17. Whether she is taking steps to support the development of an offshore grid for wind farm energy in the east of England.

Grid reinforcement is critical to delivering our world leading offshore wind targets. The electricity system operator is responsible for designing a modern grid that uses a mix of upgraded existing lines, offshore transmission networks and new underground and overhead lines to bring this low-cost, homegrown generation to consumers.

My constituents are angry about the ill-thought-out proposal by National Grid to impose 100 miles of pylons and overhead powerlines between Norwich and Tilbury. Will the Minister share with me, the House and my constituents what work he is doing to ensure that the Government do all they can to encourage National Grid and developers to build an offshore grid that will provide more investment and growth in renewables, and pull the plug on these awful pylons?

As my right hon. Friend knows, I visited East Anglia a few months ago and I plan to visit again. I hear the frustration and the concerns of her constituents, which she has brought to the House today. As she knows, the ESO remains responsible for electricity network design. Offshore routing is more expensive and the costs would be borne by consumers across the country. However, we will continue to engage with the ESO as it develops proposals that strike the balance of offshore and onshore infrastructure.

The terms “doughty champion” and “passionate” are regularly thrown about in this place, but when it is a case of championing Wylfa new nuclear, no one comes close to my hon. Friend. When launching the small modular reactor competition in July, the Secretary of State indicated that, as part of a comprehensive offer to industry, GBN would support access to sites for successful vendors, and Wylfa is one of a number of sites that could host civil nuclear projects. However, no siting decisions have been made so far.

I thank the hon. Member for his predictable question. He was obviously not listening to the answer I gave to his first question: 52 of the 178 projects awarded contracts for difference are in Scotland, and we are also supporting green technologies to the value of £80 million. The fact is, the SNP cannot be trusted on energy and cannot be trusted to give us the facts. It is playing politics with people’s bills while we are delivering to support households, having paid half of an average household’s energy bills this past winter.

Energy transition projects affect the entire United Kingdom. I thank the Minister for his engagement with MPs across the east of England on the impact of 100 miles of pylons to connect new offshore renewables to the grid. Will he give my constituents an assurance that the Government are doing everything possible to look at an offshore grid for the east of England? Of course, that would also benefit the entire United Kingdom, including parts of Scotland.

I thank my right hon. Friend for her question. It was a great pleasure to be in East Anglia last week and to engage with community organisations and MPs from that part of the world. I confirm that all options are on the table as we look at what infrastructure we can and need to build to move us forward into our net zero future.

I have already set out exactly what the Government are doing. We are working with Ofgem and others. We commissioned Nick Winser to provide a report on how we can speed up connection times and build our network to the position it needs to be in, but I am happy to meet the hon. Gentleman to speak about the specific project he has raised.

The House will be familiar with Wilkin & Sons in my constituency, which makes world-famous jam that I am sure everyone in the House has enjoyed. However, it faces significant increases in its energy costs because it is not eligible for the energy and trade intensive industries scheme, as its industry classification is not within the scope of the scheme. The code is 10.3, and it is for processing and preserving fruit and veg. Will the Minister look into that classification? There is an open invitation to come up to Wilkin & Sons.

I thank my hon. Friend for his question. In March, we launched consultations on community benefits for transmission network infrastructure and on supporting the consenting process to revise energy national policy statements. We are also supporting a private Member’s Bill on alternative dispute resolution for compensation disputes over land.

The Minister will know that the east of England does a lot of heavy lifting when it comes to renewables; we are investing in turbines and offshore wind. But he will also know that local communities across the entire region are horrified by National Grid’s plans to build pylons across the entire region, which will connect and increase more energy supply. They favour an offshore grid. Can I ask the Minister directly: what is he doing to work with the local community to deliver that option?

The hon. Lady raises the very important and, frankly, quite pressing issue of spiking and its impact across the night-time economy and, much more widely, across society. We are looking in much of the work we are doing in policing at how we can review the matter and how we can actually give the support required.

T8. The confirmation of the extension of the seasonal agricultural workers scheme is of course welcome. However, as things stand, those visas will be valid for only six months. Given the developments in technology and science in the horticultural sector, the seasons are much longer, so will my hon. Friend give consideration to extending the visas to nine months, helping alleviate the pressures farms face?

First, it is important that the House recognises we always work constructively with the PCS union when it comes to the protection of Border Force staff. Secondly, the rosters were changed to enhance covid-compliance measures and so that there was fairness across all staff, who could be protected in their shift work. We continue to work with the union, and we are committed to doing that, but my absolute priority is to ensure that Border Force staff are protected, because they come into contact with members of the public every single day.

What progress has been made on determining new nationwide operators of the seasonal agricultural workers scheme?

Priti Patel Portrait Priti Patel

My hon. Friend will know the details of the scheme and the numbers that were published six or so weeks ago. We are working on the new scheme with the Department for Environment, Food and Rural Affairs, which as the lead Department will look at the roll-out with seasonal agricultural worker providers. We have a number of providers, and he will be familiar with them, but we are happy to provide him with a written update because I know that is of great interest in his constituency.

The hon. Lady has failed to recognise that the points-based system is absolutely designed to attract the brightest and the best, and if she had heard my comments she would know that those who might not meet the threshold will be able to come because they have the skills that our academic institutions need, and that is the right way forward.

Like my hon. Friend the Member for North Herefordshire (Bill Wiggin), I represent a large rural constituency that employs many thousands of seasonal migrants. In welcoming the quadrupling of the seasonal agricultural workers scheme, may I ask my right hon. Friend the Home Secretary to keep a beady eye on the scheme, and to keep the door open to possible further increases, should that become necessary in future?

Priti Patel Portrait Priti Patel

My hon. Friend is right about the SAW scheme, but he will also recognise that a dedicated occupation shortage list already exists specifically for Scotland, and of course that will continue.
