I have looked at the measures in terms of performance data and customer satisfaction. I recognise that we have had frustrations across our rail network over a number of years and that we had very poor performance last May, but I do not accept that Abellio is a failing performer. It operates 6,000 trains in the UK each day. The service is improving in all areas—[Interruption.] My right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) is doing an awful lot of chuntering using fairly robust language, as he normally does—or as he has taken to doing recently. The point remains that we are delivering a network that is operating at the best that it has operated for a significant number of years. It has turned around decades of under-investment and underperformance. We are now seeing a network carrying more people with a higher level of safety than at any point in British history and this franchise award takes that further.

Yet again, we have not had a statement from the Department for Transport. We have to rely on media announcements and urgent questions to hold the Department to account, but when the Minister comes to the Dispatch Box, he says, “Oh, that’s a lot of questions.” That is because we are not getting information. Virgin Trains East Coast walked away from the east coast main line owing £2 billion. Many people called for Stagecoach not to be allowed to bid for other franchises, but the Department for Transport dug its heels in, saying that it could bid for franchises and then sat on the non-compliant bid for a long time. Why has the Department adopted such contradictory positions? Martin Griffiths, the Stagecoach chief executive, said:

“We are extremely concerned both at the DfT’s decision and its timing. The Department has had full knowledge of these bids for a lengthy period”.

Again, what discussions were held on pensions and how long has the Department sat on the non-compliant bid before making a decision?

What will happen with the west coast main line franchise, as we are told by the media that Virgin Trains will disappear in a year? Virgin previously won the 2012 franchise after a legal challenge, so what are the risks of further challenges from Virgin after this decision today, and will the Minister provide any legal advice that the Department has taken?

Abellio in Scotland pays the living wage. Is it part of this franchise award that all employees get the living wage? How robust are the pension protections in this Abellio franchise and how will pensions be protected in other franchises? Clearly, this is now a major issue.

Many of us have called for the Transport Secretary to resign. Now we have the irony of the Transport Secretary threatening the Prime Minister to resign over her position on Europe. Will he follow through on his threat, or will the Government take action and make the Secretary of State resign and shake up the Department?

Well, much of that was absolutely ridiculous—just complete nonsense. Let us turn back the page and remind ourselves about the idea that the Government have somehow been dragged to the Dispatch Box. I remind the hon. Gentleman that this was a contract that included a market sensitive element. There are strict procedures when a market-sensitive contract is awarded by any Government—and that includes the Scottish Government. The announcement is made first of all to the City. There was a written ministerial statement at 7 o’clock yesterday morning and by 9 o’clock there was a “Dear Colleague” letter sent out to all those Members who were affected, so what he says is simply wrong.

I have to say I cannot remember exactly the full range of questions the hon. Gentleman asked, but the key thing is that this contract has been awarded in a fair and consistent way. It is delivering significant passenger benefits, including a complete renewal of the fleet. I have already highlighted that the inter-city, regional and express services will all receive new rolling stock—new trains—and that there will be more services, more seats at peak and improved environmental performance. The benefits are clearly very significant. We should welcome them, not the opposite.

I think the hon. Gentleman got carried away with his own rhetoric when he asked whether the Secretary of State should resign. Of course not—what a load of complete nonsense. This franchise was awarded in a fair and consistent way, and it will deliver for passengers. We should celebrate that, not the opposite.

Shared space schemes are a very controversial area, and their name does not help people. With shared space schemes, local authorities are trying to remove some of the visual clutter and improve the built environment, but that cannot be done at the expense of disabled people. In the Department, we have a work group that, with the Chartered Institute of Highways and Transportation, is looking at good practice in this area, and it will publish its report shortly.

Making audio-visual information on public transport mandatory for buses is overdue. Will the Government confirm that they will accept the amendment to the Bus Services Bill, which is going through the Lords?

The Government tabled an amendment in the Lords to introduce AV displays on buses. The Bill has finished its passage through the Lords, and I think it will be introduced in this House in the new year. We are very keen on the amendment, and we were very pleased to get it into the Bill.

There have been interesting and important questions from the Committee. I will tackle the drink-driving one first, which offers a clue as to how we can make progress on road safety. The first year for which we have detailed information on road fatalities in which alcohol was a factor was 1979, when 1,650 people lost their life. That number went down to 240 in 2014, the last year for which we have full data available. That reduction has been down to a mixture of enforcement and education, but especially peer pressure. It is now socially unacceptable to drink and drive, although there is a hard core of people still engaged in it.

