I acknowledge what the Minister of State said about sanctioning certain west bank settlers, although four seems a very low number to me. Has he raised the activities of those settlers with his opposite number in the Israeli Government?

The British Government have certainly raised those activities with the Israeli Government. That is why we have asked that they should be arrested, prosecuted and punished for those activities. On those who may or may not be subject to a sanctions regime, we keep that fully under review, but the hon. Member will understand why I think it is best not to discuss that across the Floor of the House.

Let us have another try: has the international development Minister had direct discussions with his Israeli counterpart about getting fuel into Gaza? Once the fuel runs out, hospitals stop and people die.

I have not had those discussions with my Israeli opposite number, but the hon. Gentleman may rest absolutely assured that the contact with the Israeli Government—not least during the visit of the Prime Minister and the Foreign Secretary over the past few days—focuses on every aspect of this issue.

The hon. Lady is absolutely right that those are two terrible crises, and money is important. It is not everything, but it is important. We will have to wait until the outturn from the autumn statement to see where we stand on that.

1. By what means he plans to assess levels of fraudulent use of aid in fragile and conflict-affected states.

[The Secretary of State for International Development (Mr Andrew Mitchell)]

The Government are committed to spending 30% of UK aid on conflict-affected and fragile states where the millennium development goals are most off track. We have a zero-tolerance approach to fraud and other abuse and all our programmes include safeguards to ensure that taxpayers’ money is spent properly.

[John Cryer]

A very high proportion of that taxpayers’ money flows through the EU. Is the Secretary of State satisfied that that EU money is being properly used and accounted for?

[Mr Mitchell]

About a third of that money goes to the European development fund, which scored highly in the multilateral aid review, and that suits Britain’s interests because around 40% of it goes to Commonwealth countries and we contribute only 17%. The money spent through the budget is £800 million, over which we have much less control, and we are seeking to ensure that it is better deployed.

Pakistan Floods

My hon. Friend is absolutely right about the devastation that has struck both livestock and crops, upon which people in Pakistan are absolutely reliant. I set out in my statement the scale and extent of that devastation. We are already providing funding for seeds for the forthcoming planting season and we will keep under close review the important aspect my hon. Friend highlights, which will directly affect the extent of food security in Pakistan in the forthcoming year.

I, too, welcome the Secretary of State’s statement, as will many of my constituents in Leyton and Wanstead. On the question of economic reform, in his discussions with the IMF and other international bodies, will he guard carefully against any suggestion of anything that resembles structural adjustment programmes? They might not be called that any more, but the fact is that elements in many international bodies are still keen on such programmes, which in the past have wrought the kind of devastation that we have seen in many countries, including environmental devastation.

The hon. Gentleman makes a good point. After my discussions not only with the IMF but with the Minister of Finance, who is working so hard in Pakistan on these reforms, I can assure the hon. Gentleman that a measured approach is being taken on those matters.
