free trade area, thus freeing up trade between African states and with the world more widely. We are pursuing that aim through support to improve road and rail travel and to reduce the cost of trade across the region.

We all support the goal of free trade in Africa and elsewhere, but does the Minister accept that, given the high proportion of Lesotho’s income that comes from custom dues, there will have to be a careful process of transition so that those revenues can be made up?

I accept that any establishment of a free trade area will have to look at such matters, and the right hon. Gentleman is right that existing patterns have to be taken fully into account when looking at a future goal.

Britain has a long history of skills transfer to African partner countries. For example, the British Council has provided Chevening scholarships to Lesotho for many years, and the British Government are committed to scaling up that programme over the years ahead.

I began my comments by reiterating the Government’s commitment to overseas development and poverty reduction. We should acknowledge the level of responsibility that we take on as a result of that commitment: the responsibility to ensure that we can demonstrate 100p of value for every £1 spent; the responsibility to ensure that UK aid is spent where it can make the most difference, tackling the problems on which the UK can have greatest impact; and relentless discipline, thrift and focus on value for money, which is essential in everything we do.