We have seen social change in the world of drink-driving and I want to see such change in the world of handheld mobile phone usage while driving. There is a direct read-across in terms of social peer pressure. We are not seeking to make any changes to the limits because I do not want to criminalise the people who might go out and have a glass of wine with their Sunday lunch. I do not think that that is how we will make more progress on this issue. Other countries may have lower drink-drive limits, but they do not have better road safety records.

I do not want to get bogged down in this, but the Minister’s argument is nonsense. That argument was put forward in the Scottish Parliament. It was said that the police would end up criminalising the wee old lady who goes out and has a gin and tonic and that the police should be doing other things. Drink-driving convictions in Scotland are down by more than 7% since the drink-driving limits were lowered, so the effect has been beneficial.

The pothole action fund has a budget of £250 million across this Parliament. The first allocation has already been made this year. It has been allocated to councils according to the number of highways for which they are responsible. We are looking at how we can make the fund as efficient as possible but the key thing is that we are backing local authorities to improve the quality of their local road network.

T9. I have previously highlighted the predicted 45,000 shortage of HGV drivers in the UK. That is only going to get worse after Brexit because many agencies already rely on EU citizens to supply HGV drivers. When will the Government commit to looking at the cost benefits of providing grants for companies to put people who are unemployed through HGV training?

I will be happy to meet my hon. Friend. Access to bus services is very important, and that is especially true when it facilitates people’s access to work.

Government tax makes up 70% of the cost of fuel. Does the Minister agree with the Scottish National party that there should be a continued freeze on fuel duty and that that will help to control the cost of bus services in rural areas?

Fuel duty might well be something for the Chancellor to consider rather than me, but I can highlight the bus service operators grant, which used to be called the fuel duty rebate and provides a 34.57p subsidy per litre of fuel used. We are supporting bus companies and local authorities through that mechanism.

My understanding is that that choice was made in 2014, so we had no choice—that relates to previous amendments that were debated and discussed at the time. Our choice now, two years on, is different—it is a choice of either zero or 100. Let us remember that the choice applies to Royal Mail vehicles, vehicles transporting live animals and light goods vehicles propelled by gas or electricity, and only these categories.

I would like some clarity. I have previously received a written answer from the Minister on PCVs—people-carrying vehicles—such as buses, which have exemptions for local services up to 50 km. Will that exemption fall or is it still in place?

I think the hon. Gentleman is referring to the question I answered on 10 December 2015. Basically, the exemption applies to small passenger-carrying vehicles—effectively people carriers, with eight passenger seats or fewer. These are effectively private vehicles. Such vehicles are exempt from EU drivers’ hours rules and the need to use a tachograph. The same applies to vehicles with between 10 and 17 seats used for non-commercial purposes, which is effectively a minibus carrying scouts or a club football team, and vehicles that are used to carry passengers along regular routes—effectively a local bus service. Such services will be caught up by the change to 100 km. That is my understanding. If I am not correct, I will of course write to the hon. Gentleman.

In Operation Stack, the M20 lorry park is used when there are blockages at the port of Dover or the port of Calais that mean that HGVs cannot pass through as smoothly as possible. The key has been to get the holding area off the highway, and we have had problems when the M20 was closed in both directions because of problems last summer, which brought much of the local economy to a standstill. There has been a consultation on replacing the holding area, and we do not yet have a date for publishing the results, but it is clear that we want to press on. This is a national issue, which is why the Government allocated £250 million to create the holding area in Kent, and we want to press on with that as quickly as possible.

The question about benefits for drivers is very important. The road haulage industry is hugely important to our country. If there were no road haulage, we would be running out of food within days. If we do not have the right numbers of drivers, we will struggle. However, there is a piece of work being carried out by the industry, in partnership with Government, on what we can do to increase the numbers of people joining the industry. The industry has reckoned that there are some significant gaps in driver numbers; however there is a very positive story in the numbers of people now applying to join the sector. To update the Committee, the data showed that 55,000 applicants joined the industry—took their tests—in the past year, which is a significant upgrade on previous years. My intention is to build on that.

There are initiatives to try to bring people into the industry, working with the Department for Work and Pensions and with the armed forces, bringing in people who are leaving our military, but as well as tackling the supply—people joining the industry—we also have keep people in the industry, which is the retention piece. That is where driver facilities come into play. Driver facilities are simply not good enough—that is clear. I am not sure, however, that we can say that that is the responsibility of Highways England; these facilities are largely delivered by private sector organisations and that should continue.

Timescales for introduction were also mentioned. Essentially, we are looking at 2019 for the introduction of smarter tachographs, but they would not have to be applied to domestic vehicles, I think, for another 15 years— therefore, they would not apply until 2034, which is some way away. I think I have answered all the questions that the hon. Member for Birmingham, Northfield asked.
